The National Caretaker/Extraordinary Convention Planning Committee (CECPC) of the All Progressives Congress (APC) on Friday got the nod for an indefinite extension of its tenure.

The tenure extension followed a meeting between President Muhammadu Buhari and the Yobe State Governor Mai Mala Buni-led committee at the Presidential Villa, Abuja.

The panel will cease to function upon the conduct of the party’s more crucial national convention for which no date has yet been fixed.

But the ward, local government and state congresses of the APC will kick off on Saturday, July 24, 2021 at the ward level, according to a time table released last night by the CECPC.

The local government congresses will follow three weeks later on August 14 and the state congresses on September 18.

There was no mention of a date for the national convention.

Secretary of the committee, Dr.John Akpanduoehehe, said in a statement that the APC National Executive Committee (NEC), at its last meeting, conferred on the CECPC the power of the National Convention in line with powers provided in Article 13.3 of the Party’s Constitution.

He said the President granted the approval after detailed consideration of the progress report, the schedule of outstanding activities with regards to congresses, the national convention and the forthcoming Anambra State governorship election.

He said the tenure of the caretaker committees at the ward, local government, state and national levels will end immediately elections are held and the executive councils inaugurated.

He said Buni presented to the President a report on the activities of the committee and informed him that during the period under review, the APC recorded an overall success rate of 95 per cent in elections contested by it.

He said the committee also succeeded in forging peace among aggrieved members by “giving all issues and every aggrieved member fair hearing and objectively placing party interests above individual interests.”

Mala was quoted as saying: “Buoyed by the CECPC transparent and objective approach to the problems that bedeviled the party and the renewed confidence and trust in the party, aggrieved individuals and groups who either left or sued the party in various courts, willingly accepted reconciliation and withdrew all litigations against the party.

“With your excellent leadership roles for the party, we are witnessing high-powered defections including serving governors from the PDP to our great party. It is also interesting that the fortune of the party in the last year has greatly improved across the country, and especially in the South-East, which has been the stronghold of the opposition.”

“I am pleased to state that the party is now more peaceful, more accommodating, and more united with greater prospects than when we came on board.”

On the just concluded nationwide membership registration, revalidation and register update exercise, Buni said the committee was able to establish the numerical strength of the party as provided by the party constitution and help strengthen the party’s planning processes for congresses, conventions and general elections.

Over 40 million members, according to him, were either registered as new members or revalidated their membership with the party.

The CECPC National Chairman further informed the President that the Committee has set up a Registration Appeal Committee to hear matters arising from the exercise to ensure that no member is left out.

He also informed the President of newly set up committees to reposition the party, including Sensitization and Mobilisation Committee on Youth, Women and People Living with Disabilities, which contributed tremendously to the success recorded in the nationwide membership registration, revalidation and update exercise.

“A Contact and Strategy Committee was constituted with a clear mandate to meet with all party stakeholders in every state to come up with a generally acceptable and people-based template for the smooth conduct of the Congresses and Convention.”

On the party Constitution Amendment/Review, Buni said the committee constituted to look into ambiguities and loopholes to check unnecessary litigations and promote internal democracy has concluded its assignment after conducting public hearings in all the six geo-political zones with 500 memoranda received from party members.

Besides, Buni said, the CECPC has taken over the ownership of the building housing the APC National Secretariat and approved the naming of the the National Secretariat after Buhari.

Buhari said at the meeting that the party must espouse transparency and adhere to democratic principles to survive.

He spoke of his desire, as well as that of other leaders of the party to leave a legacy of transparency behind. He asked party members to support the CECPC in consolidating the achievements of the party.

Said he: “Now the hard fact: I call on all members to continue to support the Caretaker Extraordinary Conversion Planning Committee as they are set to commence the concluding and the most critical aspect of their assignment: the task of consolidating on all the achievements that we have so far recorded is for all of us, to which we all must be committed.

“You must remember that we all want to live behind a legacy of transparency and adherence to the democratic principles, which the party and the country need to survive and prosper.”

Buhari hailed the committee for reviving, energising and repositioning the APC for its national convention and future elections.

His words: “With the work done by the committee, the party has bounced back to life.

“We are all living witnesses to the crisis that engulfed our great party, leading to multiple litigations and series of defections from the party, which unfortunately presented a feature of selfishness and division.

“At some point, members doubted how you are going to face the country in a general election with such a mindless behaviour.

“It is gratifying to note that with the coming of the Caretaker Extraordinary Convention Planning Committee and its effective management of the affairs of the party and the pursuit of its mandate, the fighter has bounced back to life and the National Secretariat of our party has once again become a beehive of activities, as it used to be in the good old days before the crisis.

“I wish to assure you that your committee will continue to enjoy my support and that of other stakeholders to ensure that the conduct and outcome of the congresses and National Convention are done in a manner that conforms with our desire to leave indelible footprints of all-round development and a lasting legacy for future generations.”

The President assured the committee that it would continue to enjoy the support of all party stalwarts and members to complete its assignment with the actualization of the national convention and leave an indelible footprint.

At the meeting were Vice President Yemi Osinbajo; Secretary to the Government of the Federation, Boss Mustapha; Chairman of the Nigerian Governors’ Forum and Ekiti State Governor, Kayode Fayemi; Chairman of the Progressives Governors Forum and Kebbi State Governor, Abubakar Atiku Bagudu; and Chairman of the Northern Governors Forum and Plateau State Governor, Simon Lalong.

Others were Governor of Kaduna State, Nasir el’Rufai; Governor of Osun State, Adegboyega Oyetola and Governor of Niger State, Abubakar Sani Bello.


The Caretaker Committee was inaugurated on June 25, 2020 in the aftermath of the dissolution of the Adams Oshiomole led National Working Committee (NWC).

It was initially billed to operate for six months.

Its tenure was first extended for six months last December by an emergency National Executive Committee (NEC) held at the Presidential Villa in Abuja.

The Caretaker Committee met on Wednesday to review its activities and consider inputs from state governors elected on the party’s platform for the purpose of working out a time table for its congresses.

Senator Nwaoboshi defects to APC

Forty-eight hours after his suspension by the Delta State chapter of the Peoples Democratic Party (PDP), the Senator representing Delta North, Peter Nwaoboshi, on Friday joined the All Progressives Congress (APC) in Abuja.

Presidential spokesman, Garba Shehu, said Nwaoboshi’s defection showed that the effort of the APC CECPC was yielding fruit.

He was introduced to Buhari and the CECPC by Deputy Senate President Ovie Omo-Agege.

In suspending Nwaoboshi on Wednesday, Delta State PDP spokesman Ifeanyi Osuoza said the action was necessitated by the “recent romance with an opposition party, verbal recklessness and unprovoked utterances of the lawmaker, particularly against the person of the state governor, Senator Ifeanyi Okowa.”

Nwaoboshi had dismissed his suspension as satirical, hurriedly done, and a laughable caricature.

He said: “Curiously, this irrational, laughable, illegal and unconstitutional action of this bunch of alarmingly anti-democratic forces masquerading as the State Working Committee is against the principles of fair hearing as enshrined in the Nigerian constitution; a document that supersedes all other documents.”

Lifting of the embargo on staff recruitment into the federal civil service is not one of the strategies on the card to reduce unemployment, the Federal Government said yesterday.

Minister of State for Labour and Employment, Mr Festus Keyamo (SAN), said doing so would be like a drop in the ocean and therefore not make the desired impact.

He spoke during the weekly ministerial briefing organised by the Presidential Communication Team, at the Presidential Villa, Abuja.

According to him, the government of President Muhammadu Buhari targets more high-yielding approaches to tackle the prevailing alarming unemployment rate.

The minister was responding to a question on administration’s plan to lift 100 million Nigerians out of poverty within a decade while shutting the door against recruitment into the service.

Finance, Budget and National Planning Minister Mrs. Zainab Ahmed had in October 2019 announced the suspension of employment by the federal government to sustain the 2020 Budget.

The President restated the position last year it the advent of the Coronavirus pandemic.

Keyamo said: “I think your question assumes that the kind of employment want to create is in civil service. That’s not the idea of employment. All around the world employment, public services employment account for less than one per cent of employment.

“So, it will be very short sighted of us as government, very myopic, very, like wrong game approach to think that we want to lift people out of poverty and create employment by opening up gaps in the civil service to employ people.

“How many are we going to employ for the 33% (unemployment rate) that we have now is so high.

“The unemployment figures are indefensible. The 33% was compounded more by the COVID scourge, the whole world is reeling from the COVID scourge. So, we need to react more innovatively to create employment.


“For us, we are working very hard to ensure that we skill up Nigerians. The way to approach on employment is to skill up the populace. That’s the way out, to encourage the small, the macro small and medium scale entrepreneurs, support their businesses, ensure that people are self-employed, skill them up.

“That’s what the N-Power is doing. In N-Power, whether you are a graduate or not, go and learn a skill so that you can be self-employed and feed yourself. Those are employment we are creating, those people who are skilling up.

So, the only way to know that we have fought unemployment is that in the next 10 years, we print out a 100 million letters. No.

“We want to skill up Nigerians; we want to empower them, support small businesses, empower Nigerians more so that they can be self employed.

“That I think is the way forward and that’s our own focus as a government to fight unemployment”, the Minister said.

The minister also said that approximately N24, 000, 817,800.00 billion had been paid out to more than 413,639 beneficiaries under the 774,000 Special Public Works (SPW) scheme as at June 24, 2021.

He also revealed that 413,630 Nigerians drawn from rural communities and mostly itinerant workers have been paid.

Contrary to critics’ belief that the SPW scheme may have failed over initial payment, it has achieved 60 per cent success rate.

The minister blamed the initial hitches on discrepancies noticed during the registration phase, especially with bank verification numbers.

Keyamo revealed that despite his attempts to ensure due diligence in the implementation of the programme, he uncovered that some fraudulent Nigerians opened multiple bank accounts under a single Bank Verification Number (BVN).

Besides, he said the COVID-19 lockdown that temporarily halted the implementation process, triggered the scheme’s expansion by the President to enable those in the lowest cadre of economic strata to benefit.

He said: “When we wanted to introduce the special social works scheme here in Nigeria, the President first approved the pilot scheme, because he thought, perhaps we needed to test run it to see what we can apply here.

“So, the first thing the President approved was that we should do eight states at that time. And not all the local governments just five, in selected states originally, that was in late 2019, then I just became minister.”

He went further to explain other interventions of the administration, saying, “so far, those we have paid have received their N60,000 for the three months, we saved so many lives across the country by this payment, some use their own to buy grinding machine, I just discovered a grinding machine costs about N45, 000.”

Edo Governor Godwin Obaseki has explained why he has not constituted his cabinet over six months after he was sworn in for second term.

The delay, he said, is due to the restructuring of the Civil Service for efficiency.

He also said he was consulting with wards and local governments in the State to submit nominees for appointment into the cabinet.

Governor Obaseki spoke to State House Correspondents after a meeting with Chief of Staff to the President, Professor Ibrahim Gambari, at the Presidential Villa in Abuja.

He said: “Well, you see I spent the first four years as governor. So, I know what the challenges of governance are. We spent the last six months trying to restructure process of government, particularly the civil service because no matter how great a cabinet is, if the government and the functions of government are not operating properly, the executive cannot function optimally.

“So, the last six months, we’ve tried to redefine the structures of governance, working through every layer of the civil service, define the roles, the responsibilities, trying to understand the resources available, and put in place key performance indicators and scorecards for every MDA in government.

“And this we did, such that the civil servants have no excuse to say they couldn’t do what they’re doing because of political interference.

“So, we’ve tried to keep politics out of government in the last seven months, to redefine the processes to define the structures and define the service delivery criteria for government.
“Now that we have done that, we now hired a whole crop of civil and public servants. We have about 1500 of them, we have hired, and we’re introducing technology.

“We have, perhaps one of the best training facilities in the country. And we are now ready for the political class, for the commissioners, to now step into government and do what they’re supposed to do and give political direction to the process of government.”

On when he will submit the nominees, he said: “Well, as I speak, as I speak, I have mandated wards, local governments to give me nominations.

“The nominations are coming in from the wards and the local governments. And the selection team is being put place to screen these candidates for submission to maybe before passing to the state House of Assembly.”“Now that we have done that, we now hired a whole crop of civil and public servants. 121,543 retirees have less than N550,000 in their RSA balance, says PenCom

Seven years after the Federal Government amended the Pension Reform Act, which stipulated that employers should remit 18 per cent of workers’ monthly emoluments into their RSAs, the government is yet to comply with its own law.

The Pension Reform Act promulgated in 2004 had stipulated that workers and employers should contribute 7.5 per cent each of the monthly emoluments into the workers’ RSAs with their respective Pension Fund Administrators.

The amended PRA 2014 mandated all employers under the CPS to raise workers’ pension remittance to 18 per cent.

According to the amended law, eight per cent of the workers’ monthly salaries should be the employees’ contribution, while the employers should contribute the remaining 10 per cent.

The contributions are kept by the Pension Fund Custodians, administered and invested by the PFAs.

The essence is to ensure that the funds continued to increase until the workers retired which would further translate into higher returns on investments and give retirees higher monthly stipends.

But while most private sector employers have complied, the Federal Government had continued to remit the old amount of 15 per cent into the workers’ RSAs seven years after.

Managing director of a Pension Fund Administrator, who spoke to our correspondent on condition of anonymity on Tuesday, confirmed that the Federal Government had not been remitting 18 per cent of all its workers’ salaries as stipulated by the law.

The source said, “Even the 15 per cent is not paid up to date. The Federal Government workers that are paid through the accountant general office are paid regularly, but those that are paid through PenCom are not up to date.

“The workers who have done the biometric data capturing are those paid through the accountant general office, but those that have not done data capturing are done by PenCom through the Central Bank of Nigeria.”

During a recent oversight visit of the Senate Committee on Establishment & Public Services to PenCom, the Director-General of the commission, Aisha Dahir-Umar, had also hinted that the Federal Government was not complying with the Pension Act.

While speaking on the challenges confronting the CPS, Dahir-Umar had said, “Other challenges include FGN’s non-compliance with the new minimum statutory rate of pension contribution of 18 per cent since 2014.”

She added, “It is perhaps appropriate at this juncture to highlight some of the major challenges of the commission.

“As you are aware, the fundamental objective of the pension reform is to ensure that every worker receives his retirement benefits as and when due.

“However, it is sad to report that there are, today, a large number of Federal Government employees who retired from March 2020 to March 2021 under the CPS that are yet to receive their pensions due to non-payment of their Accrued Pension Rights.

“This challenge, which started in 2014, was essentially triggered by the appropriation of insufficient amounts for payment of Accrued Pension Rights of FGN retirees and further aggravated by late or non-release of full appropriated amounts.”

Our correspondent learnt that more workers had been retiring without pensions under the Contributory Pension Scheme because they retired with very low contributions in their Retirements Savings Accounts which the Pension Fund Administrators have returned back to them because they could not be placed on payroll, findings have revealed.

Most of the retirees had worked under the Federal Government but their contributions were either short-paid for seven years or not remitted regularly, industry operators who didn’t want to mentioned said.

Figures obtained from the National Pension Commission on ‘quarterly report’ on Tuesday revealed that no fewer than 121,543 retirees had got their savings refunded to them because they had less than N550,000 in their RSA balance.

According the law, contributions below N550,000 were considered too low to be divided as monthly emoluments and should therefore be returned to the contributors.

Director, Centre for Pension Rights Advocacy, Ivor Takor, worried that the continuous default would make poverty to return into the pension scheme.
He noted that the CPS was introduced to solve the problem of non-payment of pensions that characterised the Defined Benefits Scheme but unfortunately, the same problem of non-payment was happening again.

According to him, the government had been budgeting several billions which could not be accounted for to eradicate poverty for those who were not its workers, but allowing poverty to reign among those that worked for it.

A former President, Trade Union Congress, Peter Esele, said the woes of workers were worsened with three per cent less payment and galloping inflation.

He said, “The challenge is that those who are not collecting pension are majorly in the public sector, not in the private sector. The compliance is better with the private sector than with the government.

“For government not to comply with 18 per cent, government is setting a very dangerous precedence and undermining the interest of the workers, and thereby compromising their future.”

A former Director-General, Chartered Insurance Institute of Nigeria, Richard Borokini, said, “The implication of that is that when those workers are retiring, they will not get enough funds either as lump sum payment or as monthly pension stipend. On both sides, the workers will be losing.”

He worried that the law was introduced by the government but that the government was not complying fully.

President of the Senate, Ahmad Lawan, has said that the All Progressives Congress (APC) may face challenges after the exit of President Muhammadu Buhari from office in 2023, except timely interventions are taken to avert same.

Lawan, according to a statement by his Special Assistant (Press), Ezrel Tabiowo, gave the warning last night in a speech he delivered to close the First Progressives Youth Conference 2021 which held at the International Conference Centre, Abuja.

According to him, the party must begin to plan ahead to sustain the goodwill and legacies of the current administration by ensuring that its leaders hand over power to competent youths in the APC.

He noted that by doing so, the party would be able to retain its appeal and nationalistic outlook beyond the 2023 general elections.

He said, “Whether we like it or not, the truth is, President Muhammadu Buhari remains the person with the bulk of the support we get across this country in APC.

“[And] when he leaves, he would still have some roles, but I dare say that it is after he leaves office that APC will face its challenge.

“Yes, we have to know our value then, and the value of APC presently is APC minus President Muhammadu Buhari. Whatever it is, that is the value of APC.

“So, we need to do a lot to build this party, and we need our youths more than ever before for them to continue with this legacy that this administration has established all over the country.
“That means we have to see ourselves as brothers and sisters regardless of where we come from.”


The Senate President added that, “our tribe or even ethnic group, our religious persuasion should not matter when it comes to uniting this country.

“[And] as APC, the onus is on us to provide security and an economy that will bring growth and development to give people the kind of life that is meaningful.

“We can ask others to join us, but we are the ones to do it, so we need all hands on deck.”

He lamented that the plan of the APC to deliver on most of its promises to Nigerians was stalled in the first tenure of the President Buhari administration as a result of the feud between the National Assembly and the Executive arm of government.

“When we were voted in 2019 as leaders of the National Assembly, we were conscious of one thing, that our mandate that was given to us by Nigerians in 2015 had suffered disruption and dislocation.

“For four years (2015 to 2019), our government could not perform optimally because of the then crisis between the parliament – the National Assembly – and the Executive arm of government.

“So, APC had already lost four very important years. And, that was supposed to be the years that we should have convinced Nigerians that they took the right decision by voting out a PDP administration in 2015.

“What are our options? We are one party in different arms of government. Our policies are supposed to be the same. Our programmes and projects are supposed to be the same, whether you’re in the legislature or the executive.

“So long as you are APC, that is your programme and project, that is your government and you are bound to make it succeed.

“So, we took the conscious decision of working in harmony that our relationship must be characterized by consultation, coordination, partnership and mutual respect, that we must succeed in the second tenure (2019 – 2023).

“Otherwise, in 2023, many would like to see our backs if you can’t provide the services expected of you in your first four years.

“[And] you to change and do better, why would anybody give you eight years?

“So, we felt we have an obligation to Nigerians who voted for us, to our people in APC and to our country, that we must work in such a fashion and manner that government is able to deliver services to Nigerians.”

The Senate President further disclosed that the ongoing amendment to the 1999 constitution will accord priority to inclusion of youths in governance.

He explained that the aim was to ensure that power is divested to younger generation in a way that allows them to participate in the process.

“Power is not given by opposition. When were out of power or when we came in, another party was in control of the country – the PDP.

“There was no way the PDP could have given us power a la carte, but the people of Nigeria mobilized and, of course, that government was voted out.

“But when it is a family affair, and this is my position, power is given not taken. Imagine yourself and your children, you want them to be better than you.

“But when you say power will not be given, that family is dysfunctional. So, power is given and can be given. How I wish it would be given.

“I am with you and I am on your side. I am still on the side that we can give power to our youths.

“We should enable them, prepare them and tell them this is the way to go. You have seen us do it, and you can do better because of the energy and capacity that you have.

“These days, our youths have more capacities, what they may lack is that clout.

“So, we also have to mentor our youths, but we have to give them the opportunity to participate in governance.

“I really feel we can do better to have more youths and more women in our government and party positions.”

Seven months after he was sworn in for a second term, Edo state Governor, Godwin Obaseki is yet to name his cabinet members.

Obaseki had defected to the PDP from the All Progressives Congress(APC) after he was denied the ruling party’s gubernatorial ticket during the primaries due to an internal party crisis.

He later defeated the APC candidate, Osagie Ize-Iyamu,, in the September 19, 2020 Governorship election, for a second term. Obaseki, alongside his deputy, Philip Shaibu, was inaugurated in November, 2020. However, seven months after the swearing-in ceremony, the Governor is yet to nominate cabinet members to work with him.
While some believed Obaseki is taking his time considering his face-off with his former political godfather, Adams Oshiomhole, some attribute the delay to the division in the PDP.

But the National Vice Chair, South-south, of the Peoples Democratic Party (PDP), Dan Orbih, in March, said the delay in constituting the cabinet by the Edo State Government is not a sign of a divided party in the state.

“Not forming an executive cabinet cannot be a product of a divided house, that is purely a decision that lies within the powers of the governor,” he said.

He noted that the delay in constituting the cabinet by the Edo Government might not be unconnected with reforms the government was carrying out in the state, especially in the civil service.

“And if the ongoing reforms are affecting the constitution of the cabinet, I think they have gone very far in the exercise.”

However, the Deputy Governor of Edo State, Philip Shaibu, has said that the state cabinet will be formed in few days, saying the delay was to ensure that the people who voted in the government are part of picking the commissioners.

Shaibu made this known on Sunday while speaking to journalists shortly after the Fathers Day ceremony at St Paul Catholic Church, Benin, Edo state capital city.

“We will get a cabinet very soon. The process of getting the names started from the grassroots. This governor will not appoint people all by himself. He prefers that the people should nominate those that they feel should run the affairs of the state.”

“I am sure the best hand will be nominated by the people to serve their interest in the belief that together we will take Edo State to a great height,” he said.

Former President Olusegun Obasanjo on Wednesday said although Nigerians would fare better staying together than breaking up, the nation’s unity should not be at ‘any cost’.

“I am a strong believer of one Nigeria, but not one Nigeria at any cost, but one Nigeria where every Nigerian can feel proud that he or she has a stake in this country,” the retired general, who fought during the nation’s civil war, said

Mr Obasanjo, who said he believed in one, indivisible Nigeria, stated this in Abeokuta at his investiture as a Fellow of the Nigerian Institution of Surveyor (NIS) organised by the Ogun chapter of the Body of Fellows of the NIS.

Call To Agitators
The former president called on agitators for the disintegration of the country to shelve the idea and work for the oneness of the country.
According to him, ”it is better for Nigeria to remain as one indivisible nation than for each tribe to go its separate way”.
Mr Obasanjo, who acknowledged that Nigeria is passing through challenges, insisted that “disintegration is not the solution”.

According to him, ”any Nigerian who does not feel concerned about the challenges of the country is a human being without being human”.

“It is better that Nigeria stays together and find solutions to its challenges than for each tribe to go its separate way,” said Mr Obasanjo said.

“I am a strong believer of one Nigeria, but not one Nigeria at any cost, but one Nigeria where every Nigerian can feel proud that he or she has a stake in this country.

“Those of us who have shed part of our blood and sweat for this country, we did so because we wanted a country where every Nigerian can claim as his or her own.

“I believe that if we talk among ourselves the way we should and if we change the narrative, I believe this is a great country.

“The fact that we are not making Nigeria what God wants it to be is not the fault of God, but our fault, particularly the leaders.”
In the midst of the precarious multi-dimensional security and economic challenges facing Nigeria today, regional groups have been calling for the breakup of the nation as presently constituted.

‘Not The Solution’

But Mr Obasanjo, who noted that Nigeria’s diversity remained a major source of its strength, explained that disintegration would result in “weak republics”.

“One thing that gives us strength is our diversity. If all that we have is Republic of Oduduwa for those who say so, members of that country will be diminished compared to being a citizen of Nigeria.

“Citizens of Oduduwa Republic or any other republic borne out of Nigeria will be diminished compared to being citizens of Nigeria.

“In this age and time that we are talking about the reintegration of Africa for economic development, disintegration of any country will be almost idiotic,” he said.

The former president wondered what would become of the over 300 minorities in Nigeria if the three major tribes went their separate ways.

“If we have Igboland as an independent country, Yorubaland, an independent country, and Fulani/Hausaland an independent country, where will the Jukuns or the Gbasama belong?

“The only reason they can raise up their heads is because they belong to Nigeria.

“Are we thinking of them or are we are just being selfish? We should note that. It doesn’t matter what we do, we will still be neighbours.

“We had seen it before, India was broken into India and Pakistan, they are still at war till today. “Yugoslavia was broken into different countries, they haven’t sorted it till today.
“Sudan was broken into Sudan and South Sudan, I don’t believe South Sudan is better for it and that is the truth,” he said.


The former president, who described Nigeria’s challenges as correctable and surmountable, counselled that it would cost less for Nigerians to work together for the unity of the country than to break up and be perpetually in war against each other.

“When that happens, we will be spending our money on building armies.

“I know what is involved in building and maintaining an army which may not necessarily be productive, let us think about it,” he said.

Mr Obasanjo, who stressed the importance of surveyors, said the entire country should be surveyed in order to achieve economic development and transformation.

He, therefore, charged the body of surveyors to draft a proposal for the national survey of the country and present to the Federal Government.

“When I was the president of the country, the project of surveying the entire country began, but it got stuck and I don’t know where the project is now,” he said.

Meanwhile, in his address, Ademola Adewale, the chairman of the Ogun chapter of NIS disclosed that his members had concluded plans to produce a unique digital map of the state.

“This will make us to become self-sufficient in geospatial information and will affect all sectors positively and thereby increase the state internally generated revenue (IGR) geometrically,” he said

A pastor in Kajola, near Osogbo, the Osun State capital, Olagunju Adetunji, was on Wednesday paraded by the state police command for being in possession of human hands and legs.

Also paraded alongside the 40-year-old pastor were Rasheed Ajani, Saka Akeem, Abiodun Adetimilehin and Adewumi Gbadamosi, a herbalist, for allegedly killing a teenager simply identified as Kehinde near a hospital in Osogbo.

The state Commissioner of Police, Wale Olokode, said acting on intelligence, operatives arrested the suspects at Oke Ayepe area of Osogbo and Kajola ljesha.

“The suspects were arrested with two decaying hands and two legs of one Kehinde, whose surname and address are still unknown. The principal suspect, one Adewumi Gbadamosi, confessed to the crime and said the victim’s head was given to one Olagunju Adetunji for rituals,” the CP stated.

Gbadamosi told journalists that he shot Kehinde dead while on night guard duty post in Osogbo, adding that after shooting, he dismembered him, took some parts and threw the remains into a river.

The 50-year-old herbalist explained that he gave the head to Adetunji and his friend, Saka, who had approached him for help because of poor patronage.

He also said Ajani, who was also working as a night guard, assisted him to carry the deceased after he had killed him.

But Adetunji denied receiving the deceased’s head from the herbalist, but admitted meeting Gbadamosi once in his church after his friend, Adetimilehin, brought him for spiritual help.

Olokode said the suspects would be arraigned before a court after investigation had been completed.

The Federal Executive Council (FEC), presided over by President Muhammadu Buhari, has approved a draft 2021 Supplementary Budget of N895,842,462,917 to cater for Defence equipment, COVID-19 vaccines and other exigencies.

Announcing this on Wednesday to State House Correspondents after the week’s virtual FEC meeting, Finance, Budget and National Planning Minister Mrs. Zainab Ahmed said the largest chunk of the budget, being N770.60 billion, was planned for the acquisition of Defense equipment.

The minister said N83.56 billion was set aside as expenditure for COVID-19 vaccine programme, covering 30 million vaccines from Johnson and Johnson and the logistics costs related to the deployment of the vaccines.

She explained that the supplementary budget also has N40 billion for allowances to the Health, Education sectors and other wage-related matters.

There is also N1.69 billion for the Nigeria Comprehensive AIDS Programme, Mrs. Ahmed said.
The minister explained that the Federal Government would draw from N39.58 billion to finance the supplementary budget, just as it will withdraw N135 billion from Special Levy Accounts for the same purpose.

“In line with this approval, we have also been given approval to draw down on some existing World Bank loans totaling about N39.58 billion as part of the financing source for this supplementary budget.

“We will be working with the World Bank to restructure some of the existing facilities to realise this N39.58 billion.

“We’ve also been given approval to withdraw N135 billion from some special reserve levy accounts to part-fund this supplementary budget but specifically related to COVID-19 vaccine, salaries and other health-related expenditure as well as the recurrent component of the Defense and Security expenditures.

“Finally, this approval also contains an approval to borrow N722.53 billion for security expenditures and these are the capital components of the security expenditure in the absence of any other additional supplementary sources of borrowing.

“This borrowing would be done from the domestic international capital market,” she said.

Telecommunications companies in Nigeria including MTN, Airtel, Glo and 9Mobile have started blocking access to the microblogging site, Twitter, The PUNCH has learnt.

The telcos said they received a directive from the Nigerian Communications Commission to block access to Twitter in the country following the suspension by the Federal Government on Friday.

The Nigerian Twitterati woke up on Saturday encountering difficulty in accessing their Twitter handles while some navigated the hurdle using virtual private networks.

Mobile network operators in the country under the aegis of the Association of Licensed Telecommunications Operators of Nigeria, however, made it clear that they have started blocking access to Twitter in a statement issued on Saturday.

The statement which was obtained by The PUNCH was titled, ‘Order to Suspend access to Twitter’. It was jointly signed by ALTON Chairman, Gbenga Adebayo; and ALTON Executive Secretary, Gbolahan Awonuga.

It read, “We, The Association of Licensed Telecommunication Operators of Nigeria wish to confirm that our members have received formal instructions from the Nigerian Communications Commission, the industry regulator to suspend access to Twitter.

“ALTON has conducted a robust assessment of the directive in accordance with internationally accepted principles.

“Based on national interest provisions in the Nigerian Communications Act, 2003, and within the licence terms under which the industry operates; our members have acted in compliance with the directives of the Nigerian Communications Commission, the industry regulator.

“We will continue to engage all the relevant authorities and stakeholders and will act as may be further directed by the NCC. We remain committed to supporting the government of the Federal Republic of Nigeria and upholding the rights of citizens.

“As an industry, we endorse the position of the United Nations that the rights held by people offline must also be protected online. This includes respecting and protecting the rights of all people to communicate, to share information freely and responsibly, and to enjoy privacy and security regarding their data and their use of digital communications.”

Aside from MTN, Airtel, Glo and 9Mobile, some of the Internet Service Providers in Nigeria include Spectranet, ipNX Nigeria Limited, Swift Networks Ltd., Vezeti Service LTD, Cyberspace Network Limited, Mobitel Limited, Smile Nigeria, ITClick Solutions Limited, and Netcom Africa.

The PUNCH had earlier reported that Twitter deleted a post by the Nigerian President, Major General Muhammadu Buhari (retd.), on Tuesday.

Consequently, Minister of Information and Culture, Lai Mohammed, who had accused Twitter of double standards, announced the suspension of the microblogging site on Friday, citing the “persistent use of the platform for activities that are capable of undermining Nigeria’s corporate existence”.

Nigeria had about 33 million active social media users as of January 2021. WhatsApp is the most popular platform used in the country, with over 90 million users according to Statista. According to Statista, about 61.4 per cent of Nigerian social media users use Twitter, 86.2 per cent use Facebook, 81.6 per cent use YouTube, 73.1 per cent use Instagram, and 67.2 per cent use Facebook Messenger.

Twenty-one directors on Salary Grade Level 17 in the Federal Civil Service who sat a written examination as part of the process of appointing them as permanent secretaries failed the examination, The PUNCH has learnt.

The 21 directors were among 46 senior officers who took the examination in Abuja on Monday.

The remaining 25 of them, who passed the examination, are now qualified for the next stage, which is the Information Communication Technology proficiency test holding on Thursday (today).

Although the Federal Government had in May announced the shortlisting of 47 directors for the examination among the 51 candidates who earlier faced a panel, results of only 46 directors were seen on the list of the result obtained by our correspondent on Wednesday.

The document, titled ‘Re; Selection exercise for the appointment of permanent secretaries in the federal civil service,’ was dated June 1, 2021, and signed by Sunny Echocho on behalf of the examination committee.

Our correspondent reported that the 25 directors who passed the written examination and were invited for the next stage were those who scored 50 and above in the examination.

The 21 directors who failed the examination were those who scored below 50. A candidate with 33.5 was the director with the lowest score in the examination.

The director with 68.5 was the candidate with the highest score.
Names of the officials were, however, not indicated on the document.

The candidates were identified by their service numbers.

Those who pass the ICT test on Thursday will qualify for the last stage, which is an interactive session with a broad-based panel of experts and practitioners.

The candidates are competing to fill the vacancies of retired permanent secretaries and those retiring this year in five states of the federation.

The affected states are Ekiti, Katsina, Nasarawa, Enugu and Lagos.

The World Health Organisation (WHO) on Tuesday ranked Nigeria’s COVID-19 vaccine rollout as the best in Africa in terms of storage and utilisation of the covid-19 vaccines for its population.

It noted that although Africa has not received its fair share of vaccines owing to global vaccine shortages, many African countries cannot still utilise their vaccines before they expire. It stated that many countries are now looking up to Nigeria to learn how to better roll out vaccination programmes.

WHO Country Representative Dr. Kazadi Mulombo spoke during a joint news briefing on COVID-19 vaccination update of the National Primary Health Care Development Agency (NPHCDA), WHO and the United Nations Children’s Emergency Fund (UNICEF) in Abuja.

He said: “More than 1.8 billion vaccines are being distributed globally as of today, mostly in 10 countries. Africa is lagging behind, but even though Africa is lagging behind, Nigeria is among the countries that are distributing the most covid-19 vaccine as we speak. In terms of volume, we are still a long way to go because we plan to vaccinate more than 100 million of our population.

“In Africa, we are witnessing a kind of paradox. While on the one hand, the continent has received less of its share in terms of vaccines through the COVAX facility and other mechanisms. At the same time, we have a number of African countries that are losing the vaccines because they expired before they could be used. Some are redistributing the vaccines elsewhere. So, it is kind of sending a contradictory message about the need for vaccines to end the acute phase of the pandemic.

“There are some strategies that are being devised to prevent the loss of vaccines required under difficult circumstances. I am glad to say here that among most of the strategies that the Africa regional office of WHO is advocating for in terms of minimising the risk of losing the vaccine come from Nigeria.

“The experience of engaging with strategic leaders, doing the weekly press briefing and continuous risk communication with the beneficiaries; all these engagements securing those for the second dose, while including other groups that were not included in the first phase are being shared today as best practices in terms of averting expiry of the covid-19 vaccine.

“This is to say that on the African continent, many countries are now looking at Nigeria to learn how to better roll out vaccination programmes. WHO has challenged all the member states to ensure that by September, we vaccinate at least 10 per cent of our population.

Many state governments have started reducing their overhead costs as part of measures aimed at addressing the dwindling funds from the federation account.

State officials, who disclosed this in separate interviews with The PUNCH on Sunday, ruled out sacking workers or slashing salaries in order to reduce the states’ wage bills.

Some of them also said that the governments had embarked on the private-public partnership to finance capital projects that had the potential of yielding revenue.

The officials said states that had yet to start the PPP, were also planning to embrace it to finance projects.

They confided in our correspondents that no matter how tight the finances of their states were, governors would not contemplate sacking workers because of the possible political backlash.

Recall that the Nigerian National Petroleum Corporation, in a letter dated April 26, 2021, informed federal and state governments about its dwindling contribution to the federation account as a result of the bloated fuel subsidy.

The corporation also indicated that it would not make any remittance for the April and May Federal Account Allocation Committee after paying fuel subsidy from its revenue.

As a solution to the dwindling revenue, the Nigeria Governors’ Forum, at its meeting on May 20, called for immediate removal of fuel subsidy and suggested that the pump price of petrol should be N385 per litre.

Despite the governors’ recommendation, the Group General Manager, Group Public Affairs Division of the NNPC, Kennie Obateru, in an interview with The PUNCH on Monday last week, ruled out the removal of fuel subsidy until the conclusion of negotiations with the organised labour.

To compound the woes of the states, the Central Bank of Nigeria Governor, Godwin Emefiele, after the CBN’s monetary policy committee meeting in Abuja on Tuesday, insisted that the bank would start deducting budget support loans given to states.

At the National Economic Council meeting in April, the governors had requested that the repayment of the loans borrowed from the CBN, which ought to start this month, be deferred.

On Sunday, a top official of the Nigeria Governors’ Forum, who confided in one of our correspondents, said, “Except for a governor like El-Rufai (of Kaduna State), who is courageous enough to take decisions without thinking about the political implications for himself or his party, no governor will contemplate laying off workers less than two years to the 2023 elections.

“Recall that one of the major causes of Chief Bisi Akande’s failure to win second term in 2003 was the reform that he carried out in the civil service as well as the teaching service. Some teachers were laid off because of the relevance of their subjects. Some civil servants lost their jobs because their certificates were not genuine.

“Although the old man is a good manager of people and resources, he lost the 2003 election partly because of the reform, which was in the overall interest of the state.”

We’re financing projects through PPP, IGR – Bauchi

The Bauchi State Commissioner of Budget and Economic Planning, Dr Aminu Gamawa, in a text message sent to one of our correspondents, said the state government would not sack workers.

He, however, said the state government would continue fishing out ghost workers in the payroll.

The commissioner stated, “The economies of Nigeria and Bauchi State are not in good shape. That is why some states are reducing their workers. In Bauchi, we are approaching the problem in a creative manner.

“Instead of sacking workers, we are focusing on ensuring that the payroll and the nominal roll of the state are sanitised to prevent fraud and corruption. This will ensure that ghost workers and unproductive workers who are not adding value are fished out. This will enable the state to make some savings.

“We are also taking proactive and creative measures to increase our internally generated revenue. This will provide the state with more resources to implement projects. Most of the projects that we are currently implementing in Bauchi are financed through the internally generated revenue and other creative ways like the private public partnership.

“We also believe that the role of the government is not to make people dependent on the government for handouts. The role of the government is to create enabling environment for entrepreneurs and businesses to prosper, and create jobs, wealth and fight poverty.

“We will ensure that workers are paid their legitimate salaries on time, but we will also ensure that the government gets value for the money it is spending.”

On his part, the Enugu State Commissioner for Information, Mr Chidi Aroh, said the state was working hard to cut down overheads.

Aroh stated, “He (the state governor) is also working hard to see how he will cut overheads in the state.

“ I am sure in a couple of weeks or so we are going to come out with a new principle to cut down a lot of overheads in the state because the economy is bad and government must take the primary responsibility of providing security and welfare of the people.”

In Sokoto State, Governor Aminu Tambuwal also said the state government was not considering sacking workers.

He stated, , “Instead an agreement would be brokered, when the need arises, to source for funds, we will tax elected officials and political appointees.

“Such funds and taxes would be used to pay the civil servants pending when the situation improves and the deductions made would be repaid.

“We give priority to prompt payment of salaries and pensions. The state government is doing its best in addressing the challenges of gratuity as well as other allowances to the workers.”

Also, the Kogi State Government said that it had no plan to either sack workers or reduce salaries of its workforce.

The Commissioner for Information and Communication Strategy, Kingsley Fanwo told one of our correspondents on the telephone on Sunday that the state government was still committed to its agreement with the state organised labour.

PPP has taken Ekiti this far in development – Commissioner

In Ekiti State, the Commissioner for Information, Mr Akinbowale Omole, said private public participation in projects execution had produced a lot for the state in terms of development.

Omole, who said that Ekiti was resolute not to sack workers despite the present dwindling resources, said the state was, however, reviewing the financial situation with a view to determine the way forward.

He said, “We are doing the PPP already. There are some projects that the World Bank is financing. There are some that the European Union is financing. We are doing that already and that is why we have been able to go this far in our developmental feat in the state.

“We are still reviewing the financial situation that we are going through now, there is still no indication that it will continue for long period of time. We are still looking at it whether it will be a short-term problem or long term.

“If it is short term, I want to believe that we will still weather it. But if it extends too long, then we will sit back again and review the situation to see what will be done,” he said, while speaking on sustainability of the projects and as well meeting obligations to workers.

On efforts already taken by the state to address the situation, Omole said, “We run a serious government here and we set our priorities. There was a stakeholders’ meeting involving every stakeholder – the organised labour, the two state-owned universities, the political appointees and various groups that participate in revenue generation and share out of the revenue.

“We have looked at everything together and we have put some things before the stakeholders. The advice of various groups is coming in as per what the government should do in the circumstance and it is only a collation of these suggestions that will now determine the way forward. As I speak with you, we are still getting feedback from various groups,” the commissioner said.

We hope we won’t get to the level of retrenchment – Osun

Also, the Osun State Commissioner for Works, Remi Omowaiye, expressed hope that poor state of finances would not degenerate further and reach the level that the administration would consider sacking workers.

Omowaiye, who declared that because of repayment of loans taken by the previous administrations, the state received the least amount from the federation account.

He further said the administration had been performing its statutory obligations because of the financial ingenuity of the governor.

When contacted, Osun State Nigeria Labour Congress Chairman, Jacob Adekomi, simply replied, “When we get to the bridge, we know how to cross it. Our national headquarters usually take decision on such issues.”

PPP is at the heart of all we do – Ogun govt

The Ogun State Government said that it would not drop any capital project, neither would it sack works despite the dwindling allocation from the Federal Government .

The Chief Press Secretary to the governor, Kunle Somorin, who stated this in an interview with one of our correspondents on Sunday, said the state government was creatively allocating resources to meet the developmental needs.

Somorin added that public private partnership would be prioritised to ensure the needs were met .

He said “The PPP is at the heart of all we do. No capital project will be dropped. We are creatively allocating resources to meet our developmental needs. Ogun won’t slash workers salaries.

“Ogun is solvent. We won’t sack for lack of funds. The people are the essence of governance. Anybody sacked must have undergone a fair and due process after committing service infractions.”

Recall that there was a crisis in Kaduna State, two weeks ago, when workers embarked on a strike because of the decision of the state government to sack workers in order to improve its finances.

In a statement signed by its Chairman Niyi Akinsiju and Secretary Cassidy Madueke, the pro-Buhari group lampooned the conspirators for their recourse to unconstitutional means to force the resignation of President Buhari, describing the move as reckless and anti-Nigeria.

“Our highly reliable security sources have informed us of the determination of the former President to go ahead with a plan to cause disaffection in the country through a planned conference of so-called eminent Nigerians. While the Conference ostensibly aims to review the state of the nation, we can authoritatively confirm that it is actually a premeditated plan to create confusion in the polity by calling President Buhari to resign after a supposed vote of no confidence.”

“Our Security sources said the worries over this latest move by the former leader is not so much about the illegality of the planned declaration but the anarchical mindset behind it, especially given the growing resurgence of military putsch in the West African sub-region. Any appearance of national confusion, even if scripted without any basis, could fuel unreasoned confusion.”

“We, therefore, call on Nigerians to be wary of manoeuvres by people who are desperate to erode the foundation of our hard-fought democracy to further the agenda of a desperate, bumptious and self-serving group of elites besotted with power to the point that they are ready to throw the country into a contrived pandemonium to remain relevant”.

The Nigerian striker Teremas Igobor Moffi (Terem Moffi) came to France from Belgium as an unknown quantity, even though, he had impressed at KV Kortrijk in the Belgian First Division scoring five goals in nine appearances. Nothing actually prepared French Ligue 1, for this lanky 22 year-old hotshot until he began to ban home goals. In 28 appearances, he scored 14 goals to enter the Top 10 scoring sheet in his first season in France. But for his goals, perhaps Lorient would have sunk in the relegation waters finishing just two places off the drop.

“My brothers sent me a picture for the top goal-scorers in 2021. I saw my name with Luis Suarez, Lewandowski and Messi and thought, “How is that even possible? “ Moffi explained to Ligue 1 Show.

“To be honest,” he said, “it has been surreal so far. The first few games it was quite difficult to adapt to the language, the style of play and everything, but from the new-year it was a different side for me,” added Moffi, a guy who just enjoys his game and plays football.

Moffi scored a goal on his Lorient debut in October, helping his side to a 3-1 win over Stade de Reims. However, the gates dried up and Moffi tried to keep a starting place. It took the Nigerian a few months to get used to the demands of the Ligue 1 game.

HARDENING

“I think I was easily thrown off the ball in the first few games,” Moffi said. “I didn’t like it, the coach didn’t like it, my dad didn’t like it so you had to work on your strength and learn how to run the defenders with your hands and keep the ball I mean, I’m not perfect at it yet, but I’ve really improved on it! I try to lift more weights to build my strength and my body weight is not easy to shake off and stuff like that!

“Against Nice, the last game before the Christmas break [a 2-2 draw at the Allianz Riviera] after I scored that goal, it was calm. I got the feeling, “Yes, this is the Terem Moffi that you have known all your life. He plays soccer with a smile on his face and goes out onto the field to have fun. ”

Moffi prevailed in Lorient’s first four games in 2021, including a historic winner in the 3-2 win over Paris Saint-Germain that kept his talent in the spotlight.

“In the first leg in Paris [which PSG won 2-0] I had a similar chance and it broke off my shin and just went into the goalkeeper’s hands. That night I was talking to my father and my brothers and they said, “You had so much time and space, why didn’t you take yours? Time and just pass it on? ‘When it happened this time, from the center line, as soon as I got the ball, all that rang in my head was, “Just, you have time, you are in good shape, your self-confidence is high, just take it easy,” he added.Looking back, Moffi believed his time in Lithuania and Belgium helped him become a better player.

In Belgium, the former Golden Eaglets striker was voted the Player of the Month by Kortrijk fans and had won two Man-of-the-Match awards. Before that, he scored 21 goals in 30 games in the Lithuanian top league, his first professional outfit upon leaving Buckswood Academy at 17.

Before going to Eastern Europe, he took up a football scholarship at Buckswood School located at the village of Guestling between the towns of Ashford and Hastings in East Sussex in England, having been encouraged by his father, who was a footballer himself before turning to law.

His father Leo Moffi was a goalkeeper in his playing days during which time he kept goal for Enugu Rangers, Calabar Rovers, El Kanemi, Vasco da Gama and Black Cats Ogoja.

“My dad played a very big part in my choosing football as a career. He is a Lawyer and was a professional footballer.” He is very knowledgeable in the game. Sometimes I wonder why he didn’t go into football coaching or administration. He is a very practical person and he told me clearly while still in junior secondary school that it will be a real waste if I didn’t play football as a career.

“He made me understand that a football career has a lifespan and after football I can pursue my education to any level I want. He and my mom put in a lot of their resources to send me to football academies and my flight tickets to the UK to take up a football scholarship at Buckswood School.”

“My dad equally influenced the way I now play. He told me I needed to add plenty of aggression, power and pace to my game to be a successful modern day striker.”

FUTURE AMBITION

Moffi’s main goal is to win trophies for the national team and maybe score in the World Cup. He also would like to play in the best leagues in the world and sees his time in Belgium as a stepping stone to bigger things to come.

“My ultimate ambition is to play in the Super Eagles team, score goals for the team and win trophies for Nigeria at continental and World Cup level.

“At a personal level I naturally want to develop my game and play for some of the best teams in the best leagues in the world.

BEST PLAYERS

Moffi names Everton’s Alex Iwobi and Victor Osimhen as his favourite Nigeria players. Moffi recalls that Iwobi took him under his wing during his schooling days in England, adding that their fathers are friends for more than forty years.

“Alex Iwobi and Victor Osimhen,” Moffi said when asked who his best players are. Apart from their footballing abilities they are both great guys.”

“As for Alex, he and his family took care of me during my time at Buckswood School in 2017. I used to spend my holidays with them.” Alex really played the big brother role to me, took my out to a number of places and to play five-a-side games. His dad and my dad have been friends for nearly forty years after they met in their University days.”

Moffi named Osimhen as his other favourite because of how the Lille forward encouraged his after he was dropped from the Under 17 side for the World Cup in 2015.

“For Osimhen I cannot forget the gesture he extended to me after I was dropped from the Under 17 team on the eve of the team’s departure to Chile in 2015.

“He consoled me and gave me a new pair of football boots telling me I will certainly have other opportunities in the future.”

GOLDEN EAGLETS

Moffi was among the final 35-man team of Golden Eaglets class of 2015 and he says the experience was a bitter sweet one in his career as a footballer. His teammates were Victor Osimhen, Samuel Chukwueze and Kelechi Nwakali but he could not dislodge the mercurial Osimhen in the final list for the World Cup in Chile and was dropped at the eve of the tournament by then Under 17 coach and former Tanzania national team coach Emmanuel Amuneke.

“The Golden Eaglets experience was both sweet and bitter for me. We were taught a lot in camp. The training was very rigorous and we had a collection of very talented players. The coaching we received prepared us for the competition and it wasn’t a surprise that we emerged champions.

“However it was bitter for me because I was dropped on the eve of the team’s departure to Chile. I was devastated and my young mind went blank when the list of 21 players was being read out to us. By the time the eighteenth name was read I blanked out.”

“I couldn’t sleep the whole night. It was like a nightmare to me. I only began to recover myself after I called my dad the next day to inform him I had been dropped.

Moffi added that his father encouraged him telling him that disappointments are part of life and reminded him that top players in Nigeria like Jay Jay Okocha, Sunday Oliseh and others never represented the country at the Under 17 World Cup.

“What he said took me unawares and gave me reassurance. He told me he was very proud of me to have made the provisional list of 35 players that was initially sent to FIFA and that going to the Under 17 World Cup was only one of the platforms for exposing one’s talent to the football world.

“He said even our Under 17 coach Amuneke who became African Footballer of the year did not play at the U17 level.“

“That disappointment has toughened me and since then I take whatever comes my way as God’s perfect plan for me.”

GREATEST MOMENTS

Moffi cites his time in Lithuania as one of the greatest moments in his career. He finished the top scorer for his club and won the most valuable player of year in his only year in the East European country. That has to be the end of season award ceremony of my former club in Lithuania, FK Riteriai. I won the Highest Goal Scorer Award, Most Valuable Player of the Year Award.

“In the league itself I was in the League Team of the Week nine times, Best player of the Month twice and was in the League Team of the Season. In 2021 I emerged among Top 10 scorer in Ligue 1.”

FAMILY

Moffi comes from a family of six who all supported his decision to take up football as a career. His father was an ex-footballer that played for Enugu Rangers amongst other local clubs in the 80s and is now a lawyer based in Calabar. Moffi’s mother is an administrator in the civil service and he has three brothers.

“My father is a lawyer and my mother an administrator.

“I have two elder brothers and a younger one. My eldest brother has a Master’s degree in Human Resource Management from Manchester and my immediate elder brother is Medical doctor.” He studied in Russia while my younger one is a Law student. I am the odd one out. My brothers jokingly call me a school dropout. We all were born and raised in Calabar but we are from Ogoja. Every member of the family is in full support of my taking to football as a career.”

Now that he has gotten the Nigeria national team invitation, Moffi is a step nearer one of his goals-that of scoring several goals for Super Eagles-and so he can keep on smiling.

The Chairman Senate Committee on the Federal Roads Maintenance Agency, Senator Gershom Bassey, has cautioned state governors against pushing for an increment in the pump price of the Premium Motor Spirit, otherwise known as petrol.

The Nigeria Governors’ Forum had during its virtual meeting on May 20, considered the report of a committee headed by the Kaduna State Governor, Mallam Nasir El-Rufai, and accepted its recommendation that supported a full deregulation of the petroleum industry.

The El-Rufai panel was said to have suggested that the pump price of the product should hover around N385 per litre.


But Bassey, in an interview with our correspondent in Abuja, asked both the federal and state governments to apply caution and ensure that any decision on petrol was taken with a human face.

The Cross River senator said, “There are some realities in the petroleum industry which the Nigerian National Petroleum Corporation has been talking about for some time now.

“I think that whatever those realities are, anything that has to do with the price of the petroleum products must be fixed with a human face.

“Here, we have a country where the quality of the value of the naira is going down. The disposable income of all Nigerians is nothing to write home about, yet you are talking about increasing the prices of fuel. I think the governors should approach the issue with a human face.”

The El-Rufai committee was also said to have recommended that the Federal Government should buy buses for mass transportation of Nigerians, among other palliatives, to cushion the effects of the price increase.

The El-Rufai’s six-member committee was set up early in the year by the National Economic Council headed by Vice President Yemi Osinbajo.

It was to look into the dwindling revenues of states and make recommendations to the council.

Other governors who are members of the El-Rufai panel are: Godwin Obaseki of Edo State, Kayode Fayemi of Ekiti State, and David Umahi of Ebonyi State.

The committee is also made up of the Governor of the Central Bank of Nigeria, Mr Godwin Emefiele, and the Group Managing Director of the Nigerian National Petroleum Corporation, Mallam Mele Kyari.

The remaining 32 governors, who are members of the NGF, have endorsed the report.

The NGF in a communiqué after the meeting noted that the El-Rufai panel briefed it on the appropriate pricing of petrol in Nigeria, calling for full deregulation.

The Kaduna State Governor, according to the communiqué, further revealed that the Federal Government was sending between N70bn and N210bn monthly to subsidise the petrol price at N162 per litre.

The committee identified Lagos, Oyo, Ogun, Rivers and Abuja as the top consumers of petrol.

No fewer than 40 out of the 48 bills so far passed by the Ahmad Lawan-led 9th Senate, are awaiting either the presidential assent, or the House of Representatives’ concurrence, Saturday PUNCH investigation has revealed.

Also, no fewer than 160 out of 287 bills passed by the Bukola Saraki-led 8th Senate were not given assent by the President, according to findings by Sunday PUNCH.

A summary of bills in the 9th Senate as of Wednesday May 5, 2021, obtained exclusively by our correspondent on Friday, revealed that the red chamber had so far introduced 717 bills, since its inauguration in June 2019.

Out of the figure, 130 bills are at various committee stages, 43 are awaiting second reading, 370 had been read for the first time, 126 are awaiting first reading, while 48 had been passed.

While the House of Representatives had concurred to some of the proposed legislation and sent them for the assent of the President, Major General Muhammadu Buhari (retd.), others are still awaiting the green chambers’ concurrence.

The breakdown further showed that the 9th Senate, in its first session, passed 13 bills between June 2019 and June 2020 while it passed 35 bills in its second session between June 2020 till date.

Some of the bills passed and already got presidential assents so far include, the Deep Offshore and Inland Basin Production Sharing Contract Act 2004 (Amendment) Bill, 2019.
They also included the Finance Bill 2020, the Nigeria Police Bill 2020, the Amended Banking Bill 2020, the amendments to the Company and Allied Matters Act Bill 2020.

Major bills receiving legislative attention at the various committees of the red chamber included the Electoral Act amendment Bill, and the Petroleum Industry Bill.

A bill sponsored by the Senator representing Oyo South, Kola Balogun, seeking to ban open grazing in the country, has not been listed for first reading.

The Deep Offshore and Inland Basin Production Sharing Contract Act 2004 (Amendment) Bill, 2019 amended the provisions of the Deep Offshore and Inland Basin Production Sharing Contract Act 2004

The DOIBPSCA is aimed at shoring up Nigeria’s revenue earnings from oil and gas.

Also, on December 31, 2020, the President signed the Finance Bill, 2020 (now Finance Act) into law.

The Finance Act, 2020, which has a commencement date of January 1, 2021, was signed into law alongside the 2021 Appropriation Bill (now Appropriation Act).

Buhari had earlier signed the Nigeria Police Bill 2020 into law.

The President, in a memo dated September 16, 2020, communicated his assent to the Bill to the National Assembly, through the Clerk to the federal parliament, Olatunde Ojo.

The Act repealed the Police Act Cap. P19. Laws of the Federation, 2004, and provides for a more effective and well organised Police Force, driven by the principles of transparency and accountability in its operations and management of its resources.

Among others, the Act establishes an appropriate funding framework for the police in line with what is obtainable in other Federal Government key institutions.

It enhances professionalism in the Force through increased training opportunities, and creates an enduring cooperation and partnership between the Police Force and communities in maintaining peace and combating crimes nationwide.

The President, on November 13, 2020 signed into law an amended Banks and Other Financial Institutions Bill that seeks to improve loan recovery and the overall resilience of the country’s financial system.

A key feature of the law is the introduction of “a credit tribunal to improve loan recovery and address the incidence of high non-performing loans within the financial system.’’
Buhari had also on August 8, 2020, signed the new Companies and Allied Matters Bill 2020 into law

The bill repealed the Companies and Allied Matters Act 1990, which had been in operation for 30 years..

The Act changes Nigeria’s corporate landscape by facilitating the ease of doing business, reducing regulatory hurdles and aligning corporate operations in Nigeria with global practices and procedures.

Meanwhile, the 8th National Assembly passed a total of 287 bills between June 2015 and May 2019 with Buhari, ignoring not fewer than 160 of them.

According to findings from Senate, the President ignored a substantial number of the bills passed by the 8th Senate for reasons best known to the executive.

However, some senators said the development might not be unconnected to the frosty relationship between the federal legislature at that time and the Presidency.

As of the end of the 8th Assembly an insignificant number of bills were assented to while a total of 48 picked for the President’s consideration were vetoed.

The remaining bills are still gathering dust in the President’s office while some federal lawmakers in the 9th Assembly, knowing full well that the proposed laws had died with the previous Assembly, had reintroduced many of them and they are currently at various stages of consideration.

Some of the bills presented again in the 9th Assembly had been passed and forwarded to the President and they are currently suffering similar fate on his table, unattended to.

Buhari had in 2019 cited duplication of functions between proposed agencies the bills seek to establish and the existing ones, to infractions on extant laws as some of the reasons for shunning the bills.

Our correspondent gathered that Buhari, in 2017, rejected 11 bills, including the National Broadcasting Commission (Amendment) Bill.

He also rejected 20 bills in 2018, including the popular Peace Corps Bill, the Petroleum Industry Governance Bill, and the fourth amendment bill to the 1999 constitution.

Other bills that were vetoed in 2018 were the Stamp Duty (Amendment) Bill, the Advance Fee Fraud (Amendment) Bill, and of course, the 2010 Electoral Act (Amendment) Bill 2018, which was rejected four times, the first being on the reordering of general elections and the last being because, according to the President, the elections were already too close and changing the rules would be confusing.

As of the time the 8th Assembly ended its legislative activities, Buhari had rejected 17 other bills between January and May 2019.

There are, however, indications that the proposed laws by the 9th Senate might suffer the same fate as those passed in the 8th National Assembly.

For instance, the Senate President, Ahmad Lawan, recently expressed dissatisfaction over the withheld assent to the bills so far passed during his tenure.

Lawan heaped the blame on some Buhari’s advisers and a few top government functionaries who, according to him, were the brains behind Buhari’s bills rejection.

NASS bills clash with extant laws –Presidency

The Presidency on Friday offered explanations on why many bills duly passed by the National Assembly were being denied assent by the President.

The Senior Special Assistant to the President on National Assembly Matters (Senate), Babajide Omoworare, told our correspondent that some of the new bills made provisions for agencies whose functions were already being taken care of by existing agencies of government.

He said, “The President always give reasons for withholding assent to bills. Some functions being given to agencies which the bills are meant to create are already being performed by an agency of government and there would be no point duplicating efforts.

“Also, the President considers the funds available to government before approving the establishment of new agencies or institutions, proposed in some bills which may be an additional burden on the government.’’

For example, it could be an opportunity to bond with your partner or to show your partner love and affection. Also, you might feel more secure in your relationship if you’re having sex often. You could also have sex with your spouse to get pregnant and have kids. Also, sex could just simply be for the pleasure and fun of having it.

Speaking of the pleasure in having sex, this is perhaps where many partners need to improve on their game because, according to experts, if sex feels boring to your spouse, they will probably avoid having it with you. And when they do, naturally, you will end up feeling rejected and confused.

According to experts, the following are some ways you might be making sex boring for your spouse, plus tips on how to overcome the boredom and ultimately rejuvenate your sex life.

Focusing only on intercourse

A Lagos-based marriage counsellor, Mrs Bolanle Alaofin, said sex could be boring when a partner focuses only on “the end,” and not “the process.”

She said, “What makes sex exciting is the passion, which is fuelled by intimacy. However, there are other things that are more emotionally important and intimate than intercourse. For example, touching each other and exploring each other’s body.

“When one spouse is concentrating on pleasing the other, rather than both getting pleasure together, sex will feel boring. So, couples should not focus only on intercourse during sex.”

A sex therapist and clinical psychologist based in the United States, Dr Janet Brito, also stressed this point.

“Sex is more than penile-vaginal intercourse. For variety’s sake, try outercourse, which may include anything from deep kissing, sensual touch, and erotic massages, to using vibrators or other intimacy gadgets. Exploring a range of body pleasure is key to achieving orgasm,” Brito wrote on healthline.com.

She added, “Use your five senses (yes, all five) to focus on your own body sensations. Abandon the performance-based mindset and adopt a pleasure-based approach instead.

“This helps reduce that kind of sexual pressure most people complain about when it comes to ‘sex-pectations.’ Practising this can help you learn to eliminate fears that arise from believing you must know everything about sexual intimacy.”

Comparing your spouse to an ex

You should never compare your spouse to an ex, advised Brito. She noted that comparison could create unnecessary insecurities and resentment.“Instead, indulge with each other and keep things exciting. Make new memories! Schedule date nights to ensure you’re making time to create new sexual escapades,” she said.

Brito also advised couples to understand each other’s love language.

She said, “When the going gets tough in the bedroom, rely on your strengths. It’s quite easy to shift blame and get mad when your needs aren’t met. But, instead of calling it quits, take some time to understand each other’s point of view. Find some common ground.

“Bickering usually happens because one person is feeling unappreciated. So learning and expressing your love in your partner’s language (whether it’s via gifts, physical affection, or taking out the trash), you’ll create a foundation for sexual intimacy.”

Not resting well

A recipe for failure in the bedroom is having sex when stressed. Hence, to feel more comfortable in your body and more energised to explore something new in the bedroom, you must feel well-rested.

“Skip checking your Facebook each night and reserve the first and last hour of your day to refuel, reconnect, and experiment sexual pleasure with your spouse,” Alaofin said. Also, Brito encouraged couples to prioritise their time. She said, “Create more opportunities for sexual intimacy. Stop juggling too many balls in the air. Clear your schedule for rest, relaxation, and sexual activity. And since you need blood flow to your genitals for sexual arousal, keep up with regular exercise. It’s vital to increasing pleasure. Not only that, but exercise lifts your mood and gives you an endorphin boost – two necessary ingredients that promote sexual desire.”

Similarly, American sex therapist and author, Dr Tammy Nelson said, “It’s important to relieve stress in a healthy, sustainable way in order to keep your hormones and your sex drive where you want them to be.”
“Examples of great ways to reduce stress include exercise, massage, taking a luxurious bath, outdoor leisure, and yes, even sex,” she added.

Not learning new techniques

In an article, a sex therapist based in the US, Sheila Gregoire, said not learning new techniques or new things could cause boredom in the bedroom.
She said, “If getting ready for bed consists of talking to him while he’s brushing his teeth and you’re sitting on the toilet peeing, after which you both throw on old raggedy T-shirts before you crawl into bed – well, perhaps it’s no wonder that sex is boring. You’ve lost all mystery and you’ve forgotten to try! Amazing things can get boring if there’s never any variety. If you always have sex the same way and do the same things, it will seem boring, even if it still feels pleasurable.”

Speaking of new things, Brito said couples could try role-playing in the bedroom. She said, “According to a 2017 study, roughly 22 per cent of people have tried role-playing. With role-playing, you can create and act out exciting sex scenarios in a trusted environment. If both you and your partner are open to trying it, role-playing can help improve sexual communication and passion in an otherwise boring bedroom.”

In a similar manner, American author and sexologist, Dr Dawn Michael, said in an article in MensHealth magazine that sex might be boring if it has become too predictable –same time, same place, same positions, etc.

“So, change the scene, make the bedroom sexy and romantic by adding candles and soft music. Set the stage for romance. Use your imagination to role play with each other. “Most of all, have fun; it’s okay to giggle and tease each other. Allowing yourself to let go and enjoy the moment,” she advised.

Not being spontaneous

Gregoire said sex should not be scheduled.

She said, “Every so often, passion should get the better of you! Yet, often, we may start kissing, and we may start feeling excited, but then we remember that dinner needs to be made or that we have to get ready to leave for somewhere in half an hour.
“What would happen if, instead, we just let the feelings carry us away? We’d make great memories as we feel just a little bit out of control. Sex doesn’t need to always be at the same time as part of a schedule. It should be something that carries you away.”

When only one partner initiates sex

Even if sex is great, if the same person always starts, it’s going to feel, well, like a downer. Why? Because it’s always going to seem as if one person is doing the other a favour. And pity sex makes sex feel degrading.

“Even if you’re more than enthusiastic once it starts, if you never initiate, your spouse may feel like you’re not really into it. And that’s going to start to turn them off, so that they may stop trying, too,” Gregoire said.

Not being thoughtful

If you’re a man, thoughtful gestures like picking up your wife’s favourite chocolate or ice cream on your way home from work can go a long way in creating fun in the bedroom. Of course, a woman could also make the gesture to her husband because relationships thrive when positive behaviours are taking place and each partner feels nourished and appreciated, according to psychologist and marriage therapist, Dr Jacqui Gabb, of the Open University in the United Kingdom.

Apart from the above, Gabb also advised couples to never stop going on dates. She said, “Dating doesn’t have to stop after the wedding day. It’s a continuous process. Even if your spouse doesn’t want to get busy under the sheets, it doesn’t mean they don’t want you close.
“So plan date nights, weekend trips or even an evening walk with your partner, and make cuddling and kissing a priority. Non-sexual closeness is important in relationships and can build other forms of intimacy.”

Gabb also said couples should gist together – even when they are not thinking of having sex, noting that actions such as this could lead to exciting times in the bedroom.

She said, “If you’re looking at a dip in sex drive as an issue that will always remain, it raises the pressure to do something about it immediately. However, happy couples find ways to ease the pressure off through laughter.

The Federal Government has denied returning £4.2 million loot recovered from former Governor James Ibori to Delta Government.

A statement from the Office of the Accountant General of the Federation (OAGF) on Wednesday said: “The money is still being awaited after which the issues around it will be resolved before further action is taken. For now, no money has been returned to Delta State”.

The statement signed by Henshaw Ogubike, Director (Information, Press and Public Relations) explained: “The issue of the £4.2million Ibori loot has not been properly resolved”.

Regarding the Accountant General’s statement to the National Assembly on Tuesday the loot has been returned to the Delta government, Henshaw Ogubike said: “The AGF was only making general comments about recoveries relating to State Governments”.

As part of its ongoing probe of the finances of the opposition Peoples Democratic Party, the Economic and Financial Crimes Commission has beamed its searchlight on at least 10 expenditure items in the party’s financial records.

This was sequel to a petition filed by a now expelled member of the PDP, Kassim Afegbua, who alleged, among other things, that the party leadership had yet to account for N10bn funds released from the sale of nomination forms.

A document obtained by The PUNCH in Abuja on Tuesday indicated that the items included a total of N243.8m as legal and other professional charges to consultants in 12 transactions and a total of N78.9m for transport and travel expenses.

Out of the N243.8m paid as legal fees, N78m was paid out on November 1, 2018, while N36.3m was paid out on November 14, 2018.

Under transport and travel expenses, where a total of N78.9m was paid out, N12.9m was said to have been used to charter an aircraft on October 4, 2018.

The EFCC is also seeking clarification on the payment of N264, 417,808 under the sub-head loan repayment.

A source privy to the investigations said, “What is of interest to the commission is the case of money laundering.

“Some of these payments were either not made through financial institutions or routed through personal accounts of individuals,” he added.

In a related development, the EFCC has invited the petitioner, Afegbua, to shed light on his petition.

He was asked to provide supporting documents and evidence if any to buttress his allegations.

Afegbua, a former Edo State commissioner for information, confirmed the development to our correspondent.

He explained that he was invited to write a statement and share information.

“All I want is for my party to be accountable. We cannot hold the ruling party to account if we do not keep our house in order. The banking regulations say all transactions above N10m must pass through a financial institution; this was not the case with my party, the PDP, under the present leadership,” he added.

When reminded that he had been expelled from the party, Afegbua said, “My purported expulsion is an exercise in futility because it did not follow due process as stipulated in the PDP constitution which I have read several times over.

“There are clear guidelines on discipline. There are processes; it begins from the ward level before it goes to the state, then the zonal before it gets to the national.

“First and foremost, nobody laid a complaint against me; there was no committee set up to investigate any imaginary allegation against me. I was not invited to face any committee. Only yesterday, my ward executives in Okpella told the whole world that I remain a bonafide member of the party because they have no problem with me.

“Unless the process is initiated from the ward level, the national cannot take any action. So, what Secondus did using the state chairman is fraudulent.”

The PDP Board of Trustees, in response to the EFCC investigation, said the party was not answerable to the EFCC but the Independent National Electoral Commission, which was the constitutionally recognised body to oversee political parties.

The Chairman of the BoT, Senator Walid Jibrin, said the interest of the EFCC in the affairs of the party was strange.

He also accused Afegbua of ignoring the party’s time-tested procedure of lodging complaints with the relevant party organs before seeking external help.

Jibrin said, “INEC is the regulatory organ of all political parties and the PDP is inclusive. The PDP account has been audited by a reputable chattered firm and the report is with INEC and the body has not raised any objection on the account of the party.

“It is both constitutionally wrong for the EFCC to intervene in issues that are purely of political parties and Kasim Afegbua did not follow due process in this case.”

THE Accountant-General of the Federation, Mr. Ahmed Idris, on Tuesday, said the £4.2m looted by a former governor of Delta State, James Ibori, which the Federal Government recently repatriated from the United Kingdom, had been returned to the state.

Idris made this known in Abuja on Tuesday when he appeared before the House of Representatives Ad hoc Committee on Assessment and Status of All Recovered Loots Movable and Immovable Assets from 2002 to 2020 by Agencies of the Federal Government of Nigeria for Effective Efficient Management and Utilisation.

This is contrary to the earlier position of the Minister of Justice and Attorney-General of the Federation, Abubakar Malami (SAN), who recently stated that the state could not benefit from the recovered loot.

Malami had stated that Delta was not captured in the agreements signed with the British Government, which was a precondition for the release of the money.

The minister had stressed that Nigeria would execute other projects with the fund other than the Lagos-Ibadan Expressway, Abuja-Kaduna-Kano Expressway and the Second Niger Bridge, which had been listed in the agreement.

Incidentally, Malami also appeared before the committee together with the accountant-general

Shortly after the minister left the venue, Idris, however, stated that such funds looted from the treasury of a state are always returned to the state, adding that states could sue the Federal Government to recover such funds.
The Chairman of the committee, Adejoro Adeogun, had asked about the Ibori loot after the lawmakers had grilled Idris for about 35 minutes.

Adeogun said, “Recovered loot; is it recovery for only the Federal Government or the federation?”

Idris replied, “…Depending on the nature of recovery. I think there is the need, really, to have an in-depth understanding of this. Some recoveries are for state governments – specific state governments. I know there was a time recovery was made on behalf of Plateau State; there was one for Bayelsa…different states…even Delta. Such recoveries go specifically to those states.”
The chairman said, “Let us give an example. There is something trending; recovery of the Ibori loot.

The accountant-general said, “It was paid to the state; Delta? Yes, Delta State. It was paid to Delta State.

Adeogun asked, “But that is contrary to the information that it was to be used for specific projects.”

Idris said, “No. Honourable chairman, honorable committee, any recovery that is arising from looted funds from a particular state goes to the state. The state governors will not even allow this (takeover by FG) to fly. So, we don’t joke; we don’t play with that. We pay them their money.”

Meanwhile, the Delta State Government said it had yet to receive the £4.2m recovered fund from the Federal Government as announced by the Accountant General of the Federation.

Though several calls put across to the Chief Press Secretary to the Governor, Mr Olise Ifeajika, were not answered as of the time of filling this report, one of the aides to Governor Ifeanyi Okowa, who spoke to our correspondent on the condition of anonymity, said the state had yet to confirm the receipt of the money.

The Executive Director of the National Primary Health Care Development Agency, Dr Faisal Shuaib, on Tuesday, said it was not clear yet when the Federal Government will take delivery of the next batch of COVID-19 vaccine doses.

Shuaib said this in Abuja during a press conference organised to update the public on the status of COVID-19 vaccination.

He said, “As most people here know by now, the global community is facing challenges regarding vaccine supply.

“Like most nations, this impacts the clarity over Nigeria’s next shipment.

“While we have information that we may get the next consignment of vaccines by end of July or August, this not been officially confirmed.

“When we are able to, we will provide an update regarding timelines and updates of the next shipment

“At present, we do not have that information available due to the wider context we are in.”
Recall the major supplier of the Astrazeneca vaccine, the Serum Institute of India, had announced its plan to suspend the vaccine.

Speaking further, Shuaib said, “The United States announced that it will donate 20 million vaccine doses by the end of June to the COVAX facility.

“The International Monetary Fund is now advocating for a $50 billion Fund to be spent on ensuring a faster rollout of COVID-19 vaccines globally and is calling for at least, 40 percent of the global population to be vaccinated by the end of this year, and at least 60 percent by June 2022.”

According to Shuaib, the fund from IMF would be used to expand vaccine production capacity and also increase COVAX vaccine coverage.

He emphasised the need for all nations to have access to COVID-19 vaccines in order to end the pandemic while also adding that Pfizer and BioNTech had pledged to provide one billion doses of vaccines to low-income countries by the end of 2021 and another one billion doses in 2022.

He also admonished Nigerians to continue to observe the public health or non-pharmaceutical measures in place to curb the spread of COVID-19.

Four stolen children have been rescued in Abuja as operatives of the National Agency for the Prohibition of Trafficking in Persons raided a notorious child trafficking ring known for trafficking children for begging within the Federal Capital Territory.

The agency’s Head of Press and Public Relations, Stella Nezan, disclosed this on Monday in a statement titled, ‘NAPTIP busts child trafficking syndicate in Abuja, arrests 30-year-old woman, rescues four children.’

According to Nezan, “The arrest followed a tip-off from a media partner who alerted the agency of the activities of the suspect especially around the popular AYA busy bus terminal, Abuja.”

The operation was said to have led to the arrest of one of the group’s members, Blessing Eze; from whom four stolen children were rescued.

The statement read in part, “A total of four stolen children believed to be from different parents were also recovered from the suspect and many other children still believed to be at large.

“The development represents a major feat in the agency’s drive to curtail the incidence of child trafficking especially within the nation’s capital.”
The statement added that the agency has launched a manhunt for a suspect, Mama Chioma, from Enugu State; believed to be the major supplier of children to the gang and is currently in possession of four more trafficked children.

It added, “Both suspects are said to be engaged in trafficking of children whose ages range from six months to one year old from different parts of the country to Abuja and using them to solicit alms from unsuspecting members of the public.
“It would be recalled that following an increased reported cases of trafficking of children for begging in Abuja, the Director-General of NAPTIP, Imaan Sulaiman-Ibrahim, has ordered an improved surveillance in the notable spots especially within the FC T and its environs.”

In her remarks, the NAPTIP boss described the trafficking of children for alms begging as “a wicked act.”

“This is a wicked act that must be condemned by all. These innocent children are exposed to the harsh weather condition by the traffickers who shade them like wares by the roadside soliciting for money to satisfy their selfish desires.

“We shall surely fish out the fleeing members of the syndicate and they shall face the full wrath of the law,” she said.

She assured Nigerians that all members of the syndicate will be fished out and made to face the full wrath of the law.

She also called on parents to look after their children to avoid being trafficked by people who scout villages claiming to offer help to needy families.

The National Drugs Law Enforcement Agency (NDLEA); Nigeria Security and Civil Defence Corps (NSCDC); Central Bank of Nigeria (CBN); Accountant General to the Federation; Auditor General of the Federation; Nigerian Sovereign Investment Authority; Former Ministers of Justice; Former National Security Advisers; Former Chairmen of EFCC; Former Chairmen of ICPC; Former Inspectors General of Police and Former Comptrollers General of Customs were also invited.

A statement from the Committee signed by its chairman, Hon. Adejoro Adeogun and made available to Journalists in Abuja on Sunday mandated the ministers and all other invitees to appear on Monday, May 24, 2021 being the day the panel is holding an investigative hearing on the recovered assets.

According to the statement, the investigation covers between 2002 to 2020. The essence of the hearing, the Committee said was to ensure effective and efficient management and utilization of the recovered assets.

Other stakeholders invited by the Committee to make inputs were Presidential Advisory Committee Against Corruption; Commercial Banks; Association of Bureau de Change Operators of Nigeria; Chairman of the Disbanded Special Presidential Investigation Panel for the Recovery of Public Property and the Chairman of the Disbanded Pension Reform Task Team. Former Commanders General of NSCDC Mr. Ngozika Ihuoma, M. D Crincad & Cari Nigeria Limited; Mr. Dipo Fatokun, CBN’s Director Banking Services; Mr. Abubakar Animasaun, EFCC’s Account Department Mr. Abdullahi Ibrahim Staff of EFCC Mr. Mukhtar Bello, Staff of EFCC; Non-Governmental Organizations and Civil Societies Organizations such as CISLAC; SERAP; HEDA and BUDGIT are also invited to the public hearing make inputs.

The popularity of a church is eloquent testimony of failure and not of success.

Pastors contradict the counsel of the Lord without batting their eyelids. They plant church parishes like supermarkets in every street corner. They build cathedrals and church monuments like World Trade Centres, each one striving to be the biggest and most splendiferous in the universe.

They gather thousands, even millions, of “worshippers” in front of television cameras every so often on the mountains of Kilimanjaro. They are the new spiritual superstars; the mega-pastors of the mega-churches.

While the emphasis of some mega-churches on branch-networking and exponential growth might be a wonderful policy for a fast-food chain, as a framework for a Christian organisation, it has tended to produce half-baked pastors.

Carnal growth

In the world today, success in “churchianity” is measured by the size of the congregation and not by changed lives. Accordingly, highfalutin mega-pastors have fine-tuned church-growth strategies. It is all a question of numbers, numbers, and more numbers.

Numbers determine how much money is fleeced from the flock. Numbers determine the extent of pastoral control and captivity of men. When pastors meet, the unspoken question is “how big is your church?” The answer determines social status. Like Mordecai to Haman, the pastors of mini churches are required to bow down to the mega-pastors.

One pastor even maintains God gave him the specific mandate to establish mega-churches, as opposed to mini ones. raise up churches: he has only one church. He does not ask men to build churches for Him. Jesus says: “I will build My church.” (Matthew 16:18). Moreover, God despises what men esteem. (Luke 16:15). Therefore, He generally prefers the mini to the mega.

Jesus identifies God’s flock as little, as opposed to large. He says: “Do not fear, little flock, for it is your Father’s good pleasure to give you the kingdom.” (Luke 12:32). Thus, Zechariah asks rhetorically: “Who has despised the day of small things?” (Zechariah 4:10).

Deceitfulness of riches

Think of a man with companies at home and abroad. He has houses in every state capital and in choice locations all over the world. He has a fleet of cars and his own jet planes. My sister, is that not the kind of husband you would like? Know this for sure: God is less than impressed.

The Lord says: “Tell the daughter of Zion, ‘Behold, your King is coming to you, lowly, and sitting on a donkey.’” (Matthew 21:5). Daughter of Zion, Jesus was not the classical husband-material. He did not drive around in a Mercedes-Jeep, but on a donkey. He did not even build His own house. Instead, He said: “Foxes have holes and birds of the air have nests, but the Son of Man has nowhere to lay His head.” (Matthew 8:20).

Think of a woman of great and dazzling beauty. Our very own Agbani Darego easily comes to mind. She blazed the trail as Nigeria’s first Miss World; for a season, the acclaimed most beautiful woman in the world.

But if we were to seek God’s opinion, He would consider her beauty to be ugly. That is why Jesus had to be an ugly man; that His beauty might be exclusively divine. Isaiah says Jesus was ugly: “He has no form or comeliness; and when we see Him, there is no beauty that we should desire Him.” (Isaiah 53:2).

However, because Jesus was ugly according to the values of this world, He was handsome according to the values of the kingdom of God. The beauty of the Lord is the beauty of holiness. (2 Chronicles 20:21). His beauty is the ornament of a meek and quiet spirit that is of great price in the eyes of the Lord. (1 Peter 3:4).

Kingdom dynamics

Indeed, according to Jesus’ kingdom dynamics, the popularity of a church is eloquent testimony of failure and not of success. Jesus told his disciples: “The world would love you if you belonged to it; but you don’t- for I chose you to come out of the world, and so it hates you.” (John 15:19).

However, the world loves today’s mega-pastors. Nothing rubbished a Nigerian pastor’s ministry more eloquently than Newsweek’s declaration that he is one of the world’s most respected men. Jesus says: “Woe to you when all men speak well of you, for so did their fathers to the false prophets.” (Luke 6:26).

“This is the word of the LORD to Zerubbabel: ‘Not by might nor by power, but by My Spirit,’ says the LORD of hosts. Who are you, O great mountain? Before Zerubbabel you shall become a plain!’” (Zechariah 4:6-7).


One of the great mountains before Zerubbabel was Solomon’s temple. Those charged with rebuilding it were intimidated that the new temple would not have the splendour and majesty of the old.

But God is not concerned with size and other externalities. Through Haggai, he notes that, in spite of its physical shortcomings, “the glory of this latter temple shall be greater than the former.” (Haggai 2:9). Before Zerubbabel, the great mountain of Solomon’s temple would become a plain.

When the disciples extolled the splendour of the Jerusalem temple to Jesus, He replied: “All these buildings will be knocked down, with not one stone left on top of another!” (Matthew 24:2). The same fate awaits the magnificent cathedrals of today.

God’s verdict

In the kingdom of God, it is the stone the builders reject that becomes the headstone. (Psalm 118:22). According to Jesus, the first will become last and the last first. (Mark 10:31). So, today’s “first-class” pastors and their majestic churches will eventually be humbled.

Isaiah says: “every valley shall be exalted, and every mountain and hill brought low.” (Isaiah 40:4). This indicates that, in the day of the Lord, we are likely to discover that the big church is small in the sight of the Lord and the small church is big.

Mega-churches readily sacrifice the doctrine of Christ on the altar of the imperatives for a large following. But we are not called to empire-building but to righteousness. Indeed, Jesus says to popular mega-churches across the ages: “I know your works, that you have a name that you are alive, but you are dead.” (Revelation 3:1).

David got into trouble with God when he became preoccupied with size. When pride moved him to conduct a census in Israel in order to glory in the size of his kingdom, God responded by decimating it with pestilence which killed seventy-thousand men. (2 Samuel 24:1-15). Jesus himself was not the product of a big “church,” but of little Bethlehem Ephrathah. (Micah 5:2).

The messages that promote numerical growth often impede spiritual growth. Everywhere, pastors are engaged in church-planting, for the primary purpose of increasing their dominion and finances. The outcome is the mushrooming of churches that are impressive to men, but contemptible to God.

Isaiah warns: “Because you have forgotten the God of your salvation, and have not been mindful of the Rock of your stronghold, therefore you will plant pleasant plants and set out foreign seedlings; in the day you will make your plant to grow, and in the morning you will make your seed to flourish; but the harvest will be a heap of ruins in the day of grief and desperate sorrow.” (Isaiah 17:10-11).

Meanwhile, the Minister of Defence, Maj Gen Bashir Salihi Magashi has described as a rude shock and unfortunate, the death in a plane crash of the 21st Chief of Army Staff Lt General Ibrahim Attahiru barely four months in the saddle.

General Magashi in a condolence message said the Air mishap that claimed the precious lives of the Chief of Army Staff, alongside other senior officers and his aides represents a huge national disaster.

While condoling the Commander-in-Chief of the Nigerian Armed Forces, President Muhammadu Buhari, the Military and the Nigerian Army in particular as well as his immediate family and Nigeria in general he described late General Attahiru as a gallant, dogged, disciplined and dedicated senior officer who died in the line of duty to his fatherland.

He recalled his unblemished track records of service to the nation as Director Army Public Relations,(DAPR), Theatre Commander Operation Lafiya Dole and as General Officer Commanding, GOC which culminated in his elevation to the enviable three-star status as Chief of Army Staff (COAS) in January this year.

He described his emergence as Army boss at such a critical time in the nation’s efforts at surmounting her internal security challenges as symbolically strategic but impactfully short-lived in the anals of the service.

General Magashi sadly noted that although the late General died when his service is needed most, his short but eventful tenure as the Chief of Army Staff and over three decades of dedicated, selfless and patriotic service will never be forgotten.

A security guard at the Ahmadu Bello University, Zaria, Kaduna State, Abubakar Aliyu, has been arrested with two others, Abubakar Yakubu aka Dogo and Isaa Kabiru aka Wicked, for the alleged kidnapping of two lecturers in the institution.

The lecturers were identified as one Prof Ibrahim Bako and Dr Abdulmumuni Ibrahim, said to be lecturers at the Faculty of Medicine.

The gang also reportedly kidnapped Ibrahim’s two children as well as one Ajiyah Ramatu and her son, Rabiu. It was learnt that Ramatu and Rabiu were abducted at the sick bay unit of the university.

City Round gathered that suspects were apprehended recently by detectives attached to the Inspector-General of Police Intelligence Response Team.

Police said the gang carried out six kidnappings in the university and confessed to have been engaged by a former chief security officer of the institution who is still at large.

A police source told our correspondent, “After a series of complaints, the university management requested the intervention of the IRT. During our investigations, we arrested Abubakar Yakubu aka Dogo, an okada rider. He said a former chief security officer of the university and one Bello, were the ones who invited him and his gang to terrorise the university because the present VC removed him (the CSO) from his position.”

Yakubu, who hails from Giwa Local Government Area of Kaduna State, said that he was introduced to kidnapping by one Sanusi (also at large), adding that he got between N16,000 and N30,000 share each time a ransom was paid.

The 24-year-old father of three added that Sanusi lured him into kidnapping on the promise that he would make a lot of money.

He said, “I dropped out from primary school and went into cattle rearing. I bought a motorcycle and started operating around Samaru town in ABU and ABU Teaching Hospital. I used to make close to N3,000 daily. I went into kidnapping because of greed through Sanusi.

“He told me that the okada business I was doing would not get me enough money. I joined the gang and we kidnapped one pastor at Sabua Local Government Area. We also kidnapped one Alhaji Mutair. We followed him to his house and kept him at Kidandan Forest for four days.

“I don’t know how much was paid as ransom. I wasn’t there when the ransom was negotiated but I got N30,000 as my own share. I bought food and clothes with the money. We also went for another kidnapping in Kundu village in Giwa LGA and we kidnapped a man whose name I don’t know. We followed the man to his house and it was one Ballo Ahudu, our informant, who brought the job. We kidnapped the man and took him to our camp where he spent 11 days with us. I got N16,000 as my share of the ransom.”

Yakubu, who said their next operation was at ABU, stated that they were contracted by a former CSO of the university. He claimed that the ex-CSO contacted him through one Arbo Bello.

He said, “We had a meeting and the former CSO and Bello told us that they wanted us to cause insecurity in the university because the vice chancellor wasn’t ready to work with them and that there were also lecturers and professors who were not happy with the new VC. They wanted insecurity in the school so that the new VC would not succeed.

“They told us nothing would happen if we carried out kidnapping in the school. Six of us struck at the school in September 2020 and we kidnapped two children of Dr. Abdulmumuni and took them to our camp. They spent 13 days with us.

“Our gang leader, Alhaji Layi, was the person who negotiated the ransom. I don’t know the amount that was paid but I got N30,000 as my share. We then went to kidnap Ajiya Ramatu and her son and took them to our camp where they were kept for 13 days. After the ransom was paid, I was given N30,000.”

Yakubu said he was arrested at Biye village while another victim they kidnapped was in their camp, adding that he led the police to apprehend two other members of the gang.

The guard, 27-year-old Aliu, said he agreed to join the gang because he was not happy about the former CSO’s sacking.

The father of four admitted to have participated in three of the kidnappings and got a share of N550,000.

He said, “I am a security guard at ABU. I was employed in 2015 through the former CSO. I was not happy that the VC sacked him and I decided to join him to destabilise the university. I was the person that monitored the movement of all the kidnappers in the university. I monitored three kidnappings. I got N550,000 for participating in the kidnappings.”

Kabiru, 35, said he was a businessman and was not involved in the kidnappings. He, however, said he used to buy stolen cows from the gang.

Friends Mourn As Newly Married NAF Pilot Dies In Kaduna Crash

Friends, family members and associates of a Nigerian Air Force pilot, Flt Lt Alfred Ayodeji Olufade, are inconsolable at the moment as the young officer, who recently got married, died when a Beachcraft 350 aircraft crashed at the Kaduna International Airport on Friday.

Olufade and the newly appointed Chief of Army Staff, Lt. Gen. Ibrahim Attahiru, as well as nine other military personnel were onboard the jet when it crashed around 6pm on Friday. The 11 souls died in the tragic incident.

Friends and associates of Olufade have since taken to the social media to express raw grief over the sad demise of the officer.

A tweep, @Sir_KB, wrote, “My heart is in pain. I lost my friend. Flight Lt. AA Olufade. He got hitched months back and often teased me to get out of the bachelorhood. Rest well Freddy.”

@OvieNews said, “Rest in Peace Alfred. Flight Lt. AA Olufade just married two months ago. Our Heroes.”

Also, @SodyBar stated, “Olufade is a close associate. He got married February this year. We’re all disheartened!”

“We’re all saddened by his death. Everyone affiliated with Kuje seminary will surely miss him. May the Almighty grant you eternal rest,” @EmekaWilfred wrote.

The PUNCH reports that at least 20 military officers have lost their lives in the last three months in three crashes involving Nigerian Air Force jets.

On Sunday, February 21, 2021, seven NAF officers died onboard a Beechcraft KingAir B350i aircraft when the jet crashed in Abuja.

Also, on Wednesday, March 31, 2021, NAF spokesman, Air Commodore Edward Gabkwet, said an Alpha-Jet aircraft involved in the anti-terror war against Boko Haram and Islamic State West Africa Province lost radar contact in Borno State.

Two officers were onboard the missing jet which was later declared crashed and the whereabouts of the two airmen unknown till date.

The former governor of Imo state and the Senator representing Imo West senatorial district, Rochas Okorocha, yesterday said that without him (Okorocha) and Senator Ifeanyi Araraume nobody can talk of the All Progressives Congress, APC, in Imo state.

Okorocha spoke in Owerri, through his Special Adviser on media, Sam Onwuemeodo, while reacting to the Imo state governor, Hope Uzodimma’s statement that Okorocha has refused to participate in the APC registration/revalidation exercise in the state.

Senator Okorocha said that he and Araraume were the ones making APC, thick in the state.

According to Okorocha, “The media had reported what the Imo State Governor, His Excellency, Chief Hope Uzodinma told the APC’s appeal Committee, on the Party’s Registration and Revalidation exercise. That, Senator Okorocha refused to be registered as an APC member in Imo during the exercise.
“This Claim could only be laughable to most Nigerians who still remember how APC came to Imo and indeed, to the South-East. Okorocha needed to revalidate his membership of APC and not to register as an APC member. Governor Uzodinma has always delighted in propaganda that does not fly again.

“The registration and revalidation exercise didn’t take place anywhere in Imo. It was done at the Nick Banquet Hall in Government House, Owerri. The governor’s appointees were generating fictitious names at the Local Government level and take them to the Government House, to be enrolled.

“We Challenge the governor to tell the public how the exercise was carried out in Imo. Whether it was by Polling unit by Polling unit, like Okorocha did when APC anchored. Or, Ward by Ward or by Local Government by Local Government. And let’s take off from there.

“If Okorocha had refused to be registered like our governor had claimed, what happened to Senator Ifeanyi Araraume and his Destiny Political family, who produced Six House of Assembly members, that joined others to give Governor Uzodinma the Majority in the House?”
“What happened to top Imo Politicians in APC and their supporters who could not go to the Government House to be part of the abracadabra, including Sir Jude Ejiogu, Lady Chidinma Uwajumogu, who was a senatorial aspirant and a mobilizer of note, High Chief Chidi Ibeh (MFR) and so on?

“The Appeal Panel should take note of what the governor had told them, but should please ignore that, in the overall interest of the Party. Nobody can talk about healthy APC in Imo without Okorocha’s Rescue Mission family and Araraume’s Destiny Organization. Any other claim is pool betting, nobody can vouch for,” Okorocha said.
