The Lagos State Government owes 33.86 per cent of the country’s total sub-national external debts (debts owed by state governments), investigation has shown.

Statistics obtained from the website of the Debt Management Office in Abuja on Wednesday showed that out of the total external debt of $3.01bn, Lagos State owed $1.02bn, leaving the remaining 35 states and the Federal Capital Territory with $1.99bn as of June 30, 2014.

Further analysis shows that out of Lagos’s $1.02bn external loan commitments, $937.91m was from multilateral bodies, while $82.5m represented loans contracted from bilateral sources.

With a series of loan deals, the World Bank in particular has been involved in the urban renewal programme of Lagos State as well as efforts to reform the policy environment.

Some of the latest approvals by the World Bank for the state include $42m loan deal approved by its Board of Executive Directors in March to support secondary education programme in the state.

The new International Development Association credit of $42m to the Lagos EKO Secondary School Project was an addition to the original credit of $95m; which was said to have systematically benefited over 620,000 students a year in 667 public secondary schools in the state between 2009 and 2013.

The school loan was shortly followed by an approval of $200m to the state to support reforms pertaining to fiscal sustainability, budget planning, budget execution and the investment climate.

According to the World Bank, the loan is the first in two development policy operations and it builds upon the policy reforms initiated under a previous bank supported programme.

It added that the goal of the programme was to assist Lagos State in sustaining the strong momentum it had achieved in improving public services, facilitating inclusive growth and reducing poverty.

This includes measures to monitor and manage financial risks more effectively, ensure adequate growth in revenues, get better value for money in public expenditures, and improve institutions and processes for land registration and development permits.

Attempts to speak to the Lagos State Government officials on the status of its external loans failed as repeated calls to the Commissioner of Finance, Mr. Ayo Gbeleyi, were not picked, neither did he respond to text messages sent to his mobile telephone number.

Similarly, a text message to the state’s Commissioner of Information, Mr. Lateef Ibirogba, was not responded to. Calls to his mobile number could not go through.

Other major holders of the country’s external sub-national debts include Kaduna State, which owes $245.51m, and Cross Rivers State, $120.21m. Others are Ogun, $116.69m; Bauchi, $111.61m; and Oyo, $80.11m.

The states least exposed to foreign debts are Borno, $16.07m; Plateau, $22.99m; Taraba, $24.06m; Delta, $24.7m and Benue, $28.79m.

However, in comparison to the nation’s total external indebtedness, the states owe only 32.13 per cent; leaving the Federal Government with 67.87 per cent of the total $9.38bn.

Loans from the China Export Import Bank and money raised from the Eurobond accounted for $2.54bn of the Federal Government’s $6.36bn external debt, while multilateral sources accounted for $3.82bn.

As of June 2013, the nation’s total external loan stood at $6.92bn. This means that over a period of one year, it rose by $2.46bn, indicating a 35.51 per cent increase.

its quite disturbing how the federal government led by Jonathan had remained silent since the outburst of a negotiator employed by the same government to negotiate on its behalf. even the ever eloquent okupe and abati with other government spoke persons had maintained absolute silence. is there something fish? imagine if the said negotiator had mentioned the names of opposition elements, am pretty sure the reverse would have been the case. Nigerians need to stand up to this government and ensure that serious investigation is carried out as well as ensure that the matter is not swept under the carpet.

Now we are on the same page which should be the case with any well meaning Yoruba/Osun indegene.

The roads are rightly going to open Osun up as you've rightly stated but these roads are rushed. Take for example: the roads the OP listed to have been constructed in Ikire are mostly plied by bike-men and logger trucks. They do not lead anywhere necessary and this is why I said the construction of roads should be slow paced and selective.

Aregbe has honestly put a cart before the horse and the bridge @ Gbogan junction is unnecessary and it seems he intentionally left it untouched for a while now (many other untouched sites as such) in order to coerce people to vote him to be able to continue/finish them.

It is crazy!
My brother you are very right. As an indigent of ikire, I commend the good work Aregbe has done so far. however, there is need for him to focus more on economic development policies instead of building roads that leads to no where.

the truth is Tinubu is the biggest threat to the ruling party hence he must be brought down by every means. they first said that the northerners had highjacked the party from him but it became clear to them after the APC convention that the grand master is in total control. I don't like Tinubu's personality as a person but I will remain grateful to him for ensuring a strong opposition to checkmate the ruling party.

The son of Governor Jonah Jang of Plateau State has filed a lawsuit asking a court to stop the state’s House of Assembly from an ongoing probe of his father.

Gov. Jang is facing allegations of mismanaging about N50 billion.

Last week, a nine-member committee named by the state assembly, began a preliminary hearing on the case.

The governor denies the allegation.

“If I see such an amount, the state will not remain this way,” Mr. Jang said at a recent public event.

But as the House moved to start the probe last week, Yakubu Jang, who also serves as a special adviser to his father, filed a suit in a state court, seeking an order to stop the House from initiating the processes of investigating his father.

The court has yet to fix a date for the hearing.

Musa Gondina, the chairman of the committee set by the Plateau state assembly to investigate the governor, however said that the suit would not stop the committee from doing its work.

Mr. Gondina said the committee was yet to receive any court notice to stop the probe.

The lawmakers are acting on a 10-page petition by a group called Plateau Patriotic Forum.

Among other alleged infractions, the group accused Mr. Jang of obtaining loans from banks without the approval of the House of Assembly.

The group also accused the governor of mismanagement in the disbursement of N50 billion SURE-P funds.

About 1.2 million people voted in the election.

The All Progressives Congress (APC) has won all 17 chairmanship seats contested for in the Yobe local government elections.

Announcing the results on Sunday in Damaturu, the Chairman of the State Independent Electoral Commission, Mohammed Jauro, said APC secured 999,700 of the 1.2 million votes cast during Saturday’s elections.

He said the party also won the entire councillorship seats contested for.

The chairman said the electoral body did not receive any complaints from any quarters on the conduct of the elections.

“The successful conduct of the polls is a proof that peace has returned to the state,” Mr. Jauro said.

The News Agency of Nigeria (NAN) reports that there had been fears that the poor security situation in the state, following insurgents’ activities, would affect the polls’ conduct.

However, the spokesperson of the Military Joint Task Force in the state, Capt. Eli Lazarus, said that the force had not received any report of security breach during the polls.

Ten political parties participated in the elections, with the main opposition party in the state, the PDP, boycotting the polls.

The PDP had cited the security situation as its reason for not taking part in the elections.

UPDATE 2 the six Rivers state lawmakers seeking to impeach the state’s governor, Rotimi Amaechi, have gained entry into the sealed Rivers state House of Assembly building to commence ‘plenary’.

The group, led by Evans Bipi, were sneaked into the building by police officers and are believed to have commenced a quasi-plenary.

UPDATE 1

The six members of the Rivers state House of Assembly opposed to Governor Rotimi Amaechi are planning to hold a plenary today to commence impeachment proceedings against the governor, people familiar with the matter have told PREMIUM TIMES.

The faction, which enjoys the backing of President Goodluck Jonathan and his wife, Patience, is currently strategizing on how to discreetly access the sealed Assembly complex to hold its sitting, our sources said.

The sources said the police in the state have agreed to provide cover for the lawmakers to hold their sitting.

The spokesperson for the Rivers Police Command, Ahmad Muhammad, wouldn’t confirm or deny the allegation.

“I’m in Lagos at this time, and do not know what is happening in Rivers,” he told PREMIUM TIMES on telephone

The leader of the group of six lawmakers, Evan Bipi, confirmed to PREMIUM TIMES his group would meet today.

“Yes, we are going to meet today at the Assembly complex,” he said in a telephone interview. “The police are asking for the court judgment before they will allow us sit but I’m currently talking to them. In a little while, lets say 10 a.m., we will proceed to the Assembly.”

Mr. Evan did not say what his group would discuss at its sitting.

He however insisted that it was only his group that deserved access to the Assembly complex to hold meetings.

“I took them to court and won so why should they try to sit there. That was why the police stopped them. But the police will allow us to sit.”

But the deputy speaker of the Assembly, Leyii Kwani, told PREMIUM TIMES Friday morning that his group would resist any attempt by the police to allow the Evan Bipi-led group to sit.

“We will not fold our arms and allow them to commit illegality,” Mr. Kwani said on the telephone. “We will repeat what we did yesterday by trying to sit too. If the police do not allow us to enter the Assembly, we will sit outside. If that does not work, we will move elsewhere to continue our sitting.”

The police had on Thursday disrupted a sitting of the 26 lawmakers loyal to Mr. Amaechi.

The lawmakers, led by Mr. Kwani, had converged on the Assembly to sit in compliance with a high court order barring the National Assembly from taking over the functions of the Assembly.

But as the lawmakers tried to gain entry, the police quickly descended on the Assembly and sealed off the complex.

The lawmakers then decided to hold their sitting outside the complex.

But the police suddenly began shooting teargas and live ammunition at the lawmakers who quickly took to their heels scampering for safety.

Speaking to PREMIUM TIMES after the incident, the state Commissioner of Information, Ibim Semenitari said, “It is an indication of the impunity ravaging the country and a clear indication that the PDP under the present leadership has lost all forms of democratic conduct.

They can’t even pretend to wear a mien of civility rather they are practising jackboot governance and repression worse than we have ever seen under the military.”
