Senators and House of Representatives members were yet to confirm last night whether or not the two chambers will reconvene tomorrow to consider the 2019 elections budget. The Chairman of the National Assembly, Dr. Bukola Saraki, was yet to announce that the lawmakers should reconvene. Also, there are indications that if the two chambers reconvene, the Senate may end up merely concurring with the report of the House Committee on the 2019 poll budget for the Independent National Electoral Commission( INEC). The House Committee, chaired by Hon. Aisha Dukku, is said to have concluded the consideration of the budget before the abrupt recess of the National Assembly on July 24. Many senators and House members, who were hitherto set for summer and Hajj rites, remain in Abuja because there is no word from the National Assembly’s leadership. A member of the House from the Northwest said: “This budget is important but there is anxiety everywhere on the security implications of recalling members. “From the look of things, our leaders are looking at all options on how to make the ratification of the budget easier.” A principal officer of the House, who spoke in confidence, said: “We have not been told when the National Assembly will reconvene to consider the poll budget. I know the Speaker assured INEC Chairman Mahmud Yakubu last week that we will give the budget a speedy consideration. We are awaiting a recall announcement. “So far, Tuesday does not look practicable. The basic challenge is the crisis of confidence among members of the two chambers. “I think the National Assembly leadership is trying to manage the tempers arising from the defections and the seige to the Assembly complex last week. We are also talking to ourselves to allow reason to prevail.” House Rule V(18) (1-3) says: “18. (1) Whenever the House shall stand adjourned to a date not fixed and it is represented to the Speaker by the Leaders of the political Parties in the House that the House shall meet on a certain day at a certain time, the Speaker shall give notice accordingly and the House shall meet on the date and at the time stated in the notice. (2) “Whenever the House stands adjourned either to a date fixed by Resolution or the Rule of the House, and it is represented by the Leaders of the Political Parties in the House to the Speaker that the public interest requires that the House should meet on an earlier or a later date or time than that on which it stands adjourned, the Speaker may give notice accordingly, and the House shall meet on the date and at the time stated in the notice. (3) “Whenever the Speaker shall have given notice in accordance with either of the two preceding paragraphs, the Clerk shall communicate the terms of the notice to each member. “ Senate Leader Ahmad Lawan said: “I am still waiting to be informed by the President of the Senate on whether we will sit on Tuesday or not. “Well, I will expect the Senate President to talk to me or call. I have not received any communication yet. “And normally, an announcement is supposed to be made. We have not heard of any as I speak with you.” But there were indications at the weekend that if the two chambers reconvene, the Senate may end up merely concurring with the report of the House Committee on the 2019 poll budget for INEC. A member of the committee said: “The House Committee has fine-tuned the budget in readiness for its consideration at the plenary. “To save time, the leaders of the two chambers were said to have agreed to adopt the budget ratified by the House. “Since the Senate is the hotbed of legislative crisis now, the chamber might only sit to concur with the report of the House. “What the Assembly leadership is planning is to have a brief sitting on the budget. Deputy Senate President Ike Ekweremadu fell ill on Tuesday during interrogation by operatives of the Economic and Financial Crimes Commission (EFCC), it was learnt yesterday. He was being grilled over his numerous assets in Nigeria, United Kingdom, United States and United Arab Emirates (UAE). Specifically, Ekweremadu was asked to account for how he came about over 60 assets. When it appeared that he was getting weak, the Deputy Senate President was permitted by the EFCC to seek medical attention in the hospital. The resumption of the investigation on Ekweremadu’s assets will now be determined by his fitness and the medical report from the hospital, it was learnt. A top EFCC source said: “We were able to highlight additional 38 assets, added to the initial 22 on which he ought to give explanation. “The grilling started smoothly until he complained of discomfort and he was unable to continue to answer our questions. His sudden illness might have arise from high blood pressure. “Since he needed urgent medical attention, we allowed him to go to the hospital of his choice for treatment.” The Federal Government, through the Special Presidential Investigation Panel for the Recovery of Public Property, had traced 22 assets to Ekweremadu. The said assets were suspected to have been acquired through illicit funds. Gunmen attacked a convoy carrying election materials in central Mali, triggering a shootout in which four soldiers and eight attackers were killed, a Defence Ministry spokesman said by telephone on Wednesday. The spokesman said the attack occurred late on Tuesday on the road between Nampala and Coura in the south- central region of Segou, giving no further details. The party of Malian presidential candidate Soumaila Cisse said on Monday that the poll would go to a run -off between Cisse and President Ibrahim Keita , a day after a vote that was heavily disrupted by suspected Islamist gunmen. Cisse’s campaign manager , Tiebele Drame , made the announcement at the party’s headquarters in Bamako , the capital . Keita ’s spokesman said the president was substantially in the lead according to provisional vote count, although he accepted that a run- off was possible. Spiralling jihadist violence has become a key issue in the campaign , as attacks multiply and the death toll mounts across north and central Mali. “The law forbids the proclamation of results by anyone except the Ministry of Territorial Administration ,” Drame told a news conference. “However, I can tell you that we are going to a second round between Soumaila Cisse and Ibrahim Boubacar Keita .” Mahamadou Camara , the spokesman for Keita , said , “According to our tally , IBK has come substantially ahead,” using the popular nickname for the president , taken from his initials . The exact numbers of voters who were disenfranchised by violence is not known, but they could easily become a flashpoint if the vote is close . Ministry of Territorial Administration figures showed that, of the roughly 23 ,000 polling stations that were meant to open , 4,632 were disrupted by “armed attacks or other violence,” of which 644 were unable to operate. In most of Mali, the vote was peaceful and relatively well organised, with polls opening and closing on time. Most people who were enrolled and turned up were able to vote . In the mud- walled medieval city of Timbuktu , once a flourishing tourist spot before Islamist militants made it too dangerous , witnesses said gunmen had intimidated voters , seized ballot boxes and in some cases set fire to them in the few polling stations that were attacked outside town . Hamid Bore, 39, a teacher , was in charge of one such station in the village of Dembere . The militants arrived just as polls opened at 8 a . m.( 0800 GMT) , he said . At a news conference, the head of the European Union observer mission welcomed the decision to make public the number of polling stations that had not been able to function but urged it to publish more precise information about which ones exactly . Some stakeholders of the All Progressives Congress (APC) in Kwara state have suspended their plan to carry out a protest at the national secretariat of the party in Abuja against Senate President Bukola Saraki. The concerned party members had earlier planned to stage a protest Tuesday at the party’s national secretariat in Abuja against Senator Bukola Saraki for alleged anti-party activities, but later dropped the idea. THISDAY gathered that the group which is loyal to the Minister of Information, Alhaji Lai Mohammed, had complained bitterly against the alleged antics of the Senate President and the suspicion that he was behind the recent defections that hit the party, especially in Kwara state. The suspension of their protest followed Monday’s decision of the APC national leadership to sack the elected state party executives in Kwara state. A source in the Kwara APC told THISDAY that as soon as they got the information on the dissolution of the party executives, it was decided to stop the protest. “It’s no more a protest, the story has changed . Kwara APC stakeholders will storm APC Secretariat to commend the National Working Committee on the dissolution of executives,” the source said. The APC NWC had sacked the party executives in Kwara citing irregularities associated with the congress and anti party activities by the ousted executives. In a resolution signed by the National Chairman of the party, Comrade Adams Oshiomhole, and the National Secretary, Mai Mala Buni, the party said a caretaker committee led by Hon.Bashir Bolarinwa had been appointed to head the state Executive Committee of the party in the state while caretaker committees will be constituted in the wards and Local Government Areas. The Police, yesterday, arraigned a 30-year-old man, Goddy Inyama, who allegedly defiled a 10-year-old girl by raping her through the anus and vagina, before an Ajegunle Magistrate’s Court in Lagos. The defendant, who pleaded not guilty to the offence, is facing a three-count charge of unlawful sexual intercourse, unlawful touching of breast and penetrating the anus. Iyama, who resides on Sogbesan Street, Ajegunle, in Apapa area of Lagos was docked before Magistrate O. M. Ajayi. The prosecutor, Inspector Augustine Ejembi, told the court that the defendant unlawfully and sexually touched a 10-year-old girl in her vagina. He said the incident occurred on May 6 at 7p.m. Ejembi said: “Inyama sexually penetrated the anus, vagina and other parts of the victim’s body. “He had sex with the girl through her anus and vagina and also touched her sexually without her consent.” Ejembi said the offences are Punishable Under Sections 263 (1), 261 and 137, of the Criminal Laws of Lagos State, 2015. The defendant pleaded not guilty to the charge preferred against him. Magistrate Ajayi granted him bail in the sum of N500,000, with two sureties in like sum. She said one of the sureties must be a blood relation, who is gainfully employed and must not be on less than Grade Level 14. “My hands are clean,” a statement issued by his Special Adviser on Media, Uche Anichukwu, in Abuja on Monday, quoted him as saying. “But if the EFCC wants me to come and answer that, I am prepared to answer any call from anybody as a responsible citizen. Even at that, I will continue to advocate justice, rule of law, and equity.” Ike Ekweremadu, Deputy Senate President, has invited the Economic and Financial Crimes Commission (EFCC) to probe him, saying his hands are clean. Last week, the EFCC asked Ekweramadu to report to its office to offer explanations on why his name featured prominently in a money laundering case currently being investigated by the commission. However, speaking on Sunday evening when the Archbishop of Enugu Province, Anglican Communion, Most Rev. Troops of the Nigerian Military deployed to Gubio Local Government in Borno State have accused the government and the chief of Army staff, Tukur Buratai, of abandoning them in the state. The troops, who were recently attacked by Boko Haram, bitterly complained that the Chief of Army Staff sent them to Borno with inadequate ammunition despite the refusal of many soldiers to embark on the trip. They said they had not been eating feeding well since their deployment to Gubio, particularly because they hadn't been paid their allowances since May. The attack, according to one of the survivors, began at night and the soldiers were completely overpowered. “The Boko Haram people came with nine gun trucks and military motors. We were surprised because the trucks were painted in the same colour of the army," the soldier, who asked not to be named for fear of losing his job, told SaharaReporters. “They opened fire and when we could not face them because of our weapon, we all ran away. They followed us with big torchlights and killed many of us.” Another source within the Nigerian Army revealed to SaharaReporters that the troops, who camped in a bush in Gubio, near Chad, were not given sufficient ammunition and materials to protect themselves and the territory. “The troops were deployed to Gubio on 7th of June because of the Army Day that took place on the 6th of July," he said “When they were asked to go, many of the soldiers declined but they were forced to go. They were given little combative weapons and ammunition to protect themselves. Many of them were afraid that Boko Haram would attack them.” Lamenting the ugly situations they found themselves, the soldiers disclosed to SaharaReporters that they sometimes went two days without food because they are not well-paid. “Since we have been on this assignment, we have not been eating well. No food for us to eat and we have no money to get food. We were supposed to be paid N1,000 daily but we were never given. The last time we got money was May, after the two weeks of training we had before coming to Gubio.” Speaking about casualties of the recent attack in Gubio, another survivor told SaharaReporters that of the about 700 soldiers, less than 150 were alive and could be accounted for. “When we did the last headcount, we were just 150. Fifty-two bodies were recovered dead from the attack and that means about 500 are still missing.” The soldier added that some might be dead while fleeing the attacks. The troops further criticised the Federal Government for not sending any aid since the attack; they added that they were "living like refugees". “It is sad that nobody has come to see us or sent anything to us since we relocated to Gubi town," he added. “We are living like refugees because we are staying in a secondary school opposite 5 Brigade in Borno.” The soldiers demanded that they are immediately taken out of Borno and returned to their units. When contacted, Brigadier General Texas Jude Chukwu, Director Army Public Relations, debunked every claim, reiterating that the Army is not an institution that would send its personnel to a war zone and forget them there. “Why would a soldier be complaining? Complaining of what? Are they owing any soldier?" he asked? “There is nothing like that, please. They are not owing anybody." On his part, Colonel Onyema Nwachukwu also discredited the accusation that the Nigeria Army does not provide adequate welfare for soldiers. He added that allowance for every official is #45,000. “The operational allowance for all soldiers is a flat rate of #45,000. It is unfair for anybody to say they’ve been in this theatre and they have not been fed. If there is any complaint, there is a simple channel of communication.” He added, “The affected soldiers should get in touch with the Brigade Commander in Gubio. If the soldier is not going to the headquarters in Gubio, then there is an issue. He further mentioned that there are soldiers in Malam Fatori, Kangarwa, who travel down to get their allowance. The Colonel also stated that the Theatre Commander in Gubio doesn’t take the welfare of soldiers lightly. “The welfare of our soldiers is very paramount. Recall that the National leaders of the All Progressives Congress were told on Sunday that for the Kwara State chapter of the party to be united, loyalists of the President of the Senate, Dr. Abubakar Bukola Saraki, should leave party. All those who got appointments because of their affinity with Saraki should also resign or be fired, the party leaders insisted. Benue State House of Assembly (BSHO) complex was on Friday sealed by heavily armed personnel of the Nigeria Police Force. No reason was given for their action. Members were prevented from going into the Assembly complex. A source in the Assembly disclosed that the decision by the police to prevent members from gaining access to the Assembly had to do with the controversy over the impeachment of the former speaker, Mr Terkimbir Ikyange, who was removed from office earlier in the week. Gunmen suspected to be assassins in the early hours of Friday murdered , Sunny Ejiagwu , the All Progressives Congress chairman in Ideato North Local Government of Imo state . Ejiagwu , popularly known as Ohaneze was one of the 27 LGAs chairmen inaugurated on Monday by the new state chairman, Daniel Nwafor, after the state APC rescheduled election as ordered by the court. The state commissioner of police , Dasuki Galandanchi, who confirmed the murder to our correspondent in a telephone conversation , said that the corpse had been evacuated to a nearby mortuary According to the CP, the politician was killed along the Akokwa road in the Ideato North LGA . The CP said “the APC chairman in Ideato North has been murdered . I was at the scene of the crime and only came back . His corpse has been evacuated to a mortuary. There is no preliminary suspicion but the investigator would find out. The blood of the innocent would expose them. ” Briefing newsmen at the state party secretariat, APC state chairman , Nwafor, said that the killing was condemnable . He said that political killings and violence has no place in a democracy . Nwafor said ; “The killing is condemnable because APC preaches peace and political tolerance . People should practice politics without bitterness and violence. The constitution of the federal republic of Nigeria guarantees freedom of association . We, therefore, call on the Inspector General of police to press on the commissioner of police to nab the culprits. Imo is a peaceful state and an example of how politics should be played. The deceased was in our meeting on Thursday and he expressed concern about political violence in his area. He told us that his area is volatile and called on us to come to his rescue when the need arises . Hon. Olusegun Olaleye, a member of the Oyo state house of Assembly has decamped from the All Progressives Congress, APC for the Peoples Democratic Party, PDP. Olaleye revealed that he left the ruling party because its ideals have been eroded. The lawmaker who represents Ibadan North II added that his decision was not triggered by the exodus of federal lawmakers from the APC to the PDP on Tuesday. He said; “I went astray in the APC but I am back to the party that will form the next government in the state. The PDP is a moving train which boasted of huge followers and good leaders like former governor Rashidi Ladoja, Sarafadeen Alli and Senator Femi Lanlehin. I urge all Nigerians who love democracy to go and get their Permanent Voter Cards so as to determine who rules them.
