1. Constructing roads with open gutter/drainage and no side walk must stop.

2. Modern public transport system. Gariki, newmarket and other

7. Decent public primary and secondary school in every local
government.

8. Well equipped hospital in every senatorial zone with Parklane as
the central site. Parklane has to be upgraded with staff and modern healthcare protocol.

9. We need malls and modern markets. Ogbete, Gariki and New market are just an eyesore.

The issue of religion is a BIG BIG deal that shouldn't be swept under the rug. I'm not trying to be rude but what I'm revealing to the GENERAL IGBO PUBLIC here is much more important than the 570 pages of discussion here on the developmental projects in igboland.

I gave some hints on the upheavals in the moslem world that has been bubbling for the past twenty years. Right now, there's trouble brewing in western europe where a radical shift from LIBERAL democracies to RIGHT WING CONSERVATISM have just taken place. The icing on the cake was the Hungarian election where Victor Oban just won re-election with super majority in parliament. He SOLELY ran his election on an anti islam platform based on not taking one single moslem refugee. He clearly and boldly stated in no unmistaken terms that he doesn't want europe to go from being a CHRISTIAN continet to a MOSLEM one. Like I said before, western europe which was hitherto known as the bastion of LIBERALISM that allowed the importation of millions of moslems since the early seventies have all of a sudden came to a screeching abrupt end and have instead reversed cause. Anti moslem parties are now springing up all over europe.
Europeans don't hate moslems. Moslems are human beings after all. They just hate radical ISLAMIC terrorism. Like I said, they voluntarily took in millions of moslem refugees only for it to backfire with the children's of these refugees blowing up their towns and cities. They marched into Serbia and forcibly converted Serbians, today's Bosnians. They were marching towards the center of europe but were defeated at the GATE OF VIENNA. If that did not happen, today's europeans with the exception of few countries like the British isles would have been practicing moslems. So, having failed through the front door, moslems are now trying to swamp europe through the back door as refugees. At first, the europeans were merciful and showed their kindness by taking these moslem refugees into their countries, until radical ISLAMIC terrorist started showing their real colours. The europeans just woke up one day from the SLUMBER, looked around them and started seeing mosques springing up from every corner. Lo and behold, moslems were mayors of some of their biggest cities like Rotterdam, Birmingham and London. As I'm talking to you right now, they are freaking out, wondering what happened.
So, now, in europe, anti moslem parties are springing up like mushrooms. Like I said before, anti moslem parties are the biggest opposition group in the Netherlands, France, Sweden, Norway and Germany, while they have won governing elections in Austria, Denmark, Poland, Hungary, Italy, Czech republic, Romania and Slovakia They just won the election in Slovenia that was conducted a few days ago. What is happening right now in europe is unprecedented.
Some of you are CLUELESS in the kinds of things happening all over the world, so I'm gonna excuse those who think that I'm fear mongering. You know, a few years ago when some europeans started having angst about the problem of people with a totally different cultures from them, they were labelled fear mongerers. North Korea is a perfect example of a hermit state, now compare it South Korea that opened its borders. Iran seeks business ties with Enugu govt

ENUGU—The Ambassador of the Islamic Republic of Iran to Nigeria, Morteza Rahimi Zarchi, has disclosed the willingness of the Asian country to establish general bilateral business relationship with the Enugu State Government, especially in the area of rendering medical services. Ambassador Zarchi, who spoke at the Government House, Enugu, when he paid a courtesy call on the governor, in company with the management of FIT Consult Limited, stated that his delegation were in Enugu on a feasibility study of establishing an Iranian hospital, modelled after the one in Dubai, at the ongoing Heliu Residences project in Enugu as well as general bilateral cooperation with the state government.

The Iranian Ambassador said his country’s decision to seek bilateral cooperation with Enugu State Government was because of the state’s historical background, its natural resources, the geographical location, which he said links other neighbouring states, the international airport as well as the existing peace in the state.

The little development you are seeing in the east is due majorly to Igbos who are based in the east. The best Igbos have done is to buld residential houses in their various villages where they hardly live.

The government also has a share of the blame because they are supposed to be the drivers of an economic revolution. If the governors of Anamra, Enugu, Imo, Abia and Ebonyi cannot even replicate 50% of the gargantuan projects that can be found in Uyo, Akwa Ibom, then let's not expect any change.

Like businesses, smart brains will only gravitate where they can maximize their potential. In that sense, I partly don't agree with your assessment. Right now, as far as I'm concerned, we have to organize our environment and cities to make it livable. Igbo states and government should try to start URBAN RENEWAL PROJECTS. Every time I come home and I think about moving back home, the one livable city I think about in the east is owerri. I'm especially responding to you because you brought up Mitsubishi and Hyundai, which will allow me to talk about the travails of INNOSON, the first indegenious car manufacturing company in subsaharan africa. Before I do that, I want to talk about something that have had me scratching my head every time I think about it. How is it that a company called ARAB contractors are building our roads, while some Turkish and Asian companies are building our high-rise buildings. If I'm not mistaken, I think Arab contractors also built the brand new enugu Secretariat. FOLKS, this is an abomination, something we should all be ashamed of. By now, in the year 2018, igbo contractors should be able to build all it's highways and bridges. Currently, all the top contractors in the nigerian oil and gas sector are igbo companies. Three of the biggest oil pipeline construction companies in nigeria, nestoil, oilserv and Baywood continental are all igbo. These companies have mastered the art of laying pipelines in all manners of terrain, including swamp areas and even on shallow water. They have even mastered the engineering feat of laying pipelines through rivers without disturbing the river bed. They simply accomplished this by drilling under the water bed!! And yet, we have arab contractors building common road for us

During the last anambra gubernatorial election, I vehemently attacked obiano for abandoning patronizing INNOSON after the huge patronage that was lavished on them by the Peter Obi administration. Of course, I also didn't like the fact that anambra, like imo state, have not adopted the FREE EDUCATION SYSTEM. By now, since 2010 when he opened his manufacturing plant, INNOSON cars should be seen in all nooks and crannies of the state. But this is not the case. Every time I visit home, I always take it upon myself, as an assignment to locate his car products on the road. But alas, I never see any!!. This is very very shocking. All blame should be laid on the feat of the clueless obiano and his anambra government because like we say, CHARITY BEGINS AT HOME. The rest of the igbo states, can also not be blameless. The INNOSON's saga goes a long way to reveal that the igbos states, and by extension their southsouth cousins, do not know how to martial out their resources to achieve maximum objectives. Any people who does not remotely understand how to maximize the potential of INNOSON, like the Koreans did with Hyundai etc will never realize their maximum potential.

There are around 3 million working adults in Anambra state and it's IGR of 18 billion says the average working adult pays just 6,000 naira a year in tax. Lagos meanwhile with around 10 million working adults generates 300 billion in IGR or around 30,000 per person per year.

Lagos has one massive advantage over Anambra and that's it's multinationals and large corporates who pay decent salaries and pay PAYE tax which accounts for a lot of its IGR. Anambra on the other hand caters to the small man. Large corporates and multinationals do several things that barrow hawkers and 10x10 shops don't do and that is hire workers and employ accounting systems. They can easily be taxed.

For Anambra it has to transition business towards larger scale and formalization. It has the density in its cities. It has the international travel experience. It has to get rid of street trading, force people into shops, rig retail towards those with capital.

Everybody should not be an entrepreneur, 90% of people should be labor.When you have a supermarket you have premises, staff, electricity, furniture that needs maintenance and repair. You can borrow from banks. You can pay taxes not mama nkechi selling ugu on a mat or Ahmadu selling torches in a wheelbarrow.

Markets should be incorporated, regulated and taxed as corporate entities. Individual proprietors should be registered and assessed. All commercial property should be taxed.

The state government should do more for infrastructure in cities and law enforcement. Cities are massive cash generators, innovators and beacons of investment if nurtured well. City states like Singapore, Dubai and Hong Kong figured this out early while the managers of Awka and Onitsha somehow believe that business will come despite the fact that dirt roads, filthy gutters, unkempt buildings and lawless markets characterize our cities.

Tourists visit European cities to marvel at buildings, galleries, bridges, parks, culture. London, Milan, Paris, Frankfurt, Amsterdam are global centres of knowledge, production and culture today because the state prioritized their development.

Meanwhile, ANSG has governors who tend to tar the villages where their own people barely live in while leaving cities to wallow in their own vomit.

EXACTLY right. I have already talked about this issue here and at the vanguard comment section before that. There's about a four tier system of businesses operating in nigeria. You have the establishment business, the hawkers, the attachment traders and the street traders. Collecting taxes from these DISORGANIZED system of trading will never work. That's why I talked about streamlining the process to figure out which ones will be easier to collect. The one I chose for the state is REAL ESTATE taxes while the cities and towns should collect sales tax. Real estate taxes for the state, for the simple reason that residential and commercial properties are in plain sight and very hard to hide. You just can't hide them regardless of how hard you try. Some people in an earlier post talked about the landlords lying about occupancy rates or transferring the tax to their tenants. Lying about occupancy rates is very easy to solve. Simply have the responsible state agencies to regularly conduct unanounced visit to rental properties. Also, the federal government just introduced a whistle blower system that allows citizens to report incidences of crime while getting paid at the same time. I recommend that all states and localities should adopt same. As for transferring the tax cost to customers, well, there's a saying in the US that businesses don't pay taxes, but rather their workers, and in the case of real estate taxes, their tenants will pay the taxes. Nothing new there. AS FOR THIS SYSTEM TO WORK HOWEVER, THE STREET TRADERS, ATTACHMENT TRADERS AND STREET HAWKERS MUST BE SHUT DOWN PERMANENTLY.
Let the cities collect sales tax, because the city government is closest to the people, which will allow them to very closely monitor the entire spectrum of trade that is happening in the city. In the US, there's always a tax literally anytime money changes hands. You go and buy food, clothes, shoes and anything for that matter, you pay tax at the cash register. When you pay a mechanic for fixing your car, you pay a tax. When you pay your phone bill, electric bill, internet bill, water bill, you pay a tax. When you leave money in your bank account, the interest the bank pays you on that is taxed. That's why I laugh every time nigerians talk about multiple taxation. FOLKS, western civilization was built on taxes unlike africa where people are always talking about MINERAL RESOURCES. Every single year, the US government collects about 5 trillion dollars in taxes. I want you guys to think for a minute here and convert the five trillion dollars into naira equivalent. That will be 5×360. If we do that, we're going to run out of zeros. Washington DC, the nations capital with a population of about 700,000 have a yearly budget of more than 10 billion dollars. Even poor cities like Baltimore MD, with a population of about 500,000, have a yearly budget of 3 billion dollars. Sales taxes will be the hardest to collect. So, my recommendation is to tax the size of the stores. The difficulty in this approach is determining wether the business is profitable or not. The counter argument to that, is, the business should close down if they are not profitable.
On a yearly basis, there are an eye popping, staggering billions upon billions of naira uncollected taxes in nigeria, as you rightly pointed out that cities are cash cows that various nigerian governments have spectacularly FAILED to tap into.
This is exactly why I'm befuddled about the low rate of tax revenues reported by igbo states. There is something very FISHY about it. As a matter of fact, like I said on imo state thread, I've come to the conclusion that the IGR of igbo states are being embezzled. That makes a whole lot of sense, because, while the money from the federation account is traceable, the one from IGR is not. The biggest single reason why the igbo states, nay nigeria is under DEVELOPED, is lack of proportionate generation of revenues to fund it's infrastructural projects. Until this problem is solved, there will never ever be any development in nigeria.

Properties in the US pay roughly 2 month rental cost as property tax. In Nigeria nobody pays property tax except Lagos.

Onitsha with its residential high rises and density is supposed to lead in property tax. A building earning 2 million in rental charges should be paying 20% of that in property tax. In one of my posts, I described how I can go from ngwa high school axis of aba all the way to the end of portharcourt road (one single road in aba) and collect 1 billion naira every single day in taxes. It might sound like an exaggeration but it's doable even though it will be advisable to start collecting same amount on a monthly basis before transitioning to collect on a daily basis. Lagos State is currently generating about 350 billion naira every year. FOLKS, anambra state should not be generating less than 100 billion naira a year instead of the 18 billion naira it currently generates. Same thing with imo state and abia state, even though, I think, in their own cases, their IGR is being stolen. There's no way any SANE human being should believe that abia and imo state are each generating a measly 500 million naira a month in taxes. Just plain old RUBBISH.

1) Water supply infrastructures buried under the grounds last for ages, if not, you could have been seeing excavations and replacement of water pipes going on daily all over the place.

2) Mbakwe's IMSG Regional Surface Water Supply Infrastructures in Owerri, Okigwe, Umuahia and Aba are still mostly intact under the grounds of these cities. Those of Owerri and Okigwe can be utilized in any future process of restoring water supply to Owerri and Okigwe zones.

3) I have mentioned SURFACE WATER SUPPLY more than three times in my past interaction with you on this water supply thing. Surface water supply scheme implies the pumping out of water from streams, rivers, lakes, seas or even ocean, treat the pumped out water, then circulate the water through a region or zonal or city's water supply infrastructures buried under the ground. I don't know what problem you have with my use of the phrase - regional water supply scheme.

4) Mbakwe refused to commence work on Orlu regional surface water supply scheme because late Collins Obih played a vicious opposition politics against Mbakwe.
Collins Obi was from the same Ideato area of Orlu zone as Rochas Okorocha.

See how Orlu zone was "blessed" by the politics of Obih and Okorocha.

Okorocha does not even have water supply as part of government responsibility. He was expected to fulfill Ohakim's promise to start work on Orlu regional water scheme, after Udenwa/Ararume got federal assistance to complete Okigwe regional surface water supply scheme, though not utilized afterwards.

In any case, I don't want to dwell on that. The reason I'm upset about hearing the word "water scheme" is because I've been hearing it for ages. It's a meaningless slogan that does not correlate with where we need to go. Right now, we made mistakes in every single thing that was built in igboland nay nigeria. I have said this before, and I'll repeat it here; the only single standard anything built in igboland is azudialu obiejesi children's hospital in okija. Other than that, igboland is littered with SUBSTANDARD projects. We should stop and desist from continuing to do things the wrong way RIGHT NOW. No more postponing it. When you want to build a city, the first thing you aquire is a virgin land. Once you do that, the FIRST INFRASTRUCTURE before you build anything is WATER TREATMENT PLANT and WASTE TREATMENT PLANT. That is numero Uno. Unfortunately, we didn't do that. But all hope is not lost. Most diseases have cures the same way most problems have solutions.

The reason why I think this water scheme is OBSOLETE is because we have never built anything the right way, which means that whatever pipe previous governments have buried underground is useless to today's realities of trying to do things the right way ie the pipes might not be the right size, cannot sustain the kinds of pressure needed to pump water to the 10th and 11th floors of buildings etc etc. Just saying that water pipes buried underground Last a long time is not good enough, because you haven't dug any of them up to verify your claim. Secondly, owerri is not the same size it was years back which means that the configuration of these water pipes might not be right.

You see, just like drainage system, water and waste management system, road system, housing and urban development system, you name it, have to be redesigned. It's called URBAN RENEWAL PROJECTS. When you go to Western countries, the dead cities have BOARDED up promenades and boulevards. The alive cities have construction cranes dotting it's skylines, with shinny skyscrapers springing up in every block.

There's ONLY one place I've seen in nigeria where things are built to international standards. Yes, everything I've talked about, the past month on how to build stuff, is actually currently happening at eko atlantic. There, I saw the REAL drainage system, not gutters. I saw every single street, with pretty much a pedestrian sidewalks. I saw landscaping done even before construction of buildings. I haven't seen their REAL LIFE water and waste treatment plants, but I've read where they said that it's been finished. And YES YES, I saw the first FIRE HYDRANT in nigeria. For you people who don't know what a fire hydrant is, because I have never seen it in any nigerian city. A fire hydrant is a water system that are strategically located in commercial and residential neighborhood for the SINGLE purpose of supplying inexaustable amount of water to fire fighters. So, if there's a fire, the fire fighters will come with their fire trucks, unscrew the hydrant, and connect their hoses to it to tap as much volume of water that is required to quench the fire.

FOLKS, the only reason eko atlantic is built the right way, unlike what is obtainable in other nigerian cities, is because it was conceived, designed and built by foreigners. YES, it's owned by a Lebanese man, but constructed by westerners. THIS IS WHAT I'M TALKING ABOUT. I spent the last twenty years observing on a minute level, how western civilisation got to where they are today. I know exactly what they did right, which is EXACTLY why I know what we did wrong. All hope is not lost, because, like I said, most problems have SOLUTIONS. As much as we have done everything the wrong way, I have solutions to REVERSE and REVERT to doing things the right way. The first thing that any government must do before even constructing one single house or building a pipeline infrastructure, is water treatment and waste treatment plants. Water treatment plants for good quality drinking, cleaning and bathing water. And instead of burying your pee and poo (RAW SEWAGE) in your backyard, pump the raw sewage to a waste treatment plant where the impurities are removed before it's discharged. We built practically everything the wrong way. We should stop and desist from continuing with the mediocrity. We should go back to square one to do everything the right way. Pure and simple.

I'm what is known in the heydays of the late seventies and early eighties as an aba brought up. I went to Santa Maria primary school which was where ALL THE WEALTHY children of aba went to school. Right now, Aba is a DEAD city subsisting on its vomit. The city cannot grow anymore because it's surrounded by ngwa villages. Even in the early seventies, from the city center of asa road, going one mile exiting the city was umungasi, which is flanked by eziama. Both umungasi and eziama all the way to where ngwa high school is was totally and completely ngwa villages. These places are now part of aba, but that's because almost all the land was sold by the ngwa indegenious. Uptil today my family still live in aba. Anytime I visit nigeria, I've no choice than to stay in aba. I've been visiting nigeria every year now for the past three years, so, please don't come here with your fake assertions

I'm an aba boy, grew up in the city, on danfodio road before moving to umungasi in the mid seventies. Our house was literally one of the first to be built in umungasi, which was practically an ngwa village back then. Three years ago, after I came home for a quick visit, I couldn't step out of my house to go for a stroll. I just couldn't. Everytime I stepped out and walked about one block, I always quickly turned around. Just couldn't continue!! Since then, I CRY EVERYTIME I REMEMBER THE EXPERIENCE. I went to Santa Maria primary school near ogbor hill, with the children of creme de la creme of aba society. OGBOR HILL LOOKS LIKE HELL ON EARTH TODAY. The big flowing river in ogbor hill has almost dried up. Driving on the aba ikot ekpene road, passing ogbor hill, the whole surrounding valley looked like there are one million people trading there. There are millions of people trading on aba streets. Driving a car on asa road which is known as Aba's main thoroughfare is a nightmare. Hawkers and street traders don't allow motorist and the notorious keke napep people free movement. Keke mechanics were fixing people's keke right there on the street. HEAPS AND HEAPS OF REFUSE LITTER THE ENTIRE LANDSCAPE. As bad as it was, there's some improvements. I use to attack everything abia state on the vanguard comment section until my visit to nigeria of late. I was pleasantly surprised that ikpeazu has been trying his level best to rebuild all the bad roads that were completely not motorable three years ago. I'm really impressed with his work and I apologise for ATTACKING him the few times I did. He should continue in his endeavour, but what aba and all the other igbo cities need is a COMPLETE MAKEOVER. In short, we should essentially go back to SQUARE ONE pure and simple. There are no two ways about it.
