Governor Kashim Shettima of Borno State on Tuesday said the appointment of indigenes of the state as security chiefs has underlined the determination of the President Muhammadu Buhari administration to take the Boko Haram insurgency to the cleaners. Shettima believed that the battle to end insurgency that had bedeviled the nation, especially the North-East, was now in safe and efficient hands, noting that “the fight to overcome insurgents is now or never.” The governor said this in Maiduguri while receiving members of the Insurgency Victims Support Fund, led by its chairman, Lt.-Gen. Theophilus Danjuma. He urged the IVSF to desist from playing to the gallery and bring about solution to the problems of millions of displaced persons. Shettima described the appointment of two citizens of Borno as security chiefs by Buhari as one of the “happiest moments” in his lifetime, saying with the duo, Nigeria now had the best chance to overcome the challenges of insurgency facing it since 2009. He noted that the President’s choice of Maj. Gen. Babagana Monguno(retd.) and Maj. Gen. Tukur Buratai as National Security Adviser and Chief of Army Staff respectively” was a classic case of putting square pegs in square holes. He explained that the security chiefs possessed ancestral knowledge of the terrain of Borno in addition to being direct victims of insurgency attacks with their relatives killed, their residences destroyed and their towns raided. The governor said, “Yesterday was the happiest moment of my life. President Muhammadu Buhari made a strong statement by his decision to appoint two highly competent sons of Borno to the offices of the National Security Adviser and the Chief of Army Staff. I think his strategy is to get people with ancestral knowledge of the Borno terrain. “Major General Tukur Buratai is even a direct victim of Boko Haram attacks. He lost family members when his residence was attacked earlier this year in Buratai, a town in Biu Local Government Area. Monguno was destroyed and once occupied by Boko Haram and that is where the new NSA, Major General Babagana Monguno, hails from. “In fact, a key family member of General Monguno is still being held captive by Boko Haram insurgents. These two Generals are from Borno; they know exactly where it pinches and most importantly, they understand the terrain and can easily connect with communities to get local support.” Shettima added, “Added to them is also the Chief of Air Staff, Air Vice Marshal Sadique Abubakar, who hails from Bauchi also in the North-East. AVM Abubakar has spent many of his formative years in the military here in Borno State. “He has spent over 10 years in Borno. He knows the terrain very well also and connects with the people. A Southeast group, under the aegis of The African League Organisation (ALO), has called on the Deputy Senate President, Ike Ekweremadu to “step aside” to allow another senator from the region replace him. The group made this call while addressing journalists in Abuja on Monday. It alleged that as Deputy Senate President in the past eight years, he had been passive as no tangible progress had been made in the Southeast that could be linked to his name. The group said it had written Ekweremadu to quit. According to the group, “The only noble way forward is that you should immediately step aside for one out of the remaining 14 distinguished senators from the five states that make up our zone to immediately step in to accomplish our Southeast dreams”. The letter was signed by Chief Kingsley Okafor of National Progressive Coalition, Mazi Sunny Chijioke of Southeast Professionals in Commerce, Sir Okay Nwaneri of Ibos in Politics, Ike Ikemefuama of Ibos in the Diaspora and Chief Anya Onyeije of African League Organisation. Copies of the letter were forwarded to the President General, Ohanaeze-Ndi-Igbo, the Chairman, Southeast Council of Traditional Rulers, all Southeast governors and senators. The group hinged its call for Ekweremadu’s resignation on his alleged failure to use the position to advance the course of the Igbos for eight years. They said: “We are deeply worried that while our area has been sidelined and unrepresented under your leadership as the Deputy Senate President for these eight years under review, you on 9th June, 2015 assumed the same position in the 8th Senate may be for another period of four dark years. God forbid”. ALO noted that despite the Southeast zone producing the deputy senate president in the person of Ekweremadu in the last eight years, all that Igbo youths had gotten was unemployment, poverty and stress. The letter further reads. “As a leader in the Senate occupying the number two seat and Chairman, Senate Committee on States Creation, with all emoluments, entitlements and paraphernalia of the exalted office pencilled for the Southeastern zone, we expect total protection, representation on the scheme of things concerning us all. “You failed to mobilise other 14 senators from Southeast Zone and other senators from other geo-political zones to support the Southeast cause. During this period, senators from other zones ordinarily could not have led or championed our cause without your leadership. “Unfortunately, our zone with its numerous and peculiar problems is sidelined, marginalised and abandoned to its own faith not by the Federal Government but by its own due to lack of leadership. “The direct effect is that our area is left unrepresented by leaders like you who ride on their back to stupendous wealth with all accolades of great life, including national honours and uncountable number of chieftaincy titles within this period”. http://dailypost.ng/2015/07/14/igbo-group-calls-on-ekweremadu-to-step-down-as-deputy-senate-president/ |

The ruling All Progressives Congress (APC), in the 8th Senate shall not enjoy any predominance over the opposition party, the Peoples Democratic Party (PDP). This is based on the provisions of the 8th Senate’s Standing Orders. Investigation carried out by our correspondents revealed that the new Senate Standing Orders stipulates that 57 Committees shall be shared equally, and that is already causing ripples among some members of the ruling party, who by the composition of the 8th Senate, are in the majority in the Red Chamber. A Senator who craved anonymity, said this is one of the major issues in the new Senate Standing Orders, “and we are working hard to ensure it does not subsist on the floor of the Senate.” However, further investigation shows that this new Senate Orders runs contrary to what was obtainable in the David Mark-led 7th Senate where the ruling party enjoyed predominant advantage over other political parties. While the 7th Senate’s Orders did not stipulate the distribution of chairmanship positions, the 8th Senate Standing Orders remove this prerogative entirely from the ruling party, the APC and makes it very clear how chairmanship positions must be shared. According to the 8th Senate Orders, which is a subject of controversy, no geopolitical zones shall have predominance over others. It says in Chapter two, Orders 2(3) 2(iv), “The appointment of senators as chairmen and members of the committees shall be carried out in such a manner as to reflect the six geopolitical zones of the country and there shall be no predominance of the senators from a few geopolitical zones.” The implication of this strange Order is that APC shall only enjoy chairmanship advantage in zones where it dominates. The ruling party dominates the Southwest, Northwest, Northcentral and a slim dominance in the Northeast. It is also gathered that in the distribution of chairmanship positions in the 7th Senate, the Southsouth had absolute share of 14 seats as against Northcentral, Southeast and Northwest with ten each. However, the Southwest came last with a lowly four chairmanship seats and the Northeast with seven. If the 8th Senate Orders is anything to go by, then the absolute majority the PDP enjoyed over who heads which committee in the last Senate shall be history. It therefore means, the geopolitical zones that will enjoy the new advantage thrown up by the Order would be the Southsouth and the Southeast. The likely distribution according to the Equal Share Principle, to reflect the Federal Character would see each state producing a chairman at least while each zone shall produce nine chairmanship positions each. Therefore, the Southsouth and Southeast, being the stronghold of the opposition, shall enjoy equal share of chairmanship seats. It could be remembered that the new Senate Standing Orders has been a subject of controversy. Only recently, a petition was written and signed by Senator Suleman Othman Hunkuyi, Secretary of the Unity Forum to the Inspector General of Police, requesting for investigation into the controversial Orders. The petition read: “We write to bring to your attention, the existence of the fraudulent introduction of a 2015 Senate Standing Rules, as amended. We wish to attach the original and authentic Standing Order for 2011 that was used by the 7th Senate, Annexure A. We again annex herewith purported amended Standing Orders 2015, which was used by the Clerk to the National Assembly (along with the Clerk of the Senate) in inaugurating the 8th Senate on June 9, 2015, Annexure B.” The petition further reads: “The so called new Standing Orders purports to allow for secret instead of the open ballot system that has been prevalent in all Senate elections as permitted by the extant rules.” In the group’s opinion, it was an infraction considered fraudulent and so the group disapproved of its usage. The petition further went thus: “This infraction, among others arises from the fraudulent production of the Rules without an approved consideration by the 7th Senate. At no time was the Standing Orders of the Senate amended during the entire life of the 7th Senate neither has the 8th Senate sat for long enough to produce the rules now being circulated and in use.” Appealing for the arrest and prosecution of the perpetrators, the petition asked: “We therefore appeal that you use your good offices to investigate and bring to justice all persons who may have been responsible for this fraud which has led to the undue political crises and abnormalities in the politics. http://dailyindependentnig.com/2015/07/senate-fresh-crisis-looms-apc-pdp-enjoy-equal-cttees/ |

Beggars, on Monday, returned to the streets of Kaduna, in defiance of a ban against street begging issued by the state government last Tuesday. The state government issued a ban against street hawking and begging on major streets in the state capital and surrounding local government areas. In a statement, the spokesperson to Governor Nasir El-Rufai, Samuel Aruwan, had said, “All beggars and hawkers are to stay off the streets until further notice. Any beggar or hawker found on the streets will be arrested until these measures are relaxed. “The governor also reiterated that the ban on motorcycle taxis (achaba) remains in force, and that the law would be strictly enforced in this regard.” Mr. El-Rufai announced this after a bomb blast that killed 35 people and injured many in Sabon Gari local government secretariat in Zaria. In response to the governor’s order, the beggars on Saturday staged a protest at the National Union of Journalist secretariat in Kaduna challenging the state government over the ban. The beggars also threatened legal action against the government for alleged defamation of character and violation of their right to life. Their leader, Abdullahi Jugunu, said, “Apart from feeling insulted, we will be seeking legal redress against the government, first for defamation of character.” Meanwhile, a visit to major road junctions in the state on Monday showed none compliance with the order. Along Isa Kaita Road, Ahmadu Bello Way and the popular Kawo Motor Park, PREMIUM TIMES spotted beggars, hawkers and even Okada riders. In Kawo, beggars and hawkers were carrying out their activities in full control. One of the beggars at Kawo junction told PREMIUM TIMES that although he heard about the pronouncement by the state government, he does not intend to comply. “I do not care about what they say,” he said. “All I know is I have to find something to eat and this is the only business I can do, begging.” Okada riders, who had also been banned, were seen plying Unguwan Dosa, Kawo, Malali and Badarawa without fear of getting arrested or otherwise. However, the residents of Kaduna metropolis are in full support of the government’s ban. A community leader, Mohammed Garba, a resident of Unguwan Dosa, Kaduna insisted that the government should not hesitate in making sure that the ban is fully complied with. “Street hawking, street begging should be stopped by all means,” Mr. Garba said. “If you want to buy anything you can go to the markets and or shops located all over the streets. “This little children that rom around the street begging are same people that criminals use to perpetrate their bad acts.
