More than 12 days after his appointment as the acting Vice-Chancellor of the Lagos State University, Prof. Fidelis Njokanma has refused to occupy his office at the Ojo campus of the institution, our correspondent gathered on Tuesday.

Instead, Njokanma, who is a professor of Medicine, is operating from the institution’s College of Medicine at Ikeja.



It was learnt that the delay in resumption was because the acting VC was scared of the charms surrounding the Administrative Block and the Senate Building of the institution. The Admin Block houses the office of the VC as well as those of other principal officers of the institution.

Our correspondent gathered that Njokanma presided over his first Senate meeting last Wednesday at LASUCOM amid tight security.

The Lagos State Government through the university’s Governing Council led by Prof. Adebayo Ninalowo, appointed Njokanma, who hitherto was the Deputy VC, Academic, as the acting VC on November 7.

He took over the reins of office from the immediate past VC, Prof. John Obafunwa.

The desecration of the Admin Block and the Senate Building with charms reportedly took place on March 16, 2015, at the height of the dispute between Obafunwa and members of the Academic Staff Union of Universities and the Senior Staff Association of Nigerian Universities, among other unions in the institution.

Obafunwa, who the union members accused of maladministration, also did at use the building in the last six months leading to the end of his tenure. His first four years as the VC of the university ended on October 31.

Other principal officers of the institution also shunned their offices in the building.

Meanwhile, the leadership of the Student Union of the university on Tuesday frowned on the recent increment of the new students’ Acceptance Fee and Indigienship Verification Fee.

Whereas the Acceptance Fee increased from N10,000 to N20,000, the verification fee rose to N5,000 from N1,000.

Reacting to the increment on Tuesday, the SU President, Adeyemi Onikoro, described the action as “shocking and unwarranted.”

According to him, the authorities did not carry along the student body in carrying out the exercise.

He added that the move was akin to “introducing tuition in the institution through the backdoor.”

He said in a statement, “Our position is that this increment is unwarranted and unnecessary at this point in time. It is our strong belief that the university management never thought of the consequences of this before rolling out information to the effect of the increment.”

The Chairman of the All Progressives Congress (APC) in Ekiti State, Chief Olajide Awe, has said the role of the Army during the June 22 governorship election in Ekiti State was “better imagined than experienced”.

He and 14 others yesterday testified before the Army panel of inquiry investigating the involvement of its officers and soldiers in the 2014/2015 governorship and presidential elections in Ekiti, Osun, Rivers and Akwa-Ibom states.

It was gathered that Army officers and personnel, including the famous Capt. Sagir Koli, who released the voice clip which alleged that former Minister of State for Defence, Senator Musliu Obanikoro, rigged the election in favour of the Peoples Democratic Party (PDP) had last week appeared before the panel.

The General Officer Commanding (GOC), 1 Mechanised Division, Kaduna, who is also the President of the panel, Maj-Gen. Adeninyi Oyebade, had on November 9, inaugurated the panel on behalf of the Chief of Army Staff, Lt. Gen. Tukur Buratai.



Gen Oyebade said the Army was deeply concerned about the alleged misconduct of its officers and men before, during and after the elections.

Testifying yesterday, Awe told the panel that the role of soldiers in the June 2014 governorship election in Ekiti was better imagined because according to him, it was more of a battle field between the soldiers and voters.

He alleged that before the election, party bigwigs, including former Rivers State Governor Rotimi Amaechi, were prevented from entering the state for the party’s rally. Edo State Governor Adams Oshiomhole was grounded in Benin on the orders of the power-that-be.

The APC chairman said over N30 million meant for party agents and election works were confiscated by some soldiers, whose identity, particularly their name tags, were concealed with black bands.

Awe said 36,000 security personnel, including soldiers, invaded the state on the eve of the election, harassed and arrested party leaders, members and supporters.

He added that he received phone calls from party loyalists on election day, alleging the maltreatment soldiers were meting out to them.

The APC chairman said the whereabouts of the Director-General of the Fayemi Campaign Organisation, Bimbo Daramola, who escaped arrest in Ire, was still unknown even after the election.

Awe told the panel that there was no election in the state, noting that former Governor Kayode Fayemi accepted the outcome of that election for peace to reign in the state.

He said while he objected, Fayemi replied that “look if we say we cannot accept the election result, we will put the lives of our people in danger”.

The APC leader added that “Fayemi accepted the result in the name of peace. Some of this did not go down well with our people. We took the decision to accept the result for the sake of peace in the state.”

Asked by Gen. Oyebade if there was a report of killing during the election, Awe said there was none.

He, however, said that in his village, several houses were razed, 15 vehicles destroyed and several people kidnapped.

“Some of these kidnapped victims were later found at Sagamu, Ogun State, with bruises on their bodies.

“Sir, there was no reports of anybody killed, but of robbery, harassment and intimidation,” Awe added.

The APC chieftain also fingered operatives of the Department of State Services (DSS) and the police in the party’s misfortunes, saying that the “DSS did a lot havoc because its officials were close to the people”.

He explained that while the DSS officials wore hoods, the soldiers covered their name tags.

His words: “Prior to the June 22, 2014 governorship election in Ekiti State, we were excited when told that the Army will be involved in maintaining peace. A week or so after the soldiers arrived, our expectation was short-lived.

“On Wednesday, we started seeing that things were not as we thought. Thursday, we had a rally where most of our guests, especially party bigwigs were prevented from coming into the state.

“Nearly all major roads in Ekiti were blocked by the military. The stop and search was beyond what it should be. Money meant for the party agents and other logistics were taken by the soldiers.”

He urged the panel to allow him file photo evidence of his claim.

Gen Oyebade granted Awe’s prayer and asked him to submit the evidence within 48 hours.

US forces have carried out a drone strike in Syria against the Islamic State militant known as "Jihadi John".

A US military source said there was a "high degree of certainty" he had been killed in Thursday's attack in Raqqa.

Mohammed Emwazi, a Kuwaiti-born British militant, appeared in videos of the beheadings of Western hostages.

UK PM David Cameron said targeting Emwazi was "the right thing to do", and Foreign Secretary Philip Hammond said "we believe the strike was successful".

It is believed there was one other person in the vehicle targeted in the strike.

Speaking outside Downing Street, Mr Cameron said it was not certain whether the strike was successful, but the UK had been working with the US "literally around the clock" to track Emwazi down.

He said any successful attack would have been "a strike at the heart" of Islamic State (IS), and would demonstrate to those who would harm Britain that "we have a long reach, we have unwavering determination and we never forget about our citizens".

He described Emwazi as an "ongoing and serious threat" to civilians around the world, particularly in Syria and the UK.

Emwazi appeared in beheading videos of victims including British aid worker David Haines and taxi driver Alan Henning.

Mr Haines's daughter Bethany said she felt an "instant sense of relief" upon hearing reports of Emwazi's possible death, "knowing he wouldn't appear in anymore horrific videos"

"He was only a pawn in Isis's stupid game, but knowing it's over, that he's finally dead, still hasn't sunk in," she said in a statement.

"As much as I wanted him dead I also wanted answers as to why he did it, why my dad, how did it make a difference?"

'Mixed feelings'

The Henning family were informed on Thursday night by a government contact that the strike had taken place, the BBC understands.

Stuart Henning, Mr Henning's nephew, wrote on Twitter: "Mixed feelings today wanted the coward behind the mask to suffer the way Alan and his friends did but also glad it's been destroyed."

Labour leader Jeremy Corbyn said it appeared Emwazi had been "held to account for his callous and brutal crimes".

"However, it would have been far better for us all if he had been held to account in a court of law," he said.

On Twitter, a group called Raqqa is Being Slaughtered Silently posted a map claiming to show the location of the drone strike.

It added: "The good thing is #JihadiJohn got killed near Clock tower where #ISIS Execute people."

A senior US military source said the strike involved two MQ9 Reaper drones and took place at 20:50 GMT.

A formal statement from the Pentagon stopped short of asserting that Emwazi had definitely been killed, adding that it was assessing the operation.

Analysis

As the militant who sadistically murdered Western aid workers and journalists on camera, Mohammed Emwazi became a top target for US and British intelligence agencies, even though he is thought to have played no military role within Islamic State.

After his identity was revealed in February, Emwazi largely stayed out of sight, taking particular care not to leave a digital trail to his whereabouts.

But GCHQ, the UK government's communications headquarters, has expended enormous efforts to intercept and decipher any encrypted messages that might reveal his location or those of his associates.

Emwazi is believed to have travelled to Syria in 2013 and later joined IS militants.

He first appeared in a video in August last year, when footage was posted online showing the murder of US journalist James Foley.

He later appeared in videos of the beheadings of US journalist Steven Sotloff,Mr Haines, Mr Henning, as well as American aid worker Abdul-Rahman Kassig, also known as Peter, and Japanese journalist Kenji Goto.

He was also seen apparently killing a Syrian soldier during a mass beheading of Syrian troops.

In each of the videos, the militant appeared dressed in a black robe with a black balaclava covering his face.

Initially dubbed "Jihadi John" by the media, he was subsequently named as Emwazi, from west London, in February.

Advocacy group Cage, which previouslysuggested MI5 harassment may have contributed to Emwazi's radicalisation, said he "should have been tried as a war criminal".

BBC Washington correspondent Gary O'Donoghue said US agencies would now speak to intelligence sources on the ground and listen to emails, phone calls and messages to "see what the chatter is".

He said the US had claimed to have killed militants in the past who turned out to be alive.

"But I think the speed with which they came out with this announcement... suggests they are reasonably certain they did get Jihadi John," he added.

Civil war erupted in Syria four years ago, and now President Bashar al-Assad's government, IS, an array of Syrian rebels and Kurdish fighters all hold territory. Millions have been displaced and more than 250,000 people killed as a result of the fighting.
