Career / Understanding The Synergy Between Ministry Of Humanitarian Affairs And NEMA by Ngrtrend: 2:55pm On May 05, 2020

Trawling through Twitter, this writer came across a tweet – HM @sadiya_farouq on an official visit to @nemanigeria. The DG updated the Hon. Minister @sadiya_farouq and the perm sec Jalal Arabi on the activities, interventions and responses of @nemanigeria with respect to the #COVID 19 pandemic.

A comment caught my eye – “What is this woman @sadiya_farouq doing again with NEMA?”

My first instinct was to consider the question, what is the Minister of Humanitarian Affairs, Disaster Management and Social Development doing with NEMA? But the moment I considered the question, the answer popped up almost immediately. The ministry’s mandate under – Disaster Management is completely aligned with the mandate of NEMA.

NEMA, short for National Emergency Management Agency, was established via Act 12 as amended by Act 50 of 1999, to manage disasters in Nigeria with a clearly defined objective – tackle disaster related issues through the establishment of concrete structures.

Its mission, as spelt out on its website, is to “coordinate resource towards efficient and effective disaster prevention, preparation, mitigation and response in Nigeria” while its vision is “to build a culture of preparedness, prevention, response and community resilience to disaster in Nigeria.”

The Ministry on the other hand established in 2019 with a mandate to develop humanitarian policies and provide effective coordination of national and international humanitarian interventions, ensure strategic disaster mitigation, preparedness and response, while managing the formulation and implementation of equity focused social inclusion and protection programmes in Nigeria.

A close reading will show that there are several points at which the raison d’ etre of NEMA intersects with that of the Ministry of Humanitarian Affairs, Disaster Management and Social Development. But before we consider those points of intersection and alignment, let us take a quick trip to America.

Even the most cursory look at NEMA vis a vis its name, mission and vision will leave no one in doubt that the spirit and the letter came from America’s Federal Emergency Management Agency (FEMA). In America, FEMA is responsible for coordinating the federal government’s response to natural and man-made disasters. Its mission statement is simple and speaks to proactiveness – “helping people before, during and after disasters.”

FEMA was established in 1979 by President Jimmy Carter via Executive Order 12127. The executive order merged many of the disparate disaster-related responsibilities into the Federal Emergency Management Agency (FEMA). Upon its establishment, FEMA absorbed the following: The Federal Insurance Administration, The National Fire Prevention and Control Administration, The National Weather Service Community Preparedness Program, The Federal Preparedness Agency of the General Services Administration as well as the Federal Disaster Assistance Administration activities from Housing and Urban Development while Civil defence responsibilities were also transferred to the new agency from the Défense Department’s Défense Civil Preparedness Agency.

FEMA enjoyed autonomy for all of 24 years before it was subsumed under the newly created Department of Homeland Security in 2003, two years after the 9/11 bombing of 2001, America’s biggest man-made disaster. The Department was set up ostensibly to “better coordinate among the different federal agencies that deal with law enforcement, disaster preparedness and recovery, border protection and civil defence.”

In subsuming FEMA under the Department of Homeland Security and providing it with cabinet level oversight, the President George W. Bush administration noted that though effective, FEMA had over its 24 year existence carried out its mandate in concert with other disparate federal and state agencies and they all had failed to present a single, unifying and wide ranging strategy to meet the nation’s disaster preparedness and management.

Seventeen years later, FEMA is a larger and much strengthened agency reporting to the Secretary of the Department of Homeland Security.

Twenty years after NEMA was created in Nigeria, President Muhammadu Buhari created the Ministry of Humanitarian Affairs, Disaster Management and Social Development. The overarching intention was to create a ministry that would facilitate and oversee the preparedness and management of the nation’s humanitarian programmes, disaster management activities as well as social investment programmes.

Such a ministry has become imperative in a country where the North East has been devastated by over a decade of insurgency which has taken unprecedented human and infrastructural toll on the nation; personal and forced migrations have become topical issues that dot our newspaper headlines; the term IDP has become part of our daily lingo due to internal displacements precipitated by sundry crises; incidents of flooding have been on the increase no thanks to climate change and environmental degradation while the death toll continues to rise from incidents of fire disasters, pipeline explosions as well as other man-made disasters that continue to exert pressure on the government and populace.

These exigencies made it imperative for a ministry that would provide oversight as well as a single, unifying and comprehensive strategy to meet the humanitarian, disaster management and social development needs of a country like Nigeria.

A few months after its creation, the ministry was put through its paces when it facilitated the return of over 130 Nigerians who were stuck in Cameroun. Many who knew the Minister’s antecedents did not find that particularly newsworthy because they saw her doing what she had always done because prior to her appointment as Minister, Sadiya Umar Farouq had acquitted herself creditably as the Honourable Federal Commissioner of the National Commission for Refugee, Migrants and Internally Displaced Persons (NCFRMI).

Because it was her quick interventions and leadership from the front in the wake of two devastating incidents that finally put her in the bull’s eye of the press and public.

Boko Haram’s attack on Auno in crisis plagued Borno state left one score and ten people dead while a pipeline explosion in the Abule Edo area of Lagos led to over 20 fatalities. Sadiya Umar Farouq was quick to carry out on-the-spot assessments which were followed by the provision of relief materials and medical supplies.

Under her sway, the North East Development Commission (NEDC) has become more engaged and only recently announced the construction of a 14-bed and 21-bed facility, each close to a large IDP Camp in Maiduguri using pre-fabrication technology to serve as COVID-19 Isolation Centres in the North-East.

With the COVID-19 pandemic, Honourable Minister Sadiya Umar Farouq and the ministry she superintends have suddenly been thrust into the forefront of the battle against Covid-19. Today, the major bodies in the vanguard of attack are clearly the Presidential Task Force (PTF), the Nigerian Centre for Disease Control (NCDC) and the Ministry of Humanitarian Affairs, Disaster Management and Social Development.

The Ministry, to give impetus to its interventions, inaugurated a Technical Working Group (TWG) on March 27th, 2020 to complement the efforts of the PTF in providing humanitarian and social interventions as Covid-19 rages. The TWG is comprised of all the Agencies and programs under the supervision of the Ministry; which have been pooled to operationalize the Ministry-led response to the COVID-19 pandemic.

The ministry is providing, in a single, unified and comprehensive manner, humanitarian assistance to the poor and vulnerable, awareness and sensitization to persons of concern as well as relief and palliatives as social impact interventions during this crisis.

These interventions are more comprehensive and wide ranging and clearly beyond the remit of a disaster management agency like NEMA. So, like Bush did with FEMA, Buhari has done with NEMA, bringing the agency under the away of a broader and more strategic ministry for the good of the larger majority.

Now, we know what that woman @sadiya_farouq is doing with NEMA.

Politics / Gbajabiamila Denies Receiving $10m To Pass Infectious Diseases Bill by Ngrtrend: 2:37pm On May 05, 2020

Speaker of the House of Representatives, Femi Gbajabiamila, has denied receiving $10 million to pass the proposed Control of Infectious Diseases Bill, CodedHits

The bill since its introduction by Mr Gbajabiamila has generated controversy among the public.

During Tuesday’s plenary, the speaker said the allegations were weighty, and the House would take legal action.

“Suffice it to say that none of these allegations is true. Unfortunately, we now live in a time when conspiracy theories have gained such currency that genuine endeavours in the public interest can quickly become mischaracterised and misconstrued to raise the spectre of sinister intent and ominous possibility,” Gbajabiamila said.

He added that the proposed bill would be put to public hearing.

He said, “The Control of Infectious Diseases Bill will be put forward to a public hearing where stakeholder contributions will be sought to make improvements to the bill before it is reviewed and debated by the Committee of the whole.

“It is from the accumulation of these myriad views, suggestions and good faith critiques from within and outside the House that we will arrive at final legislation that meets the present and future needs of our country, and which we all can support in good conscience.”

Gbajabiamila, however, disagreed with those who condemned the timing of the bill, insisting that it was appropriate to enact such a bill at this time.

“In the recent uproar, certain fundamental truths have been lost and are worth remembering,” he said.

“Our current framework for the prevention and management of infectious diseases is obsolete and no longer fit for purpose.

“The current law severely constrains the ability of the Federal Government of Nigeria and the Nigeria Centre for Disease Control (NCDC) to take proactive action to prevent the entry into Nigeria of infectious diseases and the management of public health emergencies when they occur.”

Health / FCMB Issues Official Statement On Collapse Of Customer At Onipan Branch; Debunks by Ngrtrend: 12:31pm On May 05, 2020
Leading Nigerian financial institution, First City Monument bank (FCMB) has issued an official statement to address the video making rounds about a customer who collapsed at its Onipan branch in Lagos State, CodedHits

According to the Bank:

“Our attention has been drawn to a video making the rounds which shows a customer collapsing at our branch located at 178, Ikorodu Road, Onipan, Lagos State. We wish to clarify that:

•At around 11am on Monday, May 04, 2020 a middle-aged man visited the branch to carry out a transaction on the ATM. In line with our COVID-19 health and safety measures, his temperature was taken and found to be normal, and a hand sanitizer was available for use beside the machine

•While standing in line, however, the customer began to show signs of fatigue and collapsed. The fully masked and gloved branch support personnel came to his assistance, moving him to the branch security post.

•Upon enquiry, the customer indicated he had not had anything to eat and had been waiting in line for a short while. After resting and eating some snacks, he regained his strength and left the branch on his own.

•At no point did the customer exhibit any symptoms of respiratory distress, difficulty in breathing or high temperature as has been incorrectly reported on social media

We understand the panic a 13-second video such as currently making the rounds can cause without the proper context at such a time as this. The current outbreak of COVID-19 has led to an unprecedented health situation and anxiety all around the world, including in Nigeria, where community transmission continues to rise. Ideally, this current anxiety should not be amplified by unverified, dramatic and purely hypothetical social media stories. We need to channel our energies towards curtailing the spread of the pandemic and ultimately, eradicating it entirely.

FCMB is at the forefront of the drive to achieve these two objectives. We have deployed robust health and safety measures at all our open branches including making use of face masks by customers and staff mandatory; checking of temperature before admittance into our premises; provision of hand sanitizers which must be used before entry into the banking halls and ATM areas; hourly disinfecting of teller counters and customer service tables; and ensuring social distance is maintained at all times.

We assure the public that we will remain unwavering in our commitment to doing all we can to safeguard our customers, employees and communities.”

Education / South Korean Schools To Reopen Next Week As Virus Infections Fall by Ngrtrend: 11:55am On May 05, 2020

South Korea on Monday announced plans to reopen schools starting next week, more than two months after schools were closed in a precautionary measure against the new coronavirus that has infected more than 10,000 here, CodedHits

Starting on May 20, which is two weeks after key holidays in May, we will push to (reopen schools) in a phased and sequential process,” Education Minister Yoo Eun-hae said at a press briefing.

Under the plan, high school seniors will return to school on May 13, while other grades will return to school gradually in the following weeks.

Students in grade 2 of high school, grade 3 of middle school and grades 1 and 2 in elementary schools will return on May 20, while those in grade 1 of high school, grade 2 of middle school and grades 3 and 4 in elementary schools will go back on May 27.

Students in grade 1 of middle school and grades 5 and 6 in elementary school will return on June 1.

South Korea runs a 6-3-3 school system, which consists of six years of elementary school and three years each of middle school and high school.

Yoo said the government considered several factors, such as having enough time to assess the impact of the long holiday in late April and early May as well as the academic needs of high school seniors.

Key public holidays — such as Buddha’s Birthday, Labor Day and Children’s Day — all fell in late April or early May this year, raising the alert on possible transmissions as people travel across the country.

Yoo added that the youngest students will be returning to school at an early date, given that many students are already taking part in emergency child care sessions and that face-to-face teaching is more effective for their age.

The education minister, however, warned that the school reopening should not be considered as “the end of the coronavirus,” urging teachers, parents, and students to closely follow quarantine guidelines.

The government plans to advise schools to disinfect classrooms and school facilities, diversify class schedules to minimise infection risks in crowded classrooms, change seating arrangements and mandate face masks except for meal times.

Around 99 per cent of schools across the country have completed quarantine preparations and secured 14 million hygiene masks in addition to 18 million cotton masks, according to the education ministry.

The government will also run regular fever checks, ban families of patients and those who have traveled abroad from coming to school and shift to remote learning if an infection occurs.

“Schools cannot go back to the times before the COVID-19 outbreak … this may become an inconvenient everyday life for all of us.

“However, we can wisely lead a new everyday life if we all cooperate, as we had all striven to push ahead with remote learning, which was also once considered unfamiliar,” Yoo said.

Health authorities echoed the view, emphasising continued vigilance against the contagious virus.

“We believe that the possibility of group transmissions at schools after their reopening is not high but is still there,” Jeong Eun-kyeong, director-general of the Korea Centers for Disease Control and Prevention, said, adding that health authorities and the education ministry are running mock tests against contingency scenarios.

Students have been taking online classes since April.

The new school year usually starts in March here, but the government postponed it by five weeks or more as part of efforts to fight the virus pandemic.

It marked the first time in the country’s 70-year history of education that students began the new school year through online classes.

The school reopening comes as concerns over new infections are weakening.

Daily infections, which peaked at 909 on Feb. 29, have fallen to single-digit figures in the past few days.

As of Monday, South Korea has reported 10,801 cases. It reported its first case on Jan. 20.

In an indication of what appears to be weakening risks, Seoul is set to ease its intensive social distancing campaign starting Wednesday.

Religion / How I Get Money Despite Not Asking For Offerings – TB Joshua by Ngrtrend: 11:43am On May 04, 2020

Founder of the Synagogue Church of All Nations, Prophet T.B. Joshua, has explained how he gets money to do what he does as a preacher despite not making calls for offering on his broadcast channel, Emmanuel TV.

The popular televangelist said in a question-and-answer series posted on Instagram on Sunday night that ‘people of conscience’ give to the church without being asked to do so.

“That we are not asking for offerings does not mean people are not giving. People that God prompts their conscience to give are giving,” he wrote.

“They may not be many but people of conscience – I mean, the right people are giving genuinely, for the salvation of their soul—and their giving is blessed of God. They know it is more blessed to give than to receive (Acts 20:35).

“Wrong people have to be reminded many times before they can give because it is not from their heart.”

QUESTION: “#TBJoshua, how do you get money to do what you are doing when you don’t ask for offerings on #EmmanuelTV?” ANSWER: “That we are not asking for offerings does not mean people are not giving. People that God prompts their conscience to give are giving. They may not be many but people of conscience – I mean, the right people are giving genuinely, for the salvation of their soul—and their giving is blessed of God. They know it is more blessed to give than to receive (Acts 20:35). Wrong people have to be reminded many times before they can give because it is not from their heart. What do I mean by wrong people? Corrupt people, dubious people, people who steal or do rituals – those who got their things from the wrong source. They fail to realise that tithes and offerings are a thing of the Spirit, just as prayer is a thing of the Spirit. Faithless people must be reminded to pray before they can pray. But faith people are prompted by their spirit – because prayer is a thing of the Spirit. Giving is like serving. Both should be done with joy – without being reminded because you don’t need to be reminded to do that which gives you joy.
That is why we should offer this prayer: Lord, help me by the power of Your Spirit to give, to receive, to ask - so that I will not ask wrongly. How do we ask wrongly? By asking corrupt people, dubious people, ritualists – just because they are rich. When you ask them, they will give – but to be seen, to be heard and to be praised here. Remember, the force behind the money given determines the kind of money it is. When we inherit stolen wealth, we would live under a stolen future – thereby mortgaging our future. Remember, what comes from God goes to Him. As a minister of God, I should know what it means to receive from you. If I receive something from you, the source and the manner you give will determine whether it’s a blessing or a curse that I receive from you. That is why I’m very careful in receiving from you. It is the force behind what you give that determines what you give. Therefore, we should allow the congregation to bless the church with their possessions. Let them give as God prompts their conscience!” #SCOAN

Joshua described ‘wrong people’ as “corrupt people, dubious people, people who steal or do rituals – those who got their things from the wrong source.”

He continued, “They fail to realise that tithes and offerings are a thing of the Spirit, just as prayer is a thing of the Spirit. Faithless people must be reminded to pray before they can pray. But faith people are prompted by their spirit – because prayer is a thing of the Spirit. Giving is like serving. Both should be done with joy – without being reminded because you don’t need to be reminded to do that which gives you joy.”

The cleric recently took to an undisclosed mountain to pray for the world against the coronavirus pandemic.

Politics / Dino Melaye Sues Gbajabiamila, House Of Reps Over Infectious Diseases Bill by Ngrtrend: 11:34am On May 04, 2020

Senator Dino Melaye says he has filed legal action against the House of Representatives and its speaker, Femi Gbajabiamila, on the Control of Infectious Diseases Bill, CodedHits

The former Kogi legislator made the court documents public on Monday on social media. He said he filed the case at the Federal High Court in Abuja.

The bill which has 82 sections and initiated by Mr Gbajabiamila scaled second reading on April 28 before it was stood down.

It seeks to repeal the Quarantine Act and strengthen the Nigeria Centre for Disease Control (NCDC) and make it more proactive and “not just reactive and function when there is an outbreak.”

The bill also seeks to empower the president, the minister of health as well as the director-general of NCDC, and the institutions they head, to make regulations on quarantining, vaccination and prevention of infectious diseases in Nigeria.

Just as possession of the yellow fever card is mandatory to move from one country to another, the bill seeks to make similar provisions for international travellers leaving or arriving in Nigeria.

By this, travellers are expected to “have undergone vaccination or other prophylaxis against all or any of the diseases as may be prescribed.”

This means they are to produce valid international certificates of vaccination or other prophylaxis to authorities before travelling.

Among others, sections 55 and 56 of the bill say the NCDC DG and the police may at “any time without warrant” enter, inspect and search any premises or conveyance where a suspected outbreak has taken place.

Gbajabiamila, while presenting the bill, said the Quarantine Act provides a penalty of N500 for defaulters, but the new bill proposes a penalty of between N200,000 and N5 million as well as jail terms.

Health / Corona Virus Lock Down Series: What Are My Neighbors Doing? by Ngrtrend: 4:04pm On May 02, 2020

Hmm, I am struggling with this story. I have read all the stories that have come out of this lock down and I see we are having a big problem on our hands. Not only the fear of the virus but also the breakdown of morals and values. I fear that if this continues, human beings will do anything to please themselves.

We live in a block of four flats. My neighbors and us hardly see each other even though we have lived in that building for years. I do my business online so I am mostly at home. I notice things happening in my building from my room’s window.

I started noticing that some of my neighbors no longer going to work from Monday. A few cars were parked in the building so I assumed almost everyone in the building was on the lock down.

My apartment is on the top floor. On Tuesday morning, around 10am. I looked from my room’s window. I noticed that one of our neighbor’s daughter who is a Copper but returned home because of the closure of camp was going to a flat was occupied by a young couple.

I didn’t think much of the girl’s action,I mean…why should I bother if anyone visits anyone in the building. I mind my own business. It was the next morning,I noticed that the man’s wife drove out around 7am. I was like, where is she going. Apparently going to work.

Around 9.30am, I was in bed…my windows opened…thanks to no light from NEPA. I noticed again…the neighbor’s daughter again went to again to the young couples’ flat. I became curious. I watched for an hour, she was still there. My head immediately told me something was going on.

I stayed by my window even when they brought the light. My husband who is at home now cos of the stay at home order from his office, asked me to close the window,I pretended not to hear him. Around 12 noon, the light went off again. This gave me reason to open my window even wider. The neighbor’s window too was opened.

I took out my trash bucket and went downstairs. I deliberately wanted to go empty the trash so I could find a way to spy on my neighbor. I got close to the window but did not see anything. This was Wednesday. This girl stayed in that apartment till 3pm before she left.

Thursday morning again…at exactly 9am…this girl was at the neighbor’s flat again. This time,I came downstairs and walked around the neighbor’s flat. All windows were locked but the window blind of one of the windows was slightly shifted. Call me a nosy woman but this girl’s mother is one of those deeper people. Always displaying holier than thou attitude. Infact, that is what made me get so curious.

As I suspected, from that small opening from the window blind,I saw this girl and the married neighbor in each other’s arms. They looked very comfortable with themselves. I couldn’t see if they were doing anything but what I saw is that the girl was lying in his arms. I seen enough. I left.

I told my husband what I saw. He looked at me like a very strange woman. He felt a little upset that I went that length to spy on our neighbor. He told me to mind my business. Just before 4pm,I saw from my window that this girl went back to her apartment.

Same thing happened on Friday morning. I am minding my business as my husband said but I am struggling with what I have seen. That young couple maybe destroyed by this girl if something does not change. I will continue to watch them from next Monday too.

For one week, this girl goes to our neighbor’s flat around 9 or 9.30. And leaves by 3 or 4. Yesterday, saturday…she did not go there…so where she tell her mother she is going to? Politics / Must Read: Why Nigerians Must Be Cautious Even As Buhari Reopens Abuja, Lagos by Ngrtrend: 12:53pm On May 02, 2020

The Federal Government of Nigeria, FGN, ordered reopening of offices and businesses in Abuja on Monday 4th May 2020.

By implication, on Monday, May 4, 2020, will terminate the lockdown regime slammed on Abuja because of the Covid-19 pandemic.

No effort is required to discern that quintessential scientific variables were not perused. And globally certified procedures followed before arriving at the decision. Thus, the decision was masterminded by political and economic reasons that don’t have a base in empirical evidence of surge or spread of the disease, nationally.

Let us juxtapose this decision with some commonsensical procedures:

(a) Has the FGN and owners of private property housing businesses disinfected offices and premises?

(b) Is there a special re-arrangement of the physical working environment to confirm with the golden rule of social distancing?

(c) Have workers in the public and private sectors been tested and statuses are known?

(d) Have public spaces like gardens, walkways, and bus terminuses been disinfected?

(e) Have public spaces been equipped with sanitizers and other disinfectants for users?

(f) Have public spaces been re-arrange to comply with the social distancing directive of WHO and NCDC?

(g) Has the Reality of most Abuja workers live in parts of Kaduna, Niger, Kogi, and Nassara–states that Covid-19 is surging critically assessed?

(h) Was the realism that states that most Abuja workers are living-in are in total or partial lockdown considered?

(i) Were surges in close climes taken to cognizance before the decision?

There is no stressing the fact that afore-posited matters(a-i) are essential pre-conditions for reopening. The FGN, PFT, and NCDC and other chief players in the combat against the pandemic can’t agree less.

Truth be told, FGN’s decision to reopen Abuja on Monday 4th May 2020 was not a product of rigorous assessment of the situation. And concrete steps are taken to avoid endangering workers and people living in Abuja and neighboring states.

We are not apostles of doom and negativity but this decision will surely boomerang. We saw how similar speed in reopening in Germany and other advanced countries converted gains gotten from their initial lockdowns to gargantuan nightmares.

We counsel that decisions bordering management of COVID-19 be surrendered to scientists, not politicians and businessmen. The later creams have proven to be incapable of making decisions that make sense scientifically and empirically. Their core interests are political aggrandizement, exploitation, and primitive accumulation.

Finally, we advise Nigerians to listen to scientists, public health experts, and their doctors not politicians and businessmen who are completely glueless and inherently selfish. There is a regrettable tragedy in listening to politicians and businessmen, now than ever.

Politics / Federal Government Completed Only 32% Of Constituency Projects In 2018 by Ngrtrend: 11:10pm On Dec 18, 2019
TRACKA 2018 FEDERAL CONSTITUENCY PROJECTS TRACKING REPORT PRESENTED BY BUDGIT ON DECEMBER 18, 2019, AT CIVIC HIVE, YABA, LAGOS

The national government has finished a sum of 475 zonal mediation ventures for the year 2018, with 144 others continuous; 536 not yet began; and 42 others surrendered, another report by Tracka has uncovered, DailyLeakers.Com report.

Tracka, an undertaking checking stage by BudgIT to improve the observing of usage paces of every single capital task sketched out in states' and national spending plans, uncovered this today December 18, 2019, at the 2018 Federal Constituency Projects Tracking Report introduction held at Yaba, Lagos.

Tracka's definitive objective is to open up open accounts to the more extensive Nigerian people, making them vanguards for administration conveyance and straightforwardness. It likewise plans to extend residents' comprehension of the financial limit, specifically on the logical issues influencing them, to raise interest for resident data about government spending plans and spending usage.

Review that Zonal Intervention Projects (prominently known as Constituency Projects) are open ventures designated by bureaucratic administrators to expand the profits of equitable government to their different supporters in the mission to release improvement at the grassroots degree of the nation. Nonetheless, discoveries uncover that the same number of as more than 8,000 of these ventures are dissipated the nation over, though, as indicated by ongoing reports, the legislature has in the previous 10 years spent at least N1 trillion on the tasks.

While reserves have not been discharged for 2019 body electorate ventures (at the hour of setting up this report), we make intense to proclaim that the aftereffect of executed undertakings doesn't coordinate the humongous total of assets discharged by the government.

Synopsis of Constituency Projects Tracked (June 2018 – Nov 2019)

For the 2018 Zonal Intervention Projects, an all out number of 1,469 tasks were followed from June 2018 to November 2019. Synopsis: 475 finished activities; 144 progressing; 536 not yet began; 42 surrendered, 224 ventures with undefined areas; and 48 unmanaged.

In this report, we articulate the most basic difficulties of Constituency Projects in 2018 without neglecting to feature some practical answers for those difficulties. Here today, how about we feature a portion of these focuses.

Basic CHALLENGES OF THE 2018 CONSTITUENCY PROJECTS
Supply Of Empowerment Items

Strengthening arrangements are momentary arrangements that meet prompt individual needs however with no long haul sway on the network. This typically incorporates creating sets, pounding machines, sewing machines, tricycles and bikes. The test with strengthening arrangements is various. The primary one being the powerlessness to follow them (as far as full usage and exact conveyance) has consistently been the issue Tracking Officers needs to understanding in the course of recent long stretches of our work.

Our discoveries uncover that administrators are the greatest recipients of strengthening arrangements. For the 2018 Zonal Intervention Projects, over N61 billion was distributed to strengthening by individuals from the National Assembly. Of this, N54 billion was planned for the arrangements of strengthening in 2017 as against the N41 billion of every 2016. Following strengthening has been a troublesome errand for common society and inhabitants, as the couple of recipients are for the most part party supporters.

Agreement Inflation

Swelled expenses and valuing of government ventures are one of the main sources of underdevelopment in Nigeria. The uncommon expense of development in the nation contrasted with its companions overall is astounding, subsequently making temporary workers the greatest recipients of formative undertakings, instead of the individuals. A commonplace case of agreement swelling was accounted for in Ondo State where a colossal aggregate of N24m was assigned in the 2018 spending plan for the development of a square of three study halls at Bolorunduro in Akure North, Akure North/South Federal voting demographic. Upon culmination, simple study halls were built with no furniture arrangement.

Undefined Project Locations

For successful venture following, it is basic that point by point venture areas of 90 undertakings adding up to N1.4 Billion in the 2018 Zonal Intervention Projects were remembered for the financial limit. In a great deal of occurrences, the area was a missing point of interest; where networks, common society and reviewing bodies are uninformed of venture areas, in this manner denied of the chance to screen and guarantee appropriate usage.

Supply of Equipment/Materials to Uncompleted Structures

With little consideration regarding body electorate venture execution and checking, contractual workers effectively lie to government authorities about undertaking status so as to get to their installment. We have seen occurrences where a crisp agreement is in this way granted for the inventory of gear to uncompleted activities which, as our checking would later uncover, still turned out dreadful in spite of twofold designations. A normal case of this was the situation of N105 million and N15 million (separately in 2017 and 2018 spending plans) for preparing an uncompleted 2016 task – Dialysis Center at the General Hospital, Auchi, Etsako West LGA, Edo State. The gear was provided in mystery and kept at the Otaru of Auchi Palace, as the venture was at this point finished.

Utilization of Substandard Products

Government ventures are affectionately executed with inadequate materials which subsequently cause formative misfortunes and loss of lives beside pulling in more fix and remediation costs for the legislature. This training comes from temporary workers expecting to amplify benefit by cutting the expense of usage or political impact being applied by the representative(s) of the specific territory exclusively for individual monetary benefit. At an enormous expense to citizens, these unacceptable materials are secured at absurd costs, without any approvals from the legislature when outcomes and objections emerge. A case of this was accounted for in Sokoto state where N37.4 million was apportioned for the tarring of a street stretch from Achida Tasha Junction to Kwasare Primary School in Wurno LGA, Sokoto. This street was inadequately built with unsatisfactory material which didn't stand the trial of time after an overwhelming storm.

Non-execution of Projects

From research and undertaking following crosswise over states, we can definitively say that numerous activities are closed down with temporary workers being paid, however practically zero follow-up evaluation nor detailing is being finished by government specialists. An end product impact is that residents are regularly limited from posing inquiries, because of the nonattendance of data on venture stipulations and status. During our following activity, we found a N15 million in the 2018 spending that was dispensed for the development of a Pavillion at Umuona Nnobi Idemili South LGA, Anambra. Curiously, just the undertaking sign was raised at the proposed site. Our following official couldn't affirm the structure during the field visit, as the site has been congested by weeds.

Residents' Unawareness of Budgetary Provisions

Mystery in the arrangement, order and execution of spending plans keep residents in obscurity with respect to what their administration owes them. One of the difficulties to advancement is the absence of access to data about network ventures. Open activities, for example, the development of country streets, schools, facilities and strict houses, are regularly stated in specialized language, making it hard for residents to appreciate the budgetary data.

Proposals

In following 1,469 ventures so far crosswise over 23 states from July 2018 to November 2019, we feature a couple of patterns (we learned on the field) that have more extensive outcomes and exercises that require the accompanying promotion:

Ondo and Anambra – Strategic designation of assets is essential

As Nigeria works its biggest spending deficiency in any event three decades, the allotment of assets to open undertakings ought to remain financially savvy, with manageability an abrogating factor. In Ondo State, N24 million was planned for the development of a square of three study halls at Bolorunduro in Akure North, Akure/South government body electorate. With such a tremendous sum, there were no arrangements for furniture in the study halls upon venture fruition.

Toward the South East, Anambra state absolutely, N20 million was designated for edge fencing and material of school refectory in Community Secondary School, Umunachi, Dunukofia LGA, Anambra Central Senatorial District, which makes one wonder: what amount would it cost to construct a square of 3 study halls and edge fence?

Edo and Katsina – The plan of strengthening programs calls for more profound idea

It is basic practice for significant measures of cash to be assigned for preparing and workshop in angling generation and feed making for ladies and youth in Edo North Senatorial District at an aggregate expense of N90 million, with the scene for the preparation untraceable in the entire Edo North six LGAs. Obviously, undertakings of this sort have no immediate effect on the ladies and Youth in Edo North Senatorial District, as the recipients couldn't be found and by their very nature, are likewise exceptionally inclined to misrepresentation since dispensing is at the circumspection of authorities.

The financial backing is loaded with preparing and strengthening for youth and ladies just as the dissemination of strengthening materials in the 2018 Zonal Intervention Projects. In any case, just political supporters profited by such tasks. For instance, N40 million was planned for circulation as an award to showcase ladies and adolescents in the 11 LGAs of Katsina Central Senatorial District, yet just the representative's political supporters and additionally their spouses profited by the

money. The fact that federal lawmakers use these projects, as a means to ‘reward their supporters and political allies’ is a wake-up call for the civil society and the general public to pay more attention on how public funds are expended.

Kano – Inadequate execution just as bad as non-execution

In Kano state, a health project was nominated and recaptured twice without completion for N72 million in 2016, N130 million in 2017 and N120 million in 2018 respectively. This is the construction of a Cottage Hospital (plus the supply of modern medical equipment) at Dadin Kowa, Doguwa LGA, Kano state. Despite N322 million allocation, the health facility remains abandoned. When tracking officers engaged the residents to inquire about the project, political thugs (reportedly working for the lawmaker who nominated the project) attacked the team and the community champion. In fact, cars and houses were vandalized.

Imo and Akwa Ibom – Misplaced priorities continue to decimate impact reach

In Imo state, members of Umuosi/Umuokwu Lagwain Aboh Mbaise Local Government Area expressed displeasure over the N8 million motorised borehole allocated in the 2018 budget for their community. According to them, it is the least form of development needed in Umuosi/Umuokwu since they already have their own borehole systems. However, the project was first captured in the 2017 budget year–but not executed. It was then again included in the 2018 constituency projects. Yet, it has not been implemented.

In Akwa Ibom, N50 million was budgeted for empowerment and skill acquisition program for youths and women in Ikono/Ini LGA. During our community engagement, we discovered that the people were not aware of any empowerment program or any project in their locality.

Enugu – Sabotage of capital projects must be checked, and punished

In Enugu North Senatorial District, empowerment items worth N117 million meant for the constituents were stashed in the residence of the lawmaker representing the constituency in the Senate. When officials of the intervention of Independent Corrupt Practices Commission (ICPC) conducted a raid on his home, 281 motorcycles, 51 tricycle and plenty grinding machines were found almost rotten in his compound. It was then he would share the items to the beneficiaries courtesy of ICPC order.

In Birnin kebbi LGA, items of a project listed as “provision of N80 million purchase/supply of fertilizer” were kept under lock and key for a long time without distribution to beneficiary farmers until after the passage of the planting season when they were needed most. We submit that if the government is keen about economic diversification, it must support local farmers across the country with inputs and materials to boost production. It must also plug all loopholes through which corrupt officials sabotage the benefits that should accrue to the people.

Tax Funded Government Projects Labelled as Donations

Location:  Katsina States

Every citizen has the right to be informed on how their tax contributions are being utilized. However, while tracking 2018 FG constituency projects, we observed that representatives at the National Assembly labelled public projects as donations. For example, we observed that the supply of 150 motorcycles in Masuwa/Matazu Federal constituency, Katsina State, which was budgeted for N150 million, was labelled as “donations” by the lawmaker representing Masuwa/Matazu federal constituency, Hon. Ibrahim D. Murtala. What’s more, only 10 motorcycles were delivered to each local government area. We reiterate that constituency projects should not be labelled as donations by individual politicians.

We recommend the following to all stakeholders at local, state and federal government levels as well as policymakers at MDA level:

Citizen engagement: Since the fundamental purpose of constituency projects is to ensure rural communities feel the impact of the federal government,  representatives should engage their constituents in the budget-making process to ensure their priority needs are well captured in every annual fiscal plan.

Standardized platforms for public procurement: The federal government could build a price-check platform on projects to compare initials projects with new projects of identical characteristics. This would assist the government in trimming costs, block holes on price inflation and set price guides for contracts.

Effective budget monitoring: To achieve inclusive growth for states, the federal government must enforce an effective budget monitoring and evaluation body to track project progress and standardise verification. The government could also adopt an independent reporting mechanism for capital projects ultimately to monitor their progress and ensure judicious use of public funds in creating value for the people.

Full implementation of projects: Abandoned projects form a massive leak to public resources. The government must strive for full implementation in each state before embarking on new capital projects.

Proper budgeting with relevant information: Project locations should be included in the budget, for easy access by citizens and organisations. As noted, in several cases, budget line items identify project titles, specifications and amounts, but fail to establish the actual project site. Provisions like these are extremely prone to misappropriation of funds and corruption.

Open contracting: This must be prioritised to ensure public participation in contract award with details of all contracts (contractor’s name, government budget benchmark, terms of the agreement, bill of quantity, etc) available in the public domain. The government can control incompetence and contract fraud through this initiative via the provision of updated contact information.

Misrepresentation of projects: Public Officials should desist from tagging supply materials in their names for personal glory and political clout. Citizens should be allowed or even made to know that the projects are courtesy of the federal government, as enabled by taxpayers.

“Most of the movies we are putting out on #Netflix are becoming painful to see,” he said.

The actor urged movie producers to desist from producing movies that viewers would detest, adding that such opportunity should be utilised to reach the world.

Sports / Anthony Joshua Says He'll Prefer To Face Tyson Fury Than Deontay Wilder by Ngrtrend: 3:38pm On Dec 17, 2019
Anthony Joshua says he'll prefer to face Tyson Fury than Deontay Wilder, offers to publicly train with Fury to prepare him for Wilder fight

Heavyweight Boxing champion of the world, Anthony Joshua has offered to spar his rival Tyson Fury ahead of the Brit's February 2020 rematch with Deontay Wilder.

Sparring is the technical term used for training in boxing, where boxing without powerful punching occurs and both boxers wear head gears while in the ring.

Joshua, barely two weeks after reclaiming his heavyweight belts in a classic showdown in Saudi Arabia against Andy Ruiz, wants to cement his legacy as a boxing legend but to do that he will have to beat either Fury or Wilder as they remain the only undefeated heavyweight boxing champions and are at their prime.

He has been criticized in the past by boxing fans and pundits for dodging Wilder and Fury by ''selecting easy fights.'' He was stunned by the unheralded and unknown Andy Ruiz in June.

Now he has reclaimed his belts and he says he is ready to unify the division but would rather face Fury than Wilder because he feels Wilder will want to stall negotiations with him, and has surprisingly offered to Spar with Fury to prepare him for Fury's rematch with Wilder in February 2020.

Joshua told Sky Sports News on Tuesday: “I think Tyson Fury would fight me quicker than Wilder would, so if that’s the case I want Fury to win because I just wanna fight.

“Fury, if you need me, if you need me for sparring– I’ve sparred Fury when we were kids anyway.

“I’d go out to America, spar Fury and get him ready for this Wilder fight.

“I would like that fight because I think Fury would fight me faster than Wilder would.”

“In terms of skill, I rate him (Fury) highly, he’s a real boxing connoisseur, he studies his boxing like I do.

“He has some resemblances with his movement and style, like Muhammad Ali.

“And the way he talks, if you listen to what he says you can see one of his role models is Muhammad Ali.”

Speaking about failed contract negotiations in the past with Wilder, Joshua said;

"It still puzzles me as to why it's so difficult to pin this man down," said Joshua.

"This is the man that I need to pin down to get the last ring, so I can conquer this division, as I've set out to do from day one.

"When he's ready as I am, I would love to be facing off here. Facing off with Deontay Wilder, talking about the keys to victory.

"It's not even about me now, it's gone past that. It's about the sport and our legacy, and I've always said, if he wants to create his legacy and be a future Hall-Of-Famer, he should come see us.

Foreign Affairs / Women Make Better Leaders Than Men – Barack Obama Says by Ngrtrend: 11:49pm On Dec 16, 2019
Barack Obama has said women make better leaders than men.

The former US President, while speaking in Singapore, said women aren’t perfect, but are “indisputably better” than men. He added that if women ran every country in the world there would be a general improvement in living standards and outcomes.

He said most of the problems in the world came from old people, mostly men, holding onto positions of power. He also spoke about political polarisation and the use of social media to spread falsehoods.

Speaking at the private event on leadership, Mr Obama said while in office he had mused what a world run by women would look like.

He said:

Now women, I just want you to know; you are not perfect, but what I can say pretty indisputably is that you’re better than us [men].

I’m absolutely confident that for two years if every nation on earth was run by women, you would see a significant improvement across the board on just about everything… living standards and outcomes.

When asked if he would ever consider going back into political leadership, he said he believed in leaders stepping aside when the time came.

He said:

If you look at the world and look at the problems it’s usually old people, usually old men, not getting out of the way.

It is important for political leaders to try and remind themselves that you are there to do a job, but you are not there for life, you are not there in order to prop up your own sense of self importance or your own power.
