Step 1- Let us get them to make the contract details public i.e Price, Specification, Payment terms
Step 2- Let our Civil Engineers,Architect and Surveyors work together to give us a genuine Bill of Quantity based on terms of the contract.
Step 3- While all these are going on, our journalist ensured we are heard on NN24,AIT ,NL,Radio Stations  all the way
Step 4-  Our Lawyers standby to clear any legal mess.
Step 5- We expect a resonable contract to have a Profit Margin of 20-50% maximum.
Step 6- If the Profit Margin is beyond the resonable margin highlighted above, then we sue the government to cut down the contract value
Step 7- Our media guys keeps shouting at the roof top while all these are happening.
Step 8- We Pursure the case till we get our judgement.

There are structure in place to do things like this, but we just waka pass all the time and we keep complaining that they are stealing our money.

The problem of Nigerians is not toilet. We have more pressing needs than toilet. This people that want to spend N200M on toilets, have they provided good roads, portable water, stable power supply etc for their subjects to improve their standard of living.
