The numbers are random and not cross-referenced with any network providers api
But since they are mostly old number prefixes eg (0803 for MTN) ,which is probably already exhausted and there is no vacant number ,there is about 60 percent probability that the numbers are working .
What I am saying is this if you generate 100 numbers,you should be sure of about 60 working numbers
