INEC will never stop anyone from registration. But INEC has a limited time frame for printing the cards. Most late registration will receive their cards by next year.

In 2015 when APC was formed to sweep away PDP, the crowd was so much that INEC was overwhelmed, that was why incidence forrms were allowed for those who couldn't get their PVCs. Unfortunately, no more incidence form which means, No pvc, no voting.

Less than 30% of those jumping around for late registration won't receive their PVCs before deadline. INEC had closed online registration already, capacity for physical registration is limited.
