Gionee m3mini's processor is a cortexA53 1.0ghz quad core cpu (mt6735M), while the tecno l5 is a cortexA7 1.3ghz quad core cpu (mt6580).Think of it as comparing an intel core2duo 2.0 ghz to an intel pentium dual core 2.3ghz, evidently the core2duo would perform better irrespective of its clock speed since it's a newer processor. The cortexA53 was aimed towards more efficiency and lesser power consumption and also lesser heat, it is a development of the cortexA7. In layman terms gionee m3mini's processor/chipset is one of the latest.

Gionee M3mini's chipset being 64bit also has 4g LTE capability, this is lacking in tecno l5. You might say 4g and 64 bit is useless now, especially in Nigeria,But why settle for less when you could get more at just a slight difference in price.

Gionee m3mini's gpu is MaliT720 while tecno l5 is mali400mp2. According to Wikipedia maliT720's Gigafloatpoint per second is 60+ while the mali400mp2's is just a measly 9. MaliT720 has opengl3.1 and directx 11 support, mali400mp has just opengl2.0 and lacks directx support.
