So based on this, can one pay school fees now hoping that they will shortlist for appointment booking now?

Is the list based on people that have booked appointments or people that applied for higher education?

I have been admitted at the university of Beira Interior but I have not paid fees. When I made enquiries, they said school fees is not refundable but my concern is, do they help their students to book appointment date?
Please help and respond so I can proceed to making payment or to decline the admission.
