Do your research that did not happen. There was no official record of debt during Ibori tenure. Money was available for them to do what they do. Before Jonathan left office in 2015 our foreign debt was 7.3 billion dollars. During 1999-2007 that they left office if they were debt it's just very little.
This is why the arguments of PDP during OBJ/ATIKU borrowed 15 billion dollars for power was just a nonsense fabricated story when as at 2015 our total external debt was less than half that amount.
