Gunmen have reportedly attacked Ungwan Paa-Gwandara village in Jema’a Local Government, Kaduna State on Sunday night.

Mr Joshua Paul, a resident of the community told the News Agency of Nigeria (NAN) in Kafanchan on Monday that the attack was at a wedding ceremony at about 8:00 p.m.

An unconfirmed number of people were said to be affected in the attack.

Mrs Victoria Martins, a victim who was being treated at the General Hospital in Kafanchan, told NAN that women and children were affected.

Confirming the report, Chairman of Jema’a council, Mr Peter Averik, told NAN on telephone that he was yet to be fully briefed on the incident.

He said that security agents had since been drafted to the affected community.

Efforts to get the reaction of the police on the incident was unsuccessful.

Politics / Federal Lawmakers Move To Avert Workers’ Strike by Mrakeli: 6:23am On Dec 17, 2018
The National Assembly leadership has said it is making frantic efforts to avert the proposed industrial action by workers under the umbrella of Parliamentary Staff Association of Nigeria (PASAN), which is likely to affect the 2019 budget presentation by President Muhammadu Buhari on Wednesday.

In a telephone chat with Akelicious on what the National Assembly is doing to avert the proposed strike, the Chairman, House of Representatives Committee on Media and Public Affairs, Hon Abdulrazak Namdas, said efforts are already ongoing to prevent the planned strike scheduled today.


“We will appeal to them. We have started reaching out to them. At least every one of them knows that we are following up their matter. We laid their report in the House. It was considered; we invited the Minister of Finance to see why money was not released to pay them their increment and the report is to be presented at the plenary on Tuesday.

“So, if you block us from entering on Tuesday, how do we solve the problem? So, we will consult with them?” He queried.

Namdas added that the lawmakers have been intervening in the matter and are still committed to following through, regretting that should the strike go as planned; it will only complicate the matter.

“What we are appealing for now is for the workers to continue to be very understanding. The budget is to be presented by Wednesday; we all know the possible implication on the entirety of Nigerians, if the document is not presented on that day.

“Our appeal is that since we are still very much on the issue and engaging the critical stakeholders. The workers should reconsider their stand and let the engagement continue for a quick resolution,” he appealed.

However, PASAN chairman, Bature told THISDAY that the strike action will go on as proposed, saying no member of the National Assembly leadership had called to prevail on them not to proceed on the strike.

“I have not been contacted by anybody as far as the leadership is concerned, so the strike will still continue tomorrow (today) as planned.”

But he assured that unlike the December 4 picketing where they prevented lawmakers from accessing the legislative chambers, the lawmakers will have access to the chambers.

He added that workers have already been mobilised to stay off duty between December 17 and 20.

On whether or not the strike would affect the proposed presentation of the 2019 budget, Bature noted that “It is the members of PASAN who are not working. Our members will not be around to work. They will not work for the legislators and they will not work for the management, and legislators can come. And I am sure the president is not coming to lay the budget before staff, he is coming to lay the budget before the legislators”.

“It may partly affect budget presentation because some of our workers who carry the maze may not be readily available to do that and if that happens, that
may impact their sitting arrangements.

“Sitting will be illegitimate as far as we are concerned; so invariably it will affect their activities definitely. Unless if those staff that are the Sergeants-at-Arm want to come,” he said.

Politics / World Bank’s $495m Irrigation Funds Will Improve Nigeria’s Economy, Says FG by Mrakeli: 5:36am On Dec 15, 2018
The Federal Ministry of Water Resources has revealed the economic values of the $495 million credit facility the World Bank gave in support of the Transforming Irrigation Management in Nigeria Project (TRIMING).

A document obtained from the ministry showed that the funds would help in the ongoing National Irritation Development Programme initiated to aid diversification of the economy, guarantee food security and
Minister of Water Resources, Mr. Suleiman Adamu, stated that the project involved rehabilitation/expansion of about 42,000 hectares of irrigation land under the first phase, to be completed by 2022.


“The World Bank is supporting the implementation of the Transforming Irrigation Management in Nigeria Project (TRIMING) with a credit facility of US$495m. The first phase to be completed by 2022, are as follows: Bokolori Irrigation Project 13,500Ha, Kano River Irrigation Project 14,200, Hadejia Valley Irrigation Project 6,000 Ha, Dadiwa Kowa Irrigation Project 3,000Ha and Middle Rima Irrigation Project 5,000 Ha.”

He added that an additional 100,000Ha of irrigated farmland would be established by 2020, another 500,000Ha by 2030.
“We also plan for additional 1,000,000Ha of irrigable land to be developed by the private sector and state governments within the same period. Our recent efforts will enable us to deliver 42,000Ha in 2018 and 41,000Ha in 2019.”

Adamu noted that the utilisation of the fund would help his ministry in rehabilitating and expanding irrigation projects.
He stressed that the challenges farmers had to tackle during the dry season farming period would have been addressed with the creation of more irrigable lands, adding that the TRIMING project also addresses rural poverty reduction through progressive management transfer to users regulated bodies in the form of water user associations (WUAs).

While enumerating his achievements in office, The minister said that in pursuant of the roadmap, the National Water Resources Bill which is still receiving attention in the National Assembly, when passed into law will provide for effective catchment management, greater participation of farmers in irrigation management and regulatory framework for private sector participation in water supply delivery in the country.

The wife of the Ekiti State Governor, Chief Bisi Fayemi, says her husband’s administration will restore long held values of the Ekiti people, in addition to fighting poverty and moral decadence.

The governor’s wife gave the assurance in Ado-Ekiti on Friday while delivering a lecture entitled: ‘Reclaiming our Land, Restoring our Values: Beyond Slogan’.

The News Agency of Nigeria reports that the lecture was organised as part of activities marking the 2018 Press Week of the Nigeria Union of Journalists (NUJ), Ekitit State Council.

Fayemi expressed optimism that the present administration in the state would introduce policies and programmes that would combat poverty and all forms of social ills.

According to her, many of such challenges crept into Ekiti through the actions of compromising politicians.

In his remarks, NUJ Chairman in the state, Mr Rotimi Ojomoyela, lauded the governor’s wife for the lecture.

He said it would go a long way in repositioning the lives of youths in the state.

The chairman assured that the members of the pen profession in the state would work assiduously to ensure that the present administration realises its set objectives.

NAN reports that the forum afforded Journalists in the state the opportunity to interact on mind boggling issues, especially on coming up with ways to restore the core values of the state beyond slogan.

Crime / Police Arraign 51 Adherents Of Judaism In Umuahia For Terrorism, Felony by Mrakeli: 6:47am On Dec 14, 2018
No fewer than 51 adherents of Judaism, comprising 10 females and 41 males who arrested in Umuahia, Abia State, were yesterday arraigned before an Umuahia Magistrate’s Court.
They were arrested on Tuesday during their peaceful march to demand for a Jewish nation and were arraigned yesterday for alleged terrorism and treasonable felony, but they all pleaded not guilty to the charges.

Presiding Chief Magistrate, Idika Kalu, however, ordered that they be remanded in prison custody because the court lacked jurisdiction to hear the matter.


He also directed that the case file be sent to the Ministry of Justice to be assigned to the appropriate court with the jurisdiction.

Counsel to the suspects, Anthony Nwafor, told the court that it was illegal and unconstitutional for the respondents to be arraigned by the prosecution at the Magistrate’s Court, which lacked the jurisdiction to hear the matter.

“There is nothing like holding charge. Magistrate’s Court should not entertain the matter because you cannot approach court with a charge it cannot try, he said, citing several related authorities and Supreme Court decisions on similar matters.

The magistrate further ordered that the suspects be remanded in prison custody, pending their arraignment at the High Court and adjourned the matter to January 24, 2019 for the report on compliance with the ruling.

Travel / Saudi Arabia Retains 95,000 Quota For Nigeria Pilgrims by Mrakeli: 6:07am On Dec 14, 2018
The Saudi Arabian authorities have approved 95,000 slots for Nigerian pilgrims for the 2019 hajj.

By the renewed allocation for 2019, Nigeria maintained the quota enjoyed in 2018 exercise despite the country’s inability to cover the slot.

Besides, Federal government has signed a Memorandum of Understanding (MoU) with Saudi government on smooth bilateral relations ahead of 2019 Hajj and Umrah exercise.


Signing the agreement on behalf of the Federal Government, Minister of State, Foreign Affairs, Khadija Bukar Abba Ibrahim in Saudi Arabia, the minister said part of the agreement reached with Saudi authorities was the approval of 95,000 pilgrims for the 2019 hajj.

In a statement issued by spokesperson of National Hajj Commission of Nigeria (NAHCON), Fatima Usara, Minister of State for Foreign Affairs, also requested waiver of 2,000 Saudi Riyals imposed by Saudi authorities on pilgrims in less than five years and reduction of processes involved in issuance of visas.

Also in the agreement, the Federal Government of Nigeria demanded the country’s inclusion in the new project introduced by the Saudi government tagged: Makkah Road Project.

In the new arrangement, pilgrims are afforded the opportunity to undergo a one step shop immigration clearance at home countries airports.

Nigeria’s broadband penetration has hit 30.9 per cent surpassing the 30 per cent recorded before November 2018.

The Nigerian Communications Commission (NCC) confirmed the data produced by the National Broad Band Plan.

Prof. Umar Danbatta, Executive Vice Chairman of NCC, in Abuja said that the Federal Government’s National Broadband Plan 2013-2018 has set a target of 30 per cent penetration to be achieved by end of 2018.

Danbatta, represented by Mr Sunday Dare, NCC Executive Commissioner Stakeholder Management, said that the commission had exceeded the target it set for itself with over nine per cent.

“At NCC, we knew we have to meet the broadband implementation plan to get to 30 per cent at the end of 2018 due to the work done, we now stand at 30.9 per cent equivalent of 31 per cent.

“NCC had issued license to seven infrastructure companies to deploy the needed infrastructure to facilitate the required penetration in the 774 Local Government Areas (LGAs) in Nigeria.

“This will enable penetration reach the served and underserved areas in the country.

“Active Voice Subscriber base grew from 165,239,443 in October 2018 to 169,104,830 in November 2018, ” he said.

According to him, total active broadband subscription on 3G and 4G platforms as at November 2018 was 58,965,478.

He said all information and progress on mobile, internet and data usage penetration would be sustained to provide the necessary requirements for increased investments and effective regulation of the telecom sector in Nigeria.

The NCC boss said according to the reports between the first and third quarters, released by National Bureau of Statistics contributions of Telecommunications and Information Services to Gross Domestic Products (GDP ) stood at N4.7 trillion.

On research grants to universities, Danbatta said N50million had been given to some universities for research that would improve ICT and beneficial to the NCC in the near future.

According to him, NCC had set up a committee to come up with another strategy plan after the successful implementation of the 2015-2018 plans.

He said the expected plan would ensure the realisation of the eight point agenda of the NCC that is valid up till 2020 and ensure that customer’s satisfaction is ensured.

Disturbed by recent abduction of workers of the Federal Medical Centre (FMC) Owo alongside some staff of Rufus Giwa Polytechnic on Owo/Akure road by gunmen, resident doctors have threatened to embark on strike if the state government fails to curtail the spate of crime in the state.

At a news conference on Thursday in Owo in conjunction with other unions, the President Association of Resident Doctors, Dr Bolarinwa Olawale, decried the alleged politicisation of recent abductions.

According to him, a situation whereby civil servants going to their places of work was kidnapped with huge ransom paid was unacceptable.

He urged Governor Oluwarotimi Akeredolu to beef up security in the state as the Chief Security Officer.

It would be recalled a pregnant medical doctor with two other staffers of FMC, Owo were last week kidnapped and later released after few days following payment of substantial ransom.

Some others have been abducted at the same axis in recent times with resident expressing fears over safety of the route.

Olawale said: “In view of this, we are lending our voices to the cry of (NMA), NBA in Ondo state that Akeredolu should please ensure that security apparatus occurrences in the state.

“While appreciating the efforts of the security agencies in the state for their swift response, we wish to state unequivocally that we may not be able to guarantee industrial harmony if the government refuses to put in place visible and effective measures which will help curb the activities of these kidnappers”.

The President appealed appropriate measures should be put in place to forestall future occurrence of kidnappings in the state.

The Minister of Industry, Trade and Investment, Dr. Okechukwu Enelamah, has called on Nigerians to embrace technology in order to leapfrog the Nigerian economy.

The minister, who made the call at the annual dinner and awards party organised by Technology Distribution, an arm of Zinox Group, which held recently in Lagos, said even though Nigeria was going through hard times as a result of uncertainty in the polity, those in the technology circle have a great responsibility to cushion the effects of these uncertainties, because technology would remain the driving force that would sustain economies.

“Nigerians must therefore adopt modern technology solutions and become innovative in order to change the Nigerian narrative,” Enelamah said, adding that government looks forward to technology developers to come up with solutions that would address the collective and specific challenges of Nigeria and Nigerians in the 21st Century where technology is the key driver of economic activities.

He commended the Chairman of Zinox Group, Leo Stan Ekeh, for his entrepreneurial spirit and innovativeness in bringing the gains of technology to Nigerians.

Jubril is now the new Emir of Nasarawa, following his selection by the Nasarawa Emirate Council.

A social Democratic Party (SDP) Senatorial Candidate, Barrister Natasha Akpoti on Wednesday urged the Inspector General of Police to invite the administrators of Okehi and Adavi Local Government Areas, Hon Abdulraheem Ozovehe Ohiare and Hon Joseph Omuya Salawu for questioning over assassination plot, destruction of campaign posters and billboards.

She accused the duo of instigating series of criminal activities leading to violence, civil unrest, vandalism and threat to life in Kogi State.

In a petition to the inspector General of Police, Akpoti urged the police chief to arrest and prosecute some political thugs identified to be members of the All Progressives Congress (APC), Kogi State chapter.
Akpoti said Ismaila Kashim, Ajinodu Ojo, Adams Kabiru, Ozovehe Lawal, Hamidu Jamiu, Adullahi Suleiman, Ahmed Fatai, Ojo Ebo, Ibrahim Kuroko, Wahab Ozuwaya, Mumuni, Baba, Itopa, Aloma, Aje, Daddy Ozi Eti, Momoh Jimoh Yakubu, Gwancy Adino Jimoh, Shuaibu Muhammed and Otori Jimoh were responsible for the destruction of her election materials and beating of her supporters in Kogi State.

Entitled “The destruction of Our Candidate’s campaign posters, banners, billboards, intimidation of our members and destruction of our gatherings, Akpoti gave details of how APC candidate and supporters destroyed her billboards and posters.
She accused the APC senatorial candidate, Alhaji Yakubu Oseni , Ojo Egbo, Wahab Ozuwaya, Onujabo Idanuha, Abdulmumuni Jegenyi, Adavize Jagaban, Dollar Igayi and Ajinodu Ojo of removing and destroying her campaign materials and chasing her supporters away from the venue of their meetings.

“On Sunday, December 9, 2018, some hoodlums closely associated with the Adavi Local Government Administrator, Hon Joseph Salami stormed the venue of our ward meeting at Alhaji Badams Compound, Inorere in Adavi Local Government Area with arms and ammunitions. They chased our members with their weapons, stoned some of the women, set ablaze the plastic chairs they were seated on and destroyed some properties belonging to our coordinator and host, Mr Badams Abdulrahaman. This happened in the presence of four policemen after we have written officially to the Divisional Police Officer to notify him of the meeting in our letter dated December 7, 2018 which was acknowledged and the same notification was conveyed to the Area Commander in charge of Adavi Local Government” she said.

Akpoti also accused Abdulraheem Ozovehe, Kamuche, Liedown, Ocha, Dollar, Sule Director, Fatai Commander, Okenykenyi, OZ, Ogunje, Ahi, Mado, Tutunkunu, Okubaibai, Janku, Adams Ozi Ganyi, Topgel, Adoke and Arisa of plotting to assassinate her.

“On the 22nd of September 2018, our candidate, Natasha Akpoti averted attack as APC thugs invaded Ihima Youth Summit organized by the youths of Ihima Community when hoodlums allegedly under the sponsorship of Kogi State Government aided by the Okehi Local Government Administrator invaded the Ihima Youth Summit. They destroyed some of the items prepared for the events while the organizers were putting plans together to set the venue before the arrival of their guests among which was the Ajaokuta Steel Company Advocate, Barrister Natasha Akpoti.”

The Kogi Central SDP senatorial flag bearer recounted that “on October 22 in Okehi, a reported case was instituted by our party to the DPO and the Zonal Area Commander in charge of Kogi Central Senatorial District where our supporters {Enimire Ojo, Bello Mohammed Sadig and his wife Hajarat Adams) were beaten, maimed while Abdulazeez Abdulkareem, Abubakar Salami and Adamu Yusuf were arrested by Okehi Division Police Officers allegedly on the order of Okehi Local Government Administrator, Hon Abdulraheem Ozovehe Ohiare.

“ On subsequent days after the incident, we had some of our supporters which include Haruna Bashiru, Onimisi Ahaad, Habib Adinoyi Umar, Haruna Babana being threatened by thugs especially one Abdullahi Suleiman who is associated to the Okehi Local Government Administrator.”

Akpoti averred further that Adams Kabiru, Ismaila Kashim, Hamidu Jamiu and Ozovehe Lawal on the 30th of October invaded the residence of the Okehi LG SDP Chairman, Hon James Segun Onimisi.

“They issued threats of unleashing mayhem on him and his family. They also destroyed Akpoti’s banner while shouting songs of war against anybody who identifies with Akpoti. On the 20th of October, some police officers in company of Ismaila Kashim and APC Obeiba ward 1 chairman, Abdulwahab Koto allegedly under the instruction of the Okehi LG Secretary, Hon Ibrahim Sheidu came to remove the banner of the SDP candidate on the claim that the banner was mounted too close to the venue of the APC Obeiba Ward 1 meeting.”

“One Ajinodu Ojo led his gang to destroy Akpoti’s banner mounted opposite Ihima Community Secondary School Street, Obeiba Ihima, Okehi LGA. On December 2, some alleged APC armed thugs attacked the women wing of the Akpoti Campaign Organization during their weekly ward meeting at Enyi Dudu Primary School, Ebogodo”
She advised that the ruling party in the state should write undertaking on peaceful campaign and elections.

“That henceforth, the APC agents and other political parties should be refrained from tampering with SDP/Natasha campaign materials and rallies or any other constitutional gatherings of our members and supporters.

The senatorial hopeful urged security agents to hold Kogi State Government and Alhaji Yakubu Oseni responsible for whatever happens to her and SDP faithful in the state.”

She also urged the Inspector General to investigate the actions of these APC chieftains and bring them to book.

The presidential candidate of Allied Congress Party of Nigeria (ACPN), Dr. Obiageli Ezekwesili said on Wednesday that she would sign the “2019 Election Peace Accord” after missing out in the process on Tuesday.

Ezekwesili made her intentions known in a popular Ray Power FM radio programme “political platform”.

The News Agency of Nigeria (NAN) reports that Ezekwesili and the presidential candidate of the Peoples Democratic Party (PDP), Atiku Abubakar were absent from the accord signing on Tuesday in Abuja.

Ezekwesili, however, said the invitation did not get to her but that she would join other presidential candidates to sign the accord.

“I will be signing the election peace accord this morning at 10 a.m., though the invitation did not get to me, but every Nigerian should be interested in a peaceful election,” she said.

The ACPN presidential flag-bearer urged President Muhammadu Buhari to sign the amended electoral bill into law to justify his belief in peaceful election.

“If the president didn’t sign the amended electoral bill and he went ahead to sign the peace accord, it means he is inconsistent and contradictory.

“It is very clear that the president is running away from the provision of the bill that when it becomes an act, will checkmate any shenanigan, and I have earlier called on the president to do what is right for Nigerians.

“The president cannot practise political corruption by using his exalted office as president to further his own interest as a candidate; they are two different things.

“He should not hold the country in a state of possible distabilisation by choosing further his own personal interest.

“Any time an individual in public office uses his position for personal gain, such a person is practising corruption and I hope that the president will be well advised to do the right thing,” Ezekwesili said.

According to her, Nigeria needs an electoral act that makes the use of smart card reader the only option for the accreditation of those who will be voted in the election.

“We don’t want an incident form because that is the harbinger of electoral malpractice; we should put that behind us.

“I think that the president will not want to regret the progress we have made in our democratic journey,” she added.

The Oyo State chapter of the Nigeria Labour Congress, NLC, has admonished the Federal Government to pay the new minimum wage before the 2019 elections.


Waheed Olojede, the Chairman of NLC in Oyo, made the remark during the 2018 Pension Day celebration organised by pensioners in the state on Tuesday in Ibadan, the state capital.

Olojede, however, warned that the union was not prepared to compromise on the issue of the N30,000 minimum wage as it must be paid before the 2019 general elections.


According to Olojede, “The issue of the new minimum wage started long ago before the election and must be resolved before it.

“I call on the National Assembly to give the report of the tripartite committee accelerated hearing whenever it is sent to them by the President.

“This is the time the National Assembly can pay back to the workers in Nigeria.”

Stressing that without followers there can’t be leaders; he urged them to think of workers who are suffering due to insufficient take home pay.

Politics / 85% Of N8.3 Trillion Pension Fund Spent On Government T-bills, Bonds by Mrakeli: 5:48am On Dec 12, 2018
The largest pool of domestic capital in the country is the N8.3 trillion sitting in Nigeria’s pension fund, with 85 per cent of the fund primarily financing the government through buying bonds or treasuries.

This was the submission of the Chief Executive Officer, Chapel Hill Denham Group, Mobolaji Balogun, at the 2018 Investment Advisers and Portfolio Managers Forum, and launch of the Association of Corporate and Individual Investment Advisers (CIIA) recently in Lagos.

According to Balogun, who doubles as Chairman, Lafarge Cement Company Plc, the fund being given to the government, which represents 5.8 per cent of Nigeria’s economy is also poorly utilised.


He said 67 per cent of the capital was either spent on government recurrent expenditure and salaries or in servicing government’s debt, leaving only about 30 per cent available for capital expenditure, adding that this might lead to Nigeria becoming potentially the largest ever failed state in the world.

Balogun however noted that if properly financed, the deficit will essentially create an economy that could run at 78 per cent of the Gross Domestic Product (GDP) yearly, and possibly becoming the 7th largest economy in the world by 2050.

But defending fund managers’ interest in government securities, the Managing Director, Crusader Sterling Pensions Limited, Adeniyi Falada, noted that despite the pension fund being the biggest investor in the market with N8.3 trillion under management, only 75 per cent of the fund is invested in federal government securities.

He maintained that the decision to invest fund in government securities is a common sense investment and not out of compulsion, against the background of real returns on investment.

He said: “Looking at the landscape, the only place you can find such returns from the risk adjusted basis, is in the government stocks, bills, and bonds, and the reason why we don’t find requisite investments in other asset classes is largely owned to this fact.

“The number one challenge and task is how to ensure that we are comfortable with other asset classes, and be able to give relevant financial advice that would ensure that these assets classes can also deliver the sort of real returns that the pension fund is looking for.”

Speaking further, Falada said: “We have a situation where out of the N8.3 trillion, there is about N3 trillion that should be going to real estate and infrastructure, but there is an absence of those products that will deliver sustainable returns, and that is why allocation to infrastructure is just at 0.12 per cent and investment in real estate at two per cent.”

Commenting, the President, Nigerian Stock Exchange (NSE), Abimbola Ogunbanjo, said despite the achievements in the pension industry reputed as one of the fastest growing in Nigeria, there are still a lot of grounds to cover.

He noted that the ratio of Nigeria’s pension assets to GDP hovers around seven per cent, compared to other African regional hubs like South Africa, and Kenya, whose pension assets to GDP is at 52 per cent and 40 per cent respectively.

Commenting on the high investment in government securities, a spokesman for National Pension Commission (PenCom), Julius Agaghowa, told The Guardian on the telephone that PenCom is also favourably disposed to investing the fund in alternative assets like the infrastructure bonds.


As a result, he said the Commission had increased allowable investment limits for these asset classes to encourage investors, but the challenge has been getting the right instrument in these asset classes that meet the fund criteria.

He said: “We have always said that the pension fund will have more effect if it goes to the area of infrastructure financing and a good example is the ‘Sukuk Fund’, with a sizable portion from the pension fund.”

“Right now, there is a trace of those instruments but of course the pension fund cannot just go anywhere; there are standards to be met, so those who want the fund to be used in infrastructure has to make sure that there are products that will meet the investment standards and requirements and then the funds will go there, but that has been a challenge.”

He added that PenCom is also addressing the issue of low pension contribution to the GDP through two major initiatives – increasing compliance through recovery agents, and the recent introduction of the Micro Pension Scheme (MPS) which will commence January 2019.

The Infrastructure Concession Regulatory Commission (ICRC) has disclosed that the proposed Enyimba Economic City is expected to attract long term and foreign investments, thereby integrating Nigerian businesses (manufacturing and services) into regional and global supply / value chains.

ICRC said the project, which is expected to commence quarter one, 2019, would sit on a 9,803 Hectares of land, spanning three Local Government Areas (LGAs).

The LGAs include Ukwa East, Ukwa West and Ugwunagbo.


The Commission explained that the land is at the center of the five South-East and four South-South states and has the right characteristics and ingredients to drive massive economic expansion of the region and by extension Nigeria.

The body noted that the positioning study indicates that Enyimba Economic City will at capacity, provide over 625,000 jobs, urban housing of over 300,000 units, urban population of more than 1.5 Million people. It is projected that the city will provide more than 2,000 industrial/ business units, with estimated annual value output of more than $5 billion.

The project has major arterial, intercity roads connections and it is near existing sea ports (Onne and Port Hacourt) and proposed Akwa Ibom Deep Sea Port. It has proximity to Airports (Owerri, Port Harcourt and Uyo).

It has functional gas pipelines and boarder Owaza gas fields. It transverses by existing National Rail line, Port Harcourt to Maiduguri.

ICRC further explained that the key pillars of Enyimba Economic City is to create a global business hub that connects the nine South East and South South states, build first class infrastructure in the location, including dedicated power and attract economic activities that are mainly driven by manufacturing and supported by other uses such as logistics, medical, entertainment, education, lifestyle residential, among others.

According to the Commission, the project is combining the clear focus of the private sector and the enabling powers of the governments at all level.

“Hence, it is a Private Public Partnership (PPP) of Crown Realties Plc, the Host Communities, Abia State Government and the Federal Government of Nigeria under project Made In Nigeria for Export (MINE) of Federal Government of Nigeria.

“On that basis, the Federal Government has designated Enyimba Economic City a Special Economic Zone (SEZ) with Free Trade Zone Status and one of the three pilots that include Kano and Lagos. It has also taken 20 per cent equity in the project.

The first phase of the project is fully designed and the projection is that construction will commence in Q1, 2019 and various major anchor tenant discussions are progressing well for manufacturing transfers from China, Germany and other Countries to the new city.”

ICRC explained that the positioning and master planning of the city was done by some of the bests in the business in the World, Surbana Jurong of Singapore and CBRE of India in collaboration with local firms.

Some legislative aides to federal lawmakers have accused Senate President, Bukola Saraki, the Speaker of the House of Representatives, Yakubu Dogara and the Clerk of the National Assembly, Sani Omolori, of diverting funds appropriated to them.
In a petition written to the acting chairman of the Economic and Financial Crimes Commission, Ibrahim Magu, the aides accused the trio of mismanaging the legislative aides’ account.

On Tuesday, legislative activities at the National Assembly were grounded as workers under the aegis of Parliamentary Staff Association of Nigeria (PASAN) protested over unpaid salaries, allowances and promotion arrears.


They practically prevented the Senate and the House of Representatives, as well as their committees, from sitting.

In the letter, dated November 19 and titled “Petition on criminal diversion of funds of legislative aides by the clerk and presiding officers of the 8th National Assembly,” the aides said they were being owed 13-month Duty Tour Allowance (DTA). Each side is entitled to the allowance, which amount to between N300,000 and N400,000 yearly.

Only two-quarters DTAs has been paid since the inauguration of the 8th National Assembly on June 9, 2015.

“We are also entitled to be trained four times yearly which was later compressed into twice a year. At the end of each training, each aide is entitled to a honorarium of N50,000 making a yearly total of N100,000,” part of the letter read.

They said there have been no training activities for the past three and half years despite the budgetary allocations for it.

The allocated funds “were neither used for the said activities nor were they returned to government coffers as unused funds.”

“The non-payment of these accumulated legitimate entitlements has turned legislative aides into legislative slaves. We have been pauperized to the extent that we are unable to meet our financial obligations like payment of school fees, hospital bills, house rents, debt serving, putting us into several embarrassing situations.”

The global payment system, riding on the partnership with financial institutions, has changed and for good, but not without risks and challenges. The evolving technology, with various applications, has indeed, emerged the special purpose vehicle. Nigeria is a major stakeholder.

Today, banks swim in the “ocean” of technology-driven products to reach customers. The propositions have gone from distance considerations to seamlessness, convenience, availability, precision and data proofs. But safety and affordability issues still dominate discourse.The Nigerian Bureau of Statistics, in its third quarter (Q3) 2018 report on Selected Banking Sector Data, the value of electronic payment transactions rose to N33.95 trillion in the period, from N32.9 trillion in the second quarter, both figures represent 3.2 quarter-on-quarter increase and 31.6 per cent rise against the corresponding quarter in 2017.

“A total volume of 5.29 billion transactions valued at N340.15 trillion were recorded in Q3 2018 as data on Electronic Payment Channels in the Nigerian Banking Sector. Automated Teller Machine (ATM) transactions dominated the volume of transactions recorded at 220.27 million volume of transactions, valued at N1.59 trillion in Q3 2018,” the report noted.Cheque transactions hit 2.1 million in volume, valued at more than N1.18 trillion, while Point of Sale (PoS) transactions got a turnover of 86.03 million, valued at N650.41 billion.


Transactions on the web reached a 13.96 million level, with estimated value at N69.07 billion, just as mobile payments recorded 23.92 million worth N496.37 billion in the quarter under review.The Nigeria Inter-Bank Settlement System’s Instant Payment transactions also dominated the electronic payments with 168.62 million transactions valued at N19.96 trillion, while the Nigerian Electronic Fund Transfer recorded 7.71 million activities, worth N3.58 trillion.

Indeed, activities in the cyber space are getting humongous for Nigeria’s economy.In Nigeria, cases of cyber crime have become a state matter and assigned a weightier repercussion for offenders, as government moves to curb the activities of Internet scammers, whose activities smear the country locally and internationally.

The Nigeria Electronic Fraud Forum (NeFF), in 2015, said the thriving electronic fraud, if left unchecked, is capable of wiping out entire profit line of an individual bank, as well as send a wrong signal against the financial inclusion drive.As a foil to the development, the currently operational Cybercrime Act 2015 came into force. The actual amount lost to fraud incidences in 2017 stood at N2.372 billion, lower by one per cent, 25.20 per cent and 61.70 per cent compared to figures recorded in 2014, 2015 and 2016, respectively.“The marginal decline in the trajectory of fraud losses could be attributed to improved regulatory/supervisory oversight, relative increase in vigilance by banks’ adoption of more robust internal control procedures, and the deployment of improved security architecture in the banking industry.

“The continued cooperation and collaboration amongst regulatory/supervisory authorities and the financial institutions could also be responsible for the increasing decline in the success rate recorded in frauds in 2017,” the Managing Director and Chief Executive Officer of NDIC, Alhaji Umar Ibrahim, said.A comparative analysis of the number of banking staff involved in frauds and forgeries in the last three years, showed that on the aggregate, out of the total number of fraud cases which stood at 26,182 in 2017, 320 were staff-related, representing 1.22 per cent of the entire fraud cases.

The number of fraud cases perpetrated by staff in 2017 increased by 38.5 per cent from 231 cases reported in 2016, but represented a declined by 31.2 per cent and 24.7 per cent from 425 and 465 cases recorded in 2014 and 2015, respectively.The cadre of bank staff engaged in fraudulent practices were temporary staff, representing the largest proportion, which comprised 132 out of 320 staff involved. The development brought to focus, the concern on current practices of engaging contract/casual employees in sensitive banking operations.


Besides, officers and executive assistants, as well as managers, accounted for 25.9 per cent and 21.3 per cent of the total cases during the year respectively. Still, messengers, drivers, cleaners and security guards constituted 4.1 per cent of the total fraud cases. The frequency and actual loss recorded in ATM/Card-related channels was 16,397 and N798 million, higher than N504 million and N476 million in 2015 and 2016, with respective frequencies of 8,039 and 11,244 cases.

The ATM/Card-related channels were closely followed by Web-based frauds (internet banking) and fraudulent transfers/withdrawal of deposits with 7,869 and 963 attempts, respectively. The actual losses recorded through those channels stood at N709 million and N318 million, representing 30 per cent and 13 per cent of total losses during the period.

The frequencies and actual loss recorded in 2017 through fraud instruments such as lodgment of stolen warrants, unauthorized credits, outright theft by staff (cash defalcation), presentation of forged cheques, presentation of stolen cheques, as well as suppression of customer deposits, were effectively lower than the figures recorded in 2015 and 2016.

In the banking industry, there is a significant push to stem the tide. For example, debit and credit cards are no longer magnetic strips alone, but chip and pin, which behoove every holder to protect the details. There have been guidelines by the regulator on various anti-skimming devices and cameras at Automated Teller Machine (ATM) points. But there are still issues about unrelenting ingenuous

cybercriminals and insider collaborators.
This is partly the motivating force behind the intensified efforts of the Central Bank of Nigeria (CBN) to give the financial system a facelift through the Bank Verification Number project, which, among other things, would foil identity theft and duplication of identities in various financial institutions.


A report by the Nigerian Deposit Insurance Corporation (NDIC), affirmed that technology-based platforms are the most vulnerable points for the banking system and had the highest frequencies similar to what happened in previous years. An analysis showed that the most used instruments by the fraudsters were mainly cards, cash and cheque.Internet and ATM remain the most popular channels for e-fraud, while Point of Sales (PoS) terminals are the preferred channels of cash out for the fraudsters.

As at 2015, banks’ losses to electronic fraud-related cases were put at about N203 billion in 14 years, a development that persisted in the industry with sophistication and some cases left unreported by some financial institutions.A top official of CBN and Chairman of Nigeria Electronic Fraud Forum (NeFF), Dipo Fatokun, said that as at then, the number and size of frauds against organisations were on the rise.

The forum, according to him, has reiterated the need to collaborate more, think ahead and creatively too, to successfully tackle the fraudulent activities, which have been assessed as increasingly devising sophisticated techniques in approach.f course, strategies to confront the menace that has resulted in loss of hundreds of billions and their perpetrators have been evolving. Recently, CBN, the Nigeria Communication commission (NCC) and Telecommunication Companies (Telcos) unveiled plans that would strengthen efforts to clampdown fraudsters engaged in SIM identity theft in the country.

This would be in form of intensive public education, using the social media, Fatokun said at the NeFF’s routine meetings, in Lagos, noting that globally, the level of electronic fraud has been increasing, but in Nigeria, it has been decreasing, going by records.

Way Forward
From experts, the underlying challenges of insider abuses would require strategic approach and profiling of officers in sensitive offices. Banks could curb insider abuse by watching out for warning signs like employees living above their means, frequent manipulation of data and continuous, excessive use and abuse of privileged and systems account.


A top banker, who preferred anonymity, said: “Banks will be able to combat electronic fraud by filtering out predatory employees, reviewing upwards, the required reliability status for all staff who need privileged roles to work, as well as deploying appropriate prevention and detection technologies like CCTV monitoring and access cards with authorisations.”

There may not be an end to cyber crime, especially now that vulnerability has increased due to multiplicity of financial products. Besides, the quest to include the billions excluded, comprising few lettered ones and mass of unlettered people, coupled with momentary lapses in security, has provided more opportunities for the fraudsters.

There should not be an end to investments in mitigating security breach, in fact, banks should be ahead of the fraudsters, whose job is to undermine every protocol, by increasing control.These imply the need for the overhaul of the entire internal control processes by banks’ management to help identify potential weaknesses by employing adequate checks and balances to protect the institution.

This is coming two days after he announced he was hosting the 2019 Academy Awards on his Instagran page.

On why he stepped down, Hart claimed he was pressured by the Academy of Motion Picture Arts and Sciences to apologize for past homophobic comments.


On his Twitter page, he wrote: “I have made the choice to step down from hosting this year’s Oscar’s. This is because I do not want to be a distraction on a night that should be celebrated by so many amazing talented artists.

“I sincerely apologize to the LGBTQ community for my insensitive words from my past. I’m sorry that I hurt people. I am evolving and want to continue to do so. My goal is to bring people together not tear us apart. Much love & appreciation to the Academy. I hope we can meet again.”

The Nigerian Customs Service (NCS) Thursday said it generated N1.1 trillion revenue and seized contraband goods worth more than N40 billion between January and November 2018.

The Public Relations Officer of the service, Deputy Comptroller, Joseph Attah, disclosed this to the News Agency of Nigeria (NAN) in Abuja.


Attah said the amount realised had far surpassed the N1.03 trillion generated in 2017.

The spokesperson also said 59 containers of tramadol and other controlled drugs were confiscated across the commands within the period of time.

He added that 40 containers were seized in Apapa Port, 10 in Tincan Port in Lagos State and nine in Onne Port in Port Harcourt, Rivers State

Attah said that the quantum of seized goods was a testimony that the service had improved in its ability to block leakages and enforce the anti-smuggling law this year.

He also disclosed that the automation of the Nigeria Integrated Customs Information System had been upgraded.

According to him, the strategic deployment of officers and men of the service and establishment of strike force as the third layers of security, have impacted positively on customs operations.

“We are aware that our insistence on compliance, arrest and prosecution of smugglers and increasing disposition of customs officers to place national interest above self, is against the interests of some people.

“With these achievements, we must have stepped on toes, and that is why some enemies go to town with misleading information by accusing the service of nepotism, non-facilitation of trade and corruption.

“It is curious that such people will choose the time when officers are turning down bribes like the Apapa case.

“Our officers rejected N150 million bribe offered by the arrested suspect, to save the nation from consuming 40 containers of dangerous drugs.

“We will insist that all international trade actors comply with the fiscal policy of the government,” he said.

The Standard Organisation of Nigeria (SON) yesterday disclosed that importers operating in the country imported N22.7billion worth of substandard products into the country this year.


Disclosing this during a sensitisation workshop organised for maritime stakeholders in Lagos yesterday, the director-general of SON, Osita Aboloma, stated that substandard products which posed grave dangers to lives and properties, as well as the economy of the nation had been seized and destroyed by the agency.

The SON DG, who was represented by the director, DG’s Office, Alhaji Mohammed Kabiru lauded the Association of Nigeria Licensed Customs Agents (ANLCA), the National Association of Government Approved Freight Forwarders (NAGAFF) and other key stakeholders in the maritime sector for their continuous support and collaboration with SON.


According to SON DG, “The nation’s economy and the lives of Nigerians are also further endangered due to the influx of substandard goods. It is worthy to note that the value of substandard products that SON has seized in the past one year is estimated to be over N22.7bn (both destroyed and awaiting destruction). Some of these products are: tyres; electric cables; LPG cylinders; lubricants; communication cables; unfortified sugar.

“ I therefore implore you to join us to sensitize and educate all importers and the public on the importance of quality goods and products as well as the dangers associated with substandard and life-endangering products.



“The works of standardization, quality assurance as well as campaign against the menace of substandard products remains a collaborative and partnership endeavour among SON and its stakeholders.

“Suffice to state that over 80 percent of products that enter into Nigeria daily, monthly or yearly are via the nation’s seaports and waterways. It is therefore critical to collaborate with the maritime sector operators in the quest for zero import of substandard and unwholesome products as well as the Federal Government’s Ease of Doing Business (EODB) Policy.”


“One major way of bringing the players on board the standards and quality voyage is through sensitization/enlightenment. You may wish to recall that similar forums have been organised by the SON in recent times across the country. The end, they say, justifies the means.


“This workshop’s objectives include, providing a veritable avenue for cross-fertilization of ideas, views, suggestions and solutions on how to move the Nation’s maritime sector forward, especially in furtherance of the Federal Government’s Ease of Doing Business policy relative to Electronic clearance, destination inspection and the on-going repositioning of the Nation’s Ports.”


The DG also bemoaned non-involvement of the agency in cargoes clearance at some seaports and border points in the country.

“It is important to note that non-involvement of SON at some Ports of entry in the country operations has continued to pose challenges, particularly to the agency’s compliance and monitoring units. The essence of this workshop is to interact with you maritime players, to discuss import/export businesses, with the objective of getting you deeply committed to doing the right things, especially concerning import processes and procedures.”


Participants at the workshop included representatives of the Manufacturers Association of Nigeria (MAN); representatives from relevant sister agencies, Customs, CBN, FIRS, Police, NPA, NIMASA, Fire Service, etc; representatives from Business Membership Organisations (BMOs), NACCIMA, LCCI, NASSI, NASME, etc; and Representatives of market Associations in the South-West Region.

Catholic Secretariat of Nigeria (CSN), has reminded catholic priests and people of consecrated life under its watch, of the canon law of Catholic Church that discouraged them from active involvement in partisan politics.

Its headquarter in Nigeria reiterated the obligation of Catholic priests as teachers of faith, morals and most importantly, education of faithful on their role in the political life of Nigeria.

The reaction was, perhaps, necessitated by the recent altercation between Rev. Fr. Ejike Mbaka and the vice presidential candidate of Peoples’ Democratic Party (PDP), Peter Obi, at the former’s adoration ground in Enugu.

CSN Secretary General, Rev. Fr. Ralph Madu, told journalists at a press conference in Abuja on Thursday, that Catholic Church was disappointed with the altercation and had asked appropriate authorities to take necessary action.

Reno Omokri, former New Media aide to ex-President Goodluck Jonathan, has reacted to the joke made by American popular comedians, Jimmy Kimmel and Trevor Noah, on President Muhammadu Buhari being ‘cloned’ and replaced by ‘Jubril of Sudan’.


Buhari had been subject of media speculations for some weeks after the pro-Biafra leader, Nnamdi Kanu, in his message to world, said President Buhari was ‘dead’ and has been replaced by a double, Jubril Aminu Al-Sudani.

However, President Buhari himself told the Nigerian community in Poland that he was the real deal and not a clone.


Meanwhile, in a viral video of American late-night show, aired on ABC news in the US, Kimmel cracked jokes about Buhari being perceived as dead and cloned.

His colleague, Trevor Noah also joined him on stage as they mocked speculations around the president.

Reacting to the video, Omokri tweeted in condemnation of the jokes on Buhari, stating that the president has turned himself into the butt for international joke.


Omokri wrote: “Find me someone who does not matter. Like the President of Nigeria”.

The governorship candidate of the Peoples Democratic Party (PDP) in Lagos State, Mr. Jimi Agbaje, has painted a gloomy picture of the socio-political economy of the state, saying that despite the fact that its Gross Domestic Product (GDP) is higher than the combined economy of both Ghana and Kenya, it is still one of the least developed of the mega cities in the world.

Agbaje declared that contrary to what people think, Lagos, which has been the centre of the country’s banking, industry and commerce, has lost its position as the industrial hub of the country to other states of the federation with N7 trillion wasted in the state in the last 20 years.

He told the panel, “The truth is that Lagos is no longer the industrial hub of Nigeria. Lagos is bigger than 11 countries in Africa combined. But the truth is that Lagos is no longer the industrial hub of the country; we have lost that to neighbouring states. It is still the commercial hub, but it is not doing as well as it should. Yes, it is the fifth largest economy in Africa – Lagos economy is bigger than Ghana and Kenya combined. Lagos economy is bigger than 11 African countries combined; but what I‘m saying is that we shouldn’t get carried away with small successes and think we are doing well.

“Lagos is a mega city; for a mega city, it swings around 139 cities in the world in terms of liveability. It is one of the two mega cities in the world that doesn’t have a transport system; in terms of rail, in terms of multi-model integrated system. The state in the last 20 years has spent over N7trillion! You can imagine what that kind of figure is.

“That is why we are asking Lagosians that what have you really got for N7trillion? Is education fantastic? Is health care fantastic? Is traffic good? Is there power? What is good about Lagos?

Agbaje insisted that the last 20 years under the same set of people and government has not been good for the state and the people.

According to him, “We are going to do many things differently. We need to do something for the youth. The youth of today are not properly prepared for the challenges of the 21st century, so we have to get the education right. Education today is about innovation, having entrepreneurial skills, and we are not doing that!

“When you look at the world today, everybody is talking about Mark Zuckerberg and Facebook and the Bill Gates and all that. These are people that succeeded not from university education but from their basic education.

“Now we are not providing that kind of basic education for our own youths, so they are not prepared; the kind of education that pushes them into the creative industry in a way that they can hold their own. You talk about a healthy nation being a wealthy nation; but God forbid that any of us falls ill, but Lagos in the 21st century must have a health system that is sustainable.

“There must be universal accessible and affordable health care. But 20 years after, N7trillion after, we still don’t have that.”

He lamented that the residents spend their time in the traffic because of the poor transportation system.
He disclosed that he had to patronise commercial motorbikes to the airport in order to meet up with his flight.
“That shouldn’t be happening in a Lagos of the 21st century, a Lagos that has spent N7trillion. In the last 20 years,” the PDP candidate said.

On high unemployment rate and the breakdown of social infrastructure in the state, Agbaje stressed that vested interests were responsible for the inability of the Lagos transport and refuse disposal system to run effectively.
“It is the same vested interest that is responsible for the non-completion of the Lagos light rail system. In the PDP you fight for what you want, but in the APC, that option is not there. In APC there is got to be an anointing, but in the PDP you fight for what you want,” he said.

On pre-election debate between him and the All Progressives Congress (APC) candidate, Mr. Jide Sanwo-Olu; Agbaje said, “We are ready for the debate because it is going to be a referendum on their records in the last 20 years. Don’t come and give us promises any longer.

“Lagos is one of the two mega cities in the whole world that doesn’t have a light rail in the whole world, and we have been at it for 12 years, yet it is not near completion.”

Two months after lecturers embarked on strike, their union, Colleges of Education Academic Staff Union (COEASU), has suspended the action.

President of the union, Mr. Nuhu Ogirima, said on Wednesday at a briefing in Abuja after its expanded National Executive Council meeting.

Ogirima said the suspension became necessary following reassurances from government to meet some of the key demands of the workers.

According to him, the suspension is to enable the government implement the agreements.

Ogirima, however, said the union will reconvene in January to re-access the government’s commitment and will not hesitate to resume the strike if it reneges in the agreement.

President Muhammadu Buhari has stated that he was yet to attain his desired level in the fight against corruption.
The President stated this through the Head of Civil Service of the Federation,

Winifred Oyo-Ita, at the Conference of Auditors-General in Nigeria in Abuja.

According to him, the current administration had introduced several different initiatives, especially in the financial and management sector aimed at stemming the tide of corruption.


He said, “At the inception of this administration, three cardinal goals were set: these are security, fight against corruption and revamping of the economy.
“Three and the half years down the life of this administration, I am pleased to report that tremendous achievement has been recorded in all three areas.
“I will say, however, that the desired level in the fight against corruption is yet to be attained.

“Despite this continued effort on the part of government, gap still remained to be closed, especially in the area of external auditing.”
He identified some of the initiatives to include: the treasury single account, which have tremendously reduced leakages in the system, as well as the Presidential initiative on Continuous Audit, PICA.
He said, “PICA have the mandate to validate controls, assess risk, probe a small cost, ensure compliance with public financial management refunds, detect errors and make recommendations to management for necessary actions.
“Recently, I approve several sweeping reforms in the public finance sector so as to further reduce waste and drive up revenue.
“This reforms include performance monitoring, that will set financial indicators and targets for revenue generating for government owned enterprises; new measures for expenditure controls, budgeting and financial reporting requirement.”
Buhari further stated that, henceforth, the account of government-owned enterprises shall be audited within the period of four months after the end of each financial year, adding that the role to be played by auditors-general in the success of this new reforms can, therefore, not be over-emphasised.
His words, “Let me challenge you all to think about how progress should be measured and I look forward to this as part of the outcome of your deliberations.
“The Sustainable Development Goals, SDG, adopted by all United Nations’ member state, is a universal call to action to end poverty and protect the planet and ensure that all, people enjoy peace and prosperity.
“These are well captured eithin the Economic Recovery and Growth Plan, ERGP.
“Independent evaluation by auditors, for the success or otherwise of the implementations especially in the management of looted funds; against the right of proper implementations of the treasury single account TSA, the input achieved through the NPower programme, the lives that have been improved through the social safety net, conditional cash transfers and the school feeding programme and the visible progress with growth and real infrastructure, across the country are all necessary ingredients for improvement.”

Crime / Police Admit 16 Cops Killed By Zamfara Bandits by Mrakeli: 4:05am On Dec 05, 2018
The Nigerian Police Force has admitted it lost 16 men to bandits in Zamfara state on 29 November but not 50 as reported by some news platforms.

In an earlier statement the police said they killed 104 bandits, destroyed 50 hideouts of the bandits and lost one unidentified policeman, while 12 others were injured.

Police also said 85 suspects were arrested in the massive operation after a daredevilry ambush, by the criminals.

Police also said they recovered over 250 heads of cattle and 109 sheep.

However, in the update provided on Tuesday night, the police now spoke about a search and rescue operation by a Police Joint Intervention Force, which found 20 policemen alive and 16 men killed.

The Inspector General of Police, Ibrahim Idris has condoled with the families of the slain policemen and ordered befitting burial for the officers.

Idris also ordered prompt payment of the life assurance benefits and other entitlements of the dead to their families, according to the statement by Police spokesman, Jimoh Moshood.

“The IGP is saddened with the death of the gallant officers whom he describes as heroes of the Force; their demise is a great loss to Nigeria Police Force and our dear Nation, Nigeria. The supreme price they paid for the security and safety of the Country will not be in vain”, Moshood said.

In the meantime, the police said the Police Joint Intervention Force under the command of Deputy Inspector General of Police, Department of Operations deployed by the Inspector General of Police to Zamfara State to rout-out all armed bandits and other criminal elements in the state is making progress.

“Police Special Forces personnel, Counter Terrorism Unit, Police Mobile Force, Federal SARS personnel with three (3) surveillance patrol helicopters have commenced an on-going operation being strengthened to rout out the remnant armed bandits and other criminal elements in the caves and mountains in the identified bandits hideouts in some locations in Zamfara State”, said Moshood.

Lawyers in Ekiti State yesterday issued a one-week notice to boycott the courts over the murder of one of their own, Mr. Adeola Adebayo by kidnappers

Adebayo who was also the Secretary of Nigerian Bar Association (NBA), Ikole Branch, was killed by abductors after kidnapping and collecting ransom from him.


The lawyers conveyed the notice of boycott of the courts in a letter dated December 3, 2018 and signed by Secretary of the Joint Committee of Ekiti Bar, Mr. Temidayo Akeredolu.

The lawyers addressed the letter to the Chief Registrar, Ekiti State Judiciary, and made its copies available to the Chief Judge, all Judges, all Magistrates and all Customary Court Presidents.

The letter entitled: “Re: Kidnap and Eventual Killing of Adeola Adebayo, Notice of Boycott of all Courts in Ekiti State,” explained that the action of the lawyers was “on the authorisation and approval of the Joint Committee of Ekiti Bar.”

The lawyers noted that a street protest was organised on Monday, December 3, “to request for immediate arrest and prosecution of the bloodthirsty harbingers of death that kidnapped and killed Adeola Adebayo.”

They had marched to the governor’s office, the Ekiti State Police Command headquarters and the office of the Department of State Services (DSS) and had delivered a letter to the various authorities with a demand for the arrest and prosecution of the bandits.

They said the boycott was in furtherance to the street protest, saying “all lawyers unanimously at a congress which took place after the protest, resolved to stay away/boycott all courts for one week starting from December 4, 2018.”

“This is to further drive home our request as stated above and to also demand that government should take responsibility for the security of lives and property.”

Adebayo was kidnapped in November 17 and his decomposing body found on December 1.

The Federal Government has been granted $200 million loan for the funding of the nation’s electrification project.“The Board of Directors of the African Development Bank Group has approved a $150 million sovereign loan to the Federal Government of Nigeria to finance the Nigeria Electrification Project (NEP),” AfDB said in a statement.

“The Africa Growing Together Fund (AGTF), a $2 billion facility sponsored by the People’s Bank of China and administered by the African Development Bank, has also approved a $50 million loan to the Federal Government of Nigeria to co-finance the project.”

According to the statement, the joint financing is targeted at supporting the government efforts to address critical energy access deficit in the country, and catalyze achievement of universal energy access by 2030 targets.”

In 2017, the World Bank approved $350 million loan to Nigeria for the development of rural electrification projects in the country.“By supporting the electrification of unconnected and underserved communities, NEP will contribute materially to their economic development,” said the Managing Director of the rural electrification agency, Damilola Ogunbiyi.“Access to reliable, affordable and clean electricity will result in savings for households and businesses, which can be deployed to other uses.”

Vote buying is not a menace only to Nigeria’s electoral process but also to that of Malawi, necessitating a law proscribing it and fixing five-year jail term for offenders.

The law had banned politicians using cash payments and other incentives to buy support ahead of key polls due in May next year in Malawi.

In Nigeria the Independent National Electoral Commission (INEC) has come up with strategies to make vote buying ineffective.

The electoral body, during the Osun state governorship election, banned the use of cell phones at the polling booths and also decided to construct polling booths to keep the voter out of the reach of eyes.

In Malawi, the Political Parties Act, which came into force on Saturday, will see candidates convicted of improperly swaying the electorate face fines of up to $13,600 (10 million kwacha) or five years in prison.

Campaign materials, including posters, leaflets and clothing will be exempt from the new law.

Malawi goes to the polls in presidential, parliamentary and council elections on May 21 next year and candidates at every level have typically used cash payments and gifts to secure support in advance of past votes.

University of Malawi political scientist Henry Chingaipe told AFP that the new law will help clean up politics.

“We have propagated a culture of patrimonial politics through handouts,” he said.

“Instead of people voting out of conscience, you are essentially buying their vote.”

Former president Joyce Banda’s Peoples Party (PP) said “we have to follow what it says”.

May’s election will prove to be one of the most significant in Malawi’s history as Ms Banda, will face off against President Peter Mutharika.

Ms Banda is known for donating to the poor across the country, and a party spokesman said it would “see how it will be implemented”.

President Mutharika’s ruling Democratic Progressive Party (DPP) said it would obey the law “as we do with all other laws”.
The United Transformation Movement (UTM), led by presidential hopeful Vice-President Saulos Chilima, who has broken ranks with President Mutharika, said “we needed this law yesterday”.

“We believe that people should be voted for because of the issues and ideas that they propagate,” said UTM spokesman Joseph Chidanti Malunga.

Malawi is one of the world’s most aid-dependent countries and corruption is rife.

President Mutharika has become embroiled in a graft scandal after it emerged specialist corruption detectives were investigating a suspect police rations procurement deal.

National Assembly staff under the aegis of Parliamentary Staff Association of Nigeria (PASAN), had fixed Dec. 4 to stage a protest over unpaid salaries and allowances.

Mr Suleiman Haruna, the union’s Secretary-General, announced this in a statement in Abuja.

Haurna said the first phase of the protest would take place between Dec. 4 and Dec. 8.

The association said the move had become necessary following nonchalant attitude of the national assembly leadership to toward their demands.

He explained that the action would be a blend of protest and picketing of offices within the assembly, adding that the union would not tolerate default from members.

According to him, the action will commence between 8 a.m. and 2 p.m. daily within the stipulated days.

Haruna explained that members were demanding to be put on the Consolidated Legislative Salary Structure (CONLESS).

“Also, all pending staff promotions and conversion letters should be released with arrears fully paid on or before Dec. 31.

“The association has already issued a two-week ultimatum to the management to fulfill these demands or face strike,” he said.
