A fundamental reality in the Nigerian Economic Environment is the acknowledgement that agriculture is the mainstay of the economy. This is because agriculture represents a strategic asset to the overall national economy. The importance of agriculture is manifested in three major facets, viz: a) Provision of employment opportunities to over 60% of the Nigerian work force including the under-aged who are not yet of working age. b) Widespread prevalence of poverty has been linked to the level of the development of agriculture in Nigeria as over 40% of Nigerians live below poverty line. c) Meeting the food and fibre needs of the population. Observers have noted that Nigeria is a nation richly endowed with abundant natural resources that are conducive to agricultural development. Right from the colonial era, there had been significant emphasis by various governments on how to develop agriculture. In the past few years, however, government has been making reference to poverty alleviation in budget pronouncements without concrete and special emphasis on agriculture. It is difficult to perceive the type of policy measures that could be put in place to surmount poverty, without making agriculture a central focus. A cursory look at the agricultural development in Nigeria, nay Africa, reveals a wanton neglect of this strategic sector of the various economies. Recent statistics made some startling revelations that if something drastic is not done, there is bound to be crisis in the next few years. Researchers have discovered that there is a continuous drop in per capital food output gaps and decline in agricultural infrastructure, degradation of agricultural resources due to desertification drought and large untapped bare land. However, this gloomy position in Africa is somewhat at variance with what is seen in South and East Asia, where there has been a rapid improvement in agricultural practices and productions. In Nigeria, the contribution of agriculture to natural development has waned considerably. In the 1960s and 70s, Nigeria was a major exporter of agricultural commodities such as cocoa, groundnut, cotton, etc. At that time, agricultural exports accounted for over 70 per cent of both total export earnings and proportion of GDP making the country self-sufficient in food production. By 1996, the contribution of the sector was only 30 per cent of GDP, and about two per cent of foreign exchange earnings. In fact, as far back as 1976, Nigeria had become a net importer of food items, signaling the emergence of domestic food shortages. This development is not unconnected with the increase in oil output and prices beginning from the first half of the 1970s, government macro- economic policies which did not favour agriculture, including urban-biased infrastructural development, and inconsistent foreign exchange policies. In the decades of Nigerian independence, series of palliative measures and programmes have been put in place to address this undesirable trend but to no avail. |
