I believe this OP haven't been to east before. all what you mention are normal practice in every state in Nigeria..
I terms of development and infrastructure we are not lacking. if you you are truly from east you will understand that this is no federal presence there like it us in the north or west even south south.

I have done a total research on the problems hindering development in the south eastern Nigeria and i can testify that your Senators, Governors, local government chairmen and some of your indigens are the major cause of your misfortune. I will mention some infrastructures that brings about development and how your government and individuals have affected its developments
GOOD ROADS: forgoten that most of your lands are landlocks, contracts are been awarded to corrupt individuals who uses 10% of the money to do the contract and have the 90% saved in his pocket, i have gotten to a situation where i saw most of your roads been done with lateral(red sands). What do u expect from such type of works after five months of existence.
Take for example of enugu -onitsha road, i believed that federal Government must have awarded that contract to an igbo man, and since 8 years ago, what have he/she archieved there.
Take a look at the bridge at Nkpor junction, even though it was built recently, compare it to that of ijebu ode and most of the ones in lagos, was it awarded to a yoruba man? I guess no.
Take a look at nnewi-oba road that is too narrow which many lives have been lost there, was it awarded to an hausa man? I guess no.
ELECTRICITY: i learnt that some of you have not had light since two years as a result of the crooks who goes to the transformer to steal copper wires and crude oil. Was that done by the federal govt, hausas or yorubas? I guess no
FOREIGN INVESTORS: tribalism have eaten you people deep that you can no longer know the negative impact it have created to your development. Do you thinks that other tribes are too foolish by giving out their lands to foriegners to build houses and companies? Oh that is the best strategy to get development. Kidnapping which is rampant in your region have sent foreigners even most of your wealthy men away from your region.
WATER: i saw some of the bole holes which was built by your government but am suprised to hear that some corrupt individuals have taken advantage of that to turn it to their own private investment, selling the water in the name of maintaning the bole hole.

no. I traveled to enugu, i saw how beautiful it is, i entered their coal city shuttle,
i travelled to lagos, behold i saw how clean and beautiful it was, i entered BRT bus and visited to many places.
I entered anambra, i discovered how dirty and dusty it is, i have to took a risk and entered an okada(commercial motorcyclist) because that the only means of transportation. We crashed with another motorcyclist as a result of narrow roads.
Today am using crushes to walk and you are telling me of visiting UK, who will even give me a visa?

Anambra state=
1) no water board coporation
2) narrow roads
3) poor town planning
4) no city shuttles
5) high rate of accidents as a result of the use of motorcycle
6)hardly boast of a double lane roads

I never get my mind off what happened today when I boarded a bus from oshodi heading towards mile2
When I entered the bus at oshodi early morning of today. I saw this particular lady preaching in the bus, it got to a point where she started giving testimony of how she was cured of hiv aids, she narrated how she prayed over the sickness and continued with her life, it was after she got married and had a baby that the doctor confirmed that she was hiv nagative.
The funny thing today was that when she.was preaching, there was this particular strange man looking at the lady while she was preaching. The man was also carrying a very large bible, I dont know if I was the.only one that notice that strange attitude from the man.
After the girl concluded her preaching, she shared an envelope for those who wishes to support the works of God. This strange man Also was looking curiously at those envelopes as we are almost getting to mile2. There was a congested traffic so almost every one have gone down remaining the lady, the strange man that was carrying a large bible, I and the conductor.
Without wasting much time the man went straight to the lady. I decided to know if I can eavesdrop what their conversation would be. To my greatest surprise, I heard the man warning the lady that he is the one that uses this vehicle, and that she should make inquiries next time before embarking on such opportunity.
I couldn't wait to know if the man will demand for a compansation from the lady because even the driver and the conductor was also saying the same thing to the lady.
My question is, why have people choose to defraud in the name of preaching the gospel?
