Why can't a 23 yr old be awarded a government contract?

Have you found out the nature of the contract?
Have you found out if they were the only ones bidding?
If CAC says a company director/owner can be at least 18, definitely an 18 year old can bid for a contract. Be it Government or private funded.

It's amateurish to use just last year's scenario as a yardstick to calculate a timeframe when Chevron is going to pay its scholars. Yours is an opinion which can never be translated to mean that the company will not pay its scholarship beneficiaries any time they want (even today, or can you stop them??). Least I forget, the 2016/2017 awardees were paid for the second time just last two months, why was the payment not delayed untill February 2018? Hence, your input is nothing but a crass! Only last year, old awardees like myself were shouting about the delayed payments.
It was usually paid in May. ALERT came in November.
SCHOLASTICA could not help us with jack. It was only info from fellow awardees and people who had contacts via this platform that gave us assurance.

Truth be told, Chevron like other oil companies delayed payments due to the economic circumstances abounding in the Country.
