Tsiya: No one has a problem with Islamic banking. You are free to call it whatever you like. The issue is that Sanusi cannot define non-interest banking as islamic banking (which is what he sought to do), and he cannot forcefully inject an Islamic Council into Nigeria's Central Bank (which is what he is still trying to do). This is a painfully simple matter: the CBN leaves it as Non-Interest Banking, and when an islamic group applies for a licence, they can call their bank an islamic bank, and run it as they see fit. Shikena! Anything else is an invitation to anarchy. PDP!!! |

Whilst I agree that the 'less-informed' are wrongly attacking the idea of Islamic banking, the real issue is Sanusi's attempts to sneak in religious legislation into a purely financial matter. Under the previous guidelines, a bank wishing to offer islamic banking could apply for a non-interest banking licence. The problem started when Sanusi defined non-interest as being exclusively Sharia-compliant, and ordered that all non-interest banks must have a Sharia Advisory Council. When people rightfully protested, he tweaked his definition to be "Sharia compliant, and other forms of non-interest banking." He still insisted that the Advisory Councils would remain, because of the complexities involved in operating an Islamic bank. The problem with this position is that the CBN has no business discriminating, or distinguishing between the different types of non-interest banks, especially when these differences are religious ones. All Sanusi is required to do is issue blanket guidelines for ALL non-interest banks, and let competition and market forces do the rest. He has no business using tax-payers money to promote Islamic Banking; he has no right to insist that the CBN must have a Council of Islamic experts (who will no doubt all be muslims, and be paid in part with the hard-earned tax of non-muslims). This is the crux of the matter: he is Nigeria's Central Bank Governor, and NOT the Governor of the Central Bank of the North. This, I repeat, is not a muslim-christian debate; it is just another brilliant example of the stupidity of man once he is given the opportunity to act like a god. |

point45: I have nothing against non-interest banking, or Islam, but Sanusi's attempts to write Government legislation for a particular type of non-interest banking is wrong. In the UK for instance, their financial regulations recognise the umbrella of non-interest banking, and not Islamic banking. It is under this umbrella that Islamic banks operate. Sanusi initially tried to redefine non-interest as being Islamic, then when people protested he adjusted his definition to "Sharia-compliant, and others". He also sneakily changed the name of the CBN Sharia Advisory Council to Advisory Council of Experts, but specified qualifications to include: an academic qualification or possess necessary knowledge, expertise or experience in the sciences of the Shariah with particular specialisation in the field of Islamic Transactions/Commercial Jurisprudence (Fiqh al Mua'amalat); and, skills in the philosophy of Islamic Law (Usul al Fiqh); good knowledge of written Arabic; ability to speak in both Arabic and English, and exposure in the areas of business or finance especially Islamic Finance He is Nigeria's CBN Governor, not the Governor of the Central Bank of the North. He cannot be blatantly promoting any one group's interest over others. It is wrong. And any honest muslim who sees the debate in these terms will know that he is wrong. Under the former guidelines, anybody wanting to set up an islamic financial institution could do so. Why does Sanusi then feel the need to take Nigeria down this dangerous, slippery path? You must be on her pay roll, given that you are as brutishly incompetent at your job as she was at hers. I hope you are more loyal than her, or the next thing we know, you'll be singing the praises of Buhari, or GEJ, or whoever pays your house rent next. As sad, as it makes me to say this, I think we need to have a national discussion on this issue, even if we don't actually call for a referendum. We cannot continue to paper over the cracks in our desire to remain one nation. Did anyone see the North-South divide at the just concluded Presidential elections? Unless this matter is addressed, and addressed seriously by those at the highest level of government, I am afraid of the chaos that might ensue at the next, useless, unjustifiable excuse for conflict and disagreement. |

Less than 3 weeks to the start of the next administration, and the usual suspects are conspiring to ensue that GEJ is saddled with a team of non-performers. I have a suggestion: why don't we draw up a list of people, arguing why Mr. A should be appointed, retained, or removed, and publish a Nairaland shortlist. It might be ignored, but it'll be fun. For instance, for supporting the removal of the import ban on toothpicks, furniture, et al, Aganga, the Minister of Finance, should be shown the door. And maybe even arrested for what I'm calling an act of treason. Allow me to kick things off by nominating, for retention in the cabinet, Iyom Josephine Anenih, Minister of Women Affairs. Do you know that he is a retired police officer, so getting a license would not have been a problem for him? Someone will soon say "Benin-Ore road" or "600 trillion Naira" or "where e get money buy bullet-proof jeep?". All of that is for another debate, a debate I'm unwilling to engage in because I'm not Anenih's spokesman. He heard a crime was in progress, he intervened. he didn't have to, but he did. Let me try to separate issues: 1. Oshiomhole is working. His administration is light years ahead of anything the PDP's Igbinedion offered the State. 2. Sacking, en masse, people from a particular area and e[b]xcluding them from Government is wrong[/b]. If you guys really like Adams, if you realise that he is not God and therefore he can make mistakes, help him by telling him the truth. At a time when we need everyone in the State to work together, this is not the way forward. It is not. I'm PDP, and I'm from Uromi, Edo State. So for those who want to call this "bad belle" or "sour grapes", feel free to use the information I just provided, if it helps you justify Oshiomhole's missteps. |

For once, if someone takes a bad decision, can we be honest enough with ourselves to just call it a bad decision? There can be no justification for sacking members of your cabinet because you lost an election in their area. No justification whatsoever. Were they appointed to work for the State, or as campaign coordinators? This has nothing to do with Oshiomhole's performance as a Governor, or the contest between ACN and the PDP, or the wrestling match between him and Chief Anenih. As a single political decision, it sends the wrongest kind of signal out - that the Governor is at war with an ethnic tribe. This sort of politics has no place in Edo State, and all true democrats must recognise the danger inherent in acts like this, and condemn it completely and unequivocally. Edo State reminds me of George Orwell's novella Animal Farm. In Orwell's classic tale about the impossibility of the attainment of an undemocratic utopia, the animals got rid of their benevolent human masters, only to have them replaced by despotic animals, trying their damnedest to be like their recently deposed human masters. The king is dead. Long live the king. This is not the kind of change we need in Edo State!. Oshiomhole was elected Governor of the entire State by the entire State, and he cannot wish Esanland away. I have provided evidence that the SSA MDG Office is funded from debt relief savings. Please provide similar evidence of UNDP providing money to that same Office, or drop this journey down a dead-end road. The report said UNDP provided millions of dollars to the fund. Can you provide any other link that supports this? If you can't (and you won't be able to), doesn't it conclusively prove that at least that part of the report is wrong? That Moses drew water from a rock doesn't mean that you should try to. You asked what PDP needs funds on election day for. The ACN spokesman told you they need it for the mobilisation of their agents, and other logistics. If ACN needs money, how come you feel it doesn't support my stance that PDP will also need money? At least you agree with me that providing money for "Anambra women", as the report alleges, makes no sense. The minister actually denied that she received money for women from the Party, so I'm glad you agree with her. And you are confusing yourself. No one said she was given N150m for the Trust Fund. The original fake allegation was that PDP gave her N150m for women, which she embezzled. This, as you suggested, makes no sense. Be clear, read the original story again if it will help, no specific amount of money was mentioned with regards to the Trust Fund - just UNDP's contribution of millions of dollars. We've since proven that this is not true, haven't we? And I'm sorry (apologies to anyone who might not like what I have to say next), but Akainzo, even though I won't call you a liar, I will say that you tell lies. The Minister did not mention UNIFEM in her rejoinder? That is a bare-faced lie, and until you retract and apologise for your own attempts to further discredit this woman, me and you are done. For those wondering why I'm so irate at this guy's attempt to twist the truth, let me paste a portion of the minister's rejoinder below: "The fund the report refers to is the Nigerian Women Trust Fund (www.nigerianwomentrustfund.com). It was set up by the Ministry of Women Affairs and Social Development, the Office of the Senior Special Assistant to the President on MDGs, UN Women, and a coalition of women-focused NGOs. While the MDG Office provided cash, the UN Women agreed to provide material aid and support. We launched the Fund on Wednesday, the 23rd of March, 2011. Some of you may have seen me that day on television after the Federal Executive Council Meeting, explaining the need to support women politicians technically and financially. Most national dailies also covered the launch. At the launch, cheques were presented to female aspirants as certified by INEC" FYI, UN Women used to be called UNIFEM. I made this clear, many many times. Please also note that madam minister made it clear that there was no direct financial contribution from UN Women to the Fund. Typically, UN agencies pay suppliers for providing products and services - they hardly ever make direct cash contributions. The frustrating thing is that ALL OF THIS INFORMATION IS ON THE INTERNET. MDG - read this article from the Debt Management Office (DMO): http://www.dmo.gov.ng/debtrelief/benefitsmdg.php . It should clear up your questions about the SSA on MDG's funding envelope. For emphasis, it's Nigeria's debt relief savings, and not the UNDP that fund the Office's programmes. And for those of you who don't like clicking on links, the following was lifted from the DMO web page: The debt relief that Nigeria is obtaining is a key component of the challenge of meeting the MDGs in Nigeria. One of the key benefits is the elimination of unsustainable annual debt service payments to external creditors. The additional US$1 billion that the FGN will save every year for the next 20 or more years will now be spent on providing primary education, primary health care, rural infrastructure, electrification, water supply and other key poverty reducing sectors. For this reason, the Presidency has set up a new office, the MDG office, to ensure procedures are put in place to effectively use the proceeds of debt relief for these purposes. Like I said, I am reluctant to call you a liar. Can we settle for "well-intentioned but adorably un-informed"? 2. Read my Post 15. In it the ACN Publicity Secretary will explain why his Party needs at least N240 million for just the National Assembly Elections. We, the PDP, co-sign his statement. 3. Finally, I know of Josephine Anenih's history, most people do, so I can afford to give her the benefit of the doubt, especially when the PointBlankNews report is so amateurishly inaccurate. Now that I have hopefully clearly pointed out the discrepancies in THEIR story, I expect you to be as critically analytic of their report as you tried to be of the Minister's honest response. So, in summary, she didn't embezzle the money meant for the Trust Fund - the funds were publicly given to female aspirants. UNDP played no part AT ALL in this matter - it was UNIFEM (aka UN Women). No money was given to her by the Party for Anambra Women, and the bone of contention about the money released by the Party is that while some want to pocket it, she wants to use it for its intended purpose: the elections. If this were a math exam, at this point I'd write QED. But it's not. So I won't. |

@Aisha2, make I try reply for you @1025, This mix of fact and fiction is a dangerous one, even more damaging than 'money making rituals' that so disgust you. Let us assume that Chief Tony Anenih stole all this money, what has that got to do with Josephine Anenih, an Anambra woman. She divorced him almost twenty years ago, and still you persist in trying to force her to carry the blame for his sins? And it's a small correction, but Chief Anenih has only served once as a Minister (some will argue that once is more than enough, but I just want us to present facts here). In the 80s the criminal you refer to was Lawrence Nomanyagbon Anini, a Bini man - Chief Anenih is an Ishan man. And this attempt to tarnish an entire generation of Anenihs might be understandable because of your frustration at the damage you feel Chief Anenih has done to Nigeria, but it is still wrong. If parental stock was a determination of character, you would know the names of the children of Awolowo, Azikiwe, Balewa, Enahoro et al. The truth of the matter is that every individual is responsible for his/her own actions, and we should not pre-emtively apportion greatness or baseness just on the presentation of an individual's surname. That's my own opinion sha, and it's one I hold like a shield. |

@Akainzo, good morning. I hope you slept well. I don't think you did, because you were a lot more thorough yesterday. But I digress, let me get back to tearing your argument apart. Akainzo: I won't say this is a lie, because I don't want to call you a liar. I'll just say that this is Untrue. Again, when in doubt, call on Google. The Office of the Senior Special Assistant to the President on MDGs is funded from the savings we made from our debt relief. So instead of us paying the debt, it gets channeled back into the country to help meet the MDG targets. I think you were confused by the fact that UNDP, like UNIFEM (now called UN Women) also focus their interventions along the MDG goals. Akainzo: I have declared several times that I am a card-carrying member of the PDP, and I know how Parties are run. If she was chosen by the Party as its leader in Anambra, then it is more than likely that funds, PARTY FUNDs, for the elections were given to her to disburse. From my understanding of her statement, it appears that a clique wanted her to kill and divide the money, and she refused, instead choosing to use the funds in a strategic, targeted manner. I know, for instance that these funds are for the elections, and not for campaigns. It then would make no sense, in my humble opinion, to for instance give a state assembly candidate 'his money' today when his election is 3 weeks away. So in answer to your question, I believe that funds were shared, but I'm betting on her integrity over those of disgruntled party leaders and faceless journalists. Akainzo: Fair enough. But now that I have blown holes in the accuracy of the PointblankNews.com report, could you please share with this forum your analysis of them? @papadonkee, I threw you a low blow but you absorbed it quite well unlike some weaklins around here. Since you are not ashamed to be associated with PDP, aren't you tired of hiding ya head since PDP messes up on a daily basis? Would you be kind enough to give me an insider's explanation of what Jonathan used all the excess crude money to purchase? You wan make I talk, make SSS invite me for discussions? Abeg o! Seriously though, I actually think the PDP is the best thing that has happened to Nigeria. And I say this from the point of view of a progressive democrat. Look at Edo State, for instance. The Party wasted the opportunity it had to serve the People, and they were promptly kicked out of Government House. Now, out of power, the Edo State PDP is forced to push forward credible, acceptable candidates for the elections, because the People of the State will accept nothing less now, and have seen that imposition is retrogressive, to say the least. Our democracy will continue to grow stronger, and all Parties must adapt of die. Our citizens will continue to become more politically aware, and will demand more access to information on the way taxpayers' money is spent (just like some people are asking about how the Minister spent their funds). Ironically, in Edo State, while the PDP has undergone drastic restructuring, the accusations of imposition are now being levelled against Oshiomhole's ACN Government. Na patriotism and red bull That aside, when my PDP people mess up I dey hide my head, but this story - haba! This woman wey don work pass for GEJ cabinet? This kind personality attack no good na, especially when no evidence dey; na just sources and insiders dey talk to diaspora website. Now wey she don clear the Trust Fund allegations and the nonsense talk say she don chop Anambra women money, the talk don dey shift to how much PDP give am. That one na crimanal act? Say Party give am money for election logistics na why dem wan destroy this woman? I for advise am make she just return the money join ACN or APGA like Dora Akunyili, but them go say I don dey do anti-party too! |

And this issue of trying to criminalise the fact that she might have been given campaign funds by the PDP is just laughable. Every political party is expected to raise, and distribute, funds to prosecute an election - and every serious Nigerian political party did. Remember Obama's facebook fund-raising drive? Also remember that the opposition parties in Nigeria (including CPC and ACN) said they could not participate in the elections on Monday because banks would be shut and they needed money to send to their agents in the 774 local government areas and 120,000 polling stations. So this argument of PDP using the money to buy votes is a non-starter. I am becoming more and more convinced that this is a sponsored attempt to rubbish an innocent woman. Just to refresh your memory, this is what the ACN spokesman said: ‘’We reject this unilateral decision by INEC to fix the postponed National Assembly election for Monday. The new date does not give us enough time to re-mobilise our agents and put in place the necessary logistics. The only day between Saturday and Monday is Sunday, when banks do not open. Where does he expect us to get the funds to mobilise our agents for Monday’s election? Only the PDP can quickly mobilise such funds. So that date cannot stand, unless Jega is working against the opposition”. In a phone chat, Mohammed said there were about 120,000 polling units in the country; if a party paid N2,000 per agent, then it would need N240 million for the Monday rescheduled exercise. Across the parties, about six billion may be required, it was learnt. So trying to call this woman corrupt because she was allegedly given money to organise elections in her state is more than laughable, it is shameful. |

Akainzo, now you're trying to shift your goal posts. Initially you were concerned about where the funds were deposited, and what she did with the money from UNDP. Now that I have argued that the Trust Fund has its own account, that UNDP was never involved, that no money was given by any donor agency for Anambra women, you are now weakly suggesting that even if a dedicated account exists, she could possibly still have siphoned money, abi? And please read her statement again - when she said she will not be blackmailed into sharing money, she was talking about PDP funds, not government funds. Once again, let me try to separate the two issues: as a minister, she responded to the allegation that she had embezzled monies from the Trust Fund by saying that the Fund was independent, and had its own account. As an Anambra state leader, she said that she would not be bullied by anybody into sharing the state PDP campaign funds. This is where she was talking about her being given the authority. I hope this helps, especially as you claim to " examine explanations, weigh them logically before I make decisions, especially when it relates to public figures and money". Out of curiosity, what information did you examine and weigh logically before you concluded that josephine anenih was guilty? A website report written by a journalist with no name? Like I said, the right to hold, and share, any opinion is yours to use, or abuse. |

Akinzo, Once again you insist on giving a dog a bad name just to drown it. The Minister stated that the Fund has its own account. She is not a signatory to the account. It is not her Ministry's account. Go on the Fund's website www.nigerianwomentrustfund.com, and you will see that apart from distributing funds to aspiring female politicians, the Trust Fund will also provide campaign materials and other support, and outside the election cycle it will build the capacity of these women. Trying to now say that the cheques she distributed were personal cheques (not from the Trust Fund account), or that she has eaten whatever was left over from the distribution, is mean, desperate, and worst of all cannot be proven by you. But thank God we are in a democracy - you are entitled to hold, and share, your opinion. |

Cold dey catch me about how easy it is to destroy somebody's name. I watched the distribution of the cheques with my own eyes, now people are saying that she ate the money, without even given her the benefit of the doubt even though there is evidence that she did not steal the Trust Fund money. The writer of the article did not even dare put his/her name! Na wa o! I dey fear for Nigeria. |

@Akainzo. You are confusing me. I also read her rejoinder and she said the money for the Trust Fund was given by the Federal Government through the MDG Office, while UN Women said they would support in kind, not cash. UNDP was not even mentioned in her response. And she stated that the Fund is independent and has it's own account, not her personal account. I googled this to confirm. This is about her role as Minister of Women Affairs Then she said that she wasn't given money by the Party for Anambra women. Reading between the lines I think she was given money for the entire state by the Party. She suggests that the men are unhappy about this, but that she will not be bullied or blackmailed by anybody. This is about her role as a PDP leader in Anambra. That's my interpretation. I'm lost as to how you arrived at yours. |
