Mineral resources are 100% within the jurisdiction of the Federal Government of Nigeria, states can't exploit them. It's called Federal executive list.

State and Private individuals can obtain mining lisence from Federal Government.... Zamfara state has mining lisence for Gold, Rivers , Ondo and Lagos State have OML for state owned oil companies

Enugu can obtain mining lisence and pay royalty to FG

You're forgetting to state that Enugu and Ebonyi states has better education performance in (WASSCE, NECO &, JAMB) than almost all Western States in the last 17 years, meaning if they're allowed to run themselves, they can do better.

As much as you have a point on dissolving central power and removing some items on the exclusive list I believe the people of Enugu and Ebonyi need to hold their Representatives in Abuja accountable for not seeking for proper utilisation of their resources through laws that can make such accessible

Nothing stops Enugu State from seeking mining lisence to mine and process Coal to fire a coal plant, it's simply mental laziness of leaders who solely rely on other state oil revenues
