More dissension is trailing the planned shar­ing formula for principal officers of the House of Representatives, with the South East and North Central caucuses of the chamber rejecting the All Progressives Congress (APC) zoning proposal for the offices.

The rejection of the APC proposal by the two cau­cuses came a day after the South South Caucus in the House took a similar step.

The party had proposed to the leadership of the House that Majority Leader of the Chamber should go to the South West, while the deputy chief whip should emerge from the South South.

However, addressing newsmen in separate press conferences shortly after yesterday’s plenary, the South East and North Cen­tral caucuses accused the ruling party of marginalis­ing them in the sharing of the offices.

They claimed that the party had completely ex­cluded them from the prin­cipal positions in the House.

They advised the party to take cognisance of the Federal Character principle embedded in the constitu­tion in allotting the princi­pal offices.

Ahman Pategi from Kwara State, who spoke on behalf of the North Central caucus in the House, said the party’s position was tak­en without consulting the caucus. He said members of the caucus were shocked when the party stated in its publications that it arrived at the decision after due consultation.

“We are also amazed by the directive of the party to the leadership of the House to take necessary action on the purported choice made by the party, which we see as a clear usurpation of the powers of the zonal cau­cuses and their members as guaranteed by the constitu­tion and the standing rules of the House of Representa­tives.

“We therefore, strongly reject the purported selec­tion by the party, which we see as being in conflict with the principle of the Federal Character as enshrined in the Constitution of the Fed­eral Republic, “Pategi said.

The North Central, he said, wanted fairness and equity in the filling of other principal positions of the House of Representatives following the emergence of the speaker and deputy speaker.

Echoing a similar posi­tion, Austin Chukwukere from Imo State, who spoke on behalf of the South East caucus, said: “We can’t stand here and allow the party sweep us out.

In the spirit of Federal Character the party has not done the right thing.”

Chukwukere stated that if the South East was not car­ried along in the selection of the principal officers, it would challenge the zone’s resolve to serve the party.

a meeting with President Buhari on Tuesday evening, All Progressives Congress (APC) Governors agreed to call the National Assembly (NASS) Senators to order.

The meeting started at about 11pm and continued into the early hours of Wednesday morning. All agreed that factions within NASS APC lawmakers must rally themselves under the Party umbrella.

Those in attendance concluded that members of the APC, specifically Bukola Saraki as well as Yakubu Dogara, must respect the views of the Party leadership and stop spurring internal unrest. There is no room for personal power struggles, like that of the election of Senate President, to corrupt vision of an entire Party.

After the meeting held in the Presidential Villa, Abuja, Rochas Okorocha, the Chairman of the APC Governorship Forum and the Governor of Imo State, said, in a conversation with State House Correspondents "with all these achievements and progress we're making, we're worried by the pockets of disagreements going on in the National Assembly. We have resolved that we came from a Party and our Party's views should be respected."

The Edo State Governor, Adams Oshiomhole, also mentioned that each Public Servant part of the APC Party was not elected as an individual, but as an extension of the APC's platform. Thus, the Party position must be supported at all times.

"We are saying that there should not be a winner-takes-it-all; that we should carry everybody along and accommodate other as suggested by the Party," he said.

"We as progressive Governors, we have listened to the President. We expect our Senators to also listen to the Party. We are going to call them... it is about Party supremacy."

"When the Party has spoken we must listen."

This one incident will not be APC's last dramatic event. There may be others Senators and Governors operating against the will of the President and therefore, the Party. Shehu Sani of APC Kaduna Central has warned that the struggle within APC leadership is a very serious danger to the young, prospective administration of President Muhammadu Buhari. Nigeria is apparently witnessing "a post-revolutionary crisis."

This crisis is typical when a minority group becomes a majority Party. It is also the reason Buhari is working to unify the APC and to work with Senators that are committed to the policies and vision of the current administration.

Moreover, Okorocha said that Tuesday's meeting with the President instilled greater confidence in the Party. After the main issues were addressed, the Governors gave praise to President Buhari because of the way he has handled the NASS issue and also that of the country's economy.

The APC Senators from each respective State have been invited to meet with all arms of the legislative government to work through this crisis.

A mother and her infant son who disappeared in a plane crash in the dense jungle of western Colombia have been found alive and well five days later in what authorities have described as a “miracle”.

Nelly Murillo, 18, and her son Yudier Moreno, not yet one year old, were found on Wednesday close to the site where the Cessna 303 crashed on Saturday in thick vegetation near Quibdo in the province of Choco.
“It’s a miracle. It is a very wild area and it was a catastrophic accident,” Colonel Hector Carrascal, the commander of the Colombian air force in Antioquia, told AFP news agency.

“His mother’s spirit must have given him strength to survive.”
Murillo and her baby were taken by helicopter to a nearby hospital with minor injuries, said Carrascal, adding that he was stunned they were alive.
“The lady has wounds and minor burns and apparently the child is unharmed,” the Colombian air force said in a statement.
The plane’s pilot, Captain Carlos Mario Ceballos, died in the crash and rescuers found his body in the aircraft.
They discovered the doors of the plane ajar and suspected that survivors may have clambered out.
A 14-person search-and-rescue team scoured the dense forest before finding the mother and child.
The plane was travelling between Nuqui and Quibdo in western Colombia when it crashed.

There was tension at the House of Representatives on Wednesday as lawmakers from the North-Central geo-political zone protested the “purported” sharing of principal offices in the House by the All Progressives Congress to the exclusion of the zone.

They were joined by their APC colleagues from the South-East, who also accused the leadership of the party of allegedly being “unfair to the zone, in spite of working tirelessly to ensure that the APC had its presence in the South-East. ”

The party reportedly zoned the position of House Majority Leader to the South-West; Chief Whip to the North-East; Deputy Leader to the North-West; and Deputy Whip to the South-South.

Going by this formula, former House Minority Leader, Mr. Femi Gbajabiamila, who is from Lagos State, will most likely be the new majority leader.

The Chief Whip will likely be Mr. Mohammed Monguno, from Borno State, while the position of deputy Leader will go to a member from Kano State, Mr. Alhassan Ado-Doguwa.


Mr. Pally Iriase from Edo State is likely to be the deputy whip if the proposal of the party succeeds.

The party was said to have formally written the Speaker, Mr. Yakubu Dogara, on its decision, but he reportedly kept sealed lips over the matter on Wednesday owing to mounting tension on the issue.

The speaker did not read any letter from the party on the floor on Wednesday, as he was said not to be sure of what would be the likely reaction of aggrieved members.

It will be recalled that even the South-South that was given the position of deputy whip, rejected it on Tuesday.

Reacting to the development, the North-Central Caucus said it rejected the sharing of the positions by the APC without considering the “fact that the North-central zone controls over 50 members.”

The caucus also faulted the “claim” of the APC that it consulted with all zonal caucuses before it arrived at the sharing formula.

Speaking at a news conference at the National Assembly in Abuja, the Leader of the caucus, Mr. Ahmad Pattegi, said, “We, therefore, strongly reject the purported selection by the party, which we see as being in conflict with the principle of Federal Character as enshrined in the 1999 Constitution.

“The caucus believes strongly that there should be fairness and equity in the selection of other principal positions of the House, following the emergence of both the Speaker and Deputy Speaker.

“We believe it will be inconsiderate of the party to consider both the North-East and South-West zones after both zones have produced the speaker and deputy speaker respectively.

“We have resolved to pursue this injustice vial all civil and legitimate channels.”

The tone of the South-East caucus, which has two members in the House, was not different as it expressed disappointment over the sharing of the positions without giving any to the zone.

The Leader of the caucus, Mr. Chukwukere Ikechukwu, called on the APC ‘s leadership to reverse its decisions.

“We reject in its entirety, the distribution of the positions and we call on the party to reverse it.

“We condemn it in its entirety,” he stated.

Earlier on the floor, Dogara fought hard to prevent an exchange of hot words between Gbajabiamila and former House Deputy Leader, Leo Ogor, from degenerating to use of abusing language.

Gbajabiamila and Ogor, a Peoples Democratic Party lawmaker, had always been against each other at the 7th Assembly where they held the posts of minority leader and deputy leader respectively.

But, the animosity between the two has worsened since June 9 when Ogor openly supported Dogara to become the speaker of the 8th House in an election which Gbajabiamila lost by eight votes.

On Wednesday, the two quarrelled over the rules on procedure for amending motions on the floor.

A motion on attacks on farmers by herdsmen was being debated when a member, Mr. Musa Serkin Ada, moved to amend it.

But, Ogor raised a point of order to argue that the rules of the House did not provide for the body of a motion to be amended.

Dogara sustained Ogor’s order and ruled on the issue as concluded.

However, as the speaker made to call the next item on the Order Paper, Gbajabiamila objected and raised a point of rider to re-open the matter on which Dogara had already decided.

The Lagos lawyer quoted Order 8 (32) to point out that “any part of a motion” could be amended, contrary to the earlier ruling in favour of Ogor.

“We are setting a precedent in this House, which I think we have to be properly guided,” he said.

As Gbajabiamila spoke, Ogor sprang up from his seat to complain that it was “in breach” of proceedings for him to attempt to re-open a matter decided by the speaker.

“We should all try as much as possible to respect ourselves and the rules of this House.

“The speaker has ruled on this issue; our rules say you can only bring up such an issue via a substantive motion.

“He is a third timer (won election to the House for three times) and he should know that what he is doing is not right,” Ogor shouted, as he pointed his finger at Gbajabiamila.

The former minority leader too responded that he knew why Ogor was agitated.

“I understand your worries; I do,” he added.

Dogara intervened to stop the two from further exchanging words, but he still ruled in favour of Ogor.

A war of words has again ensured between the Ekiti State’s All Progressives Congress (APC) and the Peoples’ Democratic Party (PDP).

While PDP has alleged that the recent workers’ verification exercise in the state has revealed how the administration of former Governor Kayode Fayemi diverted over N4 billion entitlements of workers to the APC through various means, the APC has accused ‎Governor Ayodele Fayose of his old practice of falsehood and blackmail to divert Ekiti people’s attention from proven cases of sharp practices in governance, saying his party ‘s allegation of diversion of N4b by former Governor Kayode Fayemi was to take Ekiti people’s attention from N720m he awarded himself as salary arrears for his unfinished first time while at the same time owing workers salaries and pensioners’ entitlement.

PDP said ghost workers detected during the exercise were among the methods used to perpetrate the fraud.

In a statement by the State Publicity Secretary of the PDP, Mr Jackson Adebayo, in Ado-Ekiti yesterday, the party claimed that some of the some of the civil servants who collaborated with the APC in the shady deal, and who claimed that they were short-changed, had exposed the deal.

Adebayo said that the money involved in the fraud amounting to N2.1bn was withdrawn from the salary accounts of civil servants and moved to the APC secretariat for sharing from time to time in the four years that the APC government led by Fayemi lasted in Ekiti State.

The PDP spokesman also added that the missing deductions from workers’ salaries for the months of April, May, June July and August, 2014 running to about N1.8 billion was also traced to the APC secretariat, as information had it that it was packaged for the running of the party after Fayemi lost his re-election bid in June 2014.

“We have it on good authority that the missing deductions from civil servants’ salaries for five months were gathered together immediately it dawned on the Fayemi-led government that there will not be funds to maintain the party after Fayemi’s exit on October 16, 2014 because the party would not have access to the money from the ghost workers again,” he said.

In the same vein, the PDP stated that a certain amount of money set aside for the payment of members of the National Youth Service Corps which was about N220 million was given to members of the state executive of the APC by Fayemi as a parting gift.

A statement by Publicity Secretary, Taiwo Olatubosun, expressed dismay that the governor was just realising that N4b was diverted by Fayemi after eight months in office and after the governor was exposed as an enemy of workers, having owed workers’ salaries and pensions at the time he awarded himself N720m and paying back N650m to his election contractors.

“It is laughable that as much as 4billion was diverted and or embezzled by the Fayemi administration and Fayose is just knowing eight months after assumption of office, pretending that a kangaroo verification exercise had revealed this. This is better told to the marines!

“Fayemi had earlier offered his administration for probe when Fayose started a similar campaign of calumny to cover his tracks in financial mismanagement but the governor had no courage for such exercise because there was nothing to probe,” he said.‎

“Fayose is at it again in his usual funny game to divert ‎Ekiti people’s attention from his sharp practices in governance. This is an afterthought that exposes his ignorance and confusion. If Fayose is sure of his facts, he should not waste time in taking his case to the EFCC,” Olatubosun said.

“There is no deduction anywhere. It is not possible. Even though for the two years that federal allocations to the state dwindled with as much as N500 million, Fayemi was still paying workers’ salaries with overdraft until Fayose as Governor-elect wrote to banks to stop it, so how was any deduction and diversion possible under that situation?

“The biometric system was so transparent such that it did not allow ghost workers syndrome, but since the PDP is now saying its government had detected 1,000 ghost workers, we are interested in unmasking the ghosts, which we believe is the governor’s making and we demand that the names of these ghost workers be published,” he added.

The APC spokesman said the governor and his party should approach the EFCC with their claim, including the list of workers used to siphon funds. He said Fayemi would be willing to defend his financial transactions in government with facts and figures.‎

He said this lie is coming now because APC had put Fayose’s administration on the spot over inability to pay workers salary, including alleged N650 million to election his contractors monthly, stoppage of poverty reduction programmes of his predecessor at the time he is facing N1.3b poultry fraud case in court while also awarding himself N720m salary arrears.

“We want to say that this diversionary tactic has failed. Fayose had said on several occasions that the greatest weapon in politics and governance is telling lies.

“All Nigerians, Ekiti people in particular, know the kind of human being Fayose is and so they would not be deceived by this diversionary tactic to continue to owe workers’ salaries and pensions to retirees.

“With money saved from cancellations of empowerment schemes, refusal to fund security agencies, job cuts, cuts in allowances, refund of N24b by the Federal Government, six moratorium on bond repayment, abandonment of capital projects initiated by Fayemi and non-award of fresh capital projects, APC will not stop from asking the governor to fulfil his obligations to Ekiti people,” Olatubosun said.

He urged the governor to show his development blueprint and achievements eight months in the saddle instead of engaging in lies, mindless private comfort and encouraging indolence and crimes among youths.
