Yes, General Ahmed Taiwo was accused by some members of the public of being responsible for ordering the shooting. However, his own testimony before the Lagos Judicial Panel tells a different story about who gave the order.
There is an important detail in his testimony of November 21, 2020.
What General Taiwo actually said
Under cross-examination, Taiwo identified two officers who were physically present at Lekki:
Lieutenant-Colonel S.O. Bello – Commanding Officer of the 65 Battalion.
Brigadier-General F.O. Omata – A senior officer who arrived at the scene.
Taiwo told the panel that Lt-Col S.O. Bello, the commander on the ground, ordered the soldiers to shoot into the air. �

What about General Taiwo himself?
Taiwo was the Army's principal witness before the panel. He explained the military deployment and defended the Army's conduct.
He maintained that:
Soldiers carried both live and blank ammunition.
The firing team used blank ammunition.
The intention was to disperse protesters, not kill them. �

So, was Taiwo the person who ordered the shooting?
Based on the publicly available testimony, there is no established evidence that General Taiwo personally gave the command to open fire.
His testimony specifically attributed the order to shoot into the air to Lieutenant-Colonel Bello.
The distinction is important:
Taiwo: Senior intelligence commander and Army witness.
Bello: Officer identified by Taiwo as giving the order to shoot into the air.
Omata: Senior officer also present at the scene.
We should distinguish between the order to fire into the air, which Taiwo acknowledged, and the firing of live ammunition into or towards protesters, for which individual command responsibility was not conclusively established.
