All the southerners holding good ministerial portfolios, he delegates hausa/fulani permanent secretaries to checkmate them, if he is not satisfied with that he further appoint northerners as head of parastatals and government agencies under the particular ministry.

Before you know it, he has wane the power and influence of the minister to the point the minister in a ministry lives only signing documents and memorandum
