Politics / FG Playing Politics With Niger Delta Dialogue – MEND by miikyphil(f): 12:27am On Jan 02, 2017
Barely a year after the Movement for the Emancipation of the Niger Delta gave its absolute support for the administration of President Muhammadu Buhari, the group on Sunday withdrew their support for the government.
The spokesman of the defunct militant group, Jomo Gbomo, stated this in an electronic statement issued on Sunday where it passed a vote of no confidence on the federal government, accusing her of playing politics with the issue of dialogue and development of the region.
MEND said since the time President Buhari met with the leadership of the Pan Niger Delta Forum under the headship of Chief Edwin Clark on November 1, 2016, some top government functionaries in Buhari’s administration had been ‘arrogantly’ making controversial, prejudicial, conflicting and contradictory statements about the issue of finding lasting peace in the region.
According to the release, “Without prejudice to the pre-2015 Presidential election endorsement freely and voluntarily given to President Muhammadu Buhari on January 6, 2015, the Movement for the Emancipation of the Niger Delta (MEND) hereby categorically and unequivocally pass a ‘vote of no confidence’ on the government of President Buhari.
“That prior to and after his reluctant meeting with the traditional rulers, opinion leaders and stakeholders of the Niger Delta region, under the auspices of Pan Niger Delta Forum (PANDEF) on November 1, 2016, President Muhammadu Buhari has been carrying on arrogantly and making controversial, prejudicial, conflicting and contradictory statements about the politics and economy of the oil-rich region.”
The statement lamented that President Buhari has always, for reasons best known to him, held the Niger Delta region in contempt “while accusing and/or blackmailing the leadership of the region of not being ready for dialogue whereas it is the Federal Government who are not ready or willing to name a team to dialogue with the people.”
It alleged that the government had failed to honour concessions reached before it agreed to announce a ceasefire with militants in the region including the release of the Okah brothers and several other political detainees and prisoners of conscience under a grand deception by the current government.

Politics / Time To Negotiate This Federation Called Nigeria by miikyphil(f): 12:19am On Jan 02, 2017
On Christmas Eve 2016, people of Southern Kaduna were attacked and unlawfully killed, their property destroyed, and dreams of Christmas festivities turned to nightmares by suspected Fulani herdsmen. These attacks on the people of Southern Kaduna have been ongoing but the Christmas Eve attack came despite of a 24-hour curfew imposed by the state government. And while there was outrage on social media, there was silence from the Presidency.
To rub salt into injury, the President’s spokesperson, Mr Femi Adesina, justified the silence saying, “You don’t have to hear from the president on that matter. When it pays us, we talk about federalism and true federalism; yet you want the president and presidency to talk about everything.”
Have we become so desensitised to the loss of human lives that the sustained massacre of people can be put into that trifling “everything” category that does not warrant the attention or sympathy of the President? Every single Nigerian is guaranteed a right to life by the Constitution and the unlawful killing of any citizen in the most remote corner of the nation should concern the President. For at least 12 years the President nurtured an ambition to be Nigeria’s leader in a democracy. In those years, he should have developed a plan to deal with our disintegrating federal republic and the many social and economic challenges facing Nigeria.
He also should have learnt that the solo performance of an all-knowing military dictator is neither well-received nor applauded in a democracy. People in a democracy feel more assured when every player in the government orchestra is given an opportunity to participate in making harmonious tunes to the liking and benefit of the people.
Uneasy lies the head that wears the crown. So yes, Mr President should worry and talk about “everything” especially when it comes to the lives of Nigerian citizens. If the President wants us to be patient, then he must be sensitive to the conditions of all citizens and we must feel some empathy from him. Fight corruption but do not punish ordinary citizens while you are at it. The truth is that those who are bearing the brunt of the hardship under this administration had nothing to do with the corruption and misappropriation of public funds that Mr. President is lamenting about. So if we want to hear from Mr President on a matter we should hear from him.
He should assure us that while we are being battered and bruised by economic hardship and insecurity on the outside, his head is too heavy with worry for the people to enjoy the cushy comforts of Aso Rock. Would it have reduced the office of the President or caused a constitutional crisis if the Presidency sympathised with the people of Southern Kaduna and assured them that the President was giving the state government all the support needed to deal with the situation?
Constitutionally, on paper, the state governors are the chief security officers of their states, but that title has little force when we have a federal police system that takes orders from the Inspector General in Abuja.
Recall the contemptuous relationship between then Commissioner of Police, Joseph Mbu, and the former governor of Rivers State, Chibuike Rotimi Amaechi. It is interesting that Mr Adesina brings up the issue of federalism in this matter. His accusation goes both ways. It pays the Presidency this time to hide its insensitivity under the cloak of federalism. In actuality, the government is so centralised and political parties are primarily concerned with furthering the interests of government at the centre, that Nigeria seems to be a federation only on paper. The underlying characteristic of federalism from most of the literature on the subject is that it is a negotiated state of political affairs.
American political scientist William H. Riker said, “The essence of federalism… is the political feature: (1) the political bargain that creates it and (2) the distribution of power in political parties which shapes the federal structure in its maturity. Everything else about federalism is accident: the demarcation of areas of competence between central and constituent governments, the operation of intergovernmental relations, the division of financial resources, etc.” (Riker, “Federalism,” Handbook of Political Science, p143).
The current federation is not the product of a political bargain that reflects the interests and desires of the federating units. Expressions of dissatisfaction with the Federal Government from different geopolitical zones of the nation indicate that a negotiation of the terms that define our union of federating units is long overdue.
Apparently, the President only plans to spend one term in office so he may not be worried about the effect of his posture with the people on the 2019 elections, but his party should be worried.
Nigeria is facing its worst economic recession in over two decades and one of the reasons for that is the crash in oil prices. Our economy has been far too dependent on oil and at a time when we clearly need incentives to grow other sectors of the economy, the government does what it does best – make policies that strangle the life out of small businesses and non-oil sectors with potential to contribute substantially to the GDP. People are hungry and insecure, yet these are trifling matters for the Presidency. We need change, but it has not come yet.

Politics / Release Zakzaky Now, Shiites Tell President by miikyphil(f): 12:12am On Jan 02, 2017
Members of the Islamic Movement in Nigeria otherwise known as ‘Shiites’ on Sunday asked President Muhammadu Buhari to release their leader, Sheikh Ibrahim El-Zakzaky and others who had been in detention since December 2015.
The group also asked the President to issue a condolence message over what it said was an extrajudicial killing of its members in a bloody clash with the Nigerian Army on December 15, 2015 in Zaria, Kaduna State as well as other parts of the North.
The Shiite members, through their “wanted” spokesman, Ibrahim Musa, in a statement in on Sunday in Kaduna, said the President must obey court orders and release their leader, El-Zakzaky, without any further delay.
The spokesman said, “We call on the President to stop beating about the bush. He must release Sheikh Ibrahim Zakzaky immediately as ruled by the court of the land.
“We expect him to also order for the immediate release of all those who are still being held in various detention across the country since the brutal attack on us.
“We expect him to take bold steps against the officers that massively killed citizens in Zaria, Kaduna, Kano, Funtua and Sokoto since the onset of the attacks on us in December of 2015.
“We also expect him to take actions to address the matter of victims secretly buried in mass graves.”
The spokesman, who said that the President’s New Year remark on the IMN that Shiite members be treated “humanely and according to the rule of law was a confessional statement and an admittance that hitherto, they have acted inhumanly like beasts.”
The spokesman added, “We demand the payment of compensation for lives and property destroyed in the ill-conceived attacks. We await his word of condolences in relation to those extra-judicially killed since the pogrom started.”
The Shiites had been having a running battle with the Nigerian Army when they clashed with the convoy of the Chief of Army Staff, Lt. Gen. Yusuf Buratai, in Zaria, Kaduna State on December 15, 2015.
The clash led to the killing of several Shiites members.
The government officially declared about 347 members dead and buried in a mass grave.
The development led to the establishment of the Justice Muhammad Garba-led Judicial Commission of Inquiry which indicted both the group and the Nigerian Army.
A White Paper released by the government officially declared the IMN as an insurgent group.

Science/Technology / Facebook Faces €200m Fine For ‘misleading’ EU In Whatsapp Buyout by miikyphil(f): 12:20am On Dec 21, 2016
The European Union charged Facebook on Tuesday with providing “misleading” information when it sought approval for its blockbuster $22bn buyout of the WhatsApp mobile messaging service.
The European Commission said the EU’s greenlight of the buyout, announced in October 2014, was not in jeopardy but the social network could face almost two hundred million euros in fines.
With the charge, Facebook joins Apple, Google, Amazon and Microsoft among the US-based tech giants caught in major EU competition probes.
“The European Commission has sent a Statement of Objections to Facebook alleging the company provided incorrect or misleading information during the Commission’s 2014 investigation” of the buyout, the EU’s executive arm said in a statement.
Facebook is accused of misleading the EU with a claim that it was technically impossible for it to merge users between the two services.
But WhatsApp in August said that it would begin sharing data with Facebook, in a bid to allow better-targeted advertising and to fight spam on the platform.
The update by WhatsApp raises “concerns that Facebook intentionally, or negligently, submitted incorrect or misleading information to the commission,” the EU said.
The company has until January 31 to respond to the charge sheet. It faces a fine of one percent of annual sales, which stood at a whopping $18 billion in 2015.
“We respect the Commission’s process and are confident that a full review of the facts will confirm Facebook has acted in good faith,” a Facebook spokesperson said in an email.
The rare accusation by Brussels comes after the EU’s powerful competition chief Margarethe Vestager said she “will keep a close eye on how companies use data”.
The commission is worried that the value of user data is underestimated in tech mergers, though Brussels waved through the recent buyout of LinkedIn by Microsoft despite these concerns.
Tensions between Brussels and Washington have sharpened since EU regulators turned a focus on US tech companies.
Vestager in August ordered Apple to pay back 13 billion euros in taxes and her teams are running several cases against Google.

Politics / "Buhari’s Borrowings Will Enslave Nigeria Eternally" – Fayose by miikyphil(f): 12:14am On Dec 21, 2016
Ekiti State Governor, Ayodele Fayose, on Tuesday said the plan by President Muhammadu Buhari to borrow $30bn to finance the 2017 budget is not good for the economy.

He spoke against the backdrop of Federal Government’s statement that 2016 budget of over N6trn had performed at only about 40 percent.

Fayose spoke at the government office in Ado-Ekiti during the distribution of 7,000 eye glasses to indigent Ekiti people who have bad eye sight.

He said, “If we borrow this much to finance 2017 budget, it means we will continue to borrow even till 2019 and the rate at which this government is borrowing money, I hope they will not plunge Nigeria into eternal debt, enslavement and misery.

“This has been the fear of many who are against taking of $30bn loan. And they will continue to borrow without attempting to concretely tackle the dwindling rate of our currency.

“What the Federal Government is doing is wrong. The FG under President Buhari does not have what it takes to lead this country economically and beyond.

“They themselves confirmed that the 2016 budget performed at about 40 percent or below. So, that is to tell you that they lack the vision, and don’t know what they are doing and are only deceiving Nigerians.”

Speaking about the inspiration behind the distribution of the eye-glasses, Fayose said the scheme was meant to benefit the poor and visually impaired who could not afford eye glasses and whose bad sight has affected their lifestyle.

Politics / 2017 Budget: FG Targets N565bn From Recovered Loot, MTN Fine by miikyphil(f): 6:43am On Dec 20, 2016
The Federal Government hopes to raise a total of N565bn from recovered loot and fines to be paid by MTN Nigeria to fund the 2017 budget.

The Minister of Budget and National Planning, Udo Udoma, explained on Monday in Abuja during the public presentation of the 2017 budget breakdown that the disruptions to oil production and falling crude prices had made it impossible for the government to meet majority of its revenue projections.

The event was attended by the ministers of Health, Prof Isaac Adewole; Finance, Mrs. Kemi Adeosun; Agriculture, Chief Audu Ogbeh; Information and Culture, Lai Mohammed; and Petroleum Resources, Ibe Kachikwu, among others.

Providing useful insights into how the looted funds would be recovered and used, the Director-General, Budget Office of the Federation, Mr. Ben Akabueze, said that N288.6bn out of the N565bn would come from recovered looted funds.

He said, “With respect to the looted funds for the revenue profile in the 2017 budget, it is a total of N288.6bn. This includes N97.6bn, which is the naira equivalent of $320m expected from the Swiss (government), which is part of what was recovered from the Abacha loot.

“It also includes N72bn that has already been received in cash from cases of recoveries and the balance of N90bn is from other expected recoveries, which are at an advanced stage and we feel comfortable and confident that they will come through in 2017 and have to be reflected in the budget.”

The Nigerian Communications Commission had in October 2015 fined MTN N1.04tn for selling over five million unregistered SIM cards.

The fine was later reduced to N330bn, out of which MTN has paid N50bn to the government. The balance of N280bn will be paid in six tranches over a period of three years.

The persistent attacks on oil installations by militants in the Niger Delta and the harsh operating climate resulting in low tax receipts from companies, according to Udoma, dealt a huge blow on the government’s revenue in the first nine months of this year.

An analysis of the projected revenue items in the 2016 budget in relation to the actual receipts showed that the Federal Government recorded a decline of N1.9tn in nine months.

Udoma said the revenue performance in the period had been disappointing, noting that the development had made the government to review downwards some of the revenue parameters in the 2017 fiscal period to a more realistic one.

He explained that although for most part of the year, crude oil prices exceeded the benchmark price of $38 per barrel, there had been a significant shortfall in projected revenue because of disruptions to crude oil production as a result of militant activities in the Niger Delta.

For instance, the minister said that the projected oil revenue for the first nine months of 2016 was N2.8tn as against the N2.2tn realised, while the projected independent revenue was N1.1tn as against N200bn realised during the period.

He added that the projected revenue from the Nigeria Customs Service also declined from N300bn to N200bn within the period, while the projected non-oil tax receipts were N800bn as against N500bn realised during the period.

Udoma said, “The Federal Government of Nigeria’s oil revenues decreased sharply in 2015 and 2016 because of oil production shut-ins and sharp decline in oil price since 2014. The oil price steadied at an average of $110 per barrel from 2012 to 2014, but dropped to a record low of $29 per barrel in February 2016, a drop of 70 per cent.

“Although for most part of the year, crude oil prices exceeded the 2016 benchmark price of $38 per barrel, there has been a significant shortfall in projected revenue caused by the disruptions in crude oil production as a result of militant activity in the Niger Delta.

“In particular, four strategic oil fields are affected, including Trans-Niger Pipeline and Nembe Creek Trunkline axis, as well as the Qua Iboe Terminal.”
He said in the 2017 budget, the Federal Government adopted a more realistic revenue framework from which a revenue of N4.94tn would be generated.

Udoma said the Federal Government would make sure that it did all within its powers to take the country out of recession with the budget through spending in critical areas such as infrastructure...

He said the government was determined to bring succour to the people, noting that the only way it could do this was by taking strong action to change, in a fundamental way, the current trajectory of the Nigerian economy..

He added that a committee had been set up by President Muhammadu Buhari to come up with innovative and creative ways to raise additional revenues from the oil sector and other sectors to fund the 2017 budget.

The report of this committee, he added, would be ready soon for the National Assembly to take into account in considering the budget in the New Year.

Udoma stated, “This is not the time for a timid and cautious approach. This is a time for bold and focussed action. To get out of this recession and back on the path of growth, the government must find the resources to spend on infrastructure, and to spend to reflate the economy.

“This spending will help to stimulate and attract private sector capital and private sector spending. This is what the 2017 budget proposals seek to do. We should not allow ourselves to be discouraged by those who say we can’t find the money to fund the spending required to implement this budget. We must, and we can find the resources.

“We will challenge our revenue generating agencies, particularly the Federal Inland Revenue Service and the Customs, to improve their efficiency and broaden their reach so as to achieve the targets set for them in the 2017 budget.

“They must be tasked to leverage technology to drive revenue collection. We will be issuing new guidelines and templates for computing the operating surpluses of the various government agencies so that we can achieve the targets we have set for independent revenues.”

In terms of expenditure, the minister said spending would focus on critical economic sectors that had quick transformative potential such as infrastructure, agriculture, manufacturing, solid minerals, services and social development.

For instance, he said, a total of N1.047tn was dedicated to key infrastructural spending in 2017.

Some of them are power, works and housing, N529bn; transportation, N262bn; special intervention programmes, N150bn; defence, N140bn; water resources, N85bn; industry, trade and investment, N81bn; and interior, N63bn.

Others are Education, N50bn; Universal Basic Education Commission, N92bn; Health, N51bn; Federal Capital Territory, N37bn; Niger Delta Ministry, N33bn; Niger Delta Development Commission, N61bn; and Agriculture, N91bn.

He added that some new initiatives were added in the 2017 budget to support the diversification of the economy.

For instance, Udoma stated that a new social housing programme of N100bn was added in the budget and the sum of N50bn was allocated for special economic zone projects to be set up in each of the geo-political zones to drive manufacturing and exports.

The sum of N20bn, according to him, is voted for the revival of the Export Expansion Grant in the form of tax credit, while N15bn is allocated for the recapitalisation of Bank of Industry and Bank of Agriculture for them to support Micro, Small and Medium-scale Enterprises.

Foreign Affairs / Electoral College Confirms White House Win For Trump by miikyphil(f): 6:36am On Dec 20, 2016
America’s Electoral College has on Monday made Donald Trump‘s victory official, despite a last-ditch campaign by Democrats hoping against the odds its members could revolt and keep the Republican billionaire out of the White House.
Normally, this step in a US presidential election is a rubber stamp formality that tends to go unnoticed. Not this time.
The country is bitterly divided following
Trump‘s shock win over Hillary Clinton, with the Democrat finishing nearly three million votes ahead in the popular tally.
Plus, there’s uproar over allegations of Russian hacking of Democrats during the campaign to sway the vote in favor of
Trump.
When US voters cast their ballots on November 8, they did not directly elect the next president but rather 538 electors charged with translating their wishes into reality.
Trump won a clear majority of those electors: 306. At least 270 are needed for election.
Electors — most of them party members without name recognition — gathered Monday in each state plus the District of Columbia that houses the capital Washington to officially designate the next president and vice president.
In most states, electors must vote for whichever candidate won the popular tally in their state.

Autos / New Vehicle Registration Scheme Begins March 31 – Adeosun by miikyphil(f): 6:29am On Dec 20, 2016
The Federal Government has fixed March 31, 2017 for the commencement of registration of automobiles being imported into the country under the Vehicle Identification Number scheme.
It is expected that the scheme will put an end to the smuggling of vehicles into the country through the land borders, and eliminate revenue leakage by ensuring that appropriate duties are paid on imported vehicles.
The Minister of Finance, Mrs. Kemi Adeosun, who disclosed this during the opening of a workshop on the integration of the National Vehicle Identification System held at the Customs Command and Staff College, Gwagwalada, Abuja on Monday, said the initiative aimed to introduce technology to counter the activities of smugglers and boost revenue collection.
In attendance at the workshop were the Comptroller General of the Nigeria Customs Service, Col. Hameed Ibrahim Ali (retd); Secretary of the Joint Tax Board, Muhammed Abubakar; Corps Marshal, Federal Road Safety Corps, Boboye Oyeyemi; and Assistant Inspector-General of Police, Alkali Usman, who represented the Inspector-General of Police.
Adeosun, according to a statement by her Special Adviser on Media, Festus Akanbi, stated that revenue would be increased by reducing leakages through the nation’s porous borders, adding that there would also be a reduction in imports under-declaration and evasion of duty payment.
The minister stated, “Going forward, we are introducing a new system where all vehicles will be registered using the Vehicle Identification Number, effective March 31, 2017. Customs clearance will be linked to the VIN, and this in turn, will be required by each state government at the point of vehicle registration.
“Effectively, any vehicle on which duty has not been paid will not be able to be registered and driven in Nigeria. We are using technology to make smuggling an unprofitable venture.”
She explained that members of the public would be advised to ensure that they obtained proof of customs duty payment when purchasing a vehicle to avoid being saddled with the liability of unpaid duties and related penalties.
The minister noted that the country was losing billions of naira annually to the activities of smugglers and described the VIN system as a powerful tool against the illicit and dangerous practice.
Adeosun added, “The VIN provides a form of identity for each vehicle that will be linked to proof of ownership and connected to a centralised database. Another advantage of the VIN is that the original vehicle manufacturers will be aware of the vehicles imported into Nigeria.
“This information is important where safety and other recalls are issued internationally. The manufacturers will now have no excuse for not extending the benefits of such recalls to Nigerian customers.
“The objective is to ensure transparency and accountability in the collection of duties and create a central system for tracking all vehicles coming into Nigeria independent of point of entry, shared database for all regulatory and enforcement agencies and requirements. As we expand the database to cover all cars, we will be able to tackle car theft and non-insurance of vehicles, among others.”
According to the minister, the collaboration between the Customs, FRSC and the Federal Inland Revenue Service will be instrumental to achieving this objective.
She added that the programme was also expected to significantly boost vehicle security and ease of transfer of vehicles from one owner to the other.

Crime / Boy Found In Wall, We Thought We Are Being Hunted By Ghost Said The Tenants by miikyphil(f): 1:25am On Dec 17, 2016
Last Friday, December 9, 2016, people across the country and beyond were alerted to the news of a 16-year-old boy, identified as Aduragbemi, who was found in-between two walls (about 10 inches apart) in the Oduduwa Area, New Town in Ondo Kingdom, Ondo State.
When the incident happened, there was a barrage of questions on the minds of people who came across it, as to how he entered such a narrow space, who he was; where he came from; was he a normal human being or a demon; could he also be a witch that fell from the sky, and many of such questions.
Well, it’s been eight days since he was rescued and normalcy has since returned to the area, but the tortuous experience the boy subjected the occupants of the house to may not go away quickly.
“We were already looking for another accommodation, because it was strange for human voice to be coming out of a fence wall for three days; non-stop, throughout the day and at night,” one of the residents, who identified herself simply as Becky, said.
When our correspondent visited the premises on Akinyosoye Street on Wednesday, the tenants looked relieved, given the nightmares they said they had for the three days the boy spent in-between the wall of their fence and that of the adjoining property. They said they were already thinking a ghost had arrived in their community as the situation was completely strange to them.
She said, “We never knew anyone was there. So, when the noise refused to stop and was unbearable, I told my friends to start looking for accommodation for me because it was becoming scary that we would be hearing a strange voice from in-between walls. Could it be a ghost, I once asked myself. It has never happened before and I don’t think I would forget the experience of those three days.
“Initially, we laughed when the person was talking incoherently, because he was fond of repeating anything people around said. We, in our compound, thought the voice was from the shops on the other side, so we confronted them to know who was doing that, but they said they also thought it was from our compound, or maybe we had a visitor.
“That was when we sensed trouble. We also realised that in the night when the shops would have closed, the voice persisted and the person was saying meaningless things, like ‘my name is Judas Iscariot; I’m Jesus; I was the one who killed Jesus, bring your gaari (cassava flakes), etc. It became unbearable and I couldn’t wait to run away. We thought we were being haunted by some ghosts, because it was very strange.”
She recalled that there were times they couldn’t sleep in the night and they had to bring out their seats in the midnight to sit outside. “It was scary to remain indoors, with the kind of things he was saying at that time of the night, so, sometimes we all came out to sit down outside; it felt safer,” she added.
However, their troubles came to an end that Friday afternoon when the boy’s noise became unbearable and they alerted the police, since the owner of the house could not be reached. With the help of neighbours and passersby, they broke the wall and there he was, naked and looking very emaciated. He was taken to the police station and moments later, his mother, arrived at the scene and she was directed to the police.
“We learnt the boy had mental issues, because people who knew him confirmed that he was fond of going to hide himself and doing strange things,” Becky added.
She explained that on Wednesday, one of their neighbours had said she saw the boy running towards their house naked, around 11pm, and that even though it remained uncertain how exactly the boy got in-between the walls, he apparently climbed their fence and fell inside that night, more so that they started hearing the voice from that Wednesday night.
Findings by Saturday PUNCH revealed that the boy, an Indian hemp smoker, had been undergoing treatment for mental illness since the past three years. The place where he was found is some distance from where his mother lived. He was then taken to a church, and after some efforts, the head of the church called his mother to come and take him away.
When our correspondent visited the head of the church, Prophetess Dorcas Adebayo, she admitted to being the one taking care of the boy but that she had to release him having told the mother what she needed to know about the cause of the boy’s problem.
“That incident happened three days after I discharged him from here and I learnt she took him to another place,” she added.
Meanwhile, the house where the boy’s mother lived at 11, Okegboyi Street, was locked when our correspondent visited, and according to neighbours, their whereabouts remained unknown.
The Ondo State Police Public Relations Officer, Femi Joseph, said the mother of the boy had been advised to take him for immediate medical care “as he looked so emaciated.”

Politics / Rivers Rerun: Inec, Us, Uk, Eu Want Killings, Electoral Malpractices Probed by miikyphil(f): 1:13am On Dec 17, 2016
The Independent National Electoral Commission has urged security agencies to investigate the role of uniformed personnel in the violence that rocked the December 10, 2016 rerun in Rivers State.
Governments of the United States, United Kingdom, France, Germany and the European Union, also called on the Federal Government to launch a full investigation into killings and alleged electoral malpractices witnessed during the rerun.
INEC Chairman, Prof. Mahmood Yakubu, said the rerun was characterised by a high level of violence with more than 70 incidents of deliberate obstruction of the electoral process.
The INEC boss made the comment while speaking during a press conference shortly before declaring open a capacity development workshop for INEC Press Corp with the theme ‘Repositioning the media for effective coverage of electoral processes’ in Abuja on Friday.
He said INEC would collaborate with security agencies to track down those who perpetrated acts of violence and disrupted the electoral process as reported in Okrika and Gokana, Biata, Boro, Andoni, Oyibo and Ogu Bolu in the state.
He said the commission had documented all instances of violence to ensure that appropriate measures were taken in accordance with the laws of the land.
He said, “Once again, the overwhelming blight on the December 10, 2016 elections is the level of violence and thuggery. There were no less than 70 incidents of deliberate obstruction of the electoral process.
“The commission has documented all these instances of violence and wishes to assure Nigerians that we shall carefully scrutinise them and take appropriate actions under the law as well as our guidelines and regulations.
“We are confident that the security agencies will investigate all violations of the nation’s laws before, during and after the last rerun in Rivers State including the alleged unsavoury roles played by actors in uniform.”
Yakubu stressed that the commission had taken a decision to institute an administrative panel to probe the activities of personnel of the commission in the election.
According to him, the commission would investigate the personnel of the commission for alleged absence from their duty posts and partisanship in the discharge of their responsibilities, and that anyone found to have disobeyed clear rules and regulations would be sanctioned appropriately.
The INEC Chairman said the commission had also commenced investigation into allegations of bribery against personnel deployed in Etche and Ikwerre Local Government areas.
He noted that while a good number of electoral officers dutifully carried out their responsibilities in spite of the odds, the commission had information that a supervisory presiding officer attempted to abscond with electoral materials in Ahoada West.
Yakubu stated also that the commission was considering online registration of voters in the country.
He explained that the commission had plans to make it possible for intending voters to register in the future with their names while the commission would keep record of vital information such as date of birth.
Meanwhile, in a joint statement issued on Friday and signed by the US Ambassador to Nigeria, Stuart Symington; British High Commissioner to Nigeria, Paul Arkwright; French Ambassador to Nigeria, Denys Guaer; EU Head of Delegation to Nigeria, Michel Arrion; and German Ambassador to Nigeria, Bernhard Schlagheck, the foreign governments expressed sadness over the killings during the poll.
They said in the statement, “We are saddened by the deaths reported of civilians and police officers who were present in the state. We call for a transparent and full investigation into those deaths and other security incidents, including credible reports that some elements of the security forces either obstructed the course of the elections or improperly influenced the results.
“We call on the leadership of all political parties and their supporters to allow future elections in Nigeria to go ahead peacefully.”
According to the statement, there were provocations on the part of major political parties; the All Progressives Congress and the Peoples Democratic Party, involved in the election.
The statement added, “We note with concern the rising tension in Rivers State ahead of elections on December 10. We followed closely the conduct of the elections held in Rivers State on December 10 and the days immediately following. We are extremely concerned by the use of incendiary language, intimidation and violence by supporters of both the major political parties prior to and during the elections.
“We praise the bravery and commitment of those Independent National Electoral Commission’s (members of) staff that persevered in their work on the ground to ensure polls went ahead in the face of severe challenges, but are troubled by reports that some INEC officials accepted payment to influence election outcomes.”

Music/Radio / Drake’s ‘one Dance’ Breaks Billion Mark On Spotify by miikyphil(f): 11:43pm On Dec 16, 2016
Drake’s “One Dance” on Friday notched up another record — it is the first song to be played a billion times on Spotify.
The Canadian rapper’s song — which already in October became the most-streamed song ever on Spotify — had been played 1.002 billion times by early Friday.
With a raw funk vibe but minimalist beat, “One Dance” has been in heavy rotation at clubs and parties this year.
The track, which appears on Drake’s top-charting album “Views,” features guest vocals by Wizkid, one of Nigeria’s top singers, and British house artist Kyla.
Drake’s totals on Spotify, the largest site in the fast-growing format of streaming, comes even though he has a business tie-up with Apple.
The tech giant, whose upstart Apple Music is trying to catch up with Spotify, released “Views” exclusively for its first week although individual tracks appeared elsewhere.
Despite Drake’s success, he was surpassed in November for most monthly listeners on Spotify by The Weeknd — a fellow Toronto artist and protege of Drake.
And in a surprise to many music watchers, “One Dance” was not nominated for Record of the Year or Song of the Year at the Grammy Awards although Drake is up in other categories.

Politics / Fayose Fights Crime With ‘operation Flush’ by miikyphil(f): 11:37pm On Dec 16, 2016
Ekiti State Government on Friday launched a special patrol team named ‘Operation Flush’, in the bid to reduce crime by complementing other crime-fighting outfits.
The team is made up of officers from the police, the military, the Department of State Services, the Nigeria Security and Civil Defence Corps and the National Drug Law Enforcement Agency.
Speaking on the occasion at the Government House, Ado-Ekiti, the State Governor, Mr Ayodele Fayose, warned members of the team not to engage in harassment, extortion or intimidation of members of the public.
While reiterating the determination to reduce crime to the barest minimum in the state, Fayose also directed local government chairmen to ensure that road medians and shoulders were cleared across the state.
“All hands must be on deck to make police and security agencies succeed and we are supporting them in this regard. Majority of crimes are committed in the Northern part of the state and Ado-Ekiti, the state capital. A response team that would be able to respond quickly in any part of the state is what we need.
“The team is set up under the existing security structures of the military, police, the civil defence corps among others. I implore people to avail them the necessary information that they need to work with and succeed. They are not to harass, intimidate or extort anybody, as they will be monitored and as for me, I don’t have any opposition to harass or muzzle,” he said.
Governor Fayose added that all the necessary tools and encouragement would be given to the members of the team to succeed.

Politics / Senate Has Not Rejected Magu – Falana by miikyphil(f): 11:30pm On Dec 16, 2016
Human rights lawyer, Mr. Femi Falana (SAN), believed the Senate has not rejected Mr. Ibrahim Magu officially, after the acting Chairman of the Economic and Financial Crimes Commission was not confirmed on Thursday.
Falana said, “What the law says is that the Senate shall confirm an EFCC chairman; not an executive session, not a committee and the Senate has not done this.
“So, the Senate has not rejected him and if you look at what has been done, they are saying they received a security report for which reason they are not considering his nomination.”
Th this end, a group of lawyers, under the aegis of the National Association of Democratic Lawyers, demanded the disclosure of the nature and content of the “security report”, which the Senate relied on to reject the nomination of Magu.
In a statement on Thursday by its President, Mr. Luke Aghanenu, NADL said it was curious that the Senate would reject Magu in spite of the good performance of the EFCC under his watch as acting chairman.
The group said, “Perhaps it is to save its face from what obviously seems to be outright bias that it embarked on this rejection by invoking unexplained security reasons.

Politics / Arase, Others Bungled Bola Ige’s Murder Trial – Son by miikyphil(f): 12:21am On Dec 15, 2016
The immediate past Commissioner for Lands and Physical Development in Osun State, who is the son of the late Chief Bola Ige, Muyiwa, has said a former Inspector-General of Police, Mr. Solomon Arase, and other police officers, who were investigating officers during the trial of the murder of his father knew how the case was botched.

Ige’s son, who said the family would not rest until those who killed his father were brought to justice, spoke on a private radio station based in Osogbo, Rave FM, during a programme, Frank Talk, monitored by our correspondent in Osogbo on Wednesday.

Ige said it was sad that those who killed his father, who was then the Attorney General of the Federation and Minister of Justice had not been brought to justice 15 years after he was murdered.

Muyiwa said the family lost Ige, and his wife, Atinuke, who was a judge, within 20 months and those who perpetrated the act were still walking free.

He said, “The immediate past IGP had made a statement a couple of years back that unless they have new evidence there was nothing they could do. But when I heard that, what I thought was that it might be a diversionary tactic.

“The immediate past IGP was one of the investigating officers during the trial (of Ige’s murder) they know the intricacies of how they botched the evidence of the case. We are hopeful that something will be done. It is the responsibility of everybody to ensure that justice is done.

“The family cannot prosecute; it is the responsibility of the state. All things being equal, hopefully the right thing will be done.”

He linked Ige’s murder to the removal of his cap at the Palace of the Ooni of Ife shortly before his killers struck and shot him dead at his Bodija residence in Ibadan on December 23, 2001.

According to him, the family has organised a memorial lecture which will hold next week.

He said a Lagos lawyer, Mr. Festus Keyamo, was among those who would speak at the event.
Muyiwa said Keyamo might have a new light to shed on the matter.

But when contacted by one of our correspondents, Arase denied that he bungled Ige’s murder trial.
He said he did not hide the late Ige’s case file, stating that it was with the Attorney General of the Federation who was prosecuting the case.

Arase explained that he had nothing to do with the file since the case was in court.

“The case file was not with me, it was with the Attorney General who was prosecuting the case. The AGF was prosecuting the case and the file was with him, I couldn’t have hid what was not in my custody,” he stated.

Politics / No Time For Academic Pursuit In My Military Days –buhari by miikyphil(f): 12:13am On Dec 15, 2016
president Muhammadu Buhari, on Wednesday, said there was no time for officers to further their education during his days in the military.
He said military men were only preoccupied with war, coups and counter-coups at the time.
A statement by his Senior Special Assistant on Media and Publicity, Garba Shehu, quoted the President as speaking during the decoration of his Aide-De-Camp, Col. Mohammed Abubakar; and the Commander of the Presidential Air Fleet, Air-Vice Marshal Sadiq Kaita, with their new ranks at the Presidential Villa, Abuja.
“I am happy with the intellectual approach of the military. In our time, there was no time for academic pursuit. It was all about war, coups and counter-coups,” the President said.
He said modern military required superiority of intellect and imagination to achieve victory in warfare.
While expressing happiness with the dazzling array of university degrees the newly-promoted officers had acquired, the President urged all officers to ensure the translation of academic achievements to performance in the field and other places of assignment.
Buhari said in times of peace and stability, military officers should use such opportunity to pursue their intellectual transformation which should go side-by-side with hardware transformation of modern armies.
The President urged officers to read History, irrespective of their academic backgrounds, describing it as an important prerequisite for strategic learning and success in the military.
Buhari congratulated both officers on their various achievements in their services, calling on them to always be mindful of the welfare of those placed under their command.
Both Kaita and Abubakar had, prior to their current assignments, served the country in peacekeeping missions abroad.

Politics / Alleged N1trn Failed Rail Contracts: Amaechi, Adeosun, Others Shun Reps C’ttee by miikyphil(f): 6:03am On Dec 14, 2016
ABUJA— MINISTER of Transport, Rotimi Amaechi; Finance Minister, Kemi Adeosun; ex-Economic and Financial Crimes Commission, EFCC, Farida Waziri; ex-bosses of SURE-P, Gen Martin Agwai, retd, and Christopher Kolade, all failed to show up, yesterday, to defend the roles they played in alleged N1 trillion failed rail contract scam.
None of the principal officers summoned showed up at the investigative hearing on the N1 trillion scam.
At press time, none had sent any letter to state why he or she failed to appear before the investigative panel.
This did not go down well with the chairman of the adhoc committee, Ehiozuwa Johnson Agbaonayinma, who vowed in his opening remarks that all shoddy rail contract deals between 2010 and 2014 would be unearthed.
He said: “In spite of challenges faced by the committee, we are determined to fulfil the mandate given to the committee.

“Nigerians must know how their money was spent in the rail sector, I make bold to say that anyone found wanting will be exposed.’’
Immediately the session started at about 10.45am, the committee chairman ordered representatives of SURE-P to defend how N77 billion was disbursed to contractors involved in all the rail projects.
Convener of Presidential Committee on Rail under SURE-P, Mazi Sam Ohuabunwa, quickly responded that the amount involved was N73.08 billion not N77 billion.
Ohuabunwa, while defending his committee before it was stopped, said: “I’m proud to say that we carried out all our assignments well as verified all payments and projects nationwide.’
He also asserted that SURE-P was not party to the award of railway contracts, disclosing that a total sum of N73 billion was expended on various railway projects between June 2012 and March 2014 when the tenure of the intervention outfit came to an abrupt end.

Politics / Court Orders EFCC To Unfreeze Fayose’s Accounts by miikyphil(f): 5:55am On Dec 14, 2016
A Federal High Court sitting in Ado Ekiti has ordered the Economic and Financial Crimes Commission to immediately unfreeze the accounts of the Ekiti State Governor, Ayodele Fayose.
Saying the action was against due process, Justice Taiwo Taiwo said the anti-graft agency did not follow the laid down regulations in freezing the accounts.
Justice Taiwo gave the order while delivering judgment in a suit filed by Fayose through his lawyer, Mr. Mike Ozekhome (SAN).
The commission had frozen Fayose’s accounts after allegedly tracing N4.7bn from the office of the National Security Adviser to the accounts.
The governor had approached the court through an ex parte order seeking a mandatory order de-freezing the accounts but the court ordered that the respondents be placed on notice.
Delivering judgment in the suit on Wednesday, Justice Taiwo said the EFCC’s action breached the governor’s fundamental rights to fair hearing, as the commission did not make him a party to the proceedings for the interim freezing of the account.
He said it was also the duty of any presiding judge to protect the constitution and its interpretations whenever the need arose.
Justice Taiwo described Fayose as “a genuinely deprived person who rushed to the court to seek constitutional protection.”
“The plaintiff is entitled to be heard before his property or money can be seized, doing otherwise will amount to denying him fair hearing and constitutional rights.”
The judge agreed with Ozekhome that the EFCC suppressed facts by not disclosing the identity of the plaintiff (Fayose) to the court that granted the interim freezing order that the two accounts that were frozen belonged to a governor who enjoys total constitutional immunity.
Besides, he stated that the EFCC did not provide any credible evidence empowering it to carry out the freezing of the accounts.
The judge declared that being a person covered fully by immunity under Section 308 of the 1999 Constitution, no legal proceedings could be instituted against Fayose.
“I hereby give a mandatory order directing the respondents jointly or severally to immediately de-freeze, unblock and make operational both accounts belonging to the applicant,” the judge said.
However, the EFCC has faulted the order urging it to lift the restriction placed on Fayose’s bank accounts.
The EFCC said in a statement by its spokesman, Mr. Wilson Uwujaren, that the order which was delivered by Justice Taiwo Taiwo was at variance with another order given by Justice M. B Idris, granting the EFCC permission to freeze Fayose’s accounts.
The commission said it would appeal the judgement soon.

Education / Fayose Orders Ekiti Varsity To Sack 400 Workers by miikyphil(f): 5:45am On Dec 14, 2016
The Ekiti State University, Ado Ekiti, has sacked over 400 workers recently engaged by the institution because their recruitment did not follow due process.
The action followed a directive of the state Governor, Ayodele Fayose, who expressed reservation about the recruitment process.
The governor, who said this on Wednesday in Ado Ekiti, wondered why more than 400 persons would be offered employment without the positions being advertised.
He spoke during an interactive session with the participants in the N-Power Programme of the Federal Government from the state at the Government House, Ado Ekiti.
No fewer than 3,400 people are taking part in the programme in the state.
Participants are to take part in education, health, community and agriculture sectors for the next two years and would be paid a monthly stipend of N30,000 each.
Fayose at the event promised a reward of N1m and full employment for the best participant in the N-Power Programme.
He, however, called on the Federal Government to tackle unemployment headlong, saying the N-Power Programme was only a palliative.
“This is only a palliative as it will last for only two years and I am strongly appealing to the Federal Government to take the issue of job creation serious. When somebody partakes in this programme and is sent back to the labour market after two years, that is going back to where he or she started, the labour market.
“As for us, we will do our duty to distribute participants to where they would work and monitor them as well as ensuring that we do a proper data capturing of the participants.
“For those in the agriculture arm of the programme, they can take advantage of our desire to adequately support rice and cocoa cultivation. We will support in the provision of inputs and clearing of land. Next year, we are committing about N250m to clear farmlands across the state. From among the participants, we can get serious ones who could be useful in the teaching service and other areas,” he said.
The governor also emphasised the need to make appointment into public service free, fair and transparent.

Politics / Presidency Finalises Plan To Sell Two Aircraft by miikyphil(f): 12:50am On Dec 13, 2016
The Presidency has concluded the process for the sale of two presidential aircraft, a Falcon 7x executive jet and Hawker 4000, The PUNCH has learnt.
In a statement on October 4, the Presidency had confirmed that President Muhammadu Buhari had authorised the sale of the two jets.
Advertisements were then placed in newspapers for interested buyers to bid for the aircraft.
A top Presidency source told our correspondent on the condition of anonymity on Monday that the process of selling the aircraft which was handled by the Office of the National Security Adviser had been concluded.
He said, “The bids were opened in the presence of all interested parties about two weeks ago.
“At the end of the exercise, all those who participated commended the process which they described as very transparent.”
When asked about the identities of the preferred bidders and the amount the Federal Government would realise from the sales, the source said the details would soon be made public.
He, however, said the details would only be disclosed after the report of the sales might have been presented to the President for approval.
“The report will be made available to the President first. Once he approves it, it will be made public in accordance with the present administration’s policy,” he said.
The Senior Special Assistant to the President on Media and Publicity, Garba Shehu, had in the October 4 statement said the decision to sell the jets was in line with the directive of the President that aircraft in the Presidential Air Fleet be reduced to cut down on waste.
Two aircraft in the fleet had also been handed over to the Nigerian Air Force for its operations.
Shehu had said, “When he campaigned to be President, the then All Progressives Congress candidate, Muhammadu Buhari, if you recall, promised to look at the Presidential Air Fleet with a view to cutting down on waste.
“His directive to a government committee on this assignment is that he liked to see a compact and reliable aircraft for the safe airlift of the President, the Vice-President and other government officials that go on special missions.
“This exercise is by no means complete.
“I am sure the Commander of the Presidential Air Fleet will any time from now, call you to a ceremony at which he will hand over some other aircraft to the Nigerian Air Force for their operations.”
According to the Presidency, the PAF had 10 aircraft at the inception of this administration.
These are: Boeing Business Jet (Boeing 737-800 or Air Force One), one Gulfstream 550, one Gulfstream V (Gulfstream 500), two Falcons 7X, one Hawker Sidley 4000, two Agusta Westland AW 139 helicopters and two AgustaWestland AW 101 helicopters.
Each of the two Falcon 7X jets were purchased in 2010 by the Federal Government for $51.1m, while the Gulfstream 550 costs $53.3m, a former Minister of Information, the late Prof. Dora Akunyili, had said.
With the planned sale of two and the handing over of two others to NAF, the fleet now has six aircraft.

Politics / APC Will Sweep Obiano Out In 2017 –ngige by miikyphil(f): 12:43am On Dec 13, 2016
The Minister of Labour and Employment, Senator Chris Ngige, on Monday asked Governor Willie Obiano of Anambra State to start writing his handover notes.
Ngige, who spoke at a press conference in Awka, the Anambra State capital, said the APC would contest the governorship election in the state fully and effectively.
He said the only thing that would save Obiano in that election was to join the APC.
He said if he failed to do so, the APC would sweep Obiano and his All Progressives Grand Alliance into the abyss.
The minister said, “We are going to contest that election fully, effectively, with all the resources at our disposal. And I can tell you without any fear of contradiction that Anambra will be an APC state.”
Ngige, who said he would not contest the 2017 governorship election of the state because of his national engagement, said he would work to ensure the success and victory of his party in the election.
He said nobody should be deceived that the APC had not begun any form of campaign for the purpose of the election.
He said, “I have a PhD in Anambra politics. I will elaborate this with two examples. In 2010, I vied for the governorship of Anambra State, which took place in February. We were then in AC and we did not make any noise in the state until four to five months to that election. But we were quietly building our structures and putting things in the right places.
“The good thing is that many people are showing enthusiasm to become members of the APC. The door is also open for the incumbent governor. There are four factions in APGA now and out of these, he belongs to one faction and that faction cannot deliver the governorship for him.
“I have told him that and I did not mince words. Though he has not requested to join the APC, we are telling him that he is welcome to our fold because that will be his only saviour.”
Reacting via the telephone, the Senior Special Assistant to Obiano on Media and Publicity, Mr. James Eze, said Ngige was daydreaming.
He said, “Those who are not guided by history will continue to stumble on the same stone. the APC has no stronghold in Anambra State. It has no structure and party loyalty.
“The APC does not exist in Anambra State. It will take Ngige donkey’s years to plant the APC in Anambra State. So Ngige’s effort is comparable to someone who wants to plant flowers in the Sahara desert. It’s an exercise in futility,” Obiano’s aide stated.

Politics / We’ll Construct 400 Dams Before 2019, Says Buhari by miikyphil(f): 12:37am On Dec 13, 2016
President Muhammadu Buhari on Monday declared that his administration would construct additional 400 dams to boost irrigation across the country before the expiration of his term in 2019.
He also revealed that Nigeria’s population doubles itself every 25 years, stressing that this was why the government had decided to focus on revamping agriculture and solid mineral sectors.
Buhari disclosed this to delegates from Africa and other continents at the 32nd Annual Meeting of the Food Crisis Prevention Network which was held in Abuja.
The President said the government had started implementing measures to expand the production of grains and other agricultural produce in Nigeria, adding that the country would start experiencing three harvesting seasons when more dams become operational in the next two years.
Buhari, who was represented by the Minister of Agriculture and Rural Development, Chief Audu Ogbeh, said, “We can no longer rely on rainfall, we have to create more dams, water reservoirs and insist on harvesting food at least three times in a year.
“I am happy to tell you that that programme is being designed and in the next two and half years we shall add to the existing 200 dams at least another 400 dams across the country to encourage irrigation on a large scale.”
On Nigeria’s increasing population, he said the number of citizens across the country might hit 500 million by 2050 and that there was the need to plan how to feed the nation when its population gets to that level.
Buhari said, “We are not unmindful of our huge population here, hence the need to urgently ensure that the agricultural sector is revitalised as soon as possible. Our population here doubles every 25 years. Estimates are that by 2050 Nigeria will be in the region of 450 to 500 million persons, making us the third most populated country on planet earth coming after China and India.
“The question, therefore is, how do you feed 500 million people with hoes and cutlasses as their tools for agricultural development? However, we are proud to say that we are currently achieving a lot. This year, the harvest of grains in Nigeria has been absolutely exceptional as other African countries have been coming here in search of grains.”
The President noted that the poor handling of agriculture by government had contributed to the depletion of the country’s foreign reserves, as Nigeria spends $22bn annually on food imports.
“Our failure to restore agriculture in the face of crisis in the North-East has increased the percentage of food imports and caused a severe reduction in our foreign reserves. Africa is said to spend $35bn annually on importing food. Of that amount Nigeria accounts for $22bn and there is no need for this, because presently Africa has no excuse of not being able to feed itself,” he added.
This, he said, had warranted a renewed focus by the present government to revamp agriculture and solid minerals development, to revive the economy and make it an export-driven one capable of sustaining prosperity for the masses.
Buhari added that it was high time African countries stopped the importation of harmful foods from other continents as most of these items were toxic and cause health challenges based on findings by an agency in Nigeria.
He said, “Our National Agency for Food Drug Administration and Control have had reason to analyse certain products not originating in West Africa but imported into West Africa and then into Nigeria to be of extremely harmful effect in the diet of our people. Too many of our people are dying of new diseases as a result of this.
“We are therefore making an appeal to all of us in the sub region to do what we can to make sure that nothing harmful comes in through our borders.”
The President also urged African countries to change the method of cattle breeding on the continent, as he stated that there was need to stop the roaming of cattle in order to forestall conflicts between herdsmen and farmers.

Crime / Three Killed, 17 Injured As Suicide Bombers Attack Borno by miikyphil(f): 7:36am On Dec 12, 2016
There was panic in Maiduguri, the capital of Borno State, on Sunday morning as two suicide bombers, a male and female, detonated the bomb strapped on them at about 8.50am.
The explosives killed the two suicide bombers while 18 others at the scene were injured.
One of the injured persons died later at the hospital where the 18 were taken to for treatment.
Our correspondent gathered that the casualty figure could have been very high, had security operatives not denied the bombers access to the Maiduguri Monday Market.
The bombers, said to be teenagers, were said to have detonated the explosives when they were accosted by security operatives attached to the market.
Speaking on the incident, the spokesman for the National Emergency Management Agency, Sani Datti, in a text message to our correspondent, said, “A male and female suicide bombers have detonated explosives near Monday Market, Maiduguri this morning (Sunday).”
Datti said rescue workers were deployed in the scene to assist the injured.
He added, “Only the two suicide bombers lost their lives while 17 persons were injured and evacuated to the Specialist Hospital Maiduguri.”
Speaking to journalists at the scene of the explosion, the Borno State Commissioner of Police, Damian Chukwu, said, “At about 8.50am today (Sunday), two suicide bombers detonated IEDs strapped to their bodies at the Monday Market roundabout; 18 persons sustained varying degrees of injuries, and are presently at the state Specialist Hospital while only the suicide bombers died in the blast.”
Datti, who had earlier confirmed that only two suicide bombers died in the explosion, later called our correspondent to explain that one of the 17 injured victims of the explosion had died at the hospital.
Meanwhile, the Borno State government has summoned all stakeholders to a meeting to brainstorm on solution to suicide attacks in Maiduguri.
The state Governor, Kashim Shettima, summoned officials of all markets, motor parks, shopping complexes, football fields and other places of public gatherings in Maiduguri to an emergency security meeting with heads of security agencies and the civilian Joint Task Force on Monday (today).
The stakeholders are expected to gather at the Borno State Government House in Maiduguri, to discuss how to improve the security of the town and check the activities of suicide bombers.
Shettima also visited the scene of the suicide attack around the market and was at the accident and emergency ward of the Maiduguri Specialist Hospital where he met each of the survivors.
The governor was told that three of the injured persons were in the theatre, undergoing emergency surgery.
The commissioner of police had informed the governor that the suicide attacks were carried out by two suicide bombers at two close spots, both outside the Maiduguri Monday market before 10am.
The CP told the governor that besides the two suicide bombers who died on the spot, one other person died among the 18 persons that were injured in the explosion.
Shettima said, “Tomorrow, we will be having an emergency security meeting involving the management of all the markets, motor parks, shopping centres, football fields and other attack-prone areas and we will invite the civilian JTF and of course our security officials so that we cross-pollinate ideas and come up with some new measures that will strengthen our existing security structure around markets.
“We have been taking different steps as the insurgents change their ways; we will all meet and come with measures that will not be made public. This suicide attack is highly unfortunate; I condole with the families of the victims. Insha Allah, we will always do the best we can to prevent this kind of bloodbath.”

The governor had in December 2014 ordered that roads to most markets in the state should be barricaded, while youth volunteers under the civilian JTF were posted around markets in the state. The Sunday attack was not the first on the Monday Market by the Boko Haram insurgents, who had at different times in the past used persons who concealed bombs and pretended to be buyers of wares to attack the market.

Politics / 2017 Budget’ll Take Nigeria Out Of Recession –buhari by miikyphil(f): 7:27am On Dec 12, 2016
President Muhammadu Buhari on Sunday said the 2017 Appropriation Bill that he would present to the joint session of the National Assembly on Wednesday would take Nigeria out of recession.
Buhari said this in his Eid-el Maulud message to Nigerians.
In the message which he personally signed, the President said with collective dedication and hard work, Nigerians would in 2017 overcome the economic difficulties, and return the country to the path of prosperity.
He urged Nigerians not to allow the reality of the temporary challenges to undermine their hope or reverse the collective will to succeed.
Rather, he said the challenges should remind them why they needed to remain united.
The President’s message read, “Again, the calendar of life has brought us into another period of celebration, and deep reflection. Celebration, because we are marking the birth of Prophet Mohammed (Peace Be Upon Him), and deep reflection, because it is another opportunity of pausing, taking a deep breath and reflecting on the current realities before us.
“First of all, I wish all Muslims a happy and memorable celebration of the birth of the great Prophet, through whose teachings, particularly on peaceful living, tolerance, sobriety, generosity, sacrifice and honesty, and wisdom, the nation has gained immensely in building a harmonious and prosperous society. The universal truths of the Prophet’s values remain unchanged.
