Gradual subsidy removal has been the norm since the seventies. As soon as the rising production cost makes it impossible to sustain subsidy at a certain point, government gradually reduces it which results in increased prices, that are still below the production cost
(That is how fuel rose from 15 kobo in 1981 to 400 naira by 2023)

That is how we lost four refineries. Keeping subsidy costs low meant that maintenance costs were reduced. And then corruption was a byproduct of the thing.

Besides by august 2022, we were using 97% of our revenue for debt service. I am not here to defend tinubu, but his subsidy removal was basically him being backed into a corner by decades of subsidy payments
