Control Risks, the global business risk consultancy, today publishes its annual survey of business attitudes to corruption, comprising interviews with 824 companies worldwide.

Corruption is still a major cost to international business. 34%* of respondents from Africa reported losing out on deals to corrupt competitors.
Corruption risks continue to deter investors. 30% say they have decided not to conduct business in specific countries because of the perceived risk of corruption.
And corruption is killing deals. 41% of global respondents reported that the risk of corruption was the primary reason they pulled out of a deal on which they had already spent time and money – even 55% of African respondents
But the picture is improving. Companies from countries with tight enforcement report fewer losses than before from corrupt competitors. In 2006, 44% of US companies said they had lost out to corrupt competitors, compared with only 24% in 2015. These figures are echoed for Germany and the UK. 81% of respondents agree that international anti-corruption laws “improve the business environment for everyone”.
However, there is still more to do. The survey shows that there are still wide variations in the maturity of company programmes. In the worst case, conventional compliance approaches can increase risk because they lead to a misguided sense of complacency.

Control Risks’ survey reveals companies are now more willing to challenge when faced with suspected corruption. 39% of companies said they would complain to a contract awarder if they felt they had lost out due to corruption (70% in South Africa), compared to just 8% of respondents in 2006. In 2006, only 6.5% of respondents said they would appeal to law-enforcement authorities, compared with 19% of global respondents in 2015, with 24% of respondents (60% in South Africa) now saying they would try to gather evidence for legal action.

Companies feel that international anti-corruption legislation is improving the business environment. Most respondents felt these laws made it easier for good companies to operate in high-risk markets (55%) and serve as a deterrent for corrupt competitors (63%). This was particularly true of companies in developing markets. 79% of Mexicans agree or strongly agree, as well as 68% of Indonesians, 64% of Brazilians and 53% of Nigerians. In the US 54% say tough laws make it easier to operate in high risk markets, while 42% disagree.

However, despite these positive developments, Control Risks’ survey suggests companies still need to do more. Third party risk is still relatively unrecognised. Just 58% of global respondents have procedures in place for due diligence assessments of third parties and only 43% have third-party audit rights.

The survey also suggests companies are not setting the right incentives to deter corruption. Respondents cited the fear of negative consequences as the penalty used most commonly to deter corrupt behaviour. On the list of eight deterrents to corruption, in sixth place are company performance criteria that emphasise integrity (along with financial targets). Establishing parity between financial targets and anti-corruption targets is vital to ensuring compliance is embedded into companies’ culture.

Commenting on the survey’s findings, Daniel Heal, Senior Managing Director East Africa at Control Risks, said:

“Too many businesses are still losing out on good opportunities to corrupt competitors, or choosing not to take a risk on an investment or entering a new market in the first place for fear of encountering corrupt practices.

“Companies need to find a balance and do more due diligence early on in any negotiation or market entry planning, to spot the points of light in countries that may otherwise appear as no-go areas.

“Another concern is an overreliance on compliance. Often when organisations have comprehensive compliance processes in place, business leaders treat them as a safety net and don’t police ruthlessly enough internally. More than half of the businesses we surveyed hadn’t conducted a corruption-related investigation in two years. Given the size and complexity of most organisations this would suggest there is a danger of a false sense of security in compliance departments.”

All may be set for the emergence of the youngest minister since Nigeria’s independence to man the Ministry of Youths and Sports, with apparent moves by the Presidency to shortlist the current President of the National Youth Council of Nigeria, Ikenga Imo Ugochinyere, a lawyer as the next Minister for Youths and Sports.
A presidency source confided in our correspondent that the choice of Ikenga may have been one of the reasons that delayed the announcement of a nominee from Imo state.
The contention over the ministerial nominee from Imo which has raged between Obasanjo/Tinubu-backed Festus Odimegwu and Governor Rochas Okorocha’s In-law, Prof. Anthony Anwuka may have created the room for the emergence of a third neutral candidate being projected as a compromise nominee by some youth friendly elements in Buhari’s inner circles believed to be led by Former Governor Rotimi Amaechi and Governor Nasir el-Rufai of Kaduna state.
Ikenga’s candidature, our correspondent gathered also has the blessing of the All Progressive Congress (APC) chairman, Chief Odigie Oyegun and will to a large extent mollify the Nigerian youth population.
Ikenga whose name made a surprise appearance in the new list of three (3) nominees forwarded by Okorocha to the Party and Presidency after the first list was rejected, is tipped to emerge as the view-changer of the Buhari ministerial list episode which has been dogged with criticism of exclusion of youths against earlier promises of youth participation in government.
Our source confirmed that one of the early visitors to the SSS headquarters on Friday was Ikenga who he said spent about three hours in the agency going over his details and records.
An impeccable party source said it was Ikenga who brokered an out-of-court settlement between the APC and the rival African People’s Congress during the acronym legal tussle between the two parties paving way for the registration of APC and the successes that followed.
The source added that party leaders who worked with Ikenga during the period of crisis may feel obligated and favourably disposed to his nomination.

Background

Objectives

The objectives of the outsourced management services would be to:

Concerns by the military that ongoing offensive attacks against Boko Haram will make ensuring security at the polls difficult led to the recent postponement of the national elections. Although in line with the constitution, the delay is likely to do more harm than good as it effectively extends the period of uncertainty in the country.
The Naira is poised to take the largest hit on account of this delay. The NGN/USD pair has trended southwards in the months following the decline in oil prices. The CBN is already overstretched in terms of defending the currency as the reserves tend towards $32bn. Therefore, it is likely that the MPC will vote to devalue the Naira before the elections. The Naira at N199/$ currently trades well above the ±5% band at the interbank market. A further devaluation is expected sooner rather than later as inconsistencies at the geopolitical front are likely to further dissuade long Naira plays.
Over 90% of government FX revenue is from oil sales, the ECA and external reserves are down to new lows, and Nigeria’s significant import appetite continues to compound pressures on the currency. Thus, consensus view is that a further devaluation will occur.
The CBN is however restricted in terms of making significant policy changes (such as the complete removal the RDAs rate) due to the adverse impact it is likely to have on investors’ confidence. A gradual transition towards a central foreign exchange market (the interbank FX Market) is however a more subtle approach that may limit negative risk.
Summarily, the change in the date of the election is expected to have limited impact on the actual outcome of the race. Both parties will incur additional campaign costs, while the incumbent administration remains at an advantage (statistically c.90% of incumbents are re-elected). While the delay will allow more time for INEC to distribute PVCs and ensure the credibility of the electoral process, if further extended outside the lines of the constitution, the implication for the domestic economy may however be devastating.
Outlook for the local economy is dim, with FX stability and political uncertainties as major risks. Inflation is expected to increase and the nation’s fiscal positions deteriorate (in terms of both fiscal and current account deficits).
