Lagos State government has shut 12 buildings in Abeokuta and Ibadan Streets in Ilasamaja area of the state, over discovery of shallow oil wells built by landlords to illegally scoop diesel from pipeline belonging to the Nigerian National Petroleum Corporation (NNPC).

The oil wells were said to have been built for the purpose of illegally scooping of diesel and selling same to members of the public.

Some of the affected landlords, according tofindings, built pumping machines and boreholes to perpetrate the crime on a large scale.

Already, three suspects have been arrested over the incident, Lagos State Commissioner of Police, Mr. Fatai Owoseni, said when addressing journalists on the matter.

Commissioner for Information and Strategy,Mr. Steve Ayorinde, confirmed government’s action while briefing newsmen at the Lagos House, Ikeja, on Friday.

He said the decision to shut the wells and condone off the area was taken by government to forestall loss of lives and property as a result of the looming danger.

Ayorinde, who addressed journalists alongside top government functionaries and the Lagos State Commissioner of Police, Mr. Fatai Owoseni, said a combined team from the police command, the Ministry of Environment, Lagos State Environmental Protection Agency, Lagos State Fire Service and Sole Administrator of Isolo Local Council Development Area carried out a thorough inspection of the entire area and discovered no fewer than 12 of the illegal oil wells.

The commissioner said initial investigation revealed that a few of the landlords where the wells were located were taking advantage of the situation by commercializing the dangerous act.

He said that samples of the substance had been taken for immediate investigation in order to determine the true nature of the substance as well as the root cause of this unusual occurrence, adding that the state government was working with the NNPC for further investigation.

Ayorinde said that for the safety of residents, especially on Abeokuta and IbadanStreets, the affected well had been sealed off, adding that the government would also work with those who were likely to be displaced as a result of the development.

"The Lagos State government wishes to use this opportunity to remind Lagosians and theresidents of these areas in particular, to assist the police with useful information and to urge them to always volunteer information before any potentially dangerous situation degenerates to public hazard,” he said.

Also speaking, the Commissioner of Police, Mr.Fatai Owoseni, confirmed the arrest of three suspects in the operation, adding that a fire tanker had been stationed in the event of any fire incident.

The men of the Lagos State Police Command in the area who were on routine patrol said they saw a woman around12 midnight with keg of diesel and when an attempt was made for her to be accosted, she fled, a development which alerted the police of something fishy.

It was gathered that the police immediately pursued the woman and accosted her, after which she eventually took them to number 12, Abeokuta Street, off Ilasamaja, one of the houses housing the illegal oil wells.

Upon getting to the said house, those inside shut the door and prevented the police from gaining entrance.

The officers thereafter left the scene with the arrested woman, and they later came back disguising as potential buyers of diesel, while those inside opened the door.

It was at that point that the illegal oil well was discovered at the house, after which about 10 more wells were discovered in other houses in Abeokuta and Ibadan streets.

Rwanda’s long-time President Paul Kagame has easily won a third term in office in a vote he had called “a formality.”

Kagame, the controversial president of Rwanda, won a landslide victory in the small African state’s election, securing a third term extending his 17 years in power.

The result gives him another seven years leading the small east African nation praised for its economic performance but criticised for its silencing of opponents.

Electoral authorities overnight said Mr Kagame had won more than 98 per cent of the vote with 80 per cent of ballots counted, with no major change expected when final results are announced later on Saturday.

He addressed jubilant supporters at party headquarters and urged Rwandans, including those who did not support him, to work together.

“This election was criticised so much due to me continuing to be your leader, especially people from outside the country because they oppose the will of Rwandans,” he told supporters. “But Rwandans have shown that it was not manipulated by anyone but their own will.”

Mr Kagame has led the country of 12 million people since his rebels helped to end its genocide in 1994 during which more than 800,000 Tutsis and moderate Hutus were massacred by Hutu extremists.

The Associated Press said 59-year-old Kagame has been praised for the country’s economic growth, but human rights groups accuse his government of using state powers to silence opposition. Rwandan authorities, including the president, deny it.

A constitutional amendment in 2015 allows him to stay in power until 2034 if he pursues it.

Mr Kagame was running against Frank Habineza of the Democratic Green Party of Rwanda – the only permitted opposition party – and independent candidate and former journalist Philippe Mpayimana.

Three potential candidates were disqualified for allegedly failing to fulfil requirements including collecting enough signatures.

With 80 per cent of votes counted, Mr Mpayimana had just 0.72 per cent and conceded defeat and congratulated Mr Kagame. Mr Habineza had 0.45 per cent.

More than 80 per cent of Rwanda’s 6.9 million registered voters cast their ballots, according to Charles Munyaneza, executive secretary of the Rwanda Electoral Commission.

In Rwanda’s capital Kigali, there had been little hint of the coming vote. Candidates had been barred from putting campaign posters in most public places, including schools and hospitals.

The electoral commission vetted candidates’ campaign messages, warning that their social media accounts could be blocked otherwise.

Two decades of often deadly attacks on political opponents, journalists and rights activists created a “climate of fear” ahead of Rwanda’s election, Amnesty International said in a report last month.

In 2010, Mr Kagame won with 93 per cent of the vote.

In July, he told a campaign rally that “the day of the presidential elections will just be a formality.”

THE Department of Meteorology and Climate Science (MCS) and the WASCAL Graduate Research Studies programme, in the West African Climate System (GSP-WACS) of the Federal University of Technology, Akure, Ondo State, has won a research grant from the United Kingdom (UK) Global Challenges Research Fund (GCRF) African Science for Weather Information and Forecasting Techniques (SWIFT).

Over the four-year programme, the experts from FUTA who won the grant; Professor Kenny Ogunjobi (Director, WASCAL), Dr Elijah Adefisan, Professor Emmanuel Okogbue (Head of Department of Meteorology and Climate Science Department) Professor Jerome Omotosho and Dr Vincent Ajayi will join a the team of 25 UK and 45 African atmospheric scientists, social scientists and operational forecasters. They will undertake fundamental scientific research into the physics of tropical weather systems, evaluation and presentation of complex model and satellite data, and communications and exploitation of forecasts.

By significantly improving the research capacity in Nigeria in particular, the project will benefit diverse sectors such as aviation, agriculture, energy, water resources and emergency response.

The project will also ensure that results can be translated beyond the partner countries and into the wider developing world.

The African SWIFT consortium will be led by the UK National Centre for Atmospheric Science (NCAS) and builds upon existing partnerships between forecasting centres and universities in four African partner countries – bringing together five UK partners (NCAS, University of Leeds, University of Reading, CEH and UK Met Office) and 10 African partners (Senegal – ANACIM and UCAD; Ghana – GMet and KNUST; Nigeria – FUTA and Nigerian Meteorological Agency, NiMet; Kenya – KMet, ICPAC and University of Nairobi; and ACMAD) and the World Meteorological Organization, as an advisory partner.

The Vice-Chancellor, Professor Joseph Fuwape, has congratulated the team that won the grant on behalf of the university, saying that it further underscores FUTA’s pacesetting efforts in technological advancement of Nigeria and its ability to hold its own in the comity of global universities.

He said the participation of FUTA in this unique international African SWIFT project would strongly support its capacity as a major training hub for Meteorology and Climate Science and as the university component of the WMO Regional Meteorological training centre for West Africa.
