Federal government has released up to N5.1 trillion for 2016 budget out of N6.06 trillion passed by the National Assembly. This was stated in a meeting organised by Joint National Assembly Committee on Appropriation for the stakeholders. The Committee includes Central Bank of Nigeria (CBN), Accountant General of the Federation office, Ministry of Budget and National Planning, ministry of Finance, Budget office and Debt Management Office chaired by Senator Danjuma Goje . Speaking before the committee, the Accountant General of the Federation, Hammed Idris informed the lawmakers that N870 billion for capital projects which constitutes 55 percent while N2.3 trillion was released for personal cost, N351 billion for statutory transfer. AGF also added that N1.3 trillion was meant for debit servicing, service wide votes N285 billion and overhead is N138 billion. He explained that personnel cost, debit service were achieved 100 percent, and overhead cost achieved 85 percent, while capital is 55 percent. The document obtained by our correspondent also showed that Accrual from FAAC for 2016 is N4.058 trillion. Reports reaching Naijadefender suggest that President Muhammadu Buhari, will sanction his Chief of Staff, Abba Kyari, over appointment scandal. The Ministry of Foreign Affairs had on Monday, June 20, petitioned Buhari and the Senate President, Bukola Saraki, over the 47-man list, drawn up by a Committee, led by a former Foreign Affairs Minister, Ambassador Babagana Kingibe. The list was recently submitted to the Senate by Kyari. The petitioners, who accuse Kingibe and Kyari of indifference to due process, marked by disregard for the Federal Character Principle and Seniority, are calling on the Senate to withhold its confirmation of the names on the list. The petitioners identified lopsidedness in the selection exercise, pointing out that States like Bayelsa, Ebonyi, Plateau, Ondo and Sokoto, were completely ignored, while others got more than are due to them. Borno State, for instance, has three nominees, while Adamawa, Bauchi, Kano and Katsina, have two each. Another aberration identified by the petitioners, was the selection of 10 out of 47 nominees from National Intelligence Agency, NIA. This, they argued, is against the Rules establishing the NIA as a separate entity from Ministry of Foreign Affairs, and a flagrant violation of the Vienna Convention on Diplomatic Relations of 1961. The petitioners contended clearly that, the Vienna Convention stipulates the character and nature of people eligible for appointment as principal representatives abroad and heads of diplomatic missions. Also, they accused the ambassadorial nomination of wanton disregard of seniority in the foreign/diplomatic service. They alleged that nominees from Adamawa, Benue, Borno, Katsina, Kebbi, Kogi and Lagos States, were junior officers, who have been elevated above more qualified and experienced colleagues. This in itself, is at variance with the guidelines for ambassadorial nominations and existing practice in the Ministry of Foreign Affairs. Investigation, shows that the aggrieved officers had attempted to draw the attention of the appointment committee to the anomalies, before their decision to write a petition. A delegation led by Ambassador Bulus Lolo, Permanent Secretary, Ministry of Foreign Affairs, met with Kyari, in the hope of drawing his attention to the flaws in the process and getting him to correct them. SaharaReporters, learnt that the petitioners requested that due process is followed, to prevent a dampening of morale, and avoid disharmony at the ministry’s headquarters and in more than 100 embassies and consulates abroad. However, Kyari, rejected their suggestions and went ahead to submit the list drawn up by the Kingibe-led committee to the Senate President, without clearing with Vice President, Professor Yemi Osinbajo, who was the acting President at the time. One of the disaffected directors said, that the meeting with Kyari was a wasteful exercise, as the Chief of Staff to the President was an interested party. “We shouldn’t have wasted our time going to his office for a meeting. Do you know that the only reason Borno State got three nominees, the highest number, was because both Kyari and Kingibe are from that state? Is this not nepotism? “This is corruption by other means, and I think President Buhari is wasting his time fighting corruption outside of the Presidential Villa, when corruption is being perpetrated right under his very nose. We call on our distinguished Senators to ensure that justice is not only done, but also be seen to be done. “Tuhey should reject the submitted list and call for fresh nominations in line with Federal Character Principles and based on the seniority of all qualified officers according to existing regulations,” the director said. The NFF says it owes late coach Shuaibi Amodu two months salary, also. A letter was written by Amodu and addressed to Governor Adams Oshiomhole and dated October 2015. It would be recalled that a cousin to the late Amodu, Nkuri Afegbua, had said the former Super Eagles coach died of frustration. Afegbua, who spoke to journalists at the Stella Obasanjo Hospital mortuary, Benin City where the remains of the former football tactician was kept before his movement to his hometown of Okpella, for burial over the weekend, said Amodu was being owed by both Edo and the NFF. Afegbua said Amodu’s presence in Benin the week he died was to pursue the payment of the money being owed him by the government of Edo State. According to Amodu’s letter, the amount being owed him includes: outstanding sing-on-fees for 2013/2014 for consultant/technical advice, N3million for house rent for oshiomoholetwo years (2012-2014 and 2013-2014) at N1.5m per year. The balance is N16m, representing payment for coaches and other supporting staff for the period of August 2014 – July 2015. Former maverick and controversial NBA star Dennis Rodman is said to be preparing to tie the nuptial knots with the sister of hard stance Korean leader Kim Jong-un. Reports say the 55-year-old ex basketballer announced his intention to marry the dictator’s 29-year-old sister, Kim Yo Jong at a press conference staged in Pyongyang. Rodman informed at the press conference that Ms Yo-jong, who was recently elected as a member of the powerful Central Committee in North Korea, is the one for him after three failed marriages and that he had recently obtained the President’s approval to marry his beloved sister. “I’m extremely happy to announce that after three unsuccessful weddings, I have finally found the love of my life,” Mr. Rodman told reporters. “I have found a new family here with Yo and Jong, and I’m finally happy like I have never been before. There appears to be a crack within the file and rank of Edo All Progressives Congress (APC). This is less that two weeks to the conduct of the primary in the state, ahead of the September 10 governorship election. From all indications major crisis appears to be brewing in the party as four of the party aspirants have accused some notable leaders of the party in the state of going around buying the Permanent Voters Cards (PVCs) of delegates of the party. This is even as the party in the state, has raised the alarm over the development and advised its delegates not to allow themselves to be bought against their conscience with money. The four aspirants who expressed displeasure over the alleged mop up of delegates’ voters’ cards report are the Deputy Governor, Pius Odubu; Chris Ogiemwonyi; Charles Airhiavbere and Kenneth Imansuagbon. Ogienmwonyi who addressed the media on Monday, called for the arrest of a federal lawmaker from the Edo North senatorial district of the state over the allegation. Imansuangbon has also been on air in television stations in the state, raising the alarm over the same practice. The APC on his own in a press statement issued and signed by its State Publicity Secretary, Comrade Godwin Erhahon, said complaints reaching the party from wards and local government areas of the state revealed that some notable party leaders were going around collecting PVCs of delegates. While condemning the practice, the party said the purpose, according to reliable source, was to distribute the cards to loyalists of a particular aspirant to impersonate delegates during the primary election. It alleged that the PVCs collectors also intended to withhold the PVCs till after the September 10 general election to sabotage whoever emerged as APC governorship candidate at the poll in case their aspirant loses out during the primaries. “The leaders are said to be buying each PVC between N10,000 and N20,00 without explanation on what they intend to do with them. “Some Local Government Area party chairmen are said to be threatening those who refused to submit their PVC that their names will be deleted from the list of delegates. “Delegates who have submitted their PVCs to such leaders are hereby advised to retrieve them immediately as such upfront collection of voters’ cards or party membership cards is not part of requirement for the primary. “Edo APC hereby calls on the national leadership of the party to be pro-active and ensure that desperados do not succeed in their plot against the party,” the statement said. Former president Goodluck Jonathan’s cousin was arraigned in court today over $40 million scam alleged by the Economic and Financial Crimes Commission (EFCC) – Robert Azibaola appeared at the Federal High Court today, June 7, in the company of his wife, Stella Azibaola – The court ordered that Azibaola be remanded in Kuje prison custody pending hearing on his bail application Following his arraignment in court today, June 7, the cousin to the former president, Goodluck Jonathan appeared in court with his wife over alleged money laundering, criminal breach of trust. Arraigned on a seven-count charge, Azibaola was later remanded in Kuje prison by Justice Nnamdi Dimgba pending hearing on his bail application while his wife, Stella would continue on an administrative bail granted to her by the Economic and Financial Crimes Commission (EFCC). Azibaola and his wife are alleged to have diverted $40 million (N13.6 billion) meant for the supply of tactical communication kits for special forces. The money, the EFCC alleged was paid from the account of the Office of the National Security Adviser (ONSA) through the Central Bank of Nigeria to the domiciliary account of the couples company, One Plus Holdings. The offence for which they are charged contradicts Section 8(a) of the Money Laundering (Prohibition) Act, 2011 as amended in 2012 and punishable under Section 15 (3) of the same Act”One of the count charges reads: “That you, Azibaola Robert (M), being the Managing Director/ Chief Executive Officer (MD/CEO) and a signatory to the Zenith Bank account of ONE PLUS HOLDINGS. LTD; Mrs. Stella Azibaola Robert, being a director and a signatory to the Zenith Bank account of ONE PLUS HOLDINGS NIG. LTD and Amobi Ogum (M) (now at large) on or about the 8th September, 2014 in Abuja within the jurisdiction of this Honourable Court did conspire among yourselves to commit an illegal act to wit; money laundering of the sum of $40,000,000.00 (Forty Million United States Dollars) transferred to the domiciliary account of ONE PLUS HOLDINGS NIG.LTD with Zenith Bank Plc, Account No. 5070365750 from the account of the Office of the National Security Adviser with the Central Bank of Nigeria upon a transfer mandate Ref. Abraham who recently declared his intention to run for Ondo State’s governorship seat, had a feel of his party chieftains’ view of his intention courtesy Senator Remi’s outburst on sighting him at Sunday Dare’s 50th birthday party. Senator Remi and her husband, two-time governor of Lagos State and the All Progressives Congress (APC) national leader, Asiwaju Bola Tinubu, were attending Dare’s golden jubilee when she encountered Abraham and his entourage at the event. Instantly, she launched a barrage against Abraham telling him very frankly that he (Abraham) would never earn the APC’s governorship ticket of the state. She advised him to stop wasting his time and money on certain party chieftains who were only interested in fleecing him off his hard-earned money. Remi allegedly told Abraham that since his initial interest in the governorship seat few years ago, he disappeared from the scene. Nobody knew his whereabouts or what he had been up to thus she told Abraham matter-of-factly that he would never emerge as the APC’s governorship candidate in the forthcoming gubernatorial elections. It was learnt that the military were withdrawn tactically from the troubled Niger Delta zone few hours after the close door meeting between Buhari and Jonathan. Political analysts have alleged that the meeting between the duo on Friday, at the Presidential Villa, is connected to the eventual withdrawal of the army troops. According to a reliable source, Buhari asked Jonathan to speak to elders in the region to calm the Niger Delta Avengers. Jonathan, had reportedly demanded that the Nigeria military should withdraw first. The development is coming at a time the destruction of oil facilities in the Niger Delta by the militants, has crippled crude oil production and power supply. Last Friday, power generation was said to have dropped to 2,832.5MW, because of the rising attacks. The Special Adviser to the President on Media and Publicity, Femi Adesina, confirmed this on Saturday, that the meeting between Buhari and Jonathan, prompted the Federal Government to do within its ability to restore peace to the Niger Delta. Adesina, listed some of the steps being taken to include consultations and the revisiting of the document signed by the late President, Umar Yar’Adua. “Every effort is being made to restore calmness to the Niger Delta, including consultation, and taking a fresh look at the gazette signed by the Umaru Yar’Adua government, so that the agreements contained therein will be implemented,” the presidential spokesman said. The Senior Special Assistant to President on National Assembly Matters (Senate), Senator Ita Enang, had at a press conference on Friday, confirmed that some of the officials of the Federal Government were already holding discussions on how to end the violence. Enang, maintained that some ministers, along with top government officials from the Niger Delta, had opened talks with the governors and aggrieved people from the region, on how to resolve the conflict. He said the government was prepared to peacefully resolve the conflict. He listed the Federal Government’s representatives currently engaging in dialogue with the stakeholders in Niger Delta to include; the Minister of Interior, Gen. The figures released is based on the interim report on the financial and assets recoveries made by the various government agencies from May 2015 to May 2016. In a statement released on Saturday, the Minister of Information and Culture, Lai Mohammed disclosed that the government made cash recoveries totaling N78,325,354,631.82; $185,119,584.61; £3,508,355.46 and 11, 250 Euros from 29 May 2015 to 25 May 2016. Converting these to naira amonts to about NGN 132 billion naira. Recoveries under interim forfeiture (cash and assets) during the period totaled N126,563,481,095.43; $9,090,243,920.15; £2,484,447.55 and 303,399.17 Euros. When Converted to naira amounts to NGN 2, 309,282,548,475 (2.3 trillion naira). The funds awaiting return From Foreign Jurisdictions stood at $321,316,726.1; £6,900,000 Pounds and 11,826.11 Euros. Furthermore, 239 non-cash recoveries were made during the said period. BENIN CITY-THE Edo state chairman of the Peoples Democratic Party (PDP), Chief Dan Orbih Tuesday spent a second night at the custody of the Economic and Financial Crimes Commission (EFCC), over the N700million presidential funds that came to the state. Also, the Commission at the early hours of Tuesday whisked away the coordinator of the campaign organization of former President Goodluck Jonathan in Edo state, Pastor Osagie Ize-Iyamu and Mr Patrick Aziegbeni to Port Harcourt for further investigations on how the N700million campaign fund was expended in the state. It was learnt that Ize-Iyamu was said to have received the money from Fidelity Bank on behalf of the party while Aziegbeni and a former Deputy Governor of the state, Mr Lucky Imasuen witnessed the handing over of the cash to Ize-Iyamu, who told newsmen that the money was taken to the residence of a leader of the party where it was shared to party executives in the 18 Local Government Areas. Orbih Vanguard learnt is being quizzed over the sharing of the money. Vanguard learnt that the Commission had ordered them to return the funds just as Vanguard learnt that they would be charged to court this week. However the situation is creating confusion in the state PDP, particularly as the party is facing another governorship election this year. While other PDP aspirants such as Matthew Iduoriyekemwen, Osaro Onaiwu and Solomon Edebiri are focused campaigning to their delegates, Ize-Iyamu is still battling with the EFCC.
