BSU to withdraw conditional charges Benue State Governor, Samuel Ortom, has directed immediate withdrawal of conditional charges introduced by the management of the Benue State University and urged the institution to revert to the old regime of charges.Gov. Ortom He directed the management to sort out those who already paid the new charges amicably. Governor Ortom stated that he took the action following concerted appeals from major stakeholders in the university including prominent citizens, parents, students as well as the general populace. He said as a democratically elected Governor he has a responsibility to be sensitive to the views of the people and their plight, hence the decision. The Governor assured that the state government would explore other avenues to raise internally generated revenue to address the concerns that led the university to introduce the charges. “We are also verifying the sources of income of the university and if we see that there is need for a review of the conditional charges we shall seek inputs from all major stakeholders including members of the State House of Assembly,” Governor Ortom stressed. He regretted the discomfort and pains which the development might have caused and commended the management of the institution and the students for not allowing the issue to degenerate further. The first woman ventured into space more than fifty years ago — Valentina Tereshkova in 1963. Since then, nearly 60 other women have followed in her footsteps.
But when they prepare for these journeys, one added. challenge faces them: how should they handle their period?
“When women first went into space, it wasn’t known what the effects would be,” says Varsha Jain,
gynecologist and researcher at Kings College London, and among the authors of a recent paper on
menstruation in spaceflight.
It turns out that while most systems in the human body are heavily affected during spaceflight, the female menstrual cycle doesn’t seem to change at all.
“It can happen normally in space and if women choose to do that, they can,” says Jain.
A few waste-disposal facilities on board the
international space station can handle human blood, but were not originally designed to do so, according to Jain. A further practical issue of women having their period in space, is the added weight and calculations of taking items such as tampons and sanitary towels.
Astronauts at NASA undergo individual assessments tailored to their needs, mission duration, and physiology, according to a NASA spokesman. “Protocols allow for several choices, the individual treatment selected for any particular astronaut is a private matter between the astronauts and their flight surgeon.”
In reality, extensive practicalities aren’t really a concern. Most females opt instead to use
contraceptives and put their periods on hold, both in preparation for and during spaceflight, as highlighted in the paper by Jain and her colleagues.
“NASA flight surgeons are finding female astronauts just don’t want to have to deal with their periods,” says Jain.
When the space shuttle was in operation, missions would take a few weeks on average enabling astronauts to use oral contraceptives to time their cycles accordingly, but missions to the International Space Station can last for up to six months and any mission to Mars could involve journeys of up to three years —putting periods on hold for much longer periods of time

What are the risks?

“No research has been done on long-term use of contraceptives in space,” says Jain. “What we do know from long-term use on earth is you can take it back to back for many years.”
The evidence is fairly strong for the three billion plus women here on earth, but while Jain’s team are keen to stress these risks remain low when in space, the studies backing this up are hard to come-by — mainly because the numbers available to study on are so few.
The paper highlights the now common use of the combined oral contraceptive pill among female astronauts. “[These] have been used for a number of years,” says Jain. But with a mission to Mars likely to take years, the question of payload could come back into play due to the weight of the many pills required for the journey — an estimated 1,100 pills, according to the paper. Instead, Jain is drawing attention to the now widespread use and availability of more longer-lasting options, known as Long-Acting Reversible Contraceptives (LARCs), which are thought to be a safe and reliable alternative, in terms of both health and waste. “[There is] no packaging to dispose and they dispel concerns regarding stability during storage,” the authors write in the paper. “This is the first time we can say these options are safe to use and available,” says Jain.
Previous concerns about health risks in general related to factors such as exposure to radiation when in space and risk of blood clots during spaceflight, but anecdotal evidence from missions has revealed no such risks in practice. “No-one has experienced anything,” says Virginia Wotring from the Center for Space Medicine at Baylor College of Medicine who co-wrote the paper. She stresses that there is, however, evidence against myths of blood flow reversing when women have their periods in microgravity, “That has long been debunked,” she says
The benefit of bone density Taking the birth control pill, however, could in turn provide some benefits for female astronauts on their return to Earth. “It could potentially be advantageous,” says Jain.
The benefit comes down to one of the key physiological challenges facing all astronauts –male and female — who spend extended periods of time in microgravity: their bone density.
“The lack of gravity means astronauts lose bone mineral density,” says Jain. This happens as there are no loads acting on the bone to strengthen it. “And what we do know, is that estrogen can help with density.” Estrogen is a key ingredient of the birth control pill and its use could therefore be putting females at an advantage during space missions. The hormone is however lacking from the longer-acting contraceptives.“Estrogen is protective of bone,” says Wotring. “[So this] could reduce loss.”
Wotring plans to investigate this further, but in the meantime will be working with female astronauts to keep their cycles primed, wherever they are in the Universe.

Ranieri, 64, was manager of Chelsea from 2000-2004 and was a fan favorite at Stamford Bridge despite never winning a trophy. He was replaced by Jose Mourinho in 2004 but has remained in the hearts of Chelsea’s fans ever since. The amiable Italian is a charming individual, a grandfather figure to most, and one Chelsea fan held up a sign which simply said: “Do it for Ranieri” and Chelsea fans sung his name and “Leicester, Champions!” as they reveled in Tottenham’s demise at the final whistle. They won the. league for Ranieri, as Chelsea rallied from 2-0 down to draw 2-2 with Eden Hazard‘s stunning late goal sealing the title for Leicester. Chelsea’s old boss flew back to Italy on
Monday to spend time with his 96-year-old mother and on his return to Leicester and England he will lauded as a hero. His team will go down in history and so will he.

The National Youths Service Corps (NYSC) says it is planning to introduce a loan package for corps members in view of the prevailing economic hardship in the country. Director-General of the scheme, Brig.-Gen. Sule Zakari, made this disclosure yesterday in Sokoto when he addressed the 2016, Batch ‘’ A’’ corps members. Kazaure stated that the proposed loan package is being packaged in partnership with the Central Bank of Nigeria (CBN) and the Bank of Industry ( BoI). Corpers-1 ‘’The loan scheme will provide certain amount of interest-free loans to the corps members after the completion of their one year service. The money will be advanced to them with a view to establishing their various business ventures as the white collar jobs are becoming increasingly scarce. The beneficiaries are expected to be made self reliant and even become employers of labour,’’ Zakari said. The NYSC D-G urged the corps members to be passionate in whatever they do, saying, “doing so will help you to explore your potentials and capabilities.’’ Zakari further reminded the corps members that NYSC is all about national service and national integration. He averred that the management of the scheme were encouraging inter-marriages amongst the corps members. The D-G said that the various activities lined up at the orientation camp were aimed at preparing them for the challenges ahead during and after service. Zakari called on the corps to integrate with the host communities, dress decently, as well as respect their cultures and traditions. He admonished the corps members to help in providing the needs of their host communities. ‘’You should endeavour to transform the host communities by adding value to them,’’ Zakari urged. The D-G also warned the corps members against unnecessary and unauthorised journeys during their service year. He assured the corps members that the management of the scheme and all the stakeholders were fully committed to their security and general welfare. The 1604 corps members deployed to the state are currently undergoing a three-week orientation at the NYSC camp in Wamakko, Sokoto State.

Lawmaker slams Ortom over non- performance Member representing Otukpo/Akpa constituency at the Benue State House of Assembly, Egli Johnson Ahubi has slammed the governor of the state, Samuel Ortom for lacking direction and failing to embark on infrastructural development almost one year in office. “The APC government in the state led by Ortom lacks focus, it has no future plan, salaries are not paid. People are dying, people are being starved of their monthly salary.” Ahubi who is a member of the Peoples Democratic Party, PDP, told newsmen at his Otukpo residence yesterday that the apparent inertia in Ortom’s government has caused most of those who defected to APC to return to the PDP. “Those who defected to APC have seen that they have no direction and they are now coming back. Some of them were instrumental to the foundation of PDP, so there’s need for them to come back so that we can form a formidable opposition to enable us take over power in 2019. “The whole thing calls for serious concern for APC, those who voted for their change are now regretting, because they are in complete chain,” Ahubi said. Determined to cleanse Nigeria from corruption, President Muhammadu Buhari has ordered the chairman of Independent Corrupt Practices and Other Related Offences Commission, ICPC, Mr. Nta Ekpo to commence investigation on how bailout funds to states to clear civil servants’ salaries were allegedly diverted. A highly placed source in the office of the HOD investigation of ICPC during the weekend told Nigerian Pilot that the Chairman of the commission has already assembled the team that will investigate the allegations of diversion of bailout funds for Imo state following the arrest of top civil servants in the state last week particularly in the account section. According to the source, the investigative panel for Benue state will swing into action this week where the secretary to the state Government Barrister Tagema Takema, the Commissioner of Finance, Accountant General of the state and other prominent civil servants will be telling the operatives of the ICPC how the bailout fund was allegedly diverted. The source further added that the President is not happy particularly with the Governor’s of Imo, Rochas Okorocha, Benue, Samuel Ortom and Osun Rauf Aregbesola being APC governors for allegedly squandering bailout funds meant to clear salaries of civil servants in the affected states which are currently being owed for more than four months. He added that the President had last week promised that he was going to use them as an example; particularly, Benue and Imo states who allegedly diverted money meant for the payment of workers’ salaries. The ICPC operative also told Nigerian Pilot that the commission will be visiting Osun state as soon they are done with Benue ( the investigations and interrogation is going to be batch by batch). This is according to a report by ICPC, signed by Mustapha Hussain on behalf of the Commissioner, Public Enlightenment released previous week Friday in Abuja which monitored how states spent the N338bn bailout fund given to them by the Federal Government. Nigerian Pilot recalled that Buhari had last year approved the sum of N338bn for 27 states that were unable to pay salaries. Some of the states had been unable to pay over 10 months’ salary arrears and pensions. Vice-President Yemi Osinbajo, who heads the National Economic Council, had explained that the loan is repayable at an interest rate of nine per cent over a 20-year period and it is “solely for the purpose of paying the backlog of salaries.” However, the report issued by the ICPC two weeks ago, showed that Benue and Imo states were found wanting, while a few other states were found to still be owing salaries, an indication that the funds may have been mismanaged. The report comes less than a month after the Economic and Financial Crimes Commission arrested the Principal Secretary to the Governor, Dr. Pascal Obi and two others — Uzoho Casmir and Iheoma Kenneth — who were described by the EFCC as the director of finance and treasurer respectively. The fresh report by the ICPC states that, “Imo State applied for and received bailout funds of N26, 806, 430, 000.00 from the Central Bank of Nigeria which were domiciled with two commercial banks namely Fidelity and Zenith banks. In the course of analysis, it was discovered that some transfers were made into certain Imo State Government accounts which are not related to salaries and emoluments are as follows: N2bn paid into a Government Account; N2bn into an Imo State Project account; N2bn transferred into microfinance bank; and a management fee of N21, 017,810.00 was paid into an unspecified account.” According to the report also, Benue State received over N12bn that was meant for the payment of salaries but mysteriously paid over N70m into the account of the Office of the Deputy Governor. The report states, “In Benue State, the total debt accrued from staff salaries and emoluments amounted to N12, 503, 439, 787. 48. The state received N12, 503, 439, 787.48 as bailout fund and disbursed N10, 852, 536, 702.96 with a balance of N1, 650, 903, 084.52. Analysis of the documents submitted revealed a double payment of N37, 760, 000.00 in favour of the Office of the Deputy Governor. This double payment is presently being investigated.” In the case of Osun State, the ICPC stated that the state received N34.9bn as bailout and it disbursed N16.3bn. However, the report adds that the commission is investigating allegations that the state had not paid salaries since July 2015. “The commission is verifying allegations that Osun State public servants have only been paid salaries up to July 2015,” the report states. However, efforts by Nigerian Pilot to get the reaction of the Consultant to Osun State Government on Information, Mr. Sunday Akere, Mr Terver Akase, the Chief Press Secretary to the governor of Benue State and the Media Adviser to Governor Rochas Okorocha proved abortive as all their lines were switched off. Vice President Yemi Osinbajo, yesterday, assured that the 2016 Budget would be signed into law by his principal,
President Muhammadu Buhari, this week.
He stated that the signing of the document would kick-start the implementation of the change agenda of the All Progressives Congress, APC, which would include completing all social projects that were abandoned by the last government.Speaking at the The Platform, a programme held under the theme: ‘Nigeria, what is in your hands? Tapping into out dead economy, looking beyond our oil driven economy’, in Abuja, yesterday, the VP said the completion of power projects would be a priority and that current challenges facing Nigerians are “temporal and resolvable”.
He noted that most Nigerians were already expressing mixed feelings about the preparedness of the administration to bring about the desired change, urging them be patient with government.
Meanwhile, former Minister of Education and BringBack Our Girls leader, Mrs. Oby Ezekwesili, criticized the economic policies of the Buhari administration, saying they were ineffective and taking the nation backwards.
The former minister warned that the central command structure adopted by Buhari in 1984 as military Head of State will not work in today’s global economy of which Nigeria is a part.
Rather than improving the nation’s fortunes, Ezekwesili,
who spoke also at the occasion, warned that current economic policies would leave Nigeria worse off, as was the case in Buhari’s first coming as military dictator.

Baba Othman Ngelzarma is the National Secretary, Miyetti Allah Cattle Breeders Association of Nigeria, otherwise known as Fulani herdsmen. In this interview, he explains the challenges confronting the Fulani herdsmen and frowns at the negative profiling of the Fulani people.
And whereas he admits that there are a few criminals who are of the Fulani stock, the true situation is that Fulani herdsmen too are victims of cattle rustlers.

I want to believe that you have seen part of the Grazing Bills and the question is, do you think that would solve the problem?

Firstly, before I say anything, let me use this opportunity to condemn in totality what has taken place in Enugu, it is extremely shocking and I want to sympathise with the government and people of Enugu State irrespective of who has done it. People have lost their lives. It is a sad happening and we hope the security will do all they could to fish out the perpetrators.
We, too, have suffered immensely in the hands of these perpetrators because our cattle are lost in their thousands,
Fulanis are always kidnapped - hardly a day passes and you will not hear that five or 10 Fulanis have been kidnapped for ransom. Only that it is a silent happening and the media is not covering it.

Fulani being kidnapped?

Yes. Every day. Find out from Kaduna State. It’s is really sad. These are things that are perpetrated by criminals but, surprisingly, everybody is blaming the Fulani herdsmen; so we are now victims and culprits at the same time.

Since some of them are victims, do you think these Bills will address the issues on the table?

Yes, definitely. The law governing the establishment of grazing reserves is not new, it started in 1965. Later in 1978, the Land Use Act was extended to cover it. In 1988,National Agriculture Policy also earmarked 10percent of the total national territory for grazing areas - that is, 9.8million hectares of land were earmarked in 1988 for grazing reserves.

That figure was later increased to 20million hectares.So what happened to all the land?

What we have today is less than three million hectares - the so-called gazetted grazing areas cover only about three million.
We have about 415 grazing areas and grazing reserves and forest reserves because these are different things. The grazing reserves are those that are gazetted. Out of the 415, 141 were gazetted. And those 141 reserves gazetted cover only about three million hectares of land.
And even that one today has been damaged by ecology,encroachment and the rest.
If that is the case, you now have state governors who are saying they will not give out any land. Do you think they should just hold on to see how they could solve the clashes first, before the Bills?

You see, these clashes came as a result of the absence of developed grazing reserves and the protection of those reserves. These are areas that have suffered a lot of neglect because the pastoralists’ livelihood has been frequently undermined by unfriendly policies and laws.
The policies of the past administrations have given more attention to agronomy and not the livestock sub-sector.
That is what has caused this problem.
This is a consequence of the neglect of this long-term sector of the economy.
As I told you, we have about three million hectares which have been destroyed. They are mostly located in the northern and the south-western parts of the country.
These are all the states of the North, as well as Oyo and Ogun states.

How did the grazing reserves work for the herdsmen in the past?

A lot of legislations covered them because, if you go to the states, you have the local government and forestry units working effectively to protect the reserves but, today, I do not think they are there again.

Some people think if there are grazing reserves, that is where the herdsmen should be?

They were occupied to some extent but encroachment by small farmers and big-time farmers, who acquired land to obtain loans from banks and not for real agriculture and the environment, over-grazing and non-maintenance of the reserves, have rendered them useless.

Have groups like yours met northern governors to sensitise them to the future dangers of not
maintaining those reserves?

We have been meeting with them for quite some time now.

So why are they not listening?

I don’t know. As I told you earlier, it is the neglect of this sector that is causing this problem. If past administrations had done their work like the immediate post-colonial administrations did, we wouldn’t be in this situation that we have found ourselves today. May be the reserves would have been developed to an extent that we won’t have these issues.
If you look at the Fulani man, the cattle business is his livelihood, so you then wonder why he would be pushed to the southern part of the country in search of grass and water because, if grass and water were provided in the reserves in the North, I do not think the herdsman would have the desire to go anywhere and expose himself to danger because he always moves with his family. He provides security for his family and security for his business, so how do you expect , no matter how illiterate he is, to go and ignite trouble for himself to get killed.
I think some people somewhere are out to profile the Fulani herdsmen as terrorists.

Who do you think those people are?

We don’t know. That is the problem. We see the media as going against the herdsmen because most of the challenges we face are not reported.

But if you don’t incident the cases with the police, how
do we report them?

The police know very much what is happening. Go to the Police Command in Kaduna State and find out what is happening to the Fulani herdsmen.
I’m sure you are aware of the thousands of cattle that are lost daily. Who are the owners of the cattle? They are Fulani herdsmen. We lose a lot of cattle as a result of cattle rustling but who is doing something to protect us? It is only once the coming of this administration that we have seen action being taken in that area.
There must be a faint idea of those who are killing people in the name of Fulani herdsmen?
They are criminals because we do not know them.

But they say they dress like the average Fulani men?

That cannot be ruled out. There was a case in Taraba State two years ago. They came in the Fulani attire but, when they were caught, it was discovered that they were not Fulani. Some people are trying to spoil the name of the Fulani herdsmen. That is what we have in the country today. They stereotype and profile the Fulani herdsmen as criminals.

What do you do if you were in the shoes of the victims
or the media that, while carrying out your duty, the
narrative you get is that they were kidnapped by
Fulani people and this was the ransom they paid to
them. Are you saying people should not say it as it is
because it involves the Fulani?

Look, we must confess, we have criminals among the Fulani just like any other communities in Nigeria where there are criminals. You are talking about some 30million people in Nigeria. You are also talking about 16million cattle-rearing families in the country. So, if you go to the prison, you will see that the Fulani are more in number.
You cannot expect a tribe that occupies just one local government to be compared to one with a spread across the whole country.

So what is your group doing?

As a voluntary organisation, there is a limit to what we can do. We have been reporting to the security agencies and they have been cooperating with us.
In fact, the IGP knows everything.
Take for instance the Olu Falae issue. When it happened, a lot of media attacks were on but we didn’t respond; we just took the bull by the horn. We went on tour of the South- West. We went to Lagos, Oyo, Osun, Ogun, Ekiti and later we landed in Ondo. Finally, we visited Olu Falae himself and we discussed extensively and that was what laid that matter to rest because much of what happened then was propaganda. Definitely, Olu Falae was kidnapped; he paid ransom and we discovered that some people were involved. We admit that some people have criminal intent but profiling a whole race because of the crimes of a few or some is something that is not fair.
Some solutions have been proffered but a lot of people are saying the Bills cannot work. Some people insist that the Fulani herdsmen have a business to run and they should finance their business on their own

without destroying other peoples’ properties?

They are entitled to their opinion but, today, because of the profiling, whichever community that sees a Fulani man is apprehensive. Sometimes, youths of the community would push the Fulani, shoot their cows and that is what ignites problem. We visited Benue State during the last administration and we succeeded in bringing down tension. What we discovered was that when they go to graze in the forest, an area that doesn’t belong to anybody,people would come and demand money from them before they can graze. And even after settling, another group would come and demand for money again and, if they refuse to pay, they shoot the cows.
When a Fulani man gets to an area, he reports to the Fulani head in that area and then report to the traditional leadership in the community.
This is the culture wherever they go.
Today, we have over 30million cows in Nigeria, and over 150million sheep and goats. So, if you don’t plan for these things, there is definitely going to be a problem. We want government to settle these people in a place because we too are tired of all these problems.

There is this issue of AK-47?
That is one issue I would like to correct. If you see a Fulani man handling AK-47, that is because cattle rustling has become so much that one wonders if there is security in the country. What sort of improvements have you seen from this administration?
This administration has helped us recover a lot of cattle.
I’m sure you’re aware of the amnesty granted to some of them in Kano State.
How do you know your cattle?
They have marks and there are traditional ways of identifying the cows. If there are many cows here and a Fulani man wants to identify his own cattle from the recovered cattle, some would sing or make some sounds and you’ll see the Fulani man’s cow coming out in his direction. All of them have marks for identification.
In Lagos, we have succeeded in catching about, four times,cattle rustlers.

Benue state government has signed a Memorandum of Understanding, MoU with the United Nation Development Fund, UNDF, for a $5million counterpart fund for the development of critical infrastructure in the state. The MoU which covers the 2016 UN Annual work Plan for development in the state was signed on behalf of the world body by Mr. Samuel Nyambati who represented the Country Coordinator of the United Nations while the acting Governor of the state, Benson Abounu signed for the state government. Speaking at the signing, Abounu stated that the Governor Samuel Ortom led administration was committed to ensuring rapid development and transformation of the state through the provision of basic infrastructure in the state. He regretted that, ‘’the immediate past administration for reasons best known to it let go donor agencies that were in the state however, when this administration came into office we invited them and discussed ways of partnering together in order to move the state forward and this is one of the benefits of that move." He assured the world body of the willingness of the government to ensure the full implementation of the captured projects, explaining that the state counterpart Fund for the project had already been captured in the 2016 budget.
