President Muhammadu Buhari, who is currently in Saudi Arabia, visited Mecca in Saudi Arabia for Umrah, lesser Hajj (or the lesser pilgrimage).

The Beef Etisalat has gathered for MTN had been aggravated by the recent acquisition of Visafone and now Etisalat has dragged the Telecom giant, MTN to court to stop MTN from using the 800 MHZ spectrum it had purchased to deploy broadband services to, as it seems like taking 10 steps ahead of other Telcos in Nigeria.
Etisalat Nigeria has sued MTN Nigeria and Visafone Ltd, challenging MTN’s use of the 800megahertz (MHZ) spectrum following the acquisition of Visafone.

MTN sued the Nigerian Communications Commission (NCC) over the imposition of N780billion fine on it by the regulator for harbouring some 5.2million pre-registered subscriber identity module (SIM) cards on its network in violation of extant rules.

Etisalat said it considered the action necessary to prevent the use of the spectrum by MTN at this time, as it will entrench the dominance of MTN in the retail data services market.

“You will recall that MTN Nigeria was declared dominant by the Nigerian Communications Commission (NCC) in 2013 and remains dominant in the wholesale leased line and retail voice markets.

“The use of the 800MHz spectrum to deploy broadband services ahead of its competitors, particularly those who prior to MTNs purchase of Visafone, held similar spectrum bands as MTN, will further entrench MTN’s dominance in the Nigerian telecommunications sector,” Etisalat said in a statement confirmed by its Head of Media, Chineze Amanfo, yesterday.

The telco said it had, in addition to the legal action and in line with Section 86 of the Nigerian Communications Act, 2003, engaged the NCC to understand the basis of its decision to approve the acquisition. “As you are aware, the matter is already in court as such, we are restrained from commenting further on the matter,” the telco added.

Further investigation into $2bn arms purchase fraud revealed that Olisa Metuh, the Peoples Democratic Party (PDP) spokesman gave part of looted money to a so-called Wealth manager at ‘ARM company.’



The given money were reportedly meant to change to naira and invest on behalf of Metuh’s Destra Investments Limited. Nneka Araraume, a staff of the Asset and Resource Management Company Limited, testified to the Economic and Financial Crimes Commission (EFCC) that she received $2 million in cash from Olisa Metuh on December 2, 2014.

Araraume said in court that she changed the dollars into Nigerian currency and had it transferred to Metuh’s account.

The Edo State chapter of the Peoples Democratic Party, PDP in continuation of its analysis of the now termed Budget of Vendetta: Legacy of Deceit, has gone further to give a comparative cost analysis with similar projects in other states of the federation.

PDP has revealed that in Edo State, the cost of projects are not made public while timelines are determined using imaginary political consideration and expediency.

The secrecy in cost of project is capable of exposing projects to fraudulent manipulation. It is a primitive method of project execution and lacks transparency and accountability.

Edo PDP maintained that the Oshiomhole led administration had expended an outrageous total of N5.1bn since 2014, breakdown follows:

1,667,413,000.00 (2014)

3,500,000,000.00 (2015) and

5,100,000,000.00 budgeted for 2016 which will amount to 10,267,413,000

The Construction and Equipping of EMERGENCY WARD AT THE CENTRAL HOSPITAL, BENIN CITY started in 2010.

The PDP compared the cost of construction of an Emergency ward with that of standard hospitals built by State Governments in Nigeria.

The Nigerian Security agencies appear not to be clear to the populace on what the details of the $2.1bn arms deal. The impression being created is that the funds were budgeted for arms and diverted for other means. This might not be entirely the fact. The questions begging for answers are quite daunting, now, was the $2.1 billion dollar , as it is famously known a budgetary provision, what period was it allocated for, was the whole sum meant for arms alone or other running costs were included.

The following picture story will attempt to dissect what exactly this $2.1bn deal is all about, for readers to make judgments.


The Nigeria Security budget from 2011 to 2015 comprises of four (4) budget sub heads:

1. Defence Budget (2011-2015): N 1.73 trn to :

Nigeria Army
Nigeria Airforce
Nigeria Navy

2. Interior Budget (2011-2015): N778.75bn

Immigration
Civil defence., etc

3. National Security Budget (2011-2015): N546bn

Office of National Security Adviser (ONSA)

N546bn divided by (N202 to $1) exchange rate=$2.7bn (Total budgetary allocation from 2011 to 2015 to security as a whole)

Hence, from 2011-2015 the aggregate security budget for Nigeria was N 1.73 trn+ N778.75bn + N 546bn+ N1.55 trn = N4.6trn equivalent of $236 billion @ 202 exchange rate.

Removing the first year 2011 when Late Gen. Azazi held sway as NSA. Col. Sambo Dasuki (RTD) took over as NSA in 2012, the Federal Govt directed that the scope of ONSA’s probe will be from 2012 to 2015. The whole National Security Budget from 2012 to 2015 including three (3) other sub-heads as stated above, Equals N440.1bn (equivalent of $2.1bn) @ 202 exchange rate, which is the so called arms deal funds. In essence, the $2.1bn is budgetary allocation includes other allocations apart from arms.

Is EFCC telling us that the other three (3) offices didn’t execute contracts, pay contractors, incur overhead costs? from their budgets.

Bearing in mind that in 2015 alone, the budgetary allocation for NSA’s office was N84bn. Breakdown as follows;

OFFICE NATIONAL SECURITY ADVISER- 11,611,200,173

DIRECTORATE OF STATE SECURITY SERVICE 34,676,504,452

NATIONAL INTELLIGENT AGENCY- 32,494,296,394

The Peoples Democratic Party (PDP) in Edo State has disclosed that N10.65 billion, representing 9.6 per cent of the 2016 Edo State total budget of N111.50 billion will be expended on the upkeep of the state governor and his family.

While lamenting that the state government neglected key sectors such as water provision and agriculture by appropriating N100 million and N300 million respectively to them, the party accused the governor of allocating N5 billion and N400 million to security and ICT respectively.
Edo State chairman of the party, Dan Orbih, who made the remark at a media briefing held in Benin on Tuesday to analyze the Edo State 2016 Budget, also accused Governor Oshiomhole of voting the sum of N3.5 billion for the construction of the Accident and Emergency Ward unit at the Benin Central Hospital, adding that the hospital ward has become a conduit pipe used to siphon the resources of the state as funds had been allocated to the wards in the last two budgets.
He said despite the sum of N150 million voted for the maintenance of the Benin Water Fountain located at the King’s Square in 2015, the fountain did not work, adding that the sum of N100 million has been voted for the same fountain in the 2016 budget.

He noted that the 2016 Edo State budget exposed the insensitivity of the state government to the plight of the Edo people, adding that the budget was designed to impoverish the people of the state and improve the personal lots of the governor and his aides.

Orbih said in the face of dwindling revenue from the federation account, the governor has continued to live lavish lifestyle, flying chartered flights that cost between N3.5 million and N4.5 million per trip for domestic flights to Iyamho, Abuja, Lagos and Benin.


He said, “while Oshiomhole budgeted N10 million as medical treatment for senior citizens in the 18 councils of the state, he has been doling out N4 million to his aides in the name of medical treatment.

“Considering previous allocation to the Accident and Emergency ward at the Benin Central Hospital, the ward could enter the Guinness Book of Records as the most expensive hospital ward ever.”

Nigeria’s Central Bank of Nigeria (CBN) has perfected plans to rejig forex restrictions‎ in the country.



An insider source within the presidency told Naijadefender that the new rules will allow customers deposit foreign exchange in cash directly into local banks while the CBN will no longer sell forex directly to Bureau De Change operators in the country.

Investigations by Naijadefender further revealed that part of steps being taken by the CBN to reduce the pressure on the naira, which has been under pressure against major foreign currencies in the parallel market.

Nigerian banks started rejecting cash deposits in foreign currencies into domiciliary accounts a few months back because they felt that the level of forex that they had in their vaults was above the optimum level that they could manage. The CBN had backed the decision.

Naijadefender recalled that the Central Bank of Nigeria (CBN) has pledged to meet the foreign exchange requirements for the importation of equipment to the Dangote refinery, petrochemical and fertilizer plant, which is being constructed by the Dangote Group at the cost of almost $14 billion.
Speaking yesterday at the project site in Dangote Free Trade Zone in Lekki area of Lagos, the Governor of CBN, Mr. Godwin Emefiele, stated that when completed, the project would generate $6 billion for Nigerian economy yearly.

Emefiele added that the project would also help the central bank to conserve foreign exchange as close to 40 per cent of the foreign exchange used currently to import fertiliser, petroleum products and petrochemicals would be saved.

Naijadefender learnt that apart from the call made in the open by the Senate President during last week’s audience with the IMF boss on the CBN, it has also been revealed that Lagarde pointed out, in unequivocal terms, the dangers of the continued forex policy instituted by the apex bank in the last eight months.

During the closed door sessions between the CBN governor, Godwin Emefiele, and Senate President Saraki on the one hand, and another with Ms Lagarde, there appeared to be a drift towards a consensual position on the restrictive forex policy.

Although Emefiele, according to a source at the private sessions, did not give away much regarding the apex bank’s possibility of a policy review, Naijadefender was made to believe at the weekend that in the light of the expected visit from IMF economists this week, the policy may be relaxed.

The foreign exchange market witnessed introduction of several foreign exchange restrictions in 2015. The first notable restriction was the closure of official foreign exchange market (Retail Dutch Auction) on February 18, 2015 which translated to further devaluation of the naira to N197 per dollar from N165 per dollar.

he second notable restriction was the Exclusion of 41items from the official foreign exchange market.

Then, in August, the CBN banned acceptance of foreign currency deposit into domiciliary accounts.

In addition to the above, there was the reduction in the limit on usage of naira debit cards abroad. From $150,000 per annum the limit was pegged at $50,000 per annum per naira debit card. The daily cash withdrawal limit was pegged at $300 abroad.

During the year, the CBN banned banks from selling foreign exchange to the Bureau De Change (BDCs) while it revised the operating guidelines of BDCs, and in the process, banned any form of relationship of street hawkers of foreign currency (black market), and branch operations.

These restrictions coupled with dwindling foreign currency inflow due to continued decline in crude oil prices, as well as continued expectation of further devaluation of the naira, led to a consequential depreciation of the naira in the parallel market. The parallel market exchange rate of the naira rose from N179/N185 at the beginning of 2015, to close the year at N280 to a dollar.

And indeed, as a team of economists from the International Monetary Fund, IMF, are set to arrive Nigeria this week, there are indications that the executive and the legislative arms of government may have begun a process of horse trading with a view to making the 2016 Appropriation Bill, more implementable

However, in an interview yesterday with SaharaReporters, Mr. Sagay, who chairs President Buhari’s advisory team on anti-corruption, denied that he granted any interview to the reporter or the Tribune. ThisDay Publisher and President of the Newspapers Proprietors Association of Nigeria, Prince Nduka Obaigbena, has explained why some media houses haven’t collected their own share of the N120 million from the embattled former National Security Adviser, Col. Sambo Dasuki, rtd. to defray the loss suffered by them in the hands of security operatives who confiscated their papers under ex-President Goodluck Jonathan.

According to him, ‘The cheques for the Nigerian Tribune and People’s Daily remain in the secretariat awaiting collection…In the case of New Telegraph, the secretariat was confronted with a situation where 13 newspapers made claims while compensation for 12 newspapers was made. Blueprint Newspapers which was inadvertently omitted from the list has since been paid.

‘When the New Telegraph now demanded payment that had been collected by Blueprint Newspapers, the secretariat then brought the matter to the attention of the President , Mr. Nduka Obaigbena, who then called Governor Orji Kalu, the Publisher of both the Sun Newspapers (who had been paid) and the New Telegraph (which has not been paid) to urge him to be patient for the matter to be tabled at the next Executive Council meeting, where he would seek the approval of the EXCO to take the funds earmarked for the Secretariat to pay them’.

Obaigbena’s response was courtesy Feyi Smith, NPAN’s Executive Secretary. The Delta born maverick media mogul, it would be recalled, has been trending for days now. The reason? The Economic and Financial Crimes Commission, in the course of investigating Dasuki over how he disbursed the $2.2 billion arms procurement money budgeted for containing terrorism in the country had uncovered that he allegedly paid over N500 million to Obaigbena.

Swiftly, the anti graft agency asked him to report at their office to explain what the money was meant for. But before that, Mr. Obaigbena who is still in America and has promised to honour the invitation, had quickly explained that the money was for the losses he incurred when two of ThisDay’s offices were attacked by Boko Haram.
