It’s like one of our members from the Peoples Democratic Party … they still have the PDP sentiments, and they are using it to achieve their objectives … They may be successful in the short term, but it’s going to ruin them in the long term … This is because once one is adjudged unreliable, nobody will trust such an individual with higher authority.

– Chief Audu Ogbeh, commenting on the antics of Senator Bukola Saraki’s election as the Senate President.

It is generally believed that the mutinous and beleaguered President of the Senate, Abubakar Bukola Saraki, is not simply a power monger, he is also a power grabber. He has been known to display both traits at the slightest opportunity. His ultimate goal, it is believed, is to become the President of the Federal Republic of Nigeria. No one knows this better than his local supporters back home in Ilorin as the first opening quote suggests. However, if Ogbeh’s comment is anything to go by, and anyone who knows Ogbeh well knows that he is not flippant with words, Saraki’s ultimate ambition may elude him, precisely for the reasons stated in the second opening quote.

Ever since former President Olusegun Obasanjo appointed him as a special assistant on budget issues in 2000, Saraki had set his eyes on the highest political job in the land. Accordingly, he has climbed or attempted to climb every ladder that came his way, rightly or wrongly. His chief strategy, many observers have noted, is to cut corners; sidetrack rules, regulations, and procedures; or defy appropriate authority in order to achieve his goal. He is known to have scuttled his own sister’s political ambition in order to boost his own. Three examples of the Saraki strategy will suffice.

One, as soon as he became the Governor of Kwara State in 2003, Saraki moved the state’s funds from the state’s own bank, Trade Bank (now defunct), to his family’s failing bank, of which he was once Executive Director, namely, Societie Generale Bank (also now defunct). He might as well have moved the funds to his own residence, like Bakin Zuwo, a former Governor of Kano State, who was eventually sentenced to 300 years in prison for his action. It took the concerted effort of many a notable citizen of Kwara State and beyond to convince Saraki to get the funds returned to the state’s bank. Imagine entrusting the nation’s resources in the hands of such a self-centered politician.

Two, in June 2015, after nights of surreptitious meetings with co-accomplices, largely members of the opposition Peoples Democratic Party, Saraki defied his party’s leaders and the vast majority of his fellow senators in the All Progressives Congress, to contest the position of President of the Senate, knowing full well that fellow APC senators were going to meet with President Muhammadu Buhari at a different location, and that he himself should have been there.

At first, the full import of Saraki’s “coup” against his own party and its leaders was not fully realised by many observers. I, for one, was initially angry at the APC leaders for giving Saraki room for plotting and successfully carrying out a coup against them. Accordingly, in “APC and power management 101” (The Punch, June 16, 2015), I chastised them for failing to manage power and the coalition they worked so hard to build, focusing on the implications of the Senate election snafu for the APC’s change agenda and President Buhari’s authority.

However, as events unfolded, it became clearer that Saraki was a defiant rebel, who was determined to have his way by hook or by crook. Having let go of his winning the election through a coup, APC leaders decided to step in on the election of the other Senate leaders. Saraki sidetracked protocol by refusing to read, on the floor of Senate, the party leaders’ letter, containing a list of their nominees to positions which are normally party positions. He went ahead to put his own men into those positions. The brazenness of Saraki’s action is put into sharper relief by that of the Speaker of the House of Representatives, Yakubu Dogara, who was elected in similar circumstances but gave in to the party’s requests on other elections, although only after prolonged negotiations. The corner-cutting Saraki simply did not give room for such negotiations.

What is worse, it was alleged that the procedural rules guiding the conduct of Saraki’s election were forged. According to Emmanuel Aziken, Vanguard’s Political Editor, a 13-page report of the Police investigations obtained by Vanguard “affirmed that the amendment of the rules was not according to the laid down rules of the Senate”.

Accordingly, the report recommended, among others, that “This practice where some group of senators amends the Rules of the Senate without following legal procedures is not only criminal but portends danger for our growing democracy and should be discouraged” (Vanguard, July 27, 2015). To further sully Saraki’s already sullied victory, the police report on the forgery of the Senate rules is now lost in the labyrinth of the Nigerian factor, of which Saraki is master, but which President Buhari is determined to change.

The Nigerian factor or, better still, the Saraki factor, is believed to be behind the third example of Saraki’s strategy of ascending to, or retaining, power. It is the botched probe of the Chairman of the Economic and Financial Crimes Commission, Ibrahim Lamorde, which is suspected to have been orchestrated by Saraki himself. Coming at a time when the EFCC embarked on probing into various corruption allegations, including that of Saraki’s own wife, Toyin Saraki, many observers, including the vast majority of fellow senators, believe that the probe was ill-timed; that the petition was not properly channelled; that Saraki, as Senate President, sidetracked the Senate’s laid down procedures in setting up the probe; and that the petitioner, George Uboh, is a close ally of Saraki, who, like Saraki’s wife, is under investigation by the EFCC. Uboh for one is standing trial before Justice J, Aladetoyinbo of the FCT High Court on three counts of fraud (FRN v George Uboh CR/12/09), for allegedly converting properties belonging to the Police Equipment Fund to personal use;

The botched probe of the EFCC boss is a further demonstration of Saraki’s highhandedness. Not only is the probe intended to serve Saraki’s self-interest, it has the serious implication of derailing the anti-corruption agenda of President Buhari and the APC.

It is against the above backgrounds that Saraki’s future foray into presidential politics should be assessed. Without a doubt, he is well educated and politically groomed, having been a two-term governor, chairman of the Nigeria Governors’ Forum, and now President of the Senate. The problem is that he is not trustworthy and loves to cut corners, by sidetracking laid down procedures. Besides, Saraki is said to have accumulated stupendous wealth, in excess of his legitimate earnings, including palatial mansions especially in the United Kingdom, which is considered out of sync with President Buhari’s anti-corruption agenda. This can only further estrange him from President Buhari and the APC leadership, whose wishes he has so stubbornly flouted.

Nevertheless, it is high time the APC leadership, especially President Buhari and the APC National Leader, Bola Tinubu, stopped Saraki from causing further division within the Senate, thus impeding the progress of their party. He should be granted the audience he is widely reported to have been seeking and told in clear terms to toe the party line or else …(I leave that to the leaders).

Moving forward, NERC's directive will put an end to the unfair profiteering of the power sector at the expense of customers. As power remains a major determinant for economic growth, if Nigeria is to experience sustained economic growth, it needs to take more proactive steps to ensure that the power sector receives critical and effective attention.

A new day has dawned for millions of Nigerian electricity consumers as the the Nigerian Electricity Regulatory Commission (NERC) has directed Power Generation and Distribution Companies (GENCOs and DISCOs) to abolish the age long practices of fixed electricity charges and bulk billing of residential communities.

Based on the Senate's recent investigation into the power sector, NERC had through an official communication from its Chairman and Chief Executive, Dr. Sam Amadi, on Monday August 17, 2015 said, "Consumers who do not receive power supply will henceforth be exempted from paying fixed charges" as "power distribution companies have come into consensus to review fixed charge policy". Although Amadi argued that the billing method was a standard global practice, he agreed with the peculiarities of the Nigeria situation owing to the problem of poor electricity generation capacity - that often leads to consumers paying fixed charges for epileptic or absolutely no power supply.

The NERC ruling was brought about after the Eighth Senate resumed to begin its legislative and oversight functions after a turbulent leadership selection process. A Tuesday, August 11, 2015 motion on the floor of the Senate on the Unfair Trade Practices of Electricity Distribution Companies in Nigeria, which was moved by Senators Sam Egwu and David Umaru of Ebonyi and Niger state's respectively, challenged the effects that DISCOS were having on hardworking Nigerians. This resolution further prompted the Senate to decide to probe the various projects and funding of the power sector since Nigeria's return to democracy in 1999.

Moving forward, NERC's directive will put an end to the unfair profiteering of the power sector at the expense of customers. As power remains a major determinant for economic growth, if Nigeria is to experience sustained economic growth, it needs to take more proactive steps to ensure that the power sector receives critical and effective attention.

As an astute student of legislative politics, I believe that for once Nigerians must commend the role played by the occupiers of the Red Chamber of the Nigerian National Assembly as ably led by the Senate President, Dr. Abubakar Bukola Saraki. In the past, Nigeria's legislature has acted in a manner removed from Nigerians. As it stands, with Dr. Saraki at the helm of its affairs, the Upper Legislative Chamber seems to now understand how average Nigerians suffer at the mercy of unfair business practices and regulations.

Following this well-deserved victory, the leadership of the Eighth Senate has also promised that if there are similar situations where innocent hardworking Nigerians are being ripped off, it should be brought to the knowledge of senators and representatives.

Dr. Saraki, in a series of tweets on Friday morning, mentioned that the recent NERC ruling should serve as a call to action to the Senate to try to do more - pursuant to its oversight functions. It is my hope that Nigerians would see this as an opportunity to begin reaching out to ensure that many of the other distorted policies and practices that have been used to cage us in the past, are carefully inspected to bring about the change that we voted for in the last election cycle.

It is often said that in the world of the blind man, the Cyclops must be crowned King. Hence, in a world that has become dominated by the media, whoever controls the media, controls the masses. In Nigeria today, what many people do not know is that there has been a systematic scheme of one man to dominate the daily news, influence the outcome of events, and control the opinions of the Nigerian masses through the media.

The media in general, has historically been used to inform and educate people about the happenings around them. Over the years, since the advent of print and digital media, people have come to trust that the news that they receive everyday is in all actuality a narrative of the events that occurred. However, this is not always the case.

In Nigeria today, the media has derailed from being an informative ‘watchdog’ entity that keeps institutions honest and accountable by shedding light to the people on the events that happen in the dark corridors of power. This derailment, has led to the media becoming a negative tool that is used to promote lies and confusion; brainwash the public; and push certain parochial interests.

These days, it is a common practice for politicians to attempt to own a medium of mass communication, simply to control the flow of information in their favour. One man in particular, Bola Ahmed Tinubu, a self-styled National Leader of the All Progressives Congress, and a one-time “bagman for heroin traffickers,” has made it his Machiavellian duty to own all the pieces of prime media around him. Tinubu, who is popularly called the ‘Jagaban of Borgu’ by his fans in Lagos, in his desperate quest for national domination at all costs, has utilized the Nigerian news media over the years to attack, discredit, dishonor, and at times – destroy anyone that shares a difference in opinion with him. This development is unhealthy for democracy, and is a threat to the sanity of the Nigerian system.

Like Australian billionaire businessman, Rupert Murdoch, who has many times been caught using the news for dishonest reasons, Tinubu’s overbearing control of the media in recent months has caused his ruling party a lot of embarrassment. Tinubu, who out rightly owns The Nationnewspapers, is also believed to have acquired a silent majority stake in The Punch newspapers, one of Nigeria’s most widely-read publications. Additionally, Tinubu’s noiseless funding of both Premium Times, and SaharaReporter’s visual platform, SaharaTV, has made him the undisputed overlord of Nigeria’s media space.

Despite these acquisitions, a thorough look into the life of Tinubu, will reveal that he is a man who delights in extending olive branches to even his most despicable enemies – as long as he stands to benefit from such actions.

An investigation revealed that as far back as the 2003 presidential elections, Tinubu struck a deal that sold out his former party, the Alliance for Democracy (AD), to the then-incumbent President Olusegun Obasanjo. This deal allowed Obasanjo to sail away with the votes of the South West, which was controlled by Tinubu’s AD.

Even Nigeria’s President, Muhammadu Buhari, has been at both the giving and receiving end of Tinubu’s double-dealing antics. In an article published in ThisDay newspapers on the 19th of April 2011, General Mohammadu Buhari, the then-presidential aspirant of the now-defunct Congress for Progressive Change (CPC), made some high-wired comments on how Tinubu sold the South West to Jonathan in the 2011 presidential elections, in exchange for him (Tinubu) being able to nominate some juicy ministerial positions.

In the article in question, Buhari asked Tinubu to “stop hiding under false excuses after striking a deal with President Jonathan.” Buhari went on to state that: “Tinubu should leave me alone – he even lost his ward to the ruling People’s Democratic Party (PDP) in what should have given birth to a new Nigeria.” (See: How Tinubu Gave South-West to Jonathan: http://www.thisdaylive.com/articles/buhari-how-tinubu-gave-s-west-votes-to-jonathan/89907/).

Additionally, Obasanjo, who had benefited from Tinubu’s two-faced antics, corroborates Buhari’s claims in his autobiography, stating that truly, Tinubu did in fact collect a bribe of N16 billion from Jonathan in the 2011 elections to betray his party. Many Nigerian political observers believe that it is amazing that till date, Tinubu has neither refuted nor denied these claims.

While Tinubu is not out there being a modern-day political Judas Iscariot, some of his other exploits include purchasing choice Real Estate and companies – using his money generated from ill-gotten means. Tinubu is said to own the Oriental Hotel in Victoria Island, Lagos; several choice houses in Ikoyi and the Lekki axis; Oando Plc – one of Nigeria’s largest petroleum companies; Lekki concession company; the Ikeja Shopping Mall, TV Continental station (TVC); Radio Continental; and Alpha Beta- a tax consultancy company.

Tinubu no doubt is a smart fellow. Given his political history and precedents, he has undoubtedly scored an own-goal on several occasions. However, the problem that the people of Nigeria will have if they are not careful, is his proximity to President Buhari. Based on his antecedents, and his numerous backstabbing manoeuvers for personal gain, the earlier the Nigerian president realizes who he has gotten into bed with, the quicker he can pull out and save himself – and perhaps, his country.

GBAM! This is the best clarification in this thread. Let me see if I can break it down for the not-so-smart on here arguing blindly.

1. If you were born in Nigeria, aka a citizen by BIRTH, there's no way you need to forfeit your citizenship for any reason or be disqualified for any office, even if you became a citizen of another country. You are qualified to be in the Senate or House, no matter what other citizenship you got via NATURALIZATION (if you like have 10 citizenships, as long as the other countries don't mind).
2. If you were not born in Nigeria but your parents were, eg born in the UK and became a Nigerian citizen by NATURALIZATION, and then you try to become a citizen of another country, you will need to denounce your Nigerian citizenship because you didn't get it by birth. As long as you dont try to get another citizenship you are good and can be in the Senate or House.
3. You can be in the Senate or House as long as you are a NIGERIAN CITIZEN (by birth or not) and don't have to forfeit your citizenship for the reasons in #2 above aka you are not trying to become a citizen of a 3rd country when Nigeria is your second citizenship (not by birth).

If Bukola was born in Nigeria, he's fine and cant be disqualified no matter what. If he wasn't born in Nigeria, as long as his parents were born in Nigeria and he's not trying to become a citizen of another country (which will make him be required to denounce his Nigerian citizenship), he cant be disqualified.

Section 28 is clear!!!!!! You only lose Nigerian citizenship when you take up anther country's citizenship IF you were not born in Nigeria. Read your own copy of the constitution and please stop quoting incomplete sentences.

In response to the recent outcry from Nigerians against perceived huge allowances being paid to federal legislators, the Senate yesterday began moves to reduce its earnings by constituting a committee to draw a roadmap for the review.

The move, which is geared towards ensuring accountability in the Senate, is the first of its kind since 1999.

It was also in fulfillment of the promise made by Senate President, Abubakar Bukola Saraki, last week after a meeting with the leadership of the Revenue Mobilisation, Allocation and Fiscal Commission (RMAFC).

The nine-man committee is expected to determine if the deduction earlier done is adequate or not; determine whether the mode of disbursement of office running cost is appropriate; determine whether National Assembly detailed budget should be made public; liaise with secretary of finance and accounts to determine appropriate salary and allowances for members as well as consider the standard running cost and any other related issue.

The committee is chaired by Senate Leader, Ali Ndume. Other members of the committee are: Shehu Sani (Kaduna Central), Shaba Lafiagi (Kwara North), Sunny Ogbuoji (Ebonyi South), James Manager (Delta South), Gbenga Ashafa (Lagos East), Dino Melaye (Kogi West and Ben Murray-Bruce (Bayelsa East).

While inaugurating the committee on Thursday, Saraki said agitation for the reduction of cost of governance particularly the earnings of lawmakers in Nigeria has remained a sensitive matter which according to him, calls for accountability and transparency in all spheres of legislation.

He tasked the committee to carry out thorough fiscal examination on Senate's finances with a view to evolving a cost effective regime.

He said: "The subject of reduction in cost of governance has been a sensitive matter on the front burner of national issues in the polity especially with regards to the legislature. While much of this could be due to an underlining ambiguity in the monthly salaries of legislators and their allowances, there still persists the need to project clarity, accountability and transparency in all legislative matters and legislators' welfare.

"The eighth Senate under our watch recognises the concerns raised by Nigerians about the cost of running office most especially with the economic challenges facing our nation.

"The Senate will be more transparent regarding all public funds spent for the purpose of paying salaries and allowances of legislators and ensure that distinction is sufficiently made between what a legislator actually earns and what is spent to run and implement legislative business and committee activities.

"The watchword in our financial issues will be fiscal conservatism.

"It is therefore on this arm that the committee is mandated to carry out thorough fiscal examination on the Senate finances with the aim of coming up with the best cost-effective regime in the eighth Senate."

In the same vein, Saraki inaugurated an 18-man committee saddled with the responsibility of drawing up a legislative agenda for the Senate.

The committee is chaired by James Manager. Members of the committee include Babajide Omoworare (Osun East); Duro Faseyi (Ekiti North), Tayo Alasoadura (Ondo Central), Sonni Ogbuoji (Ebonyi South); Uche Ekwunife (Anambra Central); Hope Uzodimma (Imo West) and Ben Murray-Bruce (Bayelsa East), George Sekibo, John Enoh.

Others are Mohammed Hassan, Ali Ndume (Borno South); Binta Garba (Adamawa North), Kabiru Gaya (Kano South); Shehu Sani (Kaduna Central); Bala Na'Allah (Kebbi South), Mohammed Yari; David Umaru (Niger East) and Joshua Dariye (Plateau Central).

The Senate had opted to draw an agenda for itself with a view to setting up a standard with which its performance can be measured by the public.

While inaugurating the committee, Saraki said the agenda to be drawn is expected to strengthen the institutional capacity of the Senate; build a legislative autonomy and strengthening the committee system.

He added that the agenda would also enhance oversight functions; ensure extensive representation; reach out to stakeholders and encourage civil society involvement.

The Senate president also said the agenda would put machinery in place to guarantee implementation, monitoring and evaluation, reduction of running cost as well as effective legislative support system.

Abuja - Former Governor of Kwara State, Bukola Saraki is steadily coasting home to clinch the Senate President seat, reports Thisday.

Saraki’s support base has continued to swell with more senators queuing behind him.

Among the senators that have joined the Saraki camp are the 12 senators of the All Progressives Congress (APC) from the North East that have rejected the aspiration of one of Saraki's opponents, Ahmed Lawan.

He equally has the support of the four Peoples Democratic Party (PDP) senators from the zone.

Support for Saraki is also coming from the outgoing Governor of Akwa Ibom State, Godswill Akpabio, who has been elected into the Senate.

Akpabio is expected galvanise support for Saraki from senators from the South South.

That Senator Bukola Saraki is one of the most influential politicians in Nigeria today is like stating the obvious. Or how else does one describe Saraki whose political might ‘crashed’ the Peoples’ Democratic Party, (PDP), structure in Kwara State? When he was quitting the PDP last year alongside other aggrieved party members, many PDP stalwarts reportedly pretended to be unperturbed.
But Saraki’s influence has shot up astronomically and he has proved to the doubting Thomases that he is, in fact, a game changer.

Today, the medical doctor turned politician has stepped into the big shoes of his late father, Dr. Olusola Saraki, who was the political godfather in the state in his life time.
Bukola’s power and influence can be attributed to hard work, grassroots politicking, and a legacy of philanthropy.

Having undergone political tutelage under his father, he later served as presidential assistant to former President Olusegun Obasanjo. By that, he seemed to have put his political machinery in motion, as he eventually contested and won election as governor of the state twice.
As chairman, Northern States Governors’ Forum (NSGF) and Nigerian Governors’ Forum (NGF), his tenure was eventful and he was well-loved by his colleagues.

It was Saraki, as Chairman, Senate Committee on Environment and Ecology and a member of the Senate Committees on Capital Markets and Finance, who pushed a motion in the Senate to expose the fraud in the fuel subsidy regime. It was that motion that brought to the fore the excessive waste of the country’s resources under the subsidy regime and set him on collision course with his then party, PDP. Today, he has been vindicated. There is a national consensus that oil subsidy is a scam and the in-coming APC administration has not hidden its aversion to retaining oil subsidy. As a ranking senator, he is among those aspiring to lead the next senate. The reported zoning of the office of the Senate President to the North Central zone where he hails from has further put him in good stead.

A group, Society for Global Justice and Equity Promotion, has accused the Federal Government of a plot to harass a former governor of Kwara State and a serving senator, Bukola Saraki.

The group said the Attorney-General of the Federation and Minister of Justice, Mr. Mohammed Adoke, had last year exonerated Saraki of alleged fraud, which the police said they were investigating.
