Acting President Goodluck Jonathan is facing the first serious challenge to his authority as commander-in-chief of the Nigerian Armed forces as the Inspector General of Police, Ogbonna Onovo, has rejected Jonathan’s order to arrest former Governor James Ibori. “I can confirm that Dr. Jonathan gave Onovo the order some 24 hours ago, but the IG has refused to comply,” said a source who is a member of the Presidential Advisory Council and who has been briefed on the matter. Another source within the Presidency told Saharareporters that Jonathan handed Ogbonna the order yesterday after Mrs. Waziri Farida, chairperson of the Economic and Financial Crimes Commission (EFCC), briefed the acting president about her agents’ problems in executing a warrant for Ibori’s arrest. The EFCC had last week obtained an arrest warrant from an Abuja court and subsequently declared Ibori wanted.

As soon as Ibori knew that Waziri was determined to carry out his arrest, he fled from Lagos to the creeks in Delta State where he recruited a retinue of heavily armed militants. With them, he headed for his hometown in Oghara where he is currently being protected by the militants as well as 29 armed policemen largely drafted from the notorious mobile unit known as "MOPOL" in police circles.

Our sources revealed that Mrs. Waziri met with Jonathan and briefed him about the difficulties encountered by EFCC agents detailed to arrest Ibori since the middle of last week. “Madam basically told the acting president that Ibori’s residence in Oghara is highly fortified and is being guarded by heavily armed mobile police officers,” said our source.

A furious Jonathan, according to presidency sources, then called the IGP. “The acting president basically told the IG that, police officers were guarding Ibori, he considered Ibori to be in the IG’s custody. He therefore asked the IG to turn Ibori in accordingly.”

Though Ogbonna sounded unhappy with the request, he reportedly promised Jonathan that he would contact the Delta Commissioner of Police, Yakubu Adamu Alkali, to effect Ibori’s arrest. “Apparently, the CP stoutly refused to carry out the order,” said one of our sources, and Onovo seems to have accepted that “as his final answer to Jonathan’s order,” said our source.

This direct act of disobedience is compounded by the fact that the CP and a top Naval officer in Delta State paid a courtesy visit to the fugitive Ibori at his Oghara residence on Sunday. A source close to Ibori said the two men said they came to pledge loyalty to the ex-governor. The source added that Ibori lavishly entertained his law enforcement and military guest. The source also added that the visit had a festive air, with "a lot of eating, drinking and bantering between Chief Ibori andhis visitors".

When the Federal Government is ready, Ibori will be arrested. This is because no individual is more powerful than the nation. Also I dont subscribe to the fact that the Delta State Police Commissioner would refuse to carry out the IG's instructions. It doesnt jell at all that the IG would accept this insurbodination as a response to the Commande-in-Chief's order. If issues that border on insurbodination like this are allowed then the Nigeria Police is finished.

@ Kosovo, I initially responded to the other thread before I found out that it had been locked. This is a good effort in checkmating posters who would notice that there is an existing  thread on the same issue and still go ahead to open another thread but I think the first threads opened should always be allowed while the threads that were opened later be locked. In this case, a thread that was opened at 6am was locked leaving this one which was opened at 9am.

Ibori's gameis up! He should quietly surrender himself to the authority. His bribing will not save him this time around. It is left for Onovo to decided if he want to enjoy Ibori's bribe and forfeit his office or serve the country gallantly and arrest the criminal

Ibori's corruption is like cancer, even if he sees God, He'll attempt to bribe his way to paradise! Haba! what a specie of corruption !

Any sensible person knows that this write up is a stupid propaganda meant to incite the authorities to arrest Ibori. No individual is more powerful than the govt. The IG cannot disobey the directive of the C-in-C, neither can the CP disobey the IG. The restraint is simply because the issue is in court. Stop wipping up useless sentiments. We are not all gullible readers

Is there not a subsisting court order restraining EFCC from arresting him; Jonathan should be careful and tactical.

Does Goodluck Jonathan have the right to order IGP Onovo to arrest anybody simply on the dictate of the Vice President? I thought Nigeria is operating on the watchful eyes of democracy where such order to arrest anybody such as former governor should be a matter of the court.

If Goodluck Jonathan issues such an order, I assume that Onovo should tell the VP to seek proper channel.

@Dede1
A warrant of arrest was issued by the court. Read the highlighted portion above. Therefore, I feel Uncle Joe is right to order the IGP to arrest Ibori.

Nigeria is really a cesspit. If court has issued a warrant, the Vice President has no issue with this warrant. If the EFCC has secured such warrant to arrest Ibori, EFCC could invite Ibori to its office. If Ibori floats such invitation or resist any attempt to be arrested by operatives of EFCC, the chair of EFCC could take the warrant to IGP for assistance. Obama does not get involve in the arrest of any citizen in USA. Nigeria is a joke.

I am happy that CP in Delta State has refused to act on such miss-routed order. The Chairman of EFCC should work with the courts in conjunction with Nigerian police. There is separation of powers in any democracy. Nigerians must learn how to practice the democratic system of government and stop publishing their ignorance in the national dailies.
