I expect Nigerians will install all those meters. Is that correct? I don't know about this case specifically, but I know that Huawei would like to employ local talent whenever possible.

Huawei has promised to empower 1000 Nigerians, but that doesn't mean it will happen.

You can be sure that Huawei is willing to do their part, but the industry is reducing jobs currently and will see further reductions in the future. All telecoms are increasingly using automated and remote network management, both of which sharply reduce the need for local manpower. Huawei's EasyRET solution means fewer Nigerians have to climb towers, that reduces jobs, but lowers costs and increases safety. Safety is the most important thing.

Huawei's equipment is manufactured mostly by robots, which is great, because humans make errors.

The EasyRet Solution is super efficient, and that's good for reducing costs, which means Internet and phone tariffs are lower. However, because no humans are needed to operate the or adjust the base stations/towers, not many local people are needed to maintain networks.
