First, USA or NATO navy vessels are banned from Black Sea unless those that already have home in Black Sea like Romania navy as Turkey navy have banned all military vessels from Black Sea, even Russia navy can’t deploy additional fleets to Black Sea unless those that are already registered to Black Sea.

And mind you, USA carries can’t enter Black Sea, as the way to Black Sea is too narrow for aircraft carriers.
