Imagine a total of 21 foreign bank accounts traced to one individual. And yet some people are opening their mouth screaming fighting corruption. ABUJA— Former Governor of Lagos State and leader of Action Congress of Nigeria, ACN, Asiwaju Bola Tinubu, was yesterday docked before the Code of Conduct Tribunal, CCT, sitting in Abuja, on allegations that he operated 10 foreign accounts while in office between 1999 and 2007. He is answering to a three-count criminal charge preferred against him by the Federal Government.
The former governor was specifically accused of violating Section 7 of the Code of Conduct Bureau and Tribunal Act, Cap C15 LFN, 2004 as amended, by operating the said accounts, an offence punishable under Section 23(2) thereof as incorporated under paragraph 18, part 1, fifth Schedule to the 1999 Constitution of the Federal Republic of Nigeria. ACN Leader, Asiwaju Bola Ahmed Tinubu, at the Code of Conduct Tribunal, in Abuja on Wednesday, 21/09/11.
Though the accused person was present in court, yesterday, he however, declined to enter his plea to any of the allegations levelled at him, contending that he would need time to peruse the charge which he said was served on his legal team right inside the court room. Tinubu protests against procedure Chief Wole Olanipekun, SAN, who led nine other Senior Advocates of Nigeria, that entered their appearance for the defendant, while asking for an adjournment of the case, protested against the procedure adopted by the prosecution in summoning his client to court. He maintained that the decision of his client to appear before the three-man panel of justices at the tribunal, was due to the utmost respect he has for the judiciary.
He said: “My lords, the defendant is before this tribunal out of utmost respect to the institution of the judiciary. All of us appreciate the fact that service of any court process is fundamental. “It is however regrettable that no personal service was effected on him, a copy of the charge was dropped somewhere and he heard of it which he cannot deny. But out of respect and the nature of the matter he showed up before this court voluntarily. “My lords, though we promise to give our cooperation within the ambit of the law and as permitted by the ethics of the profession, we however plead that henceforth, all processes should be served on us personally and not on the pages of newspapers. We don’t want it to be construed that the defendant refused to answer to the queries against him.” However, government lawyer, Dr. Alex Iziyon, SAN, while conceding that the court process was not properly served on the defendant, however, justified the action, saying that “for the bailiff of this tribunal to see the accused person face to face to serve him the court process was not an easy thing.”
Meanwhile, as at the time all these verbal exchanges were made, Tinubu was seated at the gallery, a situation that prompted the prosecuting counsel to insist that he should mount the dock. “Before we proceed Sir, I wish to make an observation. This is a criminal matter, and by the rules of this court once an accused is before the tribunal, a chair is placed for him at the dock to sit and listen to the proceedings.” As the lead defence counsel, Olanipekun sprang to his feet to counter the submission of the prosecution, the accused person, Tinubu, on his own, calmly left his seat and proceeded to the dock.
Immediately Tinubu took his seat in the dock, the prosecution applied to withdraw the former one count charge against him, dated March 22, and sought to replace it with a fresh motion dated September 19 but filed on the 20th (Tuesday). Though the defence counsel drew the attention of the court to the fact that they were served with the new charge yesterday morning, he stressed that they came to court with a view to challenging the previous charge which he said was grossly defective and incompetent. He told the tribunal that they had filed a motion challenging the charge, asking that it should be quashed forthwith. “Considering that time is important to us, we shall not be objecting to the application for the withdrawal of the former charge.
We have browsed through the amended charge, we are going to raise a similar and more fundamental objections against it and the objection will affect the jurisdiction of this court to entertain this matter in the first place. “However, we will need time to prepare a formal motion to that effect as we earlier did”, he added. Drama over fresh charge Barely two minutes after the CCT chairman, Justice Danladi Umar, who presided over the case alongside Justice Atedze W. Agwadza and Justice Robert I.E Udo, (rtd), admitted the fresh charge, another drama ensued following insistence on the part of the prosecution that the charge be read to the accused person for his plea to be taken.
He dismissed the contention of the defence counsel that once an objection is raised against the jurisdiction of a court to entertain a matter, plea taken ought to be kept in abeyance pending when the objection is determined. Olanipekun, who had argued that the charges were defective, relied on the provisions of Section 167 of the Criminal Procedure Act, CPA, to insist that it was not trite for an accused to plead to such a defective charge. He equally backed his position with the decided case law in FRN vs. Adewunmi, reported in 2007, 10 NWLR, pt 1047, as well as, Abacha vs. State, noting that the only jurisdiction available to the tribunal at this stage was that of determining whether or not it has the powers to try the matter. “Plea is part of the defence of an accused person, he has not even seen or read the new charge against him, is he then expected to plead to what he doesn’t know? “Even in Libya where nobody is in charge, that is not done! And, I don’t think that the procedure obtaining in Libya presently should be allowed in this court”, Olanipekun gasped.
Despite the contention of the counsel for the prosecution that the Criminal Procedure Code, CPC, is the statute applicable in the Federal Capital Territory, which he said permits an accused to enter his plea regardless of any preliminary objection against the substantive suit, the tribunal, however, overruled him on the grounds that the tenets of fair-hearing entails that an accused ought to be granted adequate facility to prepare his defence. In his ruling, Justice Umar held that: “We will have to look at this case generally and we have to do justice to both the prosecution and the accused person. It is important that we grant the defendant the necessary time to file the objection then we can look at it to see if it is sustainable, if it is not, then we can proceed. “However, I want to inform everyone that this is not a regular court where several frivolous motions are filed to stall trial.
This matter must be dealt with summarily, speedily and expeditiously. Having said that, this case is hereby adjourned till October 26.” The tribunal further ordered the complainant to file its written address within 14 days from yesterday while it gave the defendant five days to file a reply on points of law. Abuja was agog, as thousands of supporters of Tinubu trooped to show solidarity with him. Despite the fact that over 500-armed mobile policemen barricaded roads leading to the court, many of them wiggled their way into the tribunal while others who were stopped miles from the vicinity, danced throughout the proceeding.

Those in court yesterday Some of the dignitaries in court yesterday were Governors of Osun and Oyo states, Rauf Aregbesola and Abiola Ajimobi. Others include Senator Adeleke Mamora, House of Representative member, Abike Dabiri; governorship candidate of ACN, in Akwa Ibom State, Akpan Udoedeghe, Asari Dokubo, among several others. Aregbesola and Ajimobi took turns to condemn the trial, insisting that it was nothing but a political warfare against the ACN. He said that it was being masterminded by the ruling Peoples Democratic Party, PDP. On his part, Tinubu, who was nearly carried shoulder high by his fans except for the intervention of his security aides, urged his party members and to remain calm, acknowledging, however, that he was a victim of political witch-hunt.

The Federal Executive Council (FEC) on Wednesday approved 1.488 billion dollars for the execution of the Lagos-Ibadan double track railway line modernisation project.
Minister of Information, Labaran Maku, disclosed this while briefing State House Correspondents on the outcome of the weekly FEC meeting, presided over by President Goodluck Jonathan at the Presidential Villa, Abuja. He said the approval followed a memorandum presented to the Council on the railway modernisation project. The minister noted that the rail project was in 2006 awarded to CCECC Ltd, a Chinese company, but could not be completed due to paucity of funds. Mr. Maku said that the project would now be executed in six phases, saying that the project would cover 2,733 kilometres. “One major decision we made today was the modernisation of the Nigerian Railway system. For quite a while, Mr President has given a lot of attention to the transport sector, particularly the development of the railways. “The projects in the railways took off with the rehabilitation of the existent old rail line system. Today, we took a major step to build a modern rail line between Lagos and Ibadan. “The standard gauge line which we approved today in the council is going to run between Lagos, Ibadan, Ilorin, Minna, Kano and also there would be a phase that will take off from Minna to Abuja. “The one from Abuja to Kaduna is already under construction. “So, today the Council approved the project and this is a major step by Mr President to modernise the railway system. According to him, the project, which is expected to be completed in 36 months, will generate more than 5,000 jobs in the country. In his contribution, the Minister of Transport, Idris Umar, said the project was part of the second segment of the Lagos-Ibadan railway modernisation project with a distance of 156.65 km. Also briefing the correspondents on the outcome of the meeting, the Minister of the FCT, Bala Muhammed, said the Council had also approved a variation of the scope of work for the contract for the design and construction of the Abuja Rail Mass Transit project (Lots 1 and 3) from 60.67 km to 45.245 km. He said the cost of the project had also been revised from 841,645,898 dollars to 823,540,545.87 dollars. He said the project, which would be executed in two segments, was an integral part of the FCT Transportation Master Plan, designed primarily to convey a large number of commuters and goods between the satellite towns. “Today, council graciously considered and approved the variation on the scope of contract for the Abuja Rail Mass Transit Project and approved the reduction of about 17 million dollars,” he said. The minister disclosed that FCT had secured a soft loan from China for the speedy completion of the 45 km rail project in 2013.

Maro inland port in Niger. Kaduna-Abuja Rail. Lagos-Ibadan Rail. Itakpe-Warri Rail. Zik Maoseleum. Enugu-Onitsha-Aba Road. Lagos-Ibadan Express. Payment of all Federal pensioners. Low cost Fertilizer production. Rice Mills. Investing in Dangote's Refinery. Several Bailout funds to governors. Increase in our Foreign reserve from $26b to $43b. Several Social policies such as Tradermoni, Npower etc.
Tell me any project completed by Pdp in 16years that beat 1/4 of the aforementioned projects despite Pdp earning 60% more.
Vote wisely, don't let some insane people drag you back to Egypt. Next level is the key. all those you mentioned are PDP projects sir. |

There is a news item currently on the frontpage where some BMC members are claiming that a phase one of the Nigeria morocco gas pipeline project has been completed. Well that is an absolute lie. Here is Punch 4 days ago precisely on the 29th of January that reports that it is only the feasibility study of the project that has been done. Feasibility study is like a research into how the project would be executed. Right now they have not even gotten to the project planning proper not to talk of completing a phase one. Why are buhari supporters so zealous in purporting and stealing projects for their evidently incompetent boss? Nigeria and Morocco have completed the feasibility study for the construction of the 5,660km Nigeria-Morocco Gas Pipeline and the facility will supply gas to at least 15 countries in West Africa, the Group Managing Director of the Nigerian National Petroleum Corporation, Maikanti Baru, announced on Monday.
Baru also stated that pre-Front End Engineering Design optimisation study for the pipeline was currently ongoing, adding that the facility would boost the region’s industries when completed.
This is coming as the Minister of State for Petroleum Resources, Ibe Kachikwu, announced that African countries were mobilising about $2bn to develop a financing body that will fund the energy sector.
Both the NNPC boss and the minister spoke at the Nigeria International Petroleum Summit in Abuja which had senior government officials from across Africa, Europe and America.
In his address at the summit, Baru said, “We need to collaborate especially in the area of infrastructure. Today, Nigeria and Morocco are collaborating to construct a gas pipeline that will traverse at least 15 West African countries with intake and offtake points in the various countries before it links with the existing Maghreb-Europe gas pipeline in Northern Morocco. The feasibility study has been concluded and the pre-FEED optimisation study is currently ongoing.
“This pipeline will help in the industrialisation of these countries. It will also meet the needs of consumers for heating and other uses. We see gas as a fuel to take Africa to the next level. New gas discoveries have been recorded offshore Senegal, Mauritania, Mozambique and are in various stages of development.”
He added, “Nigeria is also targeting to take FID on LNG Train 7 this year. So African countries need to collaborate and trade among each other not only in terms of oil and gas but also in other key sectors so that the multiplier effect is seen across our various economies.”
On his part, Kachikwu, who doubles as the President of African Petroleum Producers Organisation, stated that APPO was sourcing for about $2bn for an energy corporation.
He said, “We are presently looking at expanding the role of a particular financing body that we are going to be calling the African Energy Investment Corporation. The whole idea is to mobilise between $1bn and $2bn of resources to fund all the essentials necessary for us to properly collaborate.
“Today, most African countries are silos, everybody does their own thing; you build your own refineries, plants, gas turbines, etc. If we could just cross the Rubicon and be able to extend hands of infrastructural relationship across Africa, build joint pipelines, plants and refineries; begin to protect the African market, we would have taken a huge step, not only in the development of Africa but to the stabilisation of independent countries.”
The minister, however, noted that the oil sector in Africa was facing some challenges.
Kachikwu said, “On the challenge side, certain things jump out; such as shale, oil pricing, investment limitation, President Trump and so many other things. At the opportunity side, so many other things are going. However, with the opportunities arise challenges, especially those to do with the environment.
“Unless you get your policies right, unless you get your market place right, unless you get your collaborative mechanisms right and get your infrastructure right, you would face a huge amount of challenge in the competition for the very scarce resources and scarce capital.”
Kachikwu stated that aside from Nigeria’s effort in domestic gas supply, the country was also expanding frontiers in the export market.
He confirmed Baru’s position and stated that the Federal Government had executed the Memorandum of Understanding between NNPC and the Office National des Hydrocarbures et des Mines Morocco for collaboration in the construction of a gas pipeline from Nigeria to Morocco.
“The NGMP feasibility study was completed in July 2018 and the FEED Phase 1 scope is expected to be completed by end of Q1, 2019,” the minister said.
On the skills in Nigeria’s oil and gas sector, Kachikwu stated that over 90 per cent of the oil majors’ workforce was Nigerians.
“This means that some of the best skill sets are here. One of the things I found going into the NNPC in 2015 was that every detail of capability that you need to run a global company sat in NNPC. They are much trained, very well exposed. We have issues in terms of policies, but in terms of skill sets, we are solid,” the minister added.
He further noted that Africa’s place as a significant producer and net exporter of oil in the world was forecast to grow by about 15 per cent by 2020 due to new discoveries in some Sub-Saharan countries.
Kachikwu stated that in the last five years, nearly 30 per cent of the world’s oil and gas discoveries were in Sub-Saharan Africa, adding that it was estimated that Africa oil and gas would increase by 74 per cent by 2050.
“We need the right policies, the right partnerships and the right investments. And now is the only time,” he said.

Lets we forget. Note bolded parts. Aisha Buhari's anger was because the aide collected N2.5 billion on her behalf without giving it to her. She asked the police to retrieve the money from the aide and give it back to her, which I believe they've done now. So we can authoritatively say now that Aisha buhari has at least N2.5 billion in her account from gifts and donations. The Department of State Services has detained Mr. Baba-Inna, who is the Aide De Camp to the wife of the President, Mrs. Aisha Buhari over an allegation of N2.5 billion fraud. Spokesman for the DSS, Mr. Nnochirionye Afunanya, told our correspondent that the case was handed over to the agency by the Police authority.
“His case was handed over by the Police and investigation is ongoing,” he said.
Aisha was said to have alleged that Baba-Inna received huge donations from politicians, businessmen, and women on her behalf and refused to hand them over to her.
She was, therefore, said to have urged the Inspector General of Police, Mr. Ibrahim Idris, to arrest and compel Mr. Baba-Inna to refund the money, estimated at N2.5billion.
Our correspondent gathered that the DSS had set up a team of investigators to unravel the case.
It was also gathered that the team had asked for the bank accounts of the police officer and that of his wife, and would also visit his house.

ZAWs: You dont prosecute a sitting governor in Nigeria. That's the law. Fayose was accused of several frauds even with a tangible evidence. He was never arrested, nor summoned until his tenure expired. So Ganduje would be charged if found guilty at the appropriate time.
