The story of Obigbo, now commonly called Oyigbo, and some surrounding Asa/Ndoki communities is one of the most sensitive examples of how boundary adjustment changed the identity and administration of some Igbo-speaking communities in Nigeria. After the creation of new states in 1976, the Federal Military Government set up the Justice Mamman Nasir Boundary Adjustment Commission to look into boundary disputes and recommend adjustments. The commission’s work was meant to reduce disputes, but in some areas it created new feelings of separation, especially where communities with the same ancestry, language, culture, and kinship were placed in different states. A study on the commission notes that state creation between 1967 and 1976 produced many inter-state and intra-state boundary disputes, which led to the setting up of the Justice Mamman Nasir Commission. One affected area was the old Imo/Rivers boundary around the Imo River. The boundary adjustment treated the Imo River as a natural boundary between Imo State and Rivers State. As a result, communities that were historically connected to Asa, Ukwa, and Ndoki found themselves divided. The Supreme Court later confirmed in A-G Imo State v. A-G Rivers State that the Imo River was made the natural boundary between the two states, thereby dividing one clan into two, with some people in Imo and others in Rivers. This is where the confusion around Asa comes in. Asa as a whole was not moved to Rivers State. Asa remained mainly within the Ukwa area, which later became part of Abia State after Abia was created from old Imo State in 1991. However, some Asa/Ndoki-related communities south of the Imo River, including Obigbo/Oyigbo and surrounding areas, were placed on the Rivers State side. The Supreme Court record specifically refers to “Ndoki area south of the Imo River and Abigbo or Obigbo together with the surrounding areas” as being separated from Ukwa under the old Imo arrangement. To many people from these communities, this was not just a map adjustment. It was a cultural and historical separation. Families, markets, farmlands, dialects, traditional institutions, and ancestral ties that had existed together were now split between different states. The people affected continued to remember their Igbo/Asa/Ndoki roots, even though they became administratively part of Rivers State. This is why the issue remains emotional today. For some, it is a matter of state boundary. For others, it is a question of identity, ancestry, and historical justice. The 1976 boundary adjustment did not erase the origin of the people; it only changed the government boundary around them.
