They're public schools and normal people attend them. Kenya is not as poor as Nigeria Mr. Random Number.

Again, it's easy for students in Kenya with good grades in primary school to get scholarships. Starehe boys Center for instance is mostly dedicated to poor smart boys and everything (school fees, pocket money, shopping) is catered for them.
