PoliticsFuel Subsidy Removal: Now Is Best Time To Act, World Bank Tells Buhari by opy002(op): 6:08pm On Dec 08, 2015
The World Bank has advised President Muhammadu Buhari to act now if he is seriously considering the removal of fuel subsidy.
The World Bank’s Lead Economist, John Litwack, said Tuesday the best time to take such decision is now.
While the Buhari administration has hinted at its intention to remove fuel subsidy, the debate is still on in the country with many Nigerians, including the organised labour, rejecting the plan.
The issue was discussed Monday at the Executive Council of the Federation meeting.
The Minister of Budget and National Planning, Udoma Udoma, while unveiling the Medium Term Expenditure Framework and the government’s N6 trillion budget proposal for 2016, said the government was seriously weighing the options between removing or retaining fuel subsidy next year.
The government’s body language appears to favour the former, rather than the latter.
Mr. Litwack said at the launch of the new edition of Nigeria Economic Report that if the government really meant to take a decision on the issue of fuel subsidy removal, the best time to act would be now that global crude oil price was at its lowest level.
Despite last Friday’s attempt by the Organisation of Petroleum Exporting Countries, during its 168th conference to maintain its production quota so as to stabilize the crude oil market, the price of the commodity slumped further to $37.89 per barrel on Monday from $38.09 on Friday.
While presenting the economic outlook of the global economy and the crude oil market, Mr. Litwack said the Bank foresaw continuous decline in global crude oil price.
He said now is the best time for the government to scrap the subsidy, as doing so would not push retail pump price beyond an average of N100 per litre, or generate the kind pressure that would negatively impact on the people beyond what they are currently facing.
“The fuel subsidy appears to have vast modest benefits for the majority of citizens, but the costs are quite high,” Mr. Litwack noted.
“There is a strong tendency for the cost of the fuel subsidy to increase over time as increasing domestic demand for petrol outpaces growth in oil output or revenues.
“The $35 billion cost of the fuel subsidy during 2010 – 2014 was one of the reasons why Nigeria was unable to accumulate a fiscal reserve n the Excess Crude Account that could have protected the country from the recent oil price shock.”
He said fuel subsidy obligations were expected to reach 18 per cent of all government oil revenues in 2015, pointing out that if the current regulated price regime of N87 per litre was maintained, subsidy was projected to increase to more than 30 per cent by 2018.

EducationRe: How I Used What I Had To Get What I Wanted In The University by opy002(m): 7:20am On Nov 25, 2015
thatsincerechic:
Anthony and i both got his place..
It seemed Anthony was a better liar than I was. The two bedroom apartment he told me about was actually a room divided into two with curtains.
There were some guys and girls sprawled on the rug watching TV. Anthony parted the curtains and ushered me inside his supposed second room which had a mattress, at the middle of the room which was as flat as a pancake, old and worn out.
This supposed room had nothing except for the mattress and a hanger by the left with piles of clothes and shoes underneath. A portable gas cylinder with a pot on it was visible at the other side of the room directly opposite the hanger on the wall. My eyes ransacked the room for some other items but all I could lay my eyes on were some litters of paper all about the room.
'wait! Wait! Is this a joke or something? I thought and turned back abruptly to see if Anthony was laughing or if he had that smirk on his face, but I was disappointed yet relieved to see that his face was plain, no emotions on the eyes though he looked really tired.
'if you want to have your bath, the bathroom is outside, I will show it to you. I have a bar soap and a... '
' No thanks! I interrupted him in mid sentence. ' I am very okay... all I need to do now is sleep. Thanks a lot for your kind gestures
' Okay' he shrugged and left me sitting on the mattress, legs spread apart, my left elbow on my thighs and my chin on my left palm, while my right hand fondled with the zips of my big handbag which was in front on me between my legs.
I was lost at what to do, I realised by this time(it was past nine) that I was very hungry. The eba and okra soup I had in the afternoon had burned off as energy which I already used up for walking and crying.
Of course, I wasn't going to tell Anthony that I was hungry, I would simply sleep I thought.
Two hours later and I was still trying to catch some sleep with my eyes tightly shut and hoping sleep would come my whole body was weak and felt broken and then the unimaginable happened....

The university authority in its defense stated that a number of fumigation exercises have been carried out to put an end to what has now come to be known among the students as the 'Bedbug Plague'.

President Muhammadu Buhari was sworn in on May 29, 2015, and has since then been accused of being too slow in taking important decisions concerning his administration.
Buhari has been especially criticized for his delay in appointing ministers, an action which many believe has prevented his administration from actually taking off.
However, the President has taken some important steps since assuming office. 5 of them are:
1. Visiting Chad and Niger for talks on Boko Haram.
2. Attending and taking a place of honour at the G7 summit where he secured the help of the US and the UK for the fight against terrorism.
3. Relocating Military Command Centre to Maiduguri to intensify the fight against Boko Haram.
4. Ordering the removal of military checkpoints across the country.
5. Dissolving the board of the Nigerian National Petroleum Corporation (NNPC).

TV/MoviesLesbianism: Two Actresses Fight Dirty by opy002(op): 6:18pm On Jun 26, 2015
As the United States of America has official declared their country gay, two Nollywood actresses have gone public accusing each other of lesbianism.
The two Yoruba actresses, Biodun Okeowo and Adediwura Adesegha, sometimes known as Wura Gold, are said to have been close friends but are now in a war of words since the friendship went sour.
Although there are efforts to save their friendship by their colleagues, it seems the grudge they have against each other is insurmountable as they take time to abuse each other publicly no matter where they meet.
According to BestofNollywood.tv, the fight between the actresses has really degenerated to the point where they wash their dirty linens outside by openly calling each other a lesbian.
A personal message on Biodun Okeowo’s BBM Status was quite disturbing. She cursed Wura Gold, saying that she won’t reap the fruits of her kids. When she was called to ask why she put up such a statement on her BBM, she said: ”Wura Gold was my friend before and we were very good friends. But I started to give her space when I started realising the kind of person she truly was.
“She told me she wants us to become lovers as in becoming Lesbian partners. I told her wasn’t interested… And that was it. Wura started going around calling me names. She spoils my name in front of everyone…
“Recently, when I went for ‘TESFIR’ Ramadan Lecture some people saw me and started calling me a friend of Wura Gold. I told them she is not my friend, at least not any more. Liz Dasilva then decided to to resolve the cause of the quarrel between us. Liz then called me and Wura on a conference and tried talking to us. When I opened up to Liz on the reason Wura is fighting me, Wura started to curse me and my children. That was what prompted my BBM update.”
However, when Wura Gold was contacted to clarify the issue, she revealed a different story saying that Biodun is actually the lesbian who has been wooing her. She said: ”…..on the contrary it was Biodun Okeowo that asked me to become her lover and I turned her down.
“Why would she turn things, people are so funny. You can go ahead and ask the likes of Anita Julius and Liz DaSilva, at least they have slept in my house, if there was ever anytime I made such silly advances at any of them.”
PoliticsJega Explains Appointment Of Vcs As Returning Officers by opy002(op): 6:00pm On Jun 26, 2015
Outgoing chairman, Independent National Electoral Commission (INEC), Professor Attahiru Jega, said that university vice-chancellors were appointed returning officers during the last general elections because they were people with track record of credibility.
Jega ,speaking with reporters on the sideline of a dinner organised in his honour by the Association of Vice-Chancellors of Nigerian Universities (AVCNU) in Abuja said :“We were looking for people with integrity; and we have no doubt that there are many people with integrity in the Nigerian university system.
“So, it is like a ready-made constituency to get the kind of people we needed for the job to be done.
“That is not to say that it is only in the universities you can find people of integrity.
“We know that anybody who has risen in the system to become a vice-chancellor will not for anything damage his or her reputation by pandering to the wishes of politicians.’’
He expressed his appreciation to the goodwill shown to him by members of the association, adding that he would continue to be a good ambassador of the Nigerian university system.
Jega said he was delighted to note that the vice-chancellors were pleased with the feat which they collectively achieved in the 2015 elections.
He, however, said that all staff of INEC contributed to the success of the elections as he alone could not take the glory.
The INEC chairman said he would proceed on leave and rest at the end of his tenure and return to the university to continue teaching, research and community service afterwards.
Earlier in his remarks, Prof. Joseph Ajienka, the Chairman of the association, commended Jega for rendering a service to his country creditably and with dignity.
He also hailed all the vice chancellors that “helped Jega in performing a national task that gave so much credibility to the last elections.”
“It will go a long way in telling the world that vice-chancellors are capable of serving their country,’’ Ajienka who is the Vice-Chancellor University of Port Harcourt, added.
PoliticsNew Terrorist Group ‘yanlabaiku’ Emerge In Kebbi State by opy002(op): 5:33pm On Jun 26, 2015
According to reports from Daily Trust , a group known as “Yanlabaiku” with membership of about 100 followers which is also preaching against Western education has emerged at Gwadangwaji, the outskirts of Birnin Kebbi, capital of Kebbi State. The group lays claim to Islam and is conducting public preaching, meetings and processions though no violent activity has been attributed to it.
The group’s members are also called ‘Yanlokoloko’ which is one of the names of one of its leaders, Ismaila Lokoloko, who is assisted by one Bala Amadu.
The group is said to be opposed to one of the major teachings of the Islamic religion – the five daily prayers – as it allegedly preaches against offering them as Islam dictates.
Members of the group, which is said to have a slogan that puts belief in their Sheikh above God, are also said to willingly surrender their wives to spend the night with their important visitors especially scholars from the group.
Daily Trust gathered reliably from security sources in the state that the group’s leaders were part of the group that was based in Niger State before it was disbanded by government. Some of the present leaders relocated to Borno and Yobe states while others relocated to Niger Republic where they might have had direct contact with the Boko Haram.
“You might have noticed that their criticism of the five daily prayers which is a compulsory act in Islam is synonymous with the teachings of the sect sacked from Niger State, while the Boko Haram is known to oppose Western education. The issue of sharing their wives with their scholars is a known practice by some sects in the early 70s,” the source said.
When this reporter visited the group’s mosque at Gwadangwaji, behind the PHCN office, some of the members were seen sitting in groups around the mosque. One of the residents of the area, said while talking about the group’s members that, “they sometimes pray two raka’ats and terminate the prayer of three raka’ats saying that Sheikh will complete the rest for them and also that of four raka’ats, only two will be said instead.”
Some residents that spoke to our correspondent on condition of anonymity, said, “the group used to converge at Malam Labarasi’s residence in Gwadangwaji. Most of us don’t pray in their mosque. We did not pay much attention to them because until we started seeing journalists and other people coming to ask questions, we never knew them.”
Leader of the 1,600 Kebbi indigenes displaced by the Boko Haram from Borno State and Niger Republic and camped in Birnin Kebbi, Abubakar Gadu, in an earlier interview with Daily Trust said the leader of the Boko Haram group that led the attack on them in Borno State, one Bala is an indigene of Nasarawa area of Kebbi State and also a fish merchant in Doron Baga, Borno State.
When this reporter made attempt to confirm the allegations from the Imam of the group’s mosque, some worshippers at the mosque told this reporter that the imam had been dethroned few days earlier. However, the former imam of the mosque, Muhammadu Danmaihure, 45, who our correspondent met outside his residence near the mosque said he voluntarily resigned as the imam of the mosque about a week ago after serving in that capacity for over 15 years.
“I resigned from my position as the imam of the mosque about a week ago due some misunderstanding between the congregation and I,” he said.
But when pressed further on why he had to shift base completely from the premises of the mosque and the building opposite the mosque where followers of the group converged to preach, Danmaihure said: “I was forced to relocate to the frontage of my house to avoid interacting with the group after several attempts and sermons failed to change the minds of the group’s members on certain ideology they are introducing.
“I am an indigene of Kebbi State and resigned my role after 15 years of serving as the imam of the same mosque few days ago, because the sect kept insisting that after calling prayer, we must not wait for others to pray in congregation. So, I was not comfortable with that decision which resulted into a serious rift that led to my resignation as imam of the mosque,” he said.
When asked if the sect has any similarity with the Boko Haram, why they are observing two instead of the four raka’ats in the afternoon prayer and whether the members actually gave their wives to their visitors, he denied such allegations saying they were not true, adding, “I have also heard of such allegations which I believe are being peddled by people who are opposed to the sects ideology. One can say anything if he is opposed to your religious ideology,” he said.
“I was born and brought up in Gwadangwaji village over 45 years ago and we have been praying five times daily and it is according to Islamic injunction, We have no connection direct or indirect with Boko Haran group up to the time of my resignation as imam,” he stated.
He said the District Head of Gwadangwaji summoned him with a congregation of the mosque for a meeting on Sunday night that lasted up to Monday morning.
He said the district head questioned his resignation as imam and asked questions on

The decision to restrict the officials’ access to the President was the peak of the inter-agency rivalry that has been rocking security agencies in the seat of power since Buhari was inaugurated on May 29.
Our correspondent on Thursday saw a copy of a memo redeploying the DSS officials from 10 beats that they had hitherto been manning inside the Villa.
The memo issued by the Aide-De-Camp to the President, Lt. Col. Lawal Abubakar, and dated June 24, 2015 was titled, “Redeployment of Department of State Services personnel from close protection roles for Mr. President and some duty locations within the Presidential Villa, Abuja.”
Abubakar explained that the decision to strip the DSS officials of their roles was part of efforts to enhance security within the villa.
He said the development was necessitated by “recent events.”
He however did not disclose what the events were.
The ADC directed personnel of the Armed Forces and the Nigeria Police who he said were trained as presidential body guards to take over the DSS officials’ duties of providing “close and immediate protection” for the President with immediate effect.
He listed the beats and locations from where DSS officials were withdrawn and replaced with PBGs to include the administrative reception and passage; service chiefs’ gate; residence reception; resident gate and office reception.
“However, the personnel of the DSS in conjunction with other security forces are to man other duty beats and locations within the immediate outer perimeter of the Presidential Villa,” the ADC wrote.
Meanwhile, officials of the DSS who were chased away from their beats on Wednesday were also not allowed access to their duty posts when they resumed work on Thursday morning.
Their beats had already been taken over by plain-clothed military personnel.
Many of them were seen under the trees discussing the development in hush tones.
Those who were manning the two of the gates leading to the villa as well as the gate of the old Banquet Hall were however not affected as they were seen at their duty posts.
Some of them, who spoke with our correspondent on the condition of anonymity, wondered why whatever issue that could have arisen could not be resolved with the DSS authorities.
“If they feel that the DSS erred during the campaigns, some of us expect that they should also vent their anger on the management and not the entire DSS who served the President bewteen 1984 and 1985,” one of them said.
Another official said, “Instead for the government to be promoting inter-agency rivalry in the country, they should have simply called the DG SSS to withdraw his operatives and not to set the military against the DSS. They should post us out instead of encouraging this unwarranted inter-agency rancour.”
Our correspondent learnt that the development may also claim the current Chief Security Officer to the President and the Administrative Officer who are also DSS officials.
It will be recalled that the Presidency had in a statement by the Special Adviser to the President on Media and Publicity, Mr. Femi Adesina, on Wednesday said Buhari had not given any order for the expulsion of DSS officials from the Presidential Villa.
Adesina however admitted that a reorganisation of security at the seat of power was underway.[color=#000099]Authorities of the Presidential Villa, Abuja have formally removed officials of the Department of State Services from spots where they can perform “close protection roles” for President Muhammadu Buhari.
