Nigeria's Ngozi Okonjo-Iweala was slated to be the new Director-General of the World Trade Organization. She will be the first woman, and the first African, to lead the institution. But there was an unexpected glitch in the process.

Update from our earlier post: In a last ditch move, the United States representative at World Trade Organization took to the floor to insist that South Korea’s candidate remained a contender, and that Washington will not recognise Okonjo-Iweala as the consensus candidate for appointment as director-general.

In response to this, the General Counsel has postponed its announcement of the new Director-General until a further meeting, which is scheduled for 9 November; after the US presidential elections.

A panel at the WTO recommended her today for the position.

Today’s announcement that Ngozi Okonjo-Iweala is to be the new director-general of the World Trade Organization would have been a tremendous boost for Africa and lines her up for one of the toughest jobs in the international system.

Our sources in Geneva say that she had won the support from the vast majority of member states, including the EU, Japan and China, but not the United States.

She will have to lead the charge for a revival of multilateralism, in the negotiating chambers of the WTO and for a better deal for developing economies, as well as for the practical matter of how reforming trade and patent rules can allow the distribution of life saving vaccines and therapeutics as the coronavirus pandemic rips across the world on its second wave.

As the first woman and African to head the trade body, Okonjo-Iweala has shattered a couple of ceilings at the same time. She also has a chance to put Africa’s plans to build the world’s biggest free trade area on the top table, pointing to the productive and market opportunities on the continent.

At the same time, she has won the race for the job from hell. That much was clear when her predecessor – Brazil’s Robert Azevêdo – quit the post early after years of frustration at the logjams in negotiation on reforming the WTO.

Those negotiations have been made harder still by the eruption of a trade war between the US and China alongside sporadic outbreaks of economic nationalism across the globe.



Surely this must be the worst time to take over an organisation dedicated multilateral trade agreements, The Africa Report asked Okonjo-Iweala during the campaign. “Multi-lateralism has never been needed more than now,” she said. “The COVID-19 pandemic has shown that this is the time we need to act in solidarity to have multilateral solutions, because there are simply some things in the world that bilateral or even sub-regional solutions cannot solve.”

On the distribution of vaccines and drugs to fight the pandemic, Okonjo-Iweala said she would prioritise open access: “Being involved in COVID-19 and vaccines now as the chair of GAVI and an envoy on the Act accelerator, I’m seeing it from the front lines and we want to make sure that we don’t have a situation where access to vaccines for other countries where they are not made is blocked … The world is so interconnected now that no one is safe until everyone is safe, and no country is safe until all countries are safe.”


This, she acknowledged, will take tough negotiations with the drugs companies and with national governments but she insisted it would take top priority: “This is an area where we really need to think through the trade regime and the rules that will govern these kinds of products, whilst respecting country’s desires to do a minimum for their security.”

The Senate on Wednesday proposed jail term for anybody who engaged in the importation, sales and use of electricity generating sets in Nigeria.

The legislature proposed that anyone found guilty of the offence and upon conviction would be liable to imprisonment for a term of not less than ten years.

This is the sanction provided in a fresh Bill introduced to the Senate with the aim of curbing environmental pollution.

Tagged “A Bill for an Act to prohibit/ban the importation/ use of generating sets,” the bill also seeks to facilitate the development of the power sector.

The bill, which passed the first reading stage on the floor of the Senate Wednesday was sponsored by Senator Bima Muhammad Enagi (APC, Niger South).

The ban on generating sets, however, excludes its use for medical services in hospitals, nursing homes, and health care facilities.

Other exemptions are in airports, railway stations/services, elevators (lifts), escalators, research institutions, and such facilities that require 24 hours of electric power supply.

A section of the bill reads: “Any person who (a) Imports generating sets; or (b) Knowingly sells generating sets shall be guilty of an offence and be liable on conviction to be sentenced to imprisonment for a term not less than ten years provided that this subsection shall not apply to the importation or sale of any generating set to be used for essential services.”

The bill stated that “approval for exclusion shall be obtained from the minister in charge of Power who shall brief the Federal Executive Council quarterly on approvals granted”

According to the bill, “All persons are hereby directed to stop the use of electricity generating sets which run on diesei/petrol/ kerosene of all capacities with immediate effect in the country”

The Senate is currently working on an amendment to the 1999 Constitution with a view to conferring indigeneship of a state on any resident that has consistently lived in that state for at least 10 years.

The proposed law is titled, “A bill for an Act to alter the provisions of the Constitution of the Federal Republic of Nigeria, 1999 to define who is an indigene of the state.”

The bill, obtained by our correspondent on Friday, was sponsored by the Chairman of the Senate Committee on the review of the 1999 Constitution, Senator Ovie Omo-Agege.

The bill seeks to alter Section 31 of the Principal Act by inserting new subsections 2,3 and 4.

The new provision states that someone could become an indigene of a state if he or she was born in that state, or if he or she had lived in the state for a continuous period of not less than 10 years.

Such a person, according to the proposed legislation, should be able to show evidence of residency in a given local government area for a continuous period of not less than 10 years.

The person must also have evidence of tax returns issued in the state for a period of not less than 10 years; and should not have been convicted for a criminal offence.

It reads, “A person mentioned in subsection (2) of this section (3) shall be entitled to apply to the local government chairman for a certificate of indigeneship of the state.

“A woman who is married to an indigene of a state for a period of not less than five years shall automatically be an indigene of that state.”

The proposed law, however, gave conditions that could make a woman who was divorced or became widowed, remain an indigene.

It states that the marriage of the woman must have been for a period of not less than five years and that there must be children born in the marriage.

The bill would also alter Section 318 of the Principal Act to now define “indigene” as a citizen of Nigeria who is indigenously born to a state.

Such a person, it added, should have been granted indigeneship of the state after an application to the local government chairman.

A woman who is for a period of not less than five years married, divorced or widowed with children to an indigene of the state, the bill added, is qualified to remain an indigene.

The issue of state of origin has become highly controversial in recent years.

It reared its ugly head last week again when members of the Cross River State House of Assembly failed to confirm Justice Akon Ikpeme as the substantive Chief Judge of the state.

Her main offence is because she is not an indigene of the state.

Ikpeme is of Akwa Ibom parentage. She was born in Calabar, Cross River, when Akwa Ibom was a part of Cross River.

She is married to a man from Cross River and has been working for decades as a judicial officer, including being a director of public prosecutions and a judge in Cross River.

Akwa Ibom was created out of Cross River State on September 23, 1987, by the military regime of Ibrahim Babangida.

But the Cross River State House of Assembly, Tuesday, declined to confirm Ikpeme as the chief judge on the grounds that she could become a ‘security risk’ to the state because of her ties with Akwa Ibom.

She had been in acting capacity since December 3, 2019, following the retirement of a former Chief Judge of the state, Justice Michael Edem.

Ikpeme’s tenure in acting capacity ended Monday, March 2, 2020.

Yoruba beware of 1967 mistake made by Obafemi Awolowo

Awolowo was released from Calabar prison by Biafran leader Odumegwu Ojukwu and there was an agreement that while Ojukwu declares Biafra in the East July 1967, Awolowo would declare Oduduwa Republic in the West. The British establishment, sensing the dangers of Awolowo declaring Oduduwa Republic in the West, convinced Gowon and the north to checkmate Awolowo’s secessionist agenda by appointing him the Vice Chairman of the Federal Executive Council.

This strategy worked effectively and Awolowo was deceived that after Gowon’s tenure he would be given the opportunity of ruling Nigeria. Awolowo thus had to checkmate the Biafran dream to clear any obstacle to his ruling Nigeria while the north was looking for the right opportunity to throw him into the dustbin. In frustration, Awo resigned from Gowon’s cabinet when he realised he had been politically duped.

Awolowo quashed the Biafran dream while the northern establishment killed the Oduduwa dream and betrayed Awolowo’s presidential ambition thrice. The emergence of Awolowo’s kinsman Obasanjo as Head of State was another opportunity for him to realise his dream of ruling Nigeria.

The 1979 election result was decided in the infamous judgement where the Supreme Court refused Awolowo’s plea that 2/3 of 19 is 13 states, and went ahead to declare Alhaji Shehu Shagari the winner of the election. The north led by Generals Shehu Yar’Adua and Theophilus Danjuma convinced Obasanjo why Awolowo should never be the president of Nigeria. Therefore, instead of a runoff election, which some believe could favour Awolowo, the Supreme Court declared Alhaji Shehu Shagari the winner.

Chief MKO Abiola at one point was used by the northern dominated National Party of Nigeria, NPN, to oppose the presidential ambition of Awolowo . He used his National Concord newspapers and enormous wealth to fight Awolowo and UPN and when they finished using him to deal with Awolowo, they frustrated Abiola’s presidential ambition and he had to resign from the party in 1982.

Babangida annulled the election of Abiola in 1993, Yorubas alluded to a certain curse Awolowo placed on Abiola, in the heat of the latter’s opposition to his presidential ambition that “even if Abiola was to be given the presidential seat, he would not sit on it.”

The northerner are wise, they learnt how to manipulate their way into the heart of the Yorubas. The same method is introduced in this regime and the Yorubas are falling into the trap. Rumour going on that the northerners has promised that year 2023 president will come from the southwest. Tinubu will contest as president under APC. The same way Gowon promised Awolowo.

A group was installed "Amutekun", to protect the people of Yoruba land. The northern rose against it, " The Yorubas will forfeit their chances to become next president", said the northerner people . Tinubu playing along, no matter what comes up, he doesn't go against it. " A man who sold his birth right, will sought for it back with tear, but it will be too late" .
Yoruba wake up from your slumber, it's time to move forward.

The National President of Miyetti Allah Cattle Breeders Association of Nigeria (MACBAN), Muhammadu Kirowa, says that the association have broken ties with the Yoruba nation for going ahead with their Amotekun Security Network. Kirowa speaking at Abuja says that the association and it’s affiliates will cease to support the political ambitions of the Yoruba people, saying that the much debated Amotekun Security Network was formed to disrupt cattle herders.

We cannot be supporting those who are against us. The only reason for forming Amotekun is Fulani people, to drive us away from their land. Tell me are we not all Nigerians? I have seen that the Amotekun boys have been armed. If they are armed, we have no choice than to arm cattlemen because they need to protect themselves from the danger which Amotekun will pose to them.

They cannot reject Ruga and also reject open grazing, they must choose one. All I can tell you now is that they are pushing us too far. They are really pushing us to the walls. We have held meetings with relevant government agencies and they promised to look into the issue. How can they go ahead with Amotekun when the police issued them notice to stop? How can they ignore the President’s directive? I see that there is an evil motive behind this security network.

I heard they have also endowed them with charms to kill our cows. For any cow killed, their government will pay double for it. For every Fulani herdsman killed, violence will erupt. We have been oppressed for too long. It’s time to tell Yoruba people that we are not cowards and by Allah’s power, we will crush Amotekun and crush all their evil plots against the Fulani race.

Italy has been a dream destination for many where you find yourself hopping around boats as there is no other transportation. Fret not, there is another place to cater your tranquility in a village called Giethoorn. Located in Netherlands, the village has no roads. You can ride around in the water on a boat or on foot, just like the connected wooden arch bridges in Venice.


Situated in the province of Overijssel, there are 4 miles of beautiful water canals. The farmhouses have an old school architecture with thatched roofs dating back to the 18th century. The cars have to remain outside the village.


Giethoorn village has become a popular tourist attraction besides the area of Amsterdam. The nickname of the village is very apt, 'Venice of the Netherlands'. Guided canal tours and cycling and walking around the village is a great way to explore the rustic charm of the place.


Founded by a group of fugitives from the Mediterranean region around AD 1230, the Giethoorn village became quite famous after Dutch filmmaker Bert Haanstra made a movie called Fanfare in the year 1958 showcasing the village.

The apex Igbo socio-cultural organisation, Ohanaeze Ndigbo, has accused President Muhammadu Buahri and his party, the All Progressives Congress, of deceiving Nigerians with phony promises they do not intend to fulfil.

The National Publicity Secretary of the group, Uche Achi-Okpaga, said this on Friday.

The Ohanaeze’s spokesperson therefore predicted electoral defeat for Buhari in the February 16 presidential poll, saying Nigerians, especially the Igbo, had seen the deception of the ruling party.

He accused the Buhari-led administration of making attempts to decimate Igbo people in the military, saying indigenes of the South-East in the military had suffered the heaviest casualties in the war against the Boko Haram in the North-East.

He said, “The present administration has not done well for the Igbo people. There is calamitous violence in the North and Nigerians soldiers are being killed in hundreds. We found out that south easterners in the military had continued to be killed in a large number and they are followed by those from the Middle Belt. This is a deliberate effort to decimate the number of Igbo people in the Nigerian Army.”

Achi-Okpaga accused the government of neglecting the South-East in terms of developmental projects while staging a series of military operations there despite that the region was peaceful.

The Ohanaeze spokesman added, “In the South-East, the government has brought Operation Python Dance; this is the third one. Presently in Nigeria, the South-East is the most peaceful region. Armed robbery, kidnapping have been reduced to the barest minimum. There is no violence anywhere in the South-East; still, they are sending soldiers to attack the whole place. But where there is violence in the North-East, they have no solution.”

Achi-Okpaga also criticised the President for reportedly sidelining the Igbo people from what he called juicy appointments.

He stressed that the exclusion of the people of the South-East from the Board of the Economic and Financial Crimes Commission showed Buhari’s alleged disdain for those from the region.

The publicity secretary stated, “In what way has he been fair to the South-East? Is it in building of roads or what? Does it mean fairness has different meanings in the dictionary of the President? He has not done well and you can see how they are trying to deceive Nigerians.

“They promised the South-East the presidency in 2023; they also promised the South-West presidency in 2023. How can you be speaking from both sides of your mouth at this time? This government has come to be known for deception.

“Last year, Chris Ngige said by October 2018, civil servants would be enjoying a new minimum wage. Now, they are setting up a committee. What is the need? Pass it to the National Assembly. Setting up of a committee is a deceptive means to buy time.”
