On Sunday, there seemed to be an imminent clash between the Presidency and the Senate over an alleged attempt by the Presidency to disrespect the senate president.
Pro-Saraki senators are accusing the Presidency of asking the Permanent Secretary of the Ministry of Finance, Mrs. Anastacia Nwaobia, to an invitation by the upper chamber.
Nwaobia had informed the Senate that she could not honour its invitation without an approval by her supervisors but Saraki loyalists said the Senate had the constitutional power to invite Nwaobia and that her refusal constituted an affront to the legitimacy of the senate president.
Saraki loyalists said:
“It will not augur well for our democracy if the Presidency will not allow civil servants to do their jobs. We should not carry the crisis in the APC to the Senate,” a pro-Saraki senator told one of our correspondents in Abuja on Sunday.
Both Saraki and the Speaker of the House of Representatives, Yakubu Dogara, had spurned the party’s directive on who to lead the National Assembly and had ridden on the back of an alleged alliance with the opposition Peoples Democratic Party members to clinch the leadership posts in both chambers.


The APC had preferred Ahmad Lawan, a Senator from Yobe State, as the president of the Senate.
The Lawan group in the Senate on Sunday said it supported Nwaobia because Saraki was said to lack both legitimacy and the moral right to invite the permanent secretary to brief the senate on the state of the economy.
It was learnt that senators loyal to the Senate President were angry that the Presidency could encourage the civil servants to disobey the Senate.
The Senate ad hoc committee on Finance, in a letter dated June 29, 2015, had invited Nwaobia and some officials of the finance ministry to appear before the committee on July 8.
But when the permanent secretary did not honour the invitation at 11am on July 8, the Clerk to the National Assembly, Alhaji Salisu Maikasuwa, wrote another letter to her the same day, restating the invitation.
The permanent secretary was said to have sent a text message to the Senate on July 7, explaining why she could not come.
The senate said:
“Your action is a deliberate violation of the provisions of Section 67(2) of the Constitution of the Federal Republic of Nigeria, 1999(as amended).
“You are, therefore, requested to appear before the Senate leadership as contained in your aforementioned letter on Wednesday July 8, 2015 at 2.00pm prompt.”
The third letter to the Permanent Secretary, written by the Chief of Staff to the Senate President, Issa Galaudu, also stressed the importance of the meeting. It read,
“Please note that your text message of yesterday, Tuesday, July 7, 2015, which I received by hours of 20:02 pm, suggesting that you would not make today’s meeting, is unacceptable.
“This is an affront to the President of the Senate and its leadership. The provision of Section 67(2) of the 1999 Constitution (as amended), is very clear and unambiguous in this regard. Hence, you do not need the permission of any official before you attend or appear before the Senate.
“Consequently, I have the instructions of the President of the Senate and leadership that you do appear before them on the date and time earlier communicated to you, Wednesday, July 8, 2015 by 11am prompt. It is my belief that you will comply unconditionally.”
A source in the ministry said that, based on civil service procedures, it would be wrong for the permanent secretary to honour the invitation without first getting the approval of the Head of Service of the Federation.
The source said since the permanent secretary reports directly to the HoS and not the Senate, it would amount to a breach of protocol for her to appear before the lawmakers without getting the consent of the HoS.
A pro Lawan group, in a statement by its spokesman, Senator Kabir Marafa, on Sunday, said that since Saraki had allegedly violated some sections of the Constitution to emerge as senate president, he could not accuse another person of committing the same offence.
The senator said,
“I read with open mouth amazement, the letter written by both the Chief of Staff to the Senate President and that of the Clerk to the National Assembly on the refusal or inability of a government functionary to honour the invitation of the “leadership” of the senate.
“They were saying the refusal violates section 67(2) of the Constitution of the Federal Republic of Nigeria. Can somebody please tell them that they are guilty of similar, if not higher offence?
“They, in fact, not only violated the Constitution to ascend to the Senate leadership, they murdered it.”
The Special Adviser, Media and Publicity to the Senate President, Mr. Yusuph Olaniyonu, declined to comment.

Helen Okeke has been arrested by the Lagos State Police Command for allegedly killing her neighbour, identified only as Rose, in the Ikota, Ajah area of the state.
It was learnt that Okeke slit Rose’s throat after the duo reportedly had an argument over who poured urine on the latter’s clothes that were spread on the entrance door to her room.
It was gathered that Rose, who was reportedly getting ready for her wedding, had returned from work in the afternoon, and noticed a foul smell on the clothes spread on her door.
It was learnt that the deceased went to the landlady, Alhaja Iyabo Hamzat, to report the matter. The landlady was said to have pacified her, offering to give her the money to buy some detergent to wash the clothes.
However,a short time after, other neighbours, heard Rose’s sudden cry for help in the corridor. The suspect was said to have been found holding the deceased by the neck, with a bloodstained kitchen knife in her hand.
Rose however died before she could be rushed to a nearby hospital.
The matter was said to have been reported to the Ajah Police Division, Ajiwe, and Okeke was arrested.
According to reports, Alhaja Hamzat said she had served a notice to Okeke, commonly known as Mama Chinedu, on several occasions to pack out of the house, adding that the suspect refused to leave.
She said,
“At about 5pm that day, Rose came to my apartment. She said she came to report Iya Chinedu.
“She said when she returned from her workplace, she found her curtain, towel and other clothes drenched with urine. She said she suspected that it was Iya Chinedu who poured the substance on her clothes.
“I begged Rose and told her that I would give her money to buy detergent to wash the clothes. She had hardly returned to her room when we heard screams of ‘help help!’ We all rushed there and we saw Rose in a pool of blood with Iya Chinedu holding a bloodstained knife.
“With shock, we rushed Rose to a hospital, but she died on the way.
“Iya Chinedu moved into my house just last year. She moved in with her son. The son later left, saying she was fed up with her mother. I had served her quit notices on several occasions, but she refused to move out.
“I went to the police at Ikota to report her, but the policemen there said they would not meddle in landlord-tenants’ affairs.”
Another resident, who spoke on condition of anonymity, said that Okeke had been moody before that day.
Another resident in the area, identified only as Blessing, said after Okeke had stabbed her neighbour, some angry youths beat her up.
She said,
“Mama Chinedu did not show any remorse at all. Some boys became angry and beat her up.
“Everyone was shocked, and wanted to find out what offence was committed that made Okeke to stab the young lady.”
The Police Public Relations Officer, DSP Kenneth Nwosu, confirmed the incident.
He added that the matter would be transferred to the State Department of Criminal Investigation, Yaba, for further investigation.
He said,
“The police visited the scene and removed the corpse to a public morgue in Yaba.
“The suspect has also been arrested. She will be transferred to the SDCI after the police have concluded their preliminary investigations.”

In the huge rush to beat the Bank Verification Number enrollment deadline which is June 30th, 2015 however, customers of an old generation bank engaged in a brawl with members of staff of the bank in the banking hall in Enugu State.
Customers were gripped by fear over the reports that their bank accounts will be frozen if they don’t enroll before the deadline.
The insistence on the BVN by bank cashiers before attending to customers also increased such fear.
The development led to an unusually large turnout of customers at banking halls in the Coal City and this has been happening since the beginning of the week.
However, the matter took a different turn at an old generation bank, located in the Independence Layout area of Enugu on Thursday.
Trouble started when security personnel and operations staff of the financial institution asked some customers to go outside the banking hall to wait their turn.
About 100 customers, who had been at the bank since 6am, had trooped into the banking hall when the doors were opened by 8am.
In a bid to maintain order, the bank officials asked the first 10 among the customers to fill the BVN forms and join about 30 others who did not complete the registration the previous day.
The other customers were told to leave the banking hall, and wait outside.
But the directive did not go down well with the customers, who protested, causing commotion in the banking hall.
The situation degenerated into a full blown fight when some customers violently resisted an attempt by the bank officials to lead them out of the banking hall.

A female student of Delta State University, Abraka, Evelyn Mogekwe, aged 26, allegedly jilted by her partner of seven years, committed suicide.

Sources said she was in a very good and cheerful mood in her hostel but her mood changed dramatically after man called her over the phone to end their long term relationship.

She was said to have bought some drugs, claiming she was having a headache and went into her room, leaving a message for her room mate that they might not see her again

It was learned that a few minutes later, her room mate who sensed danger, raced into the room and found her lying lifeless on the ground.
The room mate then raised alarm which attracted other students to the room, but before help could be rendered, she had given up the ghost.
