Member representing Lokoja-Kogi Koton Karfe Federal Constituency at the House of Representatives, Hon. Danladi Suleiman Aguye has identified a rising prospect of industrial development and overall economic growth ahead of the state and above its peers at the turn of 32 years after creation. Hon. Aguye's assertion was part of his statement issued on the occasion of the anniversary of the state's creation. Hon. Aguye noted that, at 32, the state is open to more opportunities of economic prosperity from the prospects of industrialization and job creation, on the heels of the vision of the President Bola Ahmed Tinubu administration in reviving the steel sector as part of diversifying the nation's economy with attention to non-oil sectors and returning the state to its place as the Steel hub in Africa. He commended the President for the choice of Minister of Steel Development, adding that, the appointment was consistent with the objectives of the Governor Yahaya Bello administration in the last eight years. "The complimentary appointment of a youth to the Steel Ministry reinforces our Governor's sustained rise in redefining the place of the youth, for the larger benefit of the youth", part of the statement added. Hon. Aguye restated his commitment to improving the wellbeing of his constituents as part of the evolving prosperity ahead of the state, through purposeful leadership, noting that, the Aguye Mandate is a genuine reflection of upping the ante in community engagement for the benefit of the downtrodden, who matter the most. Press Statement from the Office of the Speaker, House of Representatives August 22, 2023 Legislative oversight critical to Nigeria's democracy, says Speaker Abbas The Speaker of the House of Representatives Rt. Hon Abbas Tajudeen, PhD has stated that the National Assembly's oversight of holding the other arms of the government accountable is critical to Nigeria's democracy. Speaker Abbas, however, noted that the 10th Assembly would also be accountable to the public. The Speaker made this known on Tuesday at a one-day workshop on ‘Assessment of the National Monitoring and Evaluation Policy of Nigeria and the Role of Legislature’ organised by the Directorate of Planning and Legislative Budget of the National Assembly. According to the Speaker, who was represented by the Chairman of the House Committee on Legislative Budget, Hon. Mohammed Omar Bio, it was in line with the agenda of the 10th Assembly to ensure, through oversight, that “our commonwealth is properly managed for the benefit of all Nigerians.” The Speaker explained that the issue of monitoring and evaluation constitutes a major part of the constitutional responsibility of the Legislature, which is called oversight. He said through oversight, the Legislature, as the representatives of the people, ensures that the government remains accountable to citizens on the utilisation of public funds, as well as in the implementation of policies and laws. He stressed that these policies and laws are codifications of the wishes and aspirations of the Nigerian people, “hence, it is one function that is critical to democracy as a government of the people.” Speaker Abbas said: “Monitoring and evaluation as a national policy is a framework designed as a way of institutionalising standard practices and culture of good governance in public investment and accountability towards improvement of socio-economic development of the society. “The policy provides an opportunity to assess the performance of government policies, which enables the government to identify areas of successes and for improvement in strategies in resources application for the purposes of achieving good governance. “The National Assembly, as the legislative arm of the government, is a critical democratic institution that is empowered to conduct monitoring and evaluation of executive bodies, by the provision of Sections 88 and 89 of the 1999 constitution. "Through this important function, the National Assembly has not only successfully exposed high-profile cases of financial mismanagement and corruption but equally helped in the recovery of public funds, nipped misappropriation in the bud, as well as ensuring the judicious use of public resources," he said. The Speaker stated that as part of its Legislative Agenda, the 10th House was determined to improve the discharge of “this very critical function.” He added that “it will no longer be business as usual in the conduct of oversight.” As part of the efforts to ensure that oversight activities of the House meet the desired objective, Speaker Abbas said committees were now mandatorily required to make quarterly reports of their activities to the leadership of the House, and submit reports of any investigative hearings to the House for further legislative actions. “In our resolve to improve oversight functions, committee members are now to be guided by certain codes of ethics and guidelines that ensures transparency, accountability as well as insulate members from conflicts of interests,” the Speaker further stated. Speaker Abba stressed that the 10th Assembly was equally opening up the National Assembly through the ‘Open NASS’ project, which not only engages citizens in legislative activities, particularly oversight, but also ensures that citizens are able to question the National Assembly on its usage of allocated funds. He said: “As I noted in my July 4th speech, if as lawmakers we ask other arms of the government questions about the usage of public funds, we must equally be ready to take such questions from the citizens at whose command we function.” Signed: Musa Abdullahi Krishi, Special Adviser on Media and Publicity to the Speaker, House of Representatives, Federal Republic of Nigeria. |

PRESS RELEASE UNESCO BACKS OSINBAJO’S NEW ORGANISATION TO TRANSFORM EDUCATION THROUGH INNOVATION The UNESCO International Institute for Higher Education in Latin America and the Caribbean (IESALC) is providing support for Prof. Yemi Osinbajo’s newly formed Organisation, Future Perspectives, partnering to launch the “Innovation to Transform Education Training” (ITET) in Nigeria. Future Perspectives, a non-profit co-founded by the Immediate Past Vice President of Nigeria, Prof. Yemi Osinbajo, SAN, GCON, will work with the UNESCO agency with the aim to equip young educational stakeholders with skills of innovation, policy and project implementation to support their role as changemakers, capable of developing and implementing their own initiatives, as well as other collective efforts to transform education now and for future generations. With a keen focus on Africa, the Organisation is convinced that in shaping the Future of the World, the voices of Africa's youth must be prominently woven into global conversations, their participation and activism will not only create a profound impact within the region but also bring forth the invaluable perspectives of Africa to the global stage. This collaboration with UNESCO serves as the springboard of personal initiatives Prof. Osinbajo would be working on since leaving office in May 2023 and as he stated in the past, “education must respond to the dynamism, speed of development and massive changes in society, and educators must be trained to understand the skills required to take full advantage of a world dependent on technology.” This project is part of the capacity-building component of the United Nations Global Youth Initiative, a ground-breaking multi-stakeholder global initiative for “Youth to be equipped with policy and project implementation skills to transform education.” The project would also include the UNESCO Better Innovation Better Outcome (BIBO) Academy which focuses on “Youth Empowerment and Leadership”, led by IESALC. UNESCO is launching the ITET, a first of its kind, as a pilot in Nigeria through Future Perspectives because of Prof. Osinbajo’s continued commitment to ensuring that Nigerian youths have access to quality education, using technology and innovation to be competitive locally and globally. While the consultation process began in July 2023, the upskilling training provided to ITET’s first cohort will take place in November 2023, gathering 50 young people from diverse sociocultural backgrounds and different connections to education in Nigeria. They include pre-service and in-service education stakeholders who are currently in higher education institutions with education-focused programs, interdisciplinary university students or practitioners who have a crossover interest or projects on education, education practitioners at national, provincial, and local levels, and youth leaders from major youth organizations based at higher education. Nigeria is the largest economy in Africa and it is on its way to becoming the third most populous country in the world by 2050 and education would have to reinforce youth possibilities to join a labour market undergoing rapid transformation. This calls for initiatives such as ITET, with a focus on bridging SDG 4 (Quality Education), SDG 8 (Decent Work and Economic Growth), SDG 9 (Industry, Innovation and Infrastructure) and addressing young people as both beneficiaries and drivers of sustainable development that leaves no one behind. As an important regional hub, organizers hope the Nigerian pilot will ignite collaborative efforts for the launching of Innovation to Transform Education Trainings in other African countries affected by similar challenges among their youth populations. As an important regional hub, organizers hope the Nigerian pilot will ignite collaborative efforts for the launching of Innovation to Transform Education Trainings in other African countries affected by similar challenges among their youth populations. Future Perspectives and UNESCO IESALC are mutually confident that by providing Africa’s young education stakeholders with a seat at the table, ensuring their action space in the field, utilizing their collective power and equipping them with the necessary knowledge, skills and tools, Africans are poised to unleash the incredible change in education that the continent desires. Among numerous others, the late sage, Chief Obafemi Awolowo, GCFR, stands tall in governance and public administration. Years after his demise, his ideals and belief in the entrenchment of good governance have continued to inspire us to strive for excellence. In furtherance of his legacy and ideology, Prof. Osinbajo has not only distinguished himself in his calling but also raised the bar in good governance. Our own Prof. whom we are well pleased with, as we all know is a prodigious intellect who attended Igbobi College and studied Law at the University of Lagos and has a Masters from the prestigious London School of Economics. He lectured at the University of Lagos where he rose to be a Professor of Law and an authority in Constitutional Law. He served as an Adviser to the Attorney General of the Federation between 1988 - 1992 and was later appointed as the Attorney General of Lagos State under our current President Asiwaju Ahmed Bola Tinubu. He later was chosen to be the running mate alongside President Muhammadu Buhari, GCFR, an election which saw him become the Vice President of the Federal Republic of Nigeria from 2015 - 2023. He was focused, loyal, and dedicated to his principal and demonstrated that his antecedents adequately prepared him for the assignment. He is an embodiment of Omoluabi ethos. Without sounding immodest, we are all proud that Professor Osinbajo has exhibited an unwavering commitment to the socio-economic and political development of our dear Nation, Nigeria. Personally, I take it as the utmost pride to be a brother, a mentee to this exemplary leader, and erudite Professor. His virtues of accountability, transparency, and commitment to the entrenchment of the rules of law are worthy of emulation. You served with dignity integrity and utmost character Congratulations! The government and people of Ogun State are very proud of you. We must, therefore thank the Almighty God and commend his immediate family members, the ruling All Progressive Congress (APC), colleagues, and associates in the legal profession for their maximum support in the course of discharging his duties. In the same vein, I commend the Board of Trustees, the Executive Committee of the Ikenne Development Association, and all those who have contributed in one way or another to this thanksgiving and appreciation reception for the son of the soil. Distinguished Ladies and Gentlemen, let us not only celebrate his achievements, but also reflect on the impact they have had on our lives in Ogun State in particular, and in Nigeria as a whole. This event is not just a welcome back home, it is our way of saying “thank you” for representing us well at the national level. One of the lessons we all have to learn from this exemplary leader is the transient nature of power. We all have to understand that an office is never permanent. What is permanent is the legacy we leave behind and how it impacts the lives of those who trusted you to lead them into a better future for their collective dream. Your Excellency, your legacies span from Borno to Bayelsa from Ebonyi to the Southwest Distinguished Ladies and Gentlemen, let us emulate Prof. Osinbajo by using the opportunity of where we are today to diligently serve the people. We must appreciate the fact that the same people we left behind while going into public office will still be the same people we will return to meet after our service. Prof. Yemi Osinbajo’s ability to inspire and unite people is truly extraordinary. He has fostered an inclusive and collaborative environment, encouraging teamwork and empowering individuals to reach their full potential. His leadership style has not only brought about tangible results but has also nurtured a sense of camaraderie and shared purpose among the good people of Ogun State. On a personal note, Your Excellency, I want to thank you for the unwavering support you gave me in 2018-2019 in the course of my journey. Oke Mosan. I remain very grateful. As a government, I want to reassure the good people of Ogun State of our unwavering commitment to continue to serve you. We are direct descendants of the forbears of good governance in Ogun State. We recognize the personal sacrifices made by our forefathers, and we shall strive to sustain their ideals and principles as our guiding light for us and for many generations to come. Therefore, we will not only build on the tradition of Chief Awolowo and the heritage of Chief Bisi Onabanjo, Chief Olusegun Osoba but also continue to nurture the exemplary leadership of Professor Yemi Osinbajo. We will continue to metamorphose from the embryonic status of a wildness of sorts into the envy of many with an array of developmental strides and strategic advancements. We appreciate the fact that leading a State of this magnitude is no small feat. It requires passion, dedication, and a steadfast commitment to our collective goals. It, therefore, goes without saying that the success of our first term in office remains a testimony to our commitment. I do not need to bore you with the list of our achievements; our victory at the last general election is enough of a testament to our people’s belief in our administration. The election has come and gone, and Ogun East remains one entity. Our soil will never be a front for discord and disunity. We will never be forgiven by our founding fathers if we trade off their sweat for our personal benefits. As an administration that believes in an inclusive government, we are open to necessary and constructive criticism aimed at moving Ogun State forward. I enjoin you all to continue to be committed to the "Building Our Future Together" agenda of this administration. Permit me also to remind you that Ogun State is not owned by any individual or group. It does not belong to Dapo Abiodun either. I am just a custodian of the mandate of the people. Ogun State belongs to us all, and the impact of our collective contribution will reflect on our collective aspiration to build upon the foundation of our forefathers. Prof. Yemi Osinbajo has contributed his quota to this development, which is why we are gathered here today to celebrate his exceptional leadership and unwavering dedication to the service of people in Ogun State in particular and Nigeria as a whole. Now that you are back at home, we will continue to tap into your wealth of experience, especially in matters relating to good governance. Before I end this address, let me commend the efforts of the various Community Development Associations for promoting peaceful coexistence and socio-economic development at the grassroots level. I wish to extol the peaceful atmosphere prevalent in the Ikenne community and its environs, which has made it possible for us all to organise and share in the joy of this colourful ceremony. Once again, let me congratulate, in a very special way, our own legal Amazon, God’s servant, exemplary leader, and mentor, Prof. Yemi Oluleke Osinbajo, SAN, GCON. I wish you the best in all your future endeavours. I thank you all for listening, and God bless. By ETIM ETIM Two weeks after Prof Yemi Osinbajo left office as Vice President, I have noticed an undue attention on him. Since these unwarranted attacks have the same theme, I am pretty convinced that they are sponsored from the same source with bile, pettiness and envy as the motives. Unless you are a man of great evil inclinations, you’ll never find any genuine reason to vilify someone like Osinbajo. For eight years, he did his job very well to the admiration of many Nigerians and several foreign dignitaries; within the limits of what the Constitution permits a VP, and the extent to which the principal delegates. The man has never been accused of corruption, abuse of office, sexual irresponsibility or any unethical behaviour, for which many a politician is notorious. He stood by President Buhari solidly; with remarkable counsel even if not known to many and not in the public domain, it is clearly the case. He offered his best to the nation and left honourably in a blaze of glory. He now deserves his rest in the company of his beautiful and equally amiable wife. But some resentful and bitter elements are not contented to let him. The first venomous piece was written by Bob Majiri Oghene Etemiku and was entitled ‘’Buhari’s blood runs through Osinbajo’s white agbada’’. Published in The Guardian of May 24, the article was livid in rage that the then Emir of Kano, His Royal Majesty Sanusi Lamido Sanusi, had stated that Nigeria had lost a good opportunity in not choosing Osinbajo as its President. Sanusi made the remarks on Labour Day at the launch of a book written by 25 writers and journalists in honour of the former Vice President. I am honoured to be one of the 25 authors of the book. Sanusi’s remark is a truism many still hold dear till today. If it has turned out to be a painful axiom to some, we have no apologies. Vitalis Obidiaghaa (another of the 25 writers) has already written a befitting rebuttal to Etemiku’s diatribe which The Guardian published on June 8. Just yesterday, I saw another piece of convoluted tirade with the title ‘’Will Osinbajo rue missed opportunities?’’, written by Bolanle Bolawole, a former editor of The Punch newspaper who later served as the Chairman of the paper’s Editorial Board. At the end of the long drivel, Bolawole advertises a lecture he would be giving at the University of Ibadan on the task before President Bola Tinubu. That’s when I realized his motive. In his wisdom, he thought that the best way to presage his fawning lecture on President Tinubu is to be nasty to the man who contested for the job with him. This has become the basic tactic of some of today’s fortune seekers who parade themselves as opinion writers. Just hack down the perceived opponents of the king, and your invitation to the palace would be ready! And we have seen this kind of tactic pay out in many ways in our clime. As usual with his ilk, Bolawole is questioning why Osinbajo dared to contest in the APC primary. This is a staple query of all anti-Osinbajo elements in Yoruba land. For them, it is the easiest way to denigrate the former VP and reach out to the new sheriff in town. But I won’t dignify the writer with even the most mundane reference to the Constitutional right of all adult Nigerians to pursue their political ambition. Nor would I wonder why he carefully left out the meeting of Southwest elders of the APC led by Chief Bisi Akande where the matter was properly discussed with a resolve ahead of the primaries that it was entirely in order for Osinbajo and others like Amosun, Fayemi to run in the primaries side by side with Tinubu. Bolawole then asks what Prof Osinbajo got from the Buhari administration for the South West; what role did the former VP play in resolving ASUU strikes; Did Osinbajo confront former Attorney General Abubarkar Malami; what did Osinbajo do when Christians were being victimized and what advice did he give to the President on resolving Boko Haram attacks. Did Osinbajo speak out after the lynching of Deborah Samuel at College of Education Sokoto? The only query Bolawole did not raise in his article is why the former VP did not prevent the sun from setting! Suffice it to say that no Vice President ever comes out to berate his boss for not taking his advice. I am sure Senator Kashim Shettima won’t do it. But I know for sure that the former VP offered in all circumstances the best advice, counsel and suggestions on how best the nation could be governed. And in all cases he queried, the immediate past VP is known by insiders to have risen up with the right advice to the President and rebuke where necessary to certain ministers. But these matters not being public does not mean they didn't happen, and I expect more details from people like Laolu Akande now that the VP is out of office. And yes the then VP is also bound by the overall decisions of the government, irrespective of what his views are. It would amount to a disingenuous ingratitude for anybody to ask what the Buhari administration did for the South West. The Lagos-Abeokuta-Ibadan rail service; the Lagos-Ibadan Expressway; the concrete refurbishment of Mile Two-Gbagada expressway in Lagos are major federal investments. Without the administration’s FX subsidy and other supports, the Dangote Refinery in Lagos would have been a stillbirth. The honour to MKO Abiola; the recognition of June 12 and Tinubu’s election are all due to Buhari. The total overhaul of the National Theatre is also a very important federal intervention. I challenge Bolawole to tell us what the South-South region, the nation’s treasure base got in the period under review. In Ikenne LGA, no one you ask would mince words to detail the impact of the VP. And a simple Google search will reveal state of the art hospitals in Iperu and Ikenne towns, solar powered lights on the roads and hundreds more model classrooms in several of the schools among tonnes of other infrastructural and Human Capital Development impacts. The coldblooded murder of Deborah Samuel last year is a painful reminder of the impunity of Islamic fundamentalists in our midst. Prof Osinbajo vociferously condemns these tendencies. But why is Bolawole not calling out Sokoto State government for its refusal to prosecute the murderers? Why is our former editor so silent on the divisively sectarian and patently inciting messages of Nasir el Rufai in that viral video? As the new President is settling down, many pundits are working hard to attract his attention. I get that. But I should caution that there is so much for the new President to do; so, all these obsessions with Osinbajo are actually a distraction. It is therefore counterproductive for the new administration and the height of meanness to keep dredging up old tales against the former VP. May be people like Bolawole who is an operative in the intellectual public sphere in our country should get a copy of the book "Osinbajo STRIDES" so he can properly acquaint himself with the impact the VP has made, not just in the Villa, but since the '80s when he was Special Adviser to the then Attorney-General Prince Bola Ajibola. Afterwards, he can then return to make informed commentary on Prof. Osinbajo. What he wrote in that article is certainly filled with baseless insinuations and claims which Bolawole would have tongue-lashed a reporter for in his days as newspaper editor!

VP is always passionate about development of Nigeria, says President The book is a labour of love-Chimamanda President Muhammadu Buhari on Monday joined other distinguished Nigerians to extol the qualities of his deputy, Prof. Yemi Osinbajo, describing the VP as a dedicated and loyal compatriot with a passionate desire for the development of Nigeria. President Buhari stated this in his remarks at the virtual launch of a book titled "Osinbajo Stride: Defining Moments of An Innovative Leader" written in honour of the VP by a team of 25 journalists under the auspices of PYO COLLECTIVE. Represented by the Secretary to the Government of the Federation, Mr Boss Mustapha, the President recalled the VP's dedication to service especially in catering for the interest of the masses. The President thanked Prof. Osinbajo for his selflessness and passion for excellence in the execution tasks assigned to his office, acknowledging all of his visits to the different parts of the country to identify with the common people. According to him, "...one thing that is admirable about the Vice President is his passion for excellence in everything that he is involved with. Besides all of his official engagements as VP, we all saw this attribute exhibited by him right from the campaigns, how he ensured that the right things were done. We cannot thank you enough, sir." In his remarks, Prof. Osinbajo expressed how honoured he was to have been celebrated in such manner, commending Gen Yakubu Gowon for his belief in a better Nigeria and noting the elderstateman's impact and influence in major decisions taken by him particularly with regards to uniting Nigerians and promoting peace across the country. He also expressed gratitude to State Governors and other guests present at the event for their support and cooperation throughtout the 8 years of his stewardship as Vice President. In her review of the book, famed Nigerian author Chimamanda Adichie described the book as a labour of love by the 25 writers who wrote different chapters. As Nigeria’s Vice President, Prof Yemi Osinbajo, SAN, prepares to leave office next month after an impactful eight-year as second-in-command to President Muhammadu Buhari, a group of 25 famous writers and journalists across Nigeria rallied each other to write a book about him without letting the VP know about their plans until after the book was published and ready for launch. The Vice President was caught unawares, he didn’t have an inkling of what was going on, he was only invited as a guest to a programme where he would be honoured. This is a big surprise and a historical parting gift for a leader who has served Nigeria meritoriously. The book titled: “Osinbajo Strides: Defining Moments Of An Innovative Leader,” periscopes the Vice President’s public service since he was Special Adviser to the Attorney-General of the Federation, the late Prince Bola Ajibola, from 1988 to date. The book will be formally launched in a virtual ceremony scheduled to hold on Monday, May 1, 2023, at 5:00 pm, where the collection of articles by 25 Nigerian reputable journalists and writers would be presented to the public. They did all these behind the Vice President with PYO Collective as the organisers to make this a surprise gift for him. Fantastic! Without his consent, they approached the former Head of State, General Abdulsalami Abubakar, to write the book’s forward and to attend the book launch. Even, they’ve gotten the consent of President Muhammadu Buhari to be the Father of the Day, likewise former President Olusegun Obasanjo; former Head of State, General Yakubu Gowon; President-elect, Bola Ahmed Tinubu; former Commonwealth Secretary General, Chief Emeka Anyaoku; State Governors; among others will attend, while famous author, Chimamanda Ngozi Adichie, will speak on the theme: “Inspiring A New Nigeria at the virtual book launch. The organisers’ approach to the whole arrangement and planning to honour a public servant without his consent, singling the VP out for special recognition on its own is dignifying. Deeply reflecting on it reminds me of what my late father used to say that “The diligence of a man makes others find him worthy of honour and celebration.” I have always known that nothing speaks more than the works of a man who is diligent in the performance of his duties. Vice President Osinbajo needs no introduction in the circle of excellence. It is, therefore, not surprising to find him worthy of selection for praise. For a man who has proven not just to be the best Vice President Nigeria has ever had but has also remained loyal and reliable to his principal, there must be a lot to learn from this book documenting his life in public service. It is stating the obvious that Prof Osinbajo’s display of knowledge on several issues is impeccable and it is worthy of emulation. His humility also is second to none. In the words of Liberian Vice President, Dr Jewel Howard-Taylor, “Prof. Yemi Osinbajo is the most humble politician in Africa. Emerging leaders across the continent have so much to learn from his humility and Commitment to service.” Let’s also talk about his integrity which has been described by many as “unshakeable,” as much as his honesty, he is an exemplary leader. Prof. Osinbajo is a man whose life is the definition of perfection and greatness. For a man surrounded by obstacles and challenges in a country that has battled corruption for a long time, he has never let his capabilities, dedication and productivities decline. Not only has he proven that he is worthy of all the accolades showered on him, he has justified them all. What a man! Osinbajo is a man who will make you see the beauty within your beauty and his push for greatness is at a pinnacle even for non-dreamers. As a believer of excellence and an apostle of Nigeria’s unity, Prof Yemi Osinbajo, SAN, GCON, is a county’s delight and a role model to millions of the youth, as he inspires the populace that the dream of a new Nigeria is possible. It is worth mentioning these 25 prominent journalists and writers who came together across the country to honour the deserving Vice President as their names were listed in the PYO Collective’s release. They are Richard Akinnola, Azu Ishiekwene, Garba Mohammed, Etim Etim, Donu Kogbara, Sadiq Abdullateef, Fatima Mamman-Daura, James Akpandem, Mustapha Ogunsakin, Dayo Akintobi, Dr Wale Adeduro, Columba Ogah, Haruna Abdullahi, Temilade Okesanjo, Arukaino Umukoro, Olaolu Beckley, Jude Zoho, Vitalis Obidiaghaa, Seun Bisuga, Seyi Gesinde, Faith Dafe-Joseph, Muritala Ayinla, Abimbola Olaniyan and Ibrahim Bature. Mr Jahman Anikulapo was the Editorial Consultant for the work. Kudos to their nationalism and brain work. https://thedailyleaks.com/as-osinbajo-caught-unawares-by-25-writers-launching-book-in-his-honour/

OSINBAJO OUTLINES PATHWAYS FOR CLIMATE-POSITIVE ECONOMIC GROWTH IN AFRICA AT UPENN SPECIAL LECTURE *Cites Africa's endowments, renewable energy, natural resources, young workforce as compelling channels *VP says continent offers solutions for global net zero ambitions *Global progress in battle against climate change needs Nigeria’s partnership-- UPENN Provost In order for African countries to attain middle-income status, and societal and individual prosperity for its people, the issue of energy poverty has to be tackled headlong and reflected in the global energy transition conversations. To achieve this, Vice President Yemi Osinbajo, SAN, has outlined specific pathways that will lead to climate-positive economic growth in the continent and at the same time lead to the realization of the global net-zero emissions targets. This was one of the major highlights of Prof. Osinbajo's Special Public Lecture yesterday at the University of Pennsylvania in Philadelphia, USA where he spoke on the specific title "Energy Transition in Africa." Emphasizing the point about Africa’s potential in the realization of the global energy transition targets, the VP submitted that “Africa's endowments, renewable energy, natural resources and a young workforce, present a compelling set of circumstances for several pathways to climate-positive growth.” These pathways according to the Vice President are the following: •“Low emissions consumption and production, the point being that Africa can, instead of going the carbon-intensive path to providing energy, goods and services for its own needs, takes full advantage of green technologies and practices. There is the distinct advantage that Africa can actually pursue a green course of growth without worrying about costly legacy infrastructure. •“The second pathway is that having recognized the fact that global zero carbon ambitions cannot be realized without intentional carbon removal technologies and practices, Africa can ramp up her own potential to do this at scale through a combination of planned land use and ecosystem management, and investment in emerging engineered removal technologies. Already Africa's large carbon sinks, currently store years of global emissions and the abundant supply of unused agricultural waste is available as biomass for clean energy production and soil improvement.” •“The third pathway, is that, with its abundant reserves of renewable energy and raw materials, Africa can become a hugely competitive green manufacturing and energy hub for the world that could also accelerate the greening of global industry. Thus, the paradox of an energy-poor continent becoming the green industrial powerhouse of the world is easily resolvable and must be,” the VP added. But he proposed that the developed world changes its perception of Africa, and not see the continent merely as a victim but as a solution in the climate change conversations and the attainment of the global net zero targets by 2050-2060. According to Prof. Osinbajo "Africa's own growth and development are not being seriously accommodated in the global Energy Transition conversations. Yet, a strategic key to attaining global net zero by 2050 may well lie in seeing Africa from a different paradigm, not merely as a victim but as a solution.” The VP noted that “beyond climate justice, may lie a real opportunity for Africa and the world. This opportunity is the distinct possibility of Climate Positive Growth for Africa. In other words, a paradigm where Africa pursues a climate positive or carbon negative path to middle-income status and beyond.” Continuing, he said “this contains, in and of itself, part of the solution to global net zero ambitions. Because if, as is the case, some countries will not meet their net-zero-by-2050 targets, then some significant portion of the world must be climate positive or net negative, for global net zero to be achievable. Put differently, since many regions are already off track to achieve net-zero by 2050, some other regions must fill the gap, if global targets must be met.” On energy poverty, Prof. Osinbajo argued that it can only be resolved “if there is a significant investment in renewable energy, and that can only happen if we create the energy intense anchor demand that makes the investment in additional renewable energy bankable. Therefore, it is not which comes first - renewable energy generation capacity or industrial deployment, both must be developed concurrently.” Speaking about Africa’s dependence on its oil and gas resources, the Vice President noted that “the use of gas as a transition fuel will not significantly derail our commitment to carbon-negative growth. Nigeria's Energy Transition Plan attempts to chart an energy transition pathway which has as its bedrock, the development of renewable energy, specifically solar. “The plan is to develop 250 gigawatts of solar capacity by 2060. The plan outlines our decarbonisation strategies in the areas of power, oil and gas transportation, etc. It also mitigates against medium to long-term job losses in an industry that has dominated the economy for decades. “It recommends the role of gas as a transition fuel, to balance large influxes of solar power on the grid, its use as a cheaper, and relatively clean option for base load power for industry, as we watch the cost of solar batteries plunge. “There are also practical ways in which gas, especially propane, will bridge the gap before the full use of renewables is commercially practical. To illustrate the point practically, recently some discussions have been taking place about the decommissioning of industrial scale diesel and petrol generators used at base stations of telecommunication companies in Nigeria,” he added. Previous speakers who had featured at the UPENN Special Lecture series hosted by the US Ivy League University's Center for Africana Studies include Nobel Laureate, Prof. Wole Soyinka and the President of Botswana, Mr. Mokgweetsi Masisi. Earlier in her welcome remarks, Prof. Beth Winkelstein, Interim Provost of the University of Pennsylvania, noted the planet is facing an “existential struggle against climate change for our earth and indeed for us to last, we must join with our fellow nations around the world in this struggle. “Like many countries including the United States, Nigeria is challenged by competing and sometimes conflicting interests and its development prospects are complex. Nigeria holds amongst the continent’s largest proven oil reserves and faces a potentially perilous future of climate-induced sea level rise and drought. In short, global progress in the battle against climate change needs Nigeria’s partnership and participation.” Also, Prof. Tukufu Zuberi of the Africana Centre spoke about the relationship between the University and Nigeria, thanking the Vice President for honouring the institution’s invitation, and noting that the lecture series was part of its efforts in correcting the negative perceptions about Africa. He said, “Africa in many ways, has not been treated fairly in conversations, often this treatment is simply a result of not understanding Africa.” After the lecture, Prof. Wale Adebanwi, the Presidential Penn Compact Professor of Africana Studies at the University of Pennsylvania led an interactive session with the Vice President. Earlier on arrival, Prof. Osinbajo met with the leadership of the University and was later conducted around the Penn Museum by Prof. Tukufu Zuberi. Other UPENN officials who interacted with the VP during his visit and attended the lecture include Prof. Erika James, Dean, Wharton Business School; Prof. Jeffrey Kallberg, Associate Dean, School of Arts and Science; Prof. Amy Gadsden, Associate Vice Provost, Penn Global, and Prof. Theodore Ruger, Dean, Penn Carey Law School, among others. By Seyi Gesinde Maybe you too have been wondering why Vice President Yemi Osinbajo, SAN, is being invited here and there to deliver lectures and for other reasons at home and abroad. Let’s do a quick rundown of his recent lectures: On Monday, April 17, 2023, Vice President Osinbajo delivered a Policy Making and Good Governance Lecture Series of Nigeria Institute of Policy and Strategic Studies (NIPSS) titled: “Creating a Homeland for All: Nation-Building in a Diverse Democracy.” On September 1, 2022, VP Osinbajo delivered a lecture on “Just and Equitable Energy Transition,” participating in a conversation with Afsaneh Beschloss, CEO Of RockCreek and CGD Board Member at Center for Global Development in Washington D.C, in the United States of America. The following day, he had an audience with United States Vice President Kamala Harris, who after engaging with Prof Osinbajo, described him as an “extraordinary leader.” He returned to Nigeria and then two months later, Prof Osinbajo left for Canada, where he had been invited to deliver a public lecture on the subject of “Africa and Climate Justice” at Queen’s University, Kingston, Ontario, Canada, precisely on Tuesday, November 22, 2022. The highpoint of his lectures there was saying “The race to net-zero must not leave Africa in the dark,” while he gave a clue to be “that we must lift inhibitive development finance restrictions and upscale technology transfers to ensure developing regions have access to the latest energy innovations and can build local industries on fair terms,” among others. Starting a new year, on Monday, January 16, 2023, Vice President Osinbajo left Nigeria for Monrovia, Liberia, to attend the “Emerging Young Leaders Forum,’’ at the instance of his Liberian counterpart, Dr Jewel Howard-Taylor, who is marked her 60th birthday on January 17. He also interacted with a selected group of 400 emerging leaders. There, Dr Howard-Taylor described Prof Osinbajo as a humble and selfless leader who inspires hope for a better Africa. She noted that emerging leaders across the continent have so much to learn from his humility and commitment to service. The following day, on Tuesday, January 17, 2023, back home, Prof Osinbajo was in Ogun, Ogun State, where he delivered the Centenary Lecture at the 100th anniversary of the Baptist Boys’ High School (BBHS) titled: “The Values: The Difference Between Success And Failure.” There, he stressed the values of hard work and integrity, saying, Nigeria can produce the highest quality individuals to run the most efficient governments and private institutions if the right values of hard work, honesty and integrity, among others, are taught and imbibed. It wasn’t too long after he also spoke on the topic: “Africa Can Prosper in an Increasingly Complex World,” delivering a lecture hosted by the African Leadership Center at King’s College London. Three weeks later, in a new lecture titled: “Africa 2050: Making Growth Work,” Prof Osinbajo spoke virtually to a global audience at the 2023 Africana Conference of the Fletcher School, Tufts University, USA, on Wednesday, March 15, 2023. Again, six weeks after, Prof Osinbajo left for the US on the invitation of another ivy league school, the University of Pennsylvania, to deliver a lecture on “Climate Change and a Just Transition,” hosted by University’s Center for Africana Studies, on Monday, April 24, 2023, and for interaction with students of Wharton Business School, among others. The question agitating the minds of many now is: why is PYO getting all these invitations lately, beginning from home, Nigeria, to Monrovia, to Canada to the United States, to the United Kingdom? At home and most especially around the world, they want to experience PYO’s personality, they want to embrace his style and more Why? Simply put, Vice President Yemi Osinbajo, SAN, is now the Global Face of Africa as a top government player. And the reasons are not far from being an incorruptible one, a rare breed of politician who has defeated all the “abnormal norms” encouraging mediocrity in public service in Africa, especially in Nigeria. Prof Osinbajo’s unusual brilliance, the coherency of his words and the profundity of his knowledge are why he is irresistible at home and abroad. More so, the Vice President has with his courage, truthfulness in power, promptness to act and ability to offer immediate solutions to knotty issues, won the hearts of many people globally. One such instance is this, on July 30, 2021, the National Association of Resident Doctors (NARD) began a national strike, and their National President, Dr Uyilawa Okhuaihesuyi, said only Vice President Osinbajo could be trusted to resolve their crisis. “If we get a strong commitment from the Vice President, I can put myself on the line, I can take it to the national executive of the association if we get that (commitment) from the Vice President, we can do anything to call off the strike the Vice President can be trusted, ” Okhuaihesuyi said. So, after their discussions with authorities lingered for a while, later on, VP Osinbajo reached out to the striking resident doctors and discussed the issues with their leaders for a lasting solution, and on Monday, October 4, 2021, they called off the strike and they have been at work to date. This is the type of dignity in labour and integrity in leadership, plus the solution-finding and problem-solving approach and skills that Vice President Osinbajo brought to governance. Reflecting on his other impactful engagements where he was invited to give lectures and give other reasons within the academic circles alone either at home or abroad since he became the Vice President on May 29, 2015, it was discovered that, Prof Osinbajo has been to at least, over 30 universities. The Vice President was in October 2016, at Afe Babalola University, Ekiti, Ekiti State, for its 4th Convocation Ceremony; in June 2017, at Nnamdi Azikiwe University, Awka, Anambra State, for its 50th Conference of the Nigeria Association of Law Teachers; in November 2017, Lead City University in Ibadan, Oyo State, for its 10th Convocation Ceremony; in January 2018, University of Warwick, in the United Kingdom, for the 2018 Warwick Africa Summit titled: “The African Century;” and in January 2018, Harvard University (Center for African Studies), in the United States for “US Talk on Socio-Economic Developments in Nigeria.” Likewise, in June 2018, he was at the University of Lagos (UNILAG), Lagos State, for the “Launch of Student Innovation Challenge;” in September 2018, Bayero University, Kano State, for the “Launch of Student Innovation Challenge;” in September 2018, Oxford University, in the United Kingdom, to deliver a Public lecture titled: “Challenge of Human Capital Development in 21st Century;” in November 2018, University of Ibadan, for its Convocation and 70th Founders’ Day Ceremony; in January 2019, Nigerian University of Technology and Management, Abuja and Nigerian University of Technology and Management for its fundraiser; in April 2019, University of Lagos (UNILAG), Lagos State, for its 50th Convocation Lecture titled: “Nigeria Rising, The Path to Prosperity;” and in May 2019, Lagos State University (LASU), Lagos State, for its 23rd Convocation Lecture titled: “Africa Centres of Excellence in African Universities: A Veritable Catalyst for Nation Building and Development.” Similarly, in September 2019, the Vice President visited Osun State University, Osogbo, for its 8th Convocation Lecture titled: “Six Decades of Chequered Nationhood: Nigeria still holds the Key to Africa’s Development;” in October 2019, Dominion University, Oyo State, for its Proclamation Service, and Baze University, Abuja, for its 6th Convocation Lecture titled: “Principle of Trustworthiness or Integrity;” in February 2020, Federal University, Dutse, Jigawa State, for its Convocation lecture titled: “Facing the New Decade;” in March 2021, Sokoto State University for its First Convocation Lecture titled: “Nigeria: Some Defining Issues for the Future;” in August 2021, Babcock University, Ogun State, for its 33rd Inaugural Lecture, titled: “From Small Business to Big Business: A Future with Little Hope;” and in October 2021, Imperial College, the United Kingdom, for “London Lecture on Nigeria’s Energy Transition Plan. Also, in December 2021, Prof Osinbajo attended the First Convocation Lecture of Kola Daisi University, Ibadan, Oyo State; in December 2021, Obafemi Awolowo University (OAU), Ile Ife, Osun State, for its 60th Anniversary and Convocation ceremony; in February 2022, Federal University, Wukari, Taraba State, for its 2nd Combined Convocation Ceremony; in March 2022, Nasarawa State University, Keffi, for its 6th Combined Convocation Ceremony; in April 2022, University of Maiduguri, Borno State, for the formal hand over of the Muhammadu Indimi Centre for International Studies; in October 2022, Nigerian Defence Academy (NDA), for its 32nd Convocation Ceremony; in November 2022, Carleton University, Ottawa, Canada, a visit to Innovation Hub, Presentation Of 3-D Hologram Machine and Meeting with Senior Administrative Officials; and in December 2022, FTP University, Hanoi, Vietnam, for the tour of University Tech Incubation Centre. As we can see, up to date, Prof Osinbajo is the most-engaged Nigeria’s Vice President in the country’s democratic history. His type is rare especially as an African politician and government leader in a country once described by former British Prime Minister, David Cameron as “fantastically corrupt.” He has proven him wrong that incorruptible ones are still around. Then, Prof Osinbajo is a true polymath and at the same time a virtuoso storyteller. So, to a global audience, they know that his wealth of experience, its usefulness and relevance to nation-building transcend beyond the African borders — and as he is being enjoyed at home, the world can’t resist him — they need his wisdom to solve problems to generally make our world better!
