A dissenting voice from the governors’ rank came Sunday from Kogi State Governor Ibrahim Idris, who said contrary to the impression being created by his colleagues, state governments could indeed pay the N18,000 minimum wage.
However, the strike embarked upon by the workers in Ondo State under the aegis of the Joint Public Service Negotiating Council (JNC) and the Nigeria Labour Congress (NLC) over the new wage entered the third week Sunday.
Idris said his administration was putting machinery in motion to pay the new wage to its workers in agreement with the decision of state governors at their recent meeting on the matter.

The governor, who disclosed this in Birnin Kebbi, Kebbi State, at the wedding ceremony of his son, Abdulrasheed, also told journalists that the decision to pay the new wage was taken in Abuja when the Nigerian Governors Forum (NGF) met recently to review the matter.
“All the 36 state governors have agreed in their meeting to pay the N18,000 minimum wage.
“I believe all state governments will pay the N18,000 minimum wage. In fact, in Kogi State, we have concluded deliberations on it since last month to pay our workers.”

Idris also said he was against any amnesty for members of Boko Haram until they embrace dialogue with the Federal Government.
Meanwhile, there seems to be no end to the crisis between the Ondo State Government and workers in the public service as neither of the parties is ready to shift ground in order to end the strike embarked upon by the workers over the computation of the new national minimum wage of N18,000.

While Governor Olusegun Mimiko at a stakeholders’ forum convened to persuade the workers to call off the strike declared that the government would not negotiate unless the strike was suspended, the labour leaders said they would not bulge until the government returned the circular that stopped the payment of the N14,000 salary relativity.
The government offices therefore remained closed for the third consecutive week with its attendant toll on the economy of the state.
The most affected people are the self-employed, particularly the market men and women, who have been complaining of low patronage due to lack of money in circulation in the state.

Also, commercial vehicle operators are also lamenting low patronage due to the long strike which has also affected public primary and secondary schools just as operators of relaxation spots are also complaining of low sales.
The academic calendar of the public schools may be altered as many of them have not started their promotion examinations before the workers, including teachers, went on strike.

Though, the government hired private trucks and made special arrangements to clear refuse from streets particularly the major Adesida/Oyemekun Road, refuse dumps in various markets have been overfilled due to the strike.
Various groups, including religious organisations, have been appealing to both the government and the labour leaders to shift grounds on their decisions in the interest of the state.

In a telephone interview, Chairman of the NLC, Ondo State Council, Comrade Bosede Daramola, said since the government had refused to invite them for discussion, the labour leaders could not direct the workers to go back to work.
The National Minimum Wage Act, signed by President Goodluck Jonathan on March 22 has generated a lot of controversy and heated debates between government and the organised labour.
Last week, a planned three-day warning strike was at the last minute put off by labour after horse-trading with the government on the matter.

THISDAY gathered at the weekend that part of the consensus reached between the governors and the organised labour over the implementation of the law is that the states will in the first instance focus primarily on implementing the law to cover civil servants within the public sector cadre of levels 01 to 06.

The Federal Government had embraced the same option as President Goodluck Jonathan at a meeting with the organised labour in Abuja last Monday, said government would only capture those in the lower wage bracket in the minimum wage net this year and deferred the payment to other categories of staff from Level 07-16 to January 2012.

Shedding more light on the issue, Chairman of NGF, Mr. Rotimi Amaechi, told THISDAY on Saturday that under the relativity agreement NGF had with labour, each state made it clear that it would consider its financial peculiarities, as indicated by its monthly take home from the Federation Account and internally generated revenue to determine how and when it would bring workers from Level 07-17 into the minimum wage net.

Lindsay Lohan returns to court Thursday morning and is not expected to accept a plea deal in a grand theft case that would return the actress to jail.

The "Mean Girls" star has pleaded not guilty to a felony grand theft that was filed after a jewelry store reported the starlet had taken $2,500 necklace without permission. Los Angeles Superior Court Judge Keith L. Schwartz has said if Lohan accepts a plea agreement offered by prosecutors last month that he will send her to jail for the fourth time in as many years.



A source close to the actress told The Associated Press on Wednesday that Lohan does not intend to accept the plea offer at Thursday's hearing. The source spoke on condition of anonymity because of the sensitivity of Lohan's case.

Schwartz will lay out the next steps of the case and may schedule a preliminary hearing during which prosecutors will present their evidence.

If Lohan is ordered to stand trial. Schwartz has warned the starlet that she may be sent to jail for violating her probation on a 2007 drunken driving case.

Lohan's return to court comes days after surveillance footage of her trying on necklaces at Kamofie & Co., which reported the necklace stolen on Jan. 22. It was eventually given by a Lohan associate to detectives, who had already obtained a search warrant for the actress' Venice home.

"Entertainment Tonight" aired the footage, which showed Lohan texting, pacing and talking to a store clerk for nearly 45 minutes. The actress wore the necklace she is accused of stealing for roughly 25 minutes, according to the show, before the clerk escorted Lohan out, smiled and held a door open as she walked out.

The footage was obtained by a commercial images division of the AP and licensed exclusively to "Entertainment Tonight."

Lohan's court troubles have long overshadowed her once-promising acting career. A former star in Disney films such as "Freaky Friday" and "Herbie Fully Loaded," her career has been stalled since she was arrested twice in 2007 and later charged with drunken driving and drug possession.

In the past 10 months, Lohan has been jailed twice and sent to rehab twice for probation violations. A judge ordered her to undergo three months of treatment at the Betty Ford Center, and it was within three weeks of her release that she was accused of stealing the necklace.

While the theft case has caused more uncertainty for Lohan, 24, the incident may go on to benefit others.

The owners of Kamofie & Co. announced Wednesday that they will auction the necklace and donate the proceeds to an unspecified charity after the theft case is resolved. The item remains in the custody of authorities.

"We have already publicly released the videotape which speaks for itself and accurately records the incident, and we believe the next step toward achieving closure is to donate the now-famous jewelry to charity," store owners Sofia and Geoff Kaman said in a statement released Wednesday morning.

Mr. Moses Siasia, has said that if elected, President Goodluck Jonathan will continue to place emphasis on youth development

Siasia, who spoke to journalists in Abuja on Tuesday, said since his assumption of office as Bayelsa State Governor in 2005, the President demonstrated his love for youth development.

The youth leader, who has been working with Jonathan since the President was a deputy governor, said that Bayelsa Future Leadership project, introduced by Jonathan, laid a solid foundation for the development of the state.

He added that through the programme, 100 talented but poor pupils were selected and sent to highbrow schools in Lagos, Ibadan and Abuja.

“What is remarkable is that only three of the pupils come from the President’s area and their fees were paid in advance,” he said.

He added, “The children would not have had the opportunity to go to such schools, if not for the programme.”

Siasia said a programme, Bring Back the Book, which was held by the President a few months ago, had demonstrated his commitment to youth development.

The front line in the east has shifted up and down the coastal road that runs the width of a vast oil-rich country. But it broadly fits a fault line that has long roots in Libyan history.

The flag that now flies in the east - and areas of the west under opposition control - is that of the monarchy. King Idris, who was overthrown by Col Gaddafi in 1969, hailed from the eastern region of Cyrenaica. In Roman times, Libya was divided into Cyrenaica in the east and Tripolitania in the west, as well as Fezzan in the south.

Cyrenaica's originally nomadic people have a history of rebellion. And Col Gaddafi's policies fed their resentment.

"Gaddafi managed to antagonise the people of Cyrenaica by neglecting the area," says Joffe.

But, in the long term, Professor Joffe doubts that Libya will remain divided. "Everyone now feels Libyan," he says. "Libyans don't want a divided country and Gaddafi won't tolerate it. I suspect that in the end, there'll be an internal coup against him."
'No good options'

For now, Col Gaddafi is fighting back hard against the rebels. But Richard Dowden, author and director of the Royal African Society, does not believe the conflict in Libya will fit the pattern of other African civil wars.

"The idea of a protracted civil war like you have in Congo seems unlikely because of the country's terrain," he says.

"Libya is urban areas and desert - there's nowhere to hide. So it's a simple equation. How much firepower do you have?"

Or how much are you prepared to use? So far, Col Gaddafi has not deployed all his military strength. But the assault on Zawiya, west of Tripoli, marks a significant escalation in his fightback.

In the east, he will also want to ensure that the oil port of Ras Lanuf is firmly under government control.

"Oil is key because it generates all the income that Libya gets," says Prof Joffe.

"Ras Lanuf is one of the main loading points so it controls who gets the oil revenue. But I think the regime has enough resources to carry on for quite a few months."

As the international community wrestles with how to respond, Prof Joffe warns that "there are no good options" for intervention.[img]http://[/img][img][/img][flash][/flash]
