The N2.5 billion scandal rocking the seat of power recently took a turn for the worse as the power play involved has now put the presidency on edge as it is taking stock of what went wrong in President Muhammadu Buhari’s first tenure. Now, that scandal which involves the National Broadcasting Commission (NBC) appears to have pitched the parastatal’s Director-General, Modibbo Ishaq Kawu, and his backers in the presidency against the Information Minister, Alhaji Lai Mohammed. The relationship between the minister and Modibbo Ishaq Kawu soured considerably when the Independent Corrupt Practices and other related offences Commission (ICPC) investigated the N2.5 billion scandal. After months of dilly-dallying, the ICPC swung into action last month and attempted to arraign the man behind the finger-pointing, Kawu, in court on Friday, March 8, but he was absent in court as his lawyers said he was sick and on admission at the University of Ilorin Teaching Hospital, Ilorin, Kwara State. Weeks after ICPC’s attempts to arraign Kawu in court, Alhaji Lai Mohammed struck again. This time, he nullified the three-year licence which Kawu’s NBC had granted Details Nigeria Ltd, owners of GOTV. In a letter of March 29, 2019, Lai Mohammed wrote: “The decision to renew the GOTV licence for three years negate the position of the white paper on the DSO (Digital Switch Over), making it not only illegal but a willful disrespect for our laws and national institutions. “Recall that the Ministerial Task Force on the DSO, which I chair, had specifically ruled that all Pay Digital Terrestrial Television (DTT) companies would no longer be allowed to self-carry and would have to go to one of the two licenced Signal Distributors for that function. “That decision was made based on the government white paper which puts signal distributors in charge of transmission and separates them from content providers.” To show he was dead serious, Lai Mohammed added: “No part of the licence fees paid by Details Nigeria Ltd should be touched by the NBC until a negotiated agreement has been signed, subject to my approval.” Close watchers of the happenings in the NBC told Daily Independent that, with the final paragraph of the minister’s letter (quoted above), Lai Mohammed had actually served notice to all and sundry that he did not approve any spending for Details Nigeria Limited. They said he did this because Kawu had argued that Lai Mohammed approved the N2.5 billion which was paid as “seed grant” to Pinnacle Communications Ltd. All through the weekend, Abuja was awash with the story that the ICPC may have dropped the charges it brought against Kawu late last month. This was despite the fact that Justice Giwa of the Federal High Court, Abuja had ordered unequivocally that Kawu’s lawyers must produce their client on the next adjourned date this April, “even if he has to come to court on a stretcher”. Kawu and others are facing trial in that case over funds meant for the digital switch over system introduced by the Federal Government. Now, another trouble has opened from another source. Daily Independent has learnt that anti-corruption agents have already been called in to look into this latest scandal.

The United Nations (UN) has postponed a conference in Libya that had been meant to discuss the possibility of holding elections in the country, as fighting between rival domestic forces continues near the capital Tripoli and elsewhere. UN special envoy for Libya Ghassan Salame announced on Tuesday that the two-day conference — which had been due in the southwestern town of Ghadames on April 14-15 — would not be held according to schedule because of the fighting. “We cannot ask people to take part in the conference during gunfire and airstrikes,” Salame said, adding that the meeting would take place “as soon as possible,” without specifying a date. Libya has an internationally-recognized government seated in Tripoli, the so-called Government of National Accord (GNA). But the GNA has been unable to exercise state powers over the entire Libyan territory, where militia groups have been active since an uprising against the then-dictator Muammar Gaddafi in 2011. Another major power faction that lays a claim to power is based in the city of Tobruk, in Libya’s east. It has its own quasi-army, led by self-styled General Khalifa Haftar. Last week, Haftar ordered his forces to advance on the capital, in what seems to be an attempt to unseat the GNA. On their way to Tripoli, Haftar’s forces have overtaken several oil fields and towns, but have faced stiff resistance from forces loyal to the GNA near Tripoli, where they have been stopped. The situation is deadlocked, and fighting continues despite international calls for an end to hostilities. The GNA has carried out airstrikes against the positions of Haftar’s forces, which call themselves the Libyan National Army (LNA). The LNA also conducted one airstrike against the Tripoli airport on Tuesday. Later that day, the GNA called the attack on the airport a “war crime” and a violation of “all national laws and international agreements,” and ordered the military prosecutor’s office to issue arrest warrants for Haftar and those collaborating with him, according to Al Jazeera. The news network said Fayez al-Sarraj, the prime minister of the Tripoli-based government, has instructed prosecutors to prepare the arrest warrants. Sarraj and Haftar had previously participated in UN-brokered reconciliation talks. President Muhammadu Buhari on Tuesday in Dubai, stated that his government has succeeded in rescuing Nigeria from Boko Haram insurgents. He spoke at a town hall meeting with members of the Nigerian Community in the United Arab Emirates (UAE). Buhari, who also pledged more government investments in research, technology as well educational institutions, promised that the prudent economic management, diversification of production and revenue bases of the administration in the last four years will be sustained. ‘‘The Next Level is to consolidate whatever we have done till 2023 and it makes common sense that in order to manage any outfit, whether a nation, state or organisation, you have to secure it. ‘‘We all know how many local governments Boko Haram were occupying. People from the North-east know that they are not holding any local government today. “They were holding 17 out of the 774 local governments before we came in 2015; they are not holding any now,’’ the President said. At the interactive session, the Nigerian leader noted that a key objective of his administration which had yielded positive results, in the last four years, was the campaign for the nation to return to agriculture. ‘‘What we did was to encourage agriculture, and fertiliser was made available at half the price. ‘‘We encouraged people to go back to land. The response was excellent. We have virtually achieved food security; we have stopped the importation of rice. ‘‘The money we have saved in foreign exchange is in hundreds of millions of dollars, not even in naira. We are putting that into infrastructure,’’ he noted. Responding to a question about the pace of anti-corruption war, the President said: ‘‘Whoever calls me Baba-go-slow, I’m very conscious of historical antecedents. You know what happened to me the last time…people [now] have to be proven guilty before they are locked up.’’ Buhari also reflected on the 2019 APC presidential campaign and the outcome of the polls, saying: ‘‘I was very impressed by the turn out of every state to see and hear me. According to witness, live organs are harvested from detained Uyghur Muslims and sold for over $160,000 An interview conducted by the independent journalist CJ Werlemen with a Uyghur Muslim surgeon has alleged that China has been harvesting live organs from executed Uyghur prisoners being held in concentration camps in Xinjiang province. According to Enver Tohti, a surgeon who once unwittingly took part in one of these gruesome operations and is now living in exile, organ harvesting in China has been an ongoing practice for over 20 years and is widespread and systematic in the Muslim majority province of Xinjiang, also called Occupied East. “I was called by my chief surgeon to go to a room near the Urumqi execution grounds to remove the liver and two kidneys from an executed prisoner” Enver said, recalling the event.[1] “It turned out he wasn’t fully dead because they [Chinese execution squad] shot him through the right chest [intentionally] to knock him out [without killing him], so I would have time to remove his organs” he added. According to Tohti, the detainees who have their organs removed are not killed immediately, they are kept alive during the procedure so the organs being harvested are taken out live. Furthermore, Tohti said he was ordered by his superior to not administer anaesthesia on the detainee when he performed the procedure. “I told my chief surgeon he wasn’t dead but he ordered me to remove the man’s liver and kidneys there and then – and to be quick about it. I was ordered not to give the man any anaesthetic,” the exiled Uyghur surgeon said in an interview with the UK Daily Record in 2013. [2] Last month Tohti told Radio Free Asia,[3] that he believes the main customers of China’s grotesque organ harvesting business are from Saudi Arabia, whose recipients are in need of organs, and that authorities market and advertise the harvested organs as ‘halal’ even though the illegal practice is completely forbidden in Islam. Although Tohti’s claims were unverified, Dr Faisal Shaheen of the Saudi Centre for Organ Transplants has said, in an article written in the Arabian Business,[4] that 410 Saudi Arabian citizens had purchased organs from 2012 to 2014 from black markets in China, Egypt and Pakistan and that 7,000 Saudi citizens are in need of Kidney transplants. “A total of 220 Saudis bought organs for transplants from markets in Pakistan, China and Egypt in 2013 and 190 did the same in 2012 at their own personal expense,” Shaheen said, adding that “this is how the doctors discovered that the citizens bought organs from the black market and illegally got them transplanted and later informed the centre.” [4] According to the European parliament’s public health committee and human rights subcommittee, the illegally harvested organs are sold to customers for as much as $165,000 and that customers mainly come from the USA, Europe and Saudi Arabia. [5] Tohti showed a photograph of the so called Human Organ Transportation Green-Path at the Urumqi International Airport which allows for the transportation of large numbers of organs to be shipped around the world to various recipients.[5] Chinese authorities have repeatedly stated that they are detaining people accused of minor crimes and that they are being held in re-education centres, where they enjoy their time and are ‘grateful’ to be there. However, personal accounts from former detainees paint an Orwellian picture where Uyghurs are prevented from observing their religious duties. According to a report published by Human Rights Watch,[6] the Chinese government has carried out these repressive policies for many years against the Uyghur people and the mass detention of Uyghur Muslims in concentration camps is the latest in a campaign of oppression and repression. Twenty five Lawyers have approached a Federal High Court, sitting in Abuja, asking it to terminate further hearing on a suit challenging what they termed as the illegal suspension of the Chief Justice of Nigeria, CJN, Walter Onnoghen, by President Muhammadu Buhari. The Plaintiffs, led by Human Rights Activist, Johnmary Jideobi, said that they decided to discontinue the suit, after they got information that Justice Onnoghen had succumbed to pressure and voluntarily tendered his resignation letter to the 1st defendant, Buhari. They told the court that pursuing the legal action to its logical conclusion, would amount to “crying more than the bereaved”, notwithstanding the fact that the matter was earlier fixed to be heard on May 23. Meanwhile, a University Lecturer in Edo State, Dr. Isaiah Osifo, has raised two posers for the Nigeria Judicial Council, NJC, over its recommendation of the compulsory retirement for Justice Onnoghen, who was forced to give up his job, recently. Osifo said: “It is meaningless for the sycophants of President Buhari to celebrate or justify the resignation of Justice Onnoghen, without concern for the dangerous consequences of a bad precedent in a country, without respect for the rule of law. “Can NJC and Nigerians tolerate situations where elected President can sack the Head of the Judicial Arm of government, without recourse to the rules and constitutional provision? Can NJC and Nigerians tolerate situations where elected State Governor can sack the Chief Judge of a State, without recourse to the laws and the Constitution of Nigeria? “The resignation/retirement of Justice Onnoghen should make less news, compared to the dangers that are inherent in a society without the rule of law. Double standard and its application in any judicial system, erode the confidence of the people in the Judiciary, and place the nation in the category of a dangerous and unpredictable country. “If NJC cannot rescue the Judiciary, who else can? The Minister of Justice and Attorney General of the Federation (AGF), Abubakar Malami (SAN) has rejected claims that he is plotting to cause constitutional crisis in Rivers State. Recall that the Peoples Democratic Party (PDP) had accused Malami of working with the Minister of Transport, Rotimi Amaechi, to nullify the result of the March 9, governorship election in Rivers state. Responding to the allegation, Malami’s media aide, Salihu Isah, said PDP’s claims against his principal were ridiculous, and as such demanded that the AGF should not be linked with the local politics in Rivers State. “We are in a democracy, and there are institutions with powers to void elections if the need arises. That is not part of the responsibilities of the Attorney General of the Federation. “So, they should not link him (the AGF) with such ridiculous claim. ederal Government agency, the Revenue Mobilisation Allocation and Fiscal Commission (RMAFC), has vowed to probe commercial banks for collecting illegal stamp duty. The money, according to the RMAFC, has reached over N100billion. A statement by the Commission’s spokesperson, Ibrahim Mohammed, on Sunday, said the probe would involve a forensic investigation of the funds collected as stamp duty by 22 Deposit Money Banks (DMB) between the year 2000 and last year. RMAFC said commercial banks have been deducting the sum of N50 on every deposit with a value of N1, 000 and above since January 2000. At the moment, the total sum of N33 billion has been realised through the collection of stamp duties which falls far below the expectation of stakeholders. It said it expected that at the end of the exercise, over N100 billion would be recovered from the banks. It did not mention the 22 banks. The RMAFC statement said: “Arrangements have been made to engage the services of reputable forensic audit firms to carry out the probe of the banks. “The probe will be comprehensive as it will cover the affixed stamp used on cheque books prior to the introduction of electronic transactions.” In the same vein, the Commission observed that “if NIPOST is properly repositioned through the appropriate legal and regulatory framework and the introduction of appropriate technology, the Agency can generate over N500 billion.” RMAFC appealed to the National Assembly and the Federal Government to initiate measures for the amendment of the NIPOST Act to enable it to expand the economy and attract more revenue. Besides the planned probe, RMAFC has also embarked on the reconciliation of signature bonuses and other miscellaneous revenues from the oil and gas industry “to enable the Commission to engage other stakeholders with a view to reducing revenue leakages and enhance remittance into the Federation Account.” The Commission has approached other stakeholders, especially the Department of Petroleum Resources (DPR), the Federal Inland Revenue Services (FIRS) and the Central Bank of Nigeria (CBN) for support. https://www.worldnews.com.ng/2019/04/more-trouble-for-nigerian-banks-as-fg.html |

Senator representing Katsina South District in the National Assembly, Abu Ibrahim, has hinted that the All Progressives Congress (APC) may expel Senators Mohammed Ali Ndume and Danjuma Goje, if they go against the party’s decision on the election of the next Senate President. Speaking to reporters on Sunday in Abuja, Senator Ibrahim said any member of the APC who dares the party’s decision and connives with the Peoples Democratic Party (PDP) to sabotage the party on who becomes Senate President will be shown the way out of the ruling APC. Though he did not specifically mention the names of the two ranking federal lawmakers, recall that Ndume, on one hand, has declared his intention to contest the position of Senate President in defiance of APC’s endorsement of Senator Ahmed Lawan as its preferred candidate for the job. Goje, who has been working underground to realise his ambition of leading the ninth National Assembly, is yet to publicly declare his intention. Goje’s body language also gives him out as willing to go against the party’s choice of Senator Lawan. However, Senator Ibrahim who is Chairman, Senate Committee on Labour and Productivity noted that, if the APC gives a ticket to an individual and he is assisted with resources to contest and win election, the person must naturally obey the rules of the party at all times. Ibrahim said, “First of all, we have to remind ourselves that it is a political party which gives an individual the ticket to participate in an election. Once such a ticket is given, it is the caucus of the party in the National Assembly that will determine the emergence of candidate that eventually becomes the leader of the Senate through voting. “Specifically, the party decides which zone should produce candidate for the position and when such decision is taken every member must abide by that decision. No one can come out of caucus meeting’s voting to say he would not accept the decision of the party on such election process. “As a loyal party member anyone who dares the party’s decision and come out to connive with PDP to truncate the decision of the party will be expelled from the party. “As a matter of fact, if the party gives a ticket to an individual and he/she is assisted with resources to contest and win election, the person must naturally obey the rules of the party at all times. “In democracy, once you choose a party, you must abide by the rules of that party at all times or else you leave. There will be no need for individuals who disobey the party decision and remain in such a party. That is an act of indiscipline which no party should condone.” Asked if APC can reach out to PDP Senators to seek support for its candidate, he said: “You see, there is no need to reach out to the opposition minority members because APC, as a party, has a clear majority to decide straight away who should become Senate President. “PDP, as a party, played this game for the whole sixteen years when it was in power between 1999 and 2015. All the PDP members, who are now talking today, including Senators Abaribe, James Manager, Ekweremadu and the likes, know the rules of this game. “It is sheer mischief, greed and a great insult for any PDP member to now claim that every member in the National Assembly has a right to contest. This is not done anywhere in the world. Not in U.K, U.S.A or anywhere else. “David Mark was Senate President between 2007 and 2015 when his party was in power and the majority party in Senate, nobody from the opposition parties contested along with him. “Now he thinks numerical strength does not matter again but it did when he was the Senate President. What an absurdity. “The leadership of the National Assembly now belongs exclusively to APC in the two chambers because the party has a clear majority and does not have to consult the opposition members in order to pick its principal officers. It is never done anywhere in the world and it will not be done this time around. “The minority leadership in the National Assembly is there for the PDP to choose their leaders. No one is interfering with them in choosing their leadership. “No one from APC will go there and contest to be a member, so why should anyone from PDP want to contest for majority leadership position? Well, it happened the last time in 2015 when Senator Ekweremadu contested the position of the deputy Senate President. President Muhammadu Buhari on Sunday evening arrived Netherlands ahead of his scheduled visit to the International Criminal Court (ICC) in The Hague.The News Agency of Nigeria (NAN) monitoring the visit reports that the President’s aircraft landed at Rotterdam-The Hague Airport at about 7: 23 p.m (Nigerian time). President Buhari was welcomed by Judge Chile Eboe-Osuji, President of the ICC, Vice-President of the Court, Marc Perrin de Brichambut and the Nigerian Foreign Affairs Minister, Geoffrey Onyeama. Others at the airport to welcome the Nigerian leader were Mr Oji Ngofa, Nigeria’s Ambassador to the Kingdom of the Netherlands and Mr Robert Petri, Ambassador of the Kingdom of the Netherlands to Nigeria. Also on hand to receive the President and his delegation were Lt.Col Veenhuijzen, Aide-De-Camp to His Majesty the King of the Netherlands and senior officials of the Ministry of Foreign Affairs of the Netherlands. The Special Adviser to the President on Media and Publicity, Mr Femi Adesina, had announced that while in the Hague, Buhari will speak at the Solemn Hearing to commemorate the 20th anniversary of the adoption of the ICC Rome Statute.
