The United States House of Representatives Committee on Financial Services has requested the Department of Justice (DOJ) to reopen the investigation into Shell and Eni's 2011 acquisition of the rights to Oil Prospecting Licence (OPL) 245 in Nigeria. Allegations suggest that both companies were involved in bribing Nigerian government officials, including former President Goodluck Jonathan, with $1.1 billion.

The lawmakers have pointed out that evidence indicates Shell and Eni's involvement in a bribery scheme that led to the payment of $1.1 billion to Nigerian officials, including then President Goodluck Jonathan. Both companies, registered with the US Security and Exchange Commission, are accused of profiting from the deal in violation of the Foreign Corruption Practice Act (FCPA).

Justice S. N. Odili of the Anambra State High Court in Onitsha, Anambra State, has handed down a sentence of 121 years imprisonment to Nwachukwu Placidus, a former manager at the First City Monument Bank branch in Onitsha.

The conviction came after Placidus was found guilty of diverting N112,100,000 in fixed deposit funds from a customer for his personal benefit. Placidus was charged with 16 counts of forgery, stealing, obtaining by false pretense, and uttering by the Economic and Financial Crimes Commission's Enugu Zonal Command on March 27, 2018.

One of the charges stated that Placidus fraudulently obtained N112,100,000 from Idemili Microfinance Bank between February 2009 and November 2014 by falsely claiming to have deposited the money in a fixed account with First City Monument Bank PLC.

During the trial proceedings, the EFCC, represented by Mainforce Ekwu, presented four witnesses and submitted numerous relevant documents as evidence, all of which were accepted by the court.

Justice Odili, in his ruling, declared that the prosecution had successfully proven the case without a shadow of a doubt. Consequently, the convict was sentenced to nine years in prison for count 3, four years for count 4, and nine years each for counts 5 to 16, with counts 1 and 2 resulting in acquittal. The sentences are to be served concurrently.

Additionally, the court mandated the convict to reimburse the specified amount to the victim, Idemili Microfinance Bank. Placidus' journey to the Correctional Centre commenced following allegations by the petitioner, Idemili Microfinance Bank LTD, that N112,100,000 was entrusted to him while serving as the branch manager of FCMB in Onitsha for a fixed deposit. However, upon attempting to withdraw the deposit, the bank claimed no knowledge of the funds.

Upon receiving the complaint, the EFCC initiated an investigation which uncovered that the convict had misappropriated the funds for personal gain and provided the petitioner with a counterfeit Fixed Deposit Certificate.

Several prominent leaders from the northern region have issued a warning against the potential relocation of military bases from the Sahel to Nigeria by the United States and French governments.

In a letter addressed to President Bola Tinubu and the National Assembly leadership, these leaders emphasized the importance of not yielding to such pressure.

The signatories of the letter include respected figures such as Professor Abubakar Siddique Mohammed, Professor Kabiru Sulaiman Chafe, Professor Attahiru Muhammadu Jega, Professor Jibrin Ibrahim, Auwal Musa (Rafsanjani), and Y. Z. Ya’u.

The letter highlights the alleged aggressive lobbying by the American and French governments for Nigeria and other Gulf of Guinea countries to sign new defense agreements, allowing the redeployment of troops expelled from Mali, Burkina Faso, and Niger.

The concern expressed by the signatories revolves around the potential compromise of Nigeria’s defense and internal security, given its strategic location among the Gulf of Guinea countries.

It is crucial to emphasize that military operations of this nature only bring about dangers and no benefits. Take, for instance, the American operations in Niger Republic, which were supposedly aimed at preempting and eradicating terrorists from the Sahel region.

However, the outcome thus far has been far from impressive, if not an outright failure. It is evident that the presence of American troops and intelligence personnel in Niger Republic serves no useful purpose.

This is primarily due to the fact that terrorism has actually escalated dramatically since the United States initiated its operations in the area.

In addition, caution must be exercised to avoid compromising Nigeria’s sovereignty and independence for short-term strategic alliances that could have severe long-term consequences. Furthermore, hosting foreign troops often leads to a rise in prices and living costs in local communities, disproportionately impacting those with lower incomes.

From an environmental standpoint, the establishment and operation of military bases can result in significant degradation of the local environment.

This includes deforestation, soil erosion, water contamination, and loss of biodiversity, all of which have detrimental effects on agricultural communities and indigenous populations.

The long-term environmental damage could further impede economic opportunities and sustainable development. Despite these concerns, neither the presidency nor the National Assembly has made any public statements regarding the open letter.

In an interview with The Punch, Shaibu expressed his readiness to align himself with Senator Adams Oshiomhole's political camp, despite being a loyalist of Oshiomhole in the past.

Shaibu acknowledged his past disagreements with Oshiomhole but emphasized his respect and admiration for him, stating that reuniting with him would be interesting and that he considers Oshiomhole his father and mentor.

Addressing rumors about switching from the PDP to the APC, Shaibu mentioned that his supporters are urging him to make the move, citing dissatisfaction with the PDP leadership and maltreatment, indicating a potential shift to the APC if his team decides to do so.

If the combined team of the Legacy Group and my original groups decides that relocating to the APC is necessary, we will do so without delay. The PDP faces a challenge due to the potential departure of influential members. Despite some individuals never leaving the PDP since its inception, they have expressed willingness to follow my lead. I suggested resolving the issues at hand, but they believed a solution was unattainable.

Efforts are being made to persuade defectors to return to the party and to dissuade local government chairmen from allowing members to defect. The local government leaders are now imploring party members not to leave, although it is too late for such appeals. They seem to believe they possess exclusive wisdom, forgetting that everyone has unique talents that can be combined for collective success.

Shaibu explained his decision not to reside in the Government House during his tenure as deputy governor, citing his anticipation of Obaseki's eventual betrayal. He recounted his initial reluctance to accept Obaseki as the gubernatorial candidate, expressing concerns about the potential negative impact. Despite warnings about Obaseki's destructive tendencies, Shaibu eventually acquiesced out of respect for Oshiomhole.

To begin with, I made it clear that I did not intend to support the PDP candidate, Asue Ighodalo, in the upcoming governorship election. I explained that this decision was based on the fact that he had not been transparent with me about his ambition, despite my repeated inquiries.

Even when I asked him directly at my own house, he failed to disclose his intentions. This lack of openness surprised me, especially when he later claimed on television that he was being pushed to run. When I confronted him about this contradiction, he dismissed it as a social media rumor.

However, his younger brother, Pastor Ituah Ighodalo, confirmed that the plan to make his elder brother the governor of Edo State had been in motion for two years. In my opinion, Edo State needs a leader who understands the local culture and can empathize with the challenges faced by its people.

We need someone who considers Edo their home, not someone who will simply rent a house during their tenure and leave afterwards. Unfortunately, the PDP candidate seems to have stronger ties to Ibadan than to Edo.

Following his impeachment, Shaibu expressed his forgiveness towards Obaseki. He emphasized his gratitude for being alive and attributed his good health to his practice of not harboring ill feelings or grudges. Shaibu mentioned his straightforward nature and how he does not allow negativity to affect him, citing the need to combat negative influences in the world.

Shaibu acknowledged the importance of forgiveness, referencing the Lord's Prayer and stating that he has forgiven those who wronged him, including Obaseki. He also mentioned reconciling with Honourable Kabiru Adjoto, despite their past disagreements, and highlighted the significance of doing what is right for salvation.

The EFCC and Cubana Chief Priest have reached an agreement to settle the accusation of naira abuse outside of the court, as announced during the proceedings' restart on Thursday.

Mrs. Bilikisu Buhari represented the prosecution, and Mr. Chikaosolu Ojukwu (SAN) appeared for the defendant during the reopening of the proceedings.

The defense counsel informed the court about the parties' intention to settle and requested that the matter be resolved in accordance with section 14(2) of the EFCC Act.

Cubana Chief Priest was granted N10m bail with two sureties in like sum by the Federal High Court in Lagos State on Wednesday, April 17.

He faced three counts related to the abuse of naira, spraying, and tampering with the nation's currency at a social event, as per the Central Bank Act of 2007.
6. The socialite was accused of spraying the naira at Eko Hotel on February 13, 2024, and committing the offenses while dancing during the social event.

The incident took place in the Dong area of Jos North local government area in Plateau State. The Inspector had left the money at home and when he returned to search for it, an argument ensued, leading to the violent act.

The State Police Command has confirmed that the suspect is in custody and the investigation is ongoing. The Police Spokesman, DSP Alfred Alabo, stated that the man is currently at the State CID and emphasized that the case is being thoroughly investigated.

The victim, who is pregnant, has been hospitalized following the incident. A concerned neighbor revealed that the argument escalated when the wife refused to give the man N3,000 from the N20,000. The motive behind the Inspector's violent act remains unclear.

The Independent Petroleum Marketers Association of Nigeria (IPMAN) has issued a warning that they will disrupt the supply of Premium Motor Spirit (PMS), commonly known as petrol, due to the non-payment of ₦200bn bridging claims.

This threat comes amidst a nationwide scarcity of petrol, which has resulted in a surge in prices at the pump and the black market. Mazi Oliver Okolo, the association's Unit Chairman and Spokesperson for Aba Depot, stated that this action is supported by the IPMAN's national leadership. Okolo alleged that the debt is owed by the Nigerian Midstream and Downstream Petroleum Regulatory Commission (NMDPRA).

Despite a directive from the Petroleum Minister (Oil) Heineken Lokpobiri for payment, the NMDPRA has failed to settle the ₦200bn debt. Okolo further claimed that only ₦13bn has been paid to IPMAN members since the minister's directive in February 2024, resulting in severe financial difficulties for their businesses.

He also criticized the Nigerian National Petroleum Company Limited (NNPCL), the sole importer of petroleum products, for the current petrol scarcity, which has forced some IPMAN members to shut down their businesses and lay off employees.

The leadership of the NMDPRA has caused us great concern with their unpatriotic behavior in addressing the debt that has accumulated since September 2022. Our members, who are businessmen and women, took out bank loans to keep their fuel retail outlets operational throughout Nigeria, serving the vast population. Unfortunately, many of our members have been driven into bankruptcy and financial insolvency because they have been unable to fulfill their financial obligations to the banks, solely due to the NMDPRA's failure to provide them with their funds. Consequently, the banks have taken over the business premises of numerous members. As indigenous organizations and Depot Chairmen, we are deeply dissatisfied that instead of receiving support from the government to enhance our businesses, we are being discouraged by the head of the NMDPRA.

It is important to mention that during a stakeholders meeting on February 20, 2024, with Mr. Heineken Lokpobiri, the Honourable Minister of Petroleum Resources (Oil), and NSA Nuhu Ribadu, Engr. Farouk Ahmed, the Chief Authority of NMDPRA, was instructed by Mr. Heineken Lokpobiri to settle the entire debt within 40 days. However, we have now surpassed the 40-day deadline given to the NMDPRA, and it is shameful to admit that only a meager sum of N13 Billion has been paid. This demonstrates a complete disregard for our situation, without any remorse or consideration for the directive of the Honourable Minister," as stated in the official statement.

Okolo also alleges that NNPC Ltd imports the products and supplies them to private depots, who then sell them at exorbitant prices ranging from ₦820 to ₦950 per litre. Additionally, IPMAN members have to pay an extra ₦2 million for transportation to other parts of the country, making it challenging for them to sell to Nigerians at the agreed-upon pump price.

The members of IPMAN have urged President Bola Tinubu to thoroughly investigate the matter, which they believe will have a severe negative impact on their businesses and subsequently on the general public.

They strongly oppose the significant increase of over 500% on the Sales and Storage License imposed by the NMDPRA and call for the immediate intervention of the federal government. IPMAN warns that if their demands are not met promptly, they will be compelled to make critical decisions that could disrupt the supply and sale of petroleum products throughout Nigeria.

The Nimbo community in Uzo-Uwani Local Government Area of Enugu State has once again been targeted in an attack believed to be carried out by suspected Fulani herdsmen.

This attack took place on Sunday evening, resulting in the loss of several lives and leaving many others critically injured. According to sources, the herders launched their assault on mourners in the Ugwuijoro Nimbo community, leaving behind a trail of tears and sorrow.

Among the victims were Okeh Simon Ugwu Oruku, Okeh Chukwuebuka, Julius Ogbonna Odiegwu, and Gabriel Ugwor Ezea. A disturbing video, discovered on Monday morning by OBASANJONEWS24, depicted a deserted community.

The voice in the video lamented that the invaders caught the villagers off guard and fired shots indiscriminately at the mourners.

The compound where the mourners had gathered was strewn with overturned tables and chairs, while lifeless villagers lay in pools of their own blood. It is worth noting that Nimbo had previously experienced an attack in 2016, resulting in numerous deaths and sparking nationwide outrage.

A total of 119 inmates from the Medium Security Custodial Centre in Suleja, Niger state, managed to escape due to heavy rainfall that caused significant damage to the facility and its perimeter fence.

The spokesperson for the Federal Capital Territory FCT Command of the Nigeria Correctional Service NCoS, Adamu Duza, confirmed this in a statement.

Duza also mentioned that the recapturing process has already begun, with 10 inmates being apprehended so far. He acknowledged that many of the correctional facilities are old and weak, and efforts are being made to replace them with modern ones.

Duza assured the public that the situation is under control and urged them to carry on with their daily activities without fear. He also requested the public to report any suspicious movements of the escaped inmates to the nearest security agency.

A teenager named Abiodun Adewuyi has been sentenced to three years in prison by an Osun Chief Magistrates’ Court in Ede for stealing water taps. Adewusi, who is 18 years old, was apprehended by the Osun State Command of the Nigeria Security and Civil Defence Corps after he was found removing items in Durodola community, Owode-Ede town.

The spokesperson of the command, Adeleke Kehinde, provided additional information about the case, stating that the suspect was caught in the act of removing the taps from a building on April 16 around 5:40 p.m. The offense committed was in violation of Section 390 of the Criminal Code Law of Osun State.

Adewuyi was arraigned before Chief Magistrate V. A. Adedokun at the Magistrate Court in Ede, Osun State, on April 22, where he received the three-year prison sentence. The Command spokesperson, Adeleke, mentioned that the suspect, identified as Adewuyi Jamiu Abiodun, was found with a total of seven brass water taps, which he had been selling to buyers of scrap metal after stealing them.

The Osun NSCDC Commandant, Michael Adaralewa, urged parents and guardians to caution their children and wards against engaging in criminal activities like theft. According to the anti-graft commission, Bello withdrew $720,000 from the state's accounts to pay his child's school fees in advance just before leaving office on January 27, 2024. EFCC chief Ola Olukoyede revealed this information during a conversation with journalists at the Commission's headquarters in Abuja.

Olukoyede alleged that Bello transferred the money from the state coffers to a Bureau de Change operator and used it for his child's school fees.

He expressed his disbelief at a sitting governor engaging in such actions, especially considering the financial state of Kogi. Olukoyede emphasized his commitment to pursuing the prosecution of the ex-governor and stated that he would resign as EFCC chairman if Bello is not prosecuted.

He also promised to hold accountable anyone who obstructed the arrest of the former governor. The EFCC aims to arraign Bello on 19 counts related to money laundering, breach of trust, and misappropriation of funds totaling N80.2 billion.

He mentioned that regardless of the actions taken by anyone or the frequency of attacks against the anti-corruption agency, he and his team would persist in their efforts to cleanse the nation.

Bello served as the governor of Kogi State until January 27, 2024, when he passed the baton to a fellow APC member, Usman Ododo.

On April 17, 2024, the EFCC conducted a raid on Bello's residence in Abuja with the intention of arresting him, but Ododo intervened and reportedly helped his predecessor evade capture.

In a courageous act, the family of a bride-to-be and a group of passengers thwarted a kidnapping attempt by killing a terrorist in Zamfara State.

PRNigeria reports that the incident unfolded when the family of the bride-to-be and other travellers were ambushed by bandits along the Talata Mafara-Gusau highway.

The bride’s family had embarked on a journey to purchase clothing and other wedding materials in Kano. However, their plans took a harrowing turn when armed bandits targeted them.

An eyewitness, who spoke to PRNigeria, revealed that the response was spontaneous once the bandits had selected their victims.

Despite one of the bandits managing to escape, the brave passengers captured two AK-47 rifles.

Narrating how the events unfolded, the eyewitness said: “A few kilometres away from the Fangal Tama checkpoint, the travellers heard gunshots echoing all around.

‘’To their shock, they encountered two well-armed bandits on motorcycles, blocking the road and halting vehicles.


The bandits immediately ordered the young woman (the bride-to-be), her father, mother, and two other relatives to exit their car.

‘’With guns pointed at them, the terrified family members were coerced to follow the bandits into the nearby forest.
“Realising the grave danger they faced in forced abduction, the passengers decided to act swiftly. They rallied together and launched an attack on one of the two bandits.


’In a fierce struggle, they managed to overpower him, resulting in his instant death. The other bandit, however, escaped, leaving behind his firearm.

The courageous group retrieved the two guns and emerged from the forest. They promptly handed the weapons over to the military at a nearby checkpoint.’’

PRNigeria further gathered that amidst the courageous effort of the group, one of the passengers suffered a sudden heart attack due to the traumatic experience and later died in hospital.

Abubakar, besides being identified as the company's Managing Director and Chief Executive Officer, is reported to be the exclusive signatory to the company's two accounts held in Zenith and Union Banks.

The ex-minister's younger brother, Abubakar Sirika, has been apprehended and detained by the commission due to the transfer of N3,212,258,930.18 to his company, Engirios Nigerian Limited's, bank account by the former minister, with no evidence of work completed on the contracted projects thus far.

Abubakar Sirika, who was taken into custody on February 4, has been cooperating with the commission in its investigation of the financial transactions of the Aviation Ministry during his brother's tenure as the minister.

Lead British International School in Abuja has been closed by the management following a bullying incident that gained widespread attention on social media. 

The videos posted by @mooyeeeeeee showed a student named Maryam Hassan being slapped multiple times by another female student, sparking outrage among online users. 

In response to the incident, the school authorities decided to conduct a thorough investigation and announced a 3-day closure during a meeting held on Tuesday. 

A senior staff member stated that the temporary shutdown was necessary to address the issue and ensure the well-being of everyone involved. 

We highlighted a tense moment during the meeting when a parent confronted the student responsible for the bullying and slapped her.
 

The student, who faced heavy criticism, was escorted onto the school premises by older men, while another parent questioned her actions and expressed concern for the victim.

The student attempted to leave the situation to avoid a confrontation, but the enraged parent pushed her and questioned, "Did you give birth to her?" The student mumbled incomprehensible words, prompting the angry parent to slap her until other elderly individuals intervened to de-escalate the situation.

The Lead British International School had previously announced that an investigation was underway. In a statement released on Monday, the school mentioned that the victimized student is receiving assistance from the counseling unit to overcome the emotional and psychological effects of the incident.

The school emphasized its commitment to providing a secure and supportive learning environment for all students and assured that support, including counseling services, would be extended to the victim and her family.

Furthermore, the school stated that they would work with the perpetrators and their families to offer counseling and implement disciplinary actions to address their unacceptable behavior.

An investigation has been promptly initiated, with a dedicated team assigned to thoroughly examine the incident by gathering information, reviewing video evidence, and interviewing witnesses to determine the underlying causes.

Politics / Rivers: Legislators Remove Governor Fubara's Authority To Appoint LG Caretakers by obasanjonews(m): 8:45am On Apr 23
The Rivers State House of Assembly, on Monday, passed the Rivers State Local Government (Amendment) Bill into law by overriding the assent of Governor Siminalayi Fubara.

The new law, among others, stripped the governor of the power to appoint caretaker committees for local government areas.

It also makes it mandatory for the Rivers State Independent Electoral Commission to conduct elections before the expiration of the tenure of local government chairmen.

The new law also provides that if LG election cannot hold for any reason, the tenure of the sitting chairmen would be extended by not longer than six months.

This is the sixth time the House will be overriding the governor to enact laws.

The House, led by its Speaker, Martin Amaewhule, made the decision at its 159th Legislative sitting held at the Assembly Quarters in Port Harcourt.

The decision of the Assembly was disclosed in a statement on Monday by the media aide to the Speaker, Martins Wachukwu.

The Assembly had, on March 13, 2014, passed the Local Government (Amendment) Bill and forwarded the same to the governor for his assent.

Fubara, however, withheld his assent, while the lawmakers threatened that they would go ahead to override him.

The Assembly and the governor have been in a mouse-and-cat relationship since late last year after Fubara fell out with his predecessor and political godfather, Nyesom Wike.

Twenty-seven members of the Assembly, including the Speaker, are loyal to Wike and attempted to impeach Fubara last October.

The intervention by President Bola Tinubu doused the tension for a while but recent events have shown that the gladiators are back in the trenches.

The Monday statement by the Speaker’s aide read: “Determined to perform its constitutional duties, the bill was presented afresh by the Majority Leader, Hon. Major Jack, and debated by members.

“Thereafter, the House, in accordance with the provisions of Section 100(5) of the 1999 Constitution of the Federal Republic of Nigeria, as altered, which empowers the House to override the governor, where he withholds his assent; the Speaker, Rt. Hon. Martin Amaewhule, put the question to the House and with two-thirds majority votes, the House agreed to override the governor and passed the bill into law.”

In another development, the House also screened and confirmed nominees for the position of chairman and members of the Assembly Service Commission.

Those screened and confirmed were Sampson Worlu as Chairman; Abinye Blessing Pepple, Mrs Blessing Belema Derefaka, Mr.Gbaranen Robinson and Madam Dorcas Amos as members.

The statement recalled that the Assembly had on March 22, 2024, passed the Rivers State Assembly Service Commission(Amendment) Bill into law, wherein the House donated back to itself the power to appoint the chairman and members of the Assembly Service Commission.

Efforts to get the reaction of the state Commissioner for Information and Communications, Joseph Johnson, proved abortive as his line was busy when our correspondent put calls across.

Also, he had yet to reply text and WhatsApp messages sent to him as of the time of filing this report on Monday evening.

The Inspector General of Police (IGP) Kayode Egbetokun expressed his belief that Nigeria is not yet ready for state policing, despite the numerous security challenges it faces.

Speaking at a national dialogue on state police in Abuja, the IGP stated that the Nigeria Police Force (NPF) leadership believes the country lacks the necessary maturity for the establishment of state-controlled police.

He highlighted concerns such as the potential for abuse of power by state political leaders, the risk of undermining human rights and security, and conflicts of jurisdiction. Instead, the IGP proposed alternative measures to improve the police force, including the integration of the Nigeria Security and Civil Defence Corps and the Federal Road Safety into the Nigerian police.

He also emphasized the importance of increasing recruitment and providing more training for police personnel. Former president Goodluck Jonathan, on the other hand, argued that despite the challenges, state police is essential in present-day Nigeria due to the prevalence of crimes like kidnapping.

The political tension in Rivers State continues to escalate, as the Rivers State House of Assembly has once again defied Governor Siminalayi Fubara and successfully passed a significant law in the state.

During the plenary session on Monday, the House overrode the governor's objections and implemented a major amendment to the Rivers State Local Government Law, granting them the authority to extend the tenures of the LGA chairmen. Previously, in March, Governor Fubara had refused to give his consent to the Local Government (Amendment) bill, despite it being passed and forwarded to him by the lawmakers.

However, during Monday's session, the lawmakers arrived at the assembly complex early in the morning, and the topic of discussion was the amendment to the Rivers State Local Government Law.

The bill was presented by the Majority Leader Major Jack, leading to extensive debates among the members of the Rivers State House of Assembly. Ultimately, the lawmakers argued in favor of vetoing the governor, and with a two-thirds majority vote, the House agreed to override the governor's objections and passed the bill into law.

This marks the sixth time that the House of Assembly has defied the governor and enacted laws since the commencement of the political battle in the state.

The Arewa Punch publication revealed that these former insurgents are finding it hard to attract law-abiding men for marriage, with many men avoiding any romantic involvement with them.

While official records indicate a significant number of surrendered insurgents and their families, there is no specific data on the number of unmarried, divorced, or widowed women among them.

Community leaders have expressed concerns about the reluctance of men to consider marriage proposals from these women, despite some of them openly expressing their desire to find suitable partners.

One ward head in Old Maiduguri, Modu Grema Wakil, shared that these women often reach out to community leaders seeking assistance in finding spouses, highlighting the growing desperation among them.

There is a fear that if these women are unable to find suitable partners, they may be at risk of returning to violent activities, jeopardizing their commitment to renounce terrorism and embrace a peaceful life.
