Lagos – A 52-year-old woman, Bunmi Akinyemi, who allegedly assaulted her brother’s wife, Ireti Obembe by beating her to a pulp, on Thursday appeared before an Ikeja Magistrates’ Court.

Akinyemi, a resident of Ayobo area of Lagos, is standing trial on a one-count charge of assault.

The prosecutor, Insp. Raji Akeem, told the court that the accused committed the offence on June 21 at Power Line, Ajasa Command, Lagos.Akeem said that the accused assaulted the complainant by beating her to a pulp.

The prosecutor alleged that Obembe said the fight started as a result of an argument which ensued between her and the accused.

“The complainant said that she was at her shop when her sister-in-law dragged her out of the shop and started beating her.

“She said that the accused claimed she was beating her for taking her brother to court, instead of settling the dispute between them amicably.

“Obembe who was very angry about what her sister-in-law had done, reported the matter to the police and the accused was later arrested, “Akeem said.

The offence contravened Section 173 of the Criminal Law of Lagos State, 2015 (Revised)

The accused, however, pleaded not guilty to the charge.

Section 173 prescribes three-year jail term for assault occasioning harm.

The Magistrate, Mr T.O Shomade granted the accused bail in the sum N10,000 with one surety in like sum.

The case was adjourned till July 31, for mention. (NAN)

Senate President, Bukola Saraki, is set to declare President Muhammadu Buhari’s seat vacant, if the ailing President fails to show up, in the next 18 days.

This came to the front burner on Wednesday, as a pro-democracy group has announced plans to commence a daily sit-out at the National Assembly in 18 days, if the Legislature fails to respond to the health conundrum of Buhari, as prescribed by the 1999 Constitution.

In a statement released by its Convener, Deji Adeyanju, and Secretary, Dr. John Danfulani, the group noted that Buhari has now been absent from office, and from Nigeria for 72 days, and if the situation remains unchanged, it would commence the sit-out on the 90th day of his absence.

“The Leadership of the National Assembly must choose between the Nigerian people and the cabal”, Concerned Nigerians declared.

“72 days is too long for a Commander-in-Chief to be away from his country, without any explanation to the people that voted him”, the group said.

“We hereby, demand that the National Assembly invokes Section 144 (4) of the Nigerian Constitution, and direct the setting up of a Medical Panel, in conjunction with the Acting President, Professor Yemi Osinbajo, to ascertain whether the President is incapacitated”, the statement continued.

“If the President is found with any infirmity that renders him incapable of discharging his duties, the Senate President and the Speaker of the House of Representatives, shall officially declare him incapable of discharging his duties, and declare his office vacant, as prescribed in (2) of section 143”, the group declared.

Tanzania Police authorities have arrested a pastor after two people he was baptising in a river drowned on Sunday, July 16.

The local deputy police commandant, Hamisi Selemani Issa, told the BBC that the two drowned in the River Ungwasi after being overhelmed by strong currents while being immersed in the water as part of the baptism ceremony conducted by the pastor of the Shalom Church in the Rombo area.

Mr Issa said the pastor was being held with other members of the church for questioning over the incident.

He added:

We don’t know what [exactly] happened, but I understand these people believe that baptism has to be done in a river, when others have been doing it in church. The river is big and if you are not careful you can drown.”

The general view is that the lingering face-off between the Presidency and the Senate has to be quickly resolved if the All Progressives Congress-led administration must deliver its campaign promise of change to Nigerians, writes JESUSEGUN ALAGBE

Ideally, once the executive and the legislative arms of government are run by politicians of the same party, people expect that governance would be plain sailing.

But, this is not the case for the country right now arms even though the executive and the legislative arms are run by mainly members of the All Progressives Congress.

Since 2015 when the APC won the presidential election and majority of the seats in the Senate, the two arms of the government had been opposed to each other on many national issues and decisions.

Their division first got noticed when a former governor of Kwara State, Dr. Bukola Saraki, emerged the Senate President on June 9, 2015,  against the wish of a faction of the party and that of President Muhammadu Buhari.

The President and the party caucus were said to have preferred Senator Ahmed Lawan from Yobe North to be the Senate President. But on the election day, while 51 APC senators were at the International Conference Centre, Abuja, waiting for a truce meeting called by the party leadership and Buhari, Saraki avoided the meeting and was unanimously voted for as the Senate President by 57 senators who were in attendance.

Political observers believed that this incident angered President Buhari and was the genesis of the division between the Presidency and the Senate.

Some also believed that this led to the “sudden” trial of the Senate President by the Code of Conduct Tribunal, on allegations that Saraki made false declaration of his assets while being the governor of Kwara State between 2003 and 2007 for his first term, between 2007 and 2011 for his second term, and as a senator from 2011 to 2015.

Saraki’s trial, according to analysts, worsened the relationship between the Presidency and the Senate as during this period, the Senate failed to approve the appointment of Mr. Ibrahim Magu [a Buhari’s nominee] as the substantive Chairman of the Economic and Financial Crimes Commission.

The Senate had also refused to confirm the 27 nominees presented by President Buhari for the positions of Resident Electoral Commissioners of the Independent National Electoral Commission.

As the Senate continued to prove to be a “stumbling block” to some decisions made by the Presidency, some APC senators had reportedly told party leaders that stopping the Senate President’s trial at the CCT would be a “perfect” way to reconcile the two arms of government.

Although this did not happen, on June 15, 2017, the CCT discharged and acquitted Saraki of all 18 charges preferred against him.

The two-man panel of the CCT, led by its Chairman, Danladi Umar, had unanimously upheld the no-case submission which Saraki filed after the prosecution closed its case with 48 exhibits tendered and the fourth and the last prosecution witness testified on May 4, 2017.

Umar, in his lead ruling, had exonerated Saraki of all the charges on, among other grounds, the failure of the prosecution to obtain Saraki’s statement and make it part of the proof of evidence in the case.

However, apparently uncomfortable with the CCT’s decision, the Federal Government had gone to the court to appeal the Senate President’s acquittal.

The Attorney General of the Federation and Minister of Justice, Mr. Abubakar Malami, through a private prosecuting counsel, Mr. Rotimi Jacobs (SAN), and a lawyer in the AGF office, had filed 11 grounds notice of appeal against the acquittal, describing the CCT’s judgment as unreasonable.

Meanwhile, notable of the rift between the Presidency and the Senate right now is that of the non-confirmation of Magu as the substantive chairman of the EFCC.

Since November 2015, when he [Magu] was nominated by Buhari for the position, the Senate had rejected him twice — first in December 2016 when a Department of State Services’ report allegedly accused Magu of corruption.

Undeterred, President Buhari had again nominated the EFCC acting chairman for reconsideration by the Senate in January 2017; however, in March, the Senate rejected him [Magu] again based on another DSS report, which allegedly indicted the latter.

Since it couldn’t confirm Magu, the Senate had repeatedly asked the Presidency to sack the EFCC boss and recently moved against the Presidency over Magu’s retention as acting chairman of the anti-graft agency.

If the Presidency failed to remove Magu, the Senate said it had resolved to suspend all confirmation requests from the executive until decisions of the legislature were adhered to.

The Senate had said it was illegal for Magu to keep parading himself as the EFCC boss after being rejected twice by the body constitutionally empowered [the Senate] to approve or reject his appointment.

The Senate/Presidency rift intensified recently when the Acting President, Prof. Yemi Osinbajo, said the executive had the powers to appoint Magu as EFCC chairman despite the legislature’s disapproval.

The executive had threatened to apply Section 171 of the Constitution, which empowers the President to make some appointments without seeking legislative approval.

However, before the executive would invoke such powers, the Senate had asked it to approach the Supreme Court for the judicial interpretation of the constitution.

In the meantime, political observers are wondering why the executive has yet to approach the Supreme Court, whose decision will be final on the confirmation of Magu as the substantive EFCC chairman.

Analysts also said hesitating to approach the court on the issue would continue to affect governance, which would consequently cause the citizens unnecessary hardship.

They are also of the opinion that if the APC would succeed in the long run and deliver on its “change” promise, it is high time it started looking for ways to foster unity between the executive and the legislature since both are mainly run by the party.

A fellow of the Centre for Democracy and Development, who is an expert in Nigerian affairs, Mr. Matthew Page, said it was unfortunate that there was disunity between the Presidency and the Senate, stating that the event of things showed that both arms of the government might continue to engage more in politicking than making policies, thereby unable to address the various challenges the country is facing.

He said, “President Buhari lost a huge opportunity when the National Assembly emerged as a competing political power centre. Instead of partnering with the Presidency to advance a plan to reform the government and address Nigeria’s many challenges, the National Assembly has appeared to be more interested in protecting its own privileges and parochial interests.

“The relationship between the Presidency (or indeed the Acting President) and the National Assembly will likely become less and less cordial as the 2019 primary season approaches. Over the coming months, we can expect more politicking and less policymaking from both. This will further alienate the countless Nigerians who are already disillusioned with the country’s egotistical political class.”

An activist and political commentator, Mr. Kayode Ogundamisi, also said the face-off would continue to hamper the delivery of democratic dividends to Nigerians and affect the success of the anti-corruption war.

He said, “A successful anti-corruption campaign requires the effort of citizens, stakeholders in Nigeria and most importantly the institutions of government. Sadly, whereas there are agreements by everyone of the need to put anti-corruption war at the top of the agenda, the 8th National Assembly has been playing the role of a Janus and in the typical character of the famed double-faced Roman myth — the 8th Assembly has one face where it speaks of the importance of anti-corruption and another face, a face and symbol of corruption.

“Indeed, the Senate, controlled by the ruling APC, in alliance with the opposition (the Peoples Democratic Party) and others, are united in crippling the war against corruption. It is clear that with the roadblock mounted by the National Assembly, the fight against corruption is dead on arrival and a critical legislation that would strengthen the anti-corruption organs are crippled by the lawmakers and left unattended to.

“Existing laws are being diluted; a classical example is the proposal to reduce the powers of the Independent Corrupt Practices and Other Related Offences Commission as a belligerent response to the prosecution of the Senate President’s corruption trial.

“The executive arm has not done itself any favour in its ability to identify lawmakers who would put national interest over self-interest. The weakened Presidency, with the absence of President Buhari who is fast becoming a part-time President and a caretaker Acting President, has emboldened lawmakers to appropriate the authority of the President and an attempt at power hijack.”

In all of these, Ogundamisi said the citizens would be the most hit as the rift continues.

He said, “Sadly, it is Nigeria that is the worst for it in this state of confusion and self-aggrandisement by lawmakers and an unstable executive.

“For the executive to be able to confront the excesses of the 8th Assembly, the executive itself would need to lead by example; members of the executive indicted on corruption charges have yet to be prosecuted.

“Many months after a committee was set up to investigate members of Buhari’s kitchen cabinet, the public still does not have an update on the findings.”

Noting that both the executive and legislature have complementary roles, an Abuja-based lawyer and political analyst, Mrs. Funmi Olopade, said the APC’s success depended on how fast it moves to address the division between the Presidency and Senate.

She said the rift would continue to cause delay in the handling of affairs of national importance.

She said, “It is very clear that there would be challenges in the delivery of development of the country when the executive and legislature are not on the same page.

“The two groups’ lingering crisis will pose a serious challenge to us as a country and it’s unfortunate that leaderships at both levels have not been able to galvanise the interests of the various parties in order to work together smoothly.

“Personally, since it is all about Magu, what is so special about him? A DSS report has indicted him twice, so why does the Presidency think he is the only one who can fight corruption?

“Except there is something else that Nigerians don’t know and both parties are hiding from us, then let the man go and let’s find another capable person. You can’t tell me that in the whole of Nigeria, only Magu can fight corruption.

“But if that’s what the Presidency thinks, then let it approach the Supreme Court as recommended by the Senate to get an interpretation of Section 171 of the Constitution, which it [the Presidency] cited recently.”

Similarly, a Lagos-based political analyst, Mrs. Gabriella Achonu, said the failure either on the part of the Senate and the Presidency to soft-pedal would continue to hinder the fast delivery of the APC campaign promises.

She said it was time both parties worked in unity for the sake of Nigerians.

She said, “For the citizens’ sake, the APC needs to quickly amend the sour relationship between both parties. They have turned the country to a comedy stage and it ought not to be so. Even though we can’t expect them to always agree on every issue, there is still need for unity.

“It is the unity we are talking about; of course, nobody would expect the Senate to sanction every decision made by the Presidency. But unity would make them to harmonise their differences and deliver the real change to Nigerians.”

Lagos State Governor, Mr. Akinwunmi Ambode, has faulted the current revenue   sharing formula by which the Federal Government takes more than the state and the local governments.

Speaking at a joint working retreat of the Senate and House of  Representatives’ committees on the review of the 1999 Constitution held in Lagos on Friday, Ambode called for an urgent review of the constitution to enable other tiers of government to realise their potential and accelerate growth and development.

A statement by the governor’s Chief Press Secretary, Habib Aruna, disclosed that Ambode noted that the allocation formula was not helping the states and local governments.

Ambode said, “The current revenue allocation formula by which the Federal Government takes as much as 52.68 per cent of centrally collected revenues in the Federation Account, leaving the states and local governments with 26.72 per cent and 20.60 per cent respectively, has created a glaring and unacceptable imbalance in the financial resources of the three tiers of government.

“The sharing formula should be limited to federal and state governments. Since local governments are to come under the purview of the states, allocations to them should be shared to states as they can have as many local governments as they wish.”

Ambode also asked that special status should be granted to Lagos State in the proposed constitutional amendment, being the former Federal Capital Territory of Nigeria.

He also argued that the state deserved such a status as the economic and commercial nerve centre of the nation. The governor also said the state had had to deal with high population density and the continuous influx of people from other states.

In addition, Ambode said it was time for Section 214 (1) of the Nigerian Constitution to be amended to allow state police as according to him, the current arrangement is not effective.

Ambode also described the continuous operation of the Federal Land Registry in Lagos as an aberration which the current ongoing constitutional amendment process must address in line with the principle of fiscal federalism.

Former chairman of the Peoples Democratic Party who was recently dislodged by the Supreme Court, Senator Ali Modu Sheriff, has described the claim of granting him and his supporters amnesty as a reckless statement.

He said that amnesty is a word used to express pardon for offenders and that he, having committed no offence, deserved nothing of such.

Senator Ahmed Makarfi-led National Working Committee spokesman, Prince Dayo Adeyeye, had while briefing newsmen in the aftermath of the apex court’s judgment that reinstated Makarfi as PDP chairman, said that the party was granting Sheriff and his supporters amnesty.

But reacting in a statement signed by his spokesman, Bernard Mikko, Sheriff frowned at the claim of granting him amnesty.

He said, “I take exception to the reckless statement credited to Prince Dayo Adeyeye suggesting the grant of amnesty to Sen Ali Modu Sheriff, his National Working Committee and supporters. Amnesty is a reprieve for those who have committed offence under our statutes. We did not occupy the office illegally or commit any offence.

“Senator Ali Modu Sheriff was validly elected and was forced to vacate the National Secretariat after a joint meeting of the contending camps with the Inspector-General of Police in the wake of thuggery attack in the heat of conflicting court pronouncements.

“However, the office was officially re-opened for us after we presented the certified true copy (CTC) of the judgement of Court of Appeal, Port Harcourt division to the Inspector General of Police. I am therefore concerned about the future of our party in the hands of some of those who are known to have pending criminal cases bordering on fraud, treasury looting and dishonesty with the Economic and Financial Crimes Commission (EFCC). The Supreme Court of Nigeria is the highest court in our land and we await the copy of the full judgement delivered on July 12, 2017.

“No one owns the party and those making unguarded and reckless statements in the public domain should realise that the solution to the problem of Nigeria is beyond any political association. Unacceptable and unjustifiable means cannot lead to a justifiable and acceptable end,” the statement reads.”

Sheriff, whose position was validated by a Port Harcourt Court of Appeal judgement as the PDP’s chairman, was on Wednesday sacked by a unanimous decision of a panel of five justices of the Supreme Court.

Any delays to government spending could hobble recovery in Africa’s largest economy, now in its second year of recession.

The 2017 budget, still not finalised in the second half of the year, was meant to spark that return to growth after the first downturn in a quarter of a century.

The presidency and senior lawmakers had also promised that it would avoid the severe delays in passing the previous year’s budget, which was signed off in May 2016 – five months into the budget year.

Acting President Yemi Osinbajo signed Nigeria’s 2107 budget into law last month.

The delays for the 2017 budget come as the presidency locks horns with the National Assembly over projects added to the document in a practice known as “padding” – lawmakers’ efforts to funnel money and development to their local jurisdictions at the expense of the federal government.

“Before the budget was signed it was agreed between the executive and the lawmakers that those insertions of some new projects into the budget made by the National Assembly should be removed and replaced with the priority projects of the federal government which the lawmakers removed,” a presidency official told Reuters, declining to be named because they were not authorised to speak to media.

Osinbajo signed this year’s budget, despite it not being finalised, because the process had already dragged on for too long, the official said.

A budget ministry spokesman referred Reuters to Osinbajo’s June statement from the budget signing, in which he said the National Assembly had agreed to reinstate federal government projects and that “will be expeditiously considered and approved by the National Assembly.”

He declined to say whether funds from the 2017 budget had begun to be released.

Fund Transfers

The presidency could still transfer funds from one part of the budget to another, said Abdulrazak Namdas, a spokesman for the House of Representatives, the lower chamber of parliament.

He added that the budget, now signed into law, “must be implemented”.

A spokesman for the Senate, the upper chamber of the National Assembly, did not immediately respond to phone calls and text messages requesting comment.

A presidency spokesman declined to comment.

The acting president has led Nigeria for most of 2017 while the ailing President Muhammadu Buhari remains in London on medical leave.

Last year’s budget was similarly delayed for months by disagreements between lawmakers and the presidency over spending plans that cut the supply of government money and deepened the economic crisis.

Last month, Buhari said in a statement that the 2018 budget proposal will be submitted by October and parliament will conclude the process by December so the country can return to a normal budget cycle from next year.

Fourteen-year-old Daniella wrung her hands nervously, looking down at the foot mat in the car in which she shared her story with our correspondent.

The strange place became necessary because she was only willing to share her story away from the earshot of her step-father, 37-year-old Francis Okezie.

Few days before, a neighbour had alerted child rights activists to the plight of Daniella over a suspicious bleeding she once noticed on the girl.

The neighbour was said to have asked Okezie about it but he simply explained it away as nothing.

When Daniella started speaking, the series of allegations she made were like bombs wrapped in words.

Okezie lives in a one-bedroomed apartment with Daniella and his own six-year-old biological daughter, a girl he had with Daniella’s mother.

When she started speaking, her words came out with trepidation.

Daniella refers to Okezie as “my dad” even though she told our correspondent that she knew that he was not her biological father.

She said, “My dad started sleeping with me in 2014. The day he started, my mother was not around that day. She was in church during a fasting and prayer programme. I was at home, so I was not in church with her.

“My mother was the one cooking for church members when they break their fast daily. I always told him I did not want to do that and he would leave me sometimes. Other times, he would still force me when I beg him to leave me alone. He said if I told anybody, I would die. I sleep on the bed while my dad and sister sleep on the floor.”

Asked if she thought her father was having the same sexual contact with her younger sister, she said no.

According to her, her mother, an Imo State indigene, has been away from home for about nine months even though she is not separated from her husband and neither are they divorced.

She was said to have left home for her village to take care of her mother.

Daniella said, “I don’t want to stay there anymore; I would like to go and live with my aunt in Ondo State. It is because of my mother that I am still living with him. I was afraid to tell my mother what he was doing.

“He forces me to do it when my mother is not around. If my mother goes out or is playing with her friends outside, he would do it.”

But that was not the worst of Daniella’s story.

In September 2016, Daniella allegedly got pregnant.

She explained that she did not know she was pregnant until her father took her to oneNurse Esther, whom our correspondent later found out is 32-year-old Esther Udoh, an auxiliary nurse who also works in a hairdressing salon.

Daniella said, “My dad just told me that day that he was taking me to Nurse Esther, who is a member of our church.

“When I got to Nurse Esther’s house, he went inside while I waited outside. When they were done talking, we left. When we got home, my dad gave me three white tablets at once.

“Some days after I took the tablet, we went for a Thursday service and I started having stomach pain. I told my mother about the pain. I told her I wanted to go to the toilet. I did but the pain was still there. Blood started coming out of me. My mother asked what happened and I told her I did not know why I was bleeding. My dad was with us in the church at the time.

“My mother then cleaned up the blood. My dad saw the blood but he did not say anything. Three days after the bleeding started in the church, I was still not feeling fine. He did not tell my mum that he had given me some tablets before. I could not stand up. He then took me back to the nurse’s house. When we got to the nurse’s house, she gave me drip.”

The anonymous neighbour, who reported what was happening in Okezie’s house, noticed Daniella’s bleeding nine months ago but she could not report the case to the authorities.

The neighbour said she blamed herself for keeping quiet every day until she summoned the courage to find child rights activists.

She said she was afraid of being labelled a bad person in case she reported the case and Daniella denied it ever happened.

But when our correspondent confronted Okezie with the allegations of his step-daughter, he maintained a cool mien, simply shaking his head and denying every word.

“People are carrying these rumours because they don’t understand how my wife could travel for so long and the girls would be living with me. They are wondering if I am having affair with the girl,” he said.

Then our correspondent told him that he should be aware that Nurse Esther had already confirmed that he indeed brought Daniella for abortion.

At this point, Okezie started talking.

According to him, he only took Daniella to “our family nurse” over “suspicion that she might be pregnant.”

First of all, Okezie insisted he did not rape Daniella, whom he claimed was his biological daughter.

He said, “Esther used to come to this house to treat us. It is true the nurse gave her the drip and tablets, which she took at home

When he was asked what the tablets given to Daniella worked for, he went into a series of unrelated answers.

The rest of the conversation went like this:

Q: What do the tablets work for?

Okezie: The tablets? The tablet is…when she gave…I collected the tablets…

Q: Just say what they work for.

Okezie: It is like she missed her period…you understand?

Q: How did you know she missed her period?

Okezie: How I knew? As a grown-up girl…the mother was still around at the time sef. She said we should keep watch over the girl to know whether someone is already touching her as she is growing up.

Q: Who brought up that idea?

Okezie: My wife did. It was just a general advice.

Q: So, you wanted to know if people were touching her and that was why you took her to the nurse?

Okezie: Yes.

Q: So, what were the three tablets for?

Okezie: For her to use it because of her missed period

Q: How did you know she missed her period?

Okezie: It was the mother that suggested it.

Q: What did Esther tell you after she gave you the tablets?

Okezie: She did not say anything specific.

Q: She did not tell you anything about the drug?

Okezie: She did not tell me anything about the drug.

Q: The second time you took her there for the drip, what did Esther say?

Okezie: She gave her drip only once.

Q: But what did she say? You should remember.

Okezie: I cannot remember anything specific.

Q: Did your wife even know at all that you took her to Nurse Esther?

Okezie: See, my wife said that it was as if our daughter had not seen her period. I asked my daughter and she confirmed it. I then decided to take her to Esther.

Q: When you got to Esther, did any test show that she was pregnant?

Okezie: Esther did not run any test.

Q: So, there was no confirmation that she was pregnant?

Okezie: She said since the girl had not seen her period, that means she should be pregnant.

Q: When you heard that, what did you say?

Okezie: I asked if she could give her some tablets so the thing would ‘run well.’

Q: What did she say specifically that the drug would do?

Okezie: She said it would allow her period ‘to run (flow).’

Q: And you took the drug and gave your daughter without asking much question?

Okezie: All she said was that it would make the period run.

Q: When you heard your daughter might be pregnant, did you ask her who might be responsible since you are denying that you ever touched her?

Okezie: I did not.

Q: You did not ask your daughter who might have impregnated her?

Okezie: That was the mistake I made. I went to Esther because she comes here to treat us.

 

The rest of the conversation with Okezie was a series of incomprehensive question dodging.

However, Daniella said she could still remember Nurse Esther’s house easily and she proceeded to take our correspondent there.

The room in which Nurse Esther was “consulted” for treatment was a dark and dank room with cracking walls.

The dilapidated building itself is tucked in the corner of an unmotorable street in Egbeda, Lagos.

But the woman laughed when asked if that was where she was treating people.

“Once a nurse, always a nurse. A nurse can treat people anywhere once there are necessary tools and medical supplies,” she said.

When she was asked about Daniella and the kind of treatment she gave the girl, she simply feigned ignorance.

She said she could not recall who the girl and her father were.

But when she was told to dial Okezie’s number on her phone, it came up registered. She then admitted that she knew him.

Asked what kind of treatment she gave the girl last, she said she treated her only for malaria and typhoid.

Our correspondent asked her to identify the three tablets she gave the girl “to allow her period to run” but she said she never did that.

“It is true I treated the girl. I gave her only injection and drip. The father said what I charged was too much. I charged N15,000. I later reduced it to N10,000 and gave the girl just one drip. I gave her chloroquine injection for three days. The third day of the injection, I gave her drip,” Nurse Esther said.

But Daniella said she was never given an injection at any point in time by the woman.

Few days after our correspondent spoke with Nurse Esther and Okezie, the Esther Child Rights Foundation, which was handling Daniella’s case, said the man had fled.

The organisation then started tracking him until he was nabbed in his place of work.

The Executive Director of the foundation, Mrs. Esther Ogwu, told our correspondent that when the company in which Okezie worked was approached to hand him over to the police, they were protective until they heard about the allegations against him.

Ogwu said, “He was not at work the first day we went there. But the company called us few days later to come for him. The company even helped us with a vehicle to convey him to the station.

“Without the neighbour who alerted us about the plight of the girl, nothing would have happened while the girl would have suffered silently. We asked the girl when his step-father stopped sleeping with her and she said it was shortly after we paid him a visit.

“Apparently, after the abortion, he still continued. It is possible the mother might have known what her husband was doing to their daughter but said nothing. “We had to take both the girl and her younger sister, who is six years old for test at Mirabel Sexual Assault Referral Centre at the Lagos State University Teaching Hospital, Ikeja. We are still awaiting the result of the test. We don’t want to rule out the possibility of the man sexually abusing the younger one too.”

The foundation said it had notified the Office of the Public Defender, the arm of Lagos State Ministry of Justice which has now become a party to the case.

Shortly after Okezie’s arrest, ‘Nurse’ Esther was also apprehended. They were then both transferred to the sexual abuse unit of the Lagos State Police Command Headquarters.

The spokesperson for the Lagos State Police Command, Mr. Olarinde Famous-Cole, who confirmed the case, said that Okezie and Esther had been charged to court.

Saturday PUNCH learnt that on Monday, July 10, they were charged with child defilement and unlawful administering of dangerous drug punishable under sections 137 and 275 (1)(f) of the Criminal Law of Lagos State 2015.

A charge reads in part, “That you, Francis Okezie in June 2014 till June 2017 at Baruwa, Ipaja, did unlawfully defile (victim), 14, your step-daughter…

“That you, Esther Udoh, sometime in September 2016 at No. 47, Abeokuta Street, Egbeda, Lagos unlawfully administered and supplied dangerous drug to (victim), which caused her harm…”

The case was adjourned till September 18 after the duo pleaded not guilty and were admitted to bail by Magistrate D. Abegunde of an Ogba Magistrate’s Court, Lagos.

They were remanded at the Kirikiri Prison pending when they would meet their bail condition.

The case took on a new twist in court when the magistrate ordered that Daniella’s mother be remanded in prison for abandoning her children for so long.

Daniella and her younger sister have been handed over to the Lagos State children’s home.

A 16years old girl who was a victim of sexual abuse has made a shocking confession that she cannot do within having sex with men daily.
She narrated how an old man who was their neighbor at mile 12, lagos state, South West Nigeria lured her into sex at seven and since then she cannot resist having sex everyday.
The pupil said if she do not see any man to have sex with her in her area, she would go to a popular under bridge at mile 12 lagos and beg for sex from touts.
She said she came from Enugu state to Lagos to live with her aunt after the death of her father.
Her case has become so serious that she had to be referred to an NGO, community health support and empowerment initiative, COHSAEL which has taken up the challenge to rehabilitate her.
The little girl said she was lured into sex by a man called baba who lived with her aunt in the same compound.
She disclosed that baba usually called her to his apartment whenever his wife and her aunt were not around and will insert his finger inside her private part.

" He will tell me to come back home immediately our school dismissed and when I get home he will be waiting for me to finger my honeypot", she narrated.

She said with time he started having real s3x with her.
She alleged when the man who initiated her moved out of their area, she resorted to meeting other men in the area without her aunt knowing.
She said " I have become more addicted to s3x and cannot do without it.
When I desire s3x and I do not see anybody to do it in my area, I will go under the bridge and beg touts to do it for me", she said.
Her predicament was made known to her teacher when she confessed what she was going through after the teacher noticed some abnormal behavior in her. The teacher contacted her aunt who contacted an NGO For assistance.
The programme coordinator of the NGO, Mrs priscilla Ingbia noted that her case was very pathetic because of her age. She said her group took up the challenge to rehabilitate her because it was clear if nothing was done urgently her future would be in danger.
She further stressed out that her organization has started the process of rehabilitating her by carrying out series of tests on her to ascertain her health conditions.
Ingbia stressed that urgent need to relocate her from her present environment and start a new life for her.
She said her organization has not been able to do so because of financial cost of doing so.
