They are not yet guilty of any crime, that's why they will still be charge to court by the NPF. It's after they have being found guilty by the court can their face be shown In the eyes of the law, they are not guilty yet |

Politics › Re: Why States Build Church And Mosque And Don't Build Factories. by Parachoko: 9:34am On Jun 15 |
nairalanda1: A lot of us complain that state governors do not want to build factories, they want to build churches and mosques. Which at face glance is sad...and some go even blame relgion as being used to oppress people.
But let's look at it this way
A governor builds a church or mosque...guess who takes over the building...the community. Guess who will be responsible for the maintenance and upkeep of the mosque and church...the community. Not the government . And since people like religion in this country, they will see to the upkeep of the mosque and the church. At no extra cost to government.
On the other hand, a governor builds factories to make stuff. Sounds good...except that 1. Employment will be by connections, man know man, not for qualifed people. Also to keep people happy, far more workers would be employed than are needed. It would even get to a point where someone would be collecting salary at the factory without doing anything at all. 2. The things made from the factories would be sold at people's prices, not at the prices that would keep the factory running and enable it to make profit to expand , upgrade and attract investment. And any attempt to sell the things made in the factory ar profit..would lead to protests and riots. And comments like government built factory that produces stuff common man cannot afford. 3. And you know how people treat government business... 4.Government would be pouring billions into the unprofitable thing, just to keep it alive.
You see where this is going.
The best government can do is to make the conditions where private factories can prosper, and not build factories themselves. When I look at where we're coming from, I will say Nigeria is developing, but developing at a slow pace |

Dreal1247: When the Niger Deltans get a little knowledge of how the oil money moves in this country, the agitation will increase. Like in the days of General Sanni Abacha, after seeing what the resources from the Niger Delta did in Abuja while the Niger Delta remained a slum, the agitation for resource control started which gave room to some of the benefits of today. if there's a breakdown of law and order, INEC should be held responsible. Why's it taken then this long to do thier job? There should be a solution to this issue before it gets out of hands. The waterways were blocked in Warri, production of oil and gas were disrupted in some facilities I hope the 3 ethnic groups will sheath thier swords |

Basic123: 23. Nice one Vigilantes group will be monitored by the State Police Vigilantes can now operate like Sheriffs do in the USA |
Politics › Re: 25 Key Take Aways From The Newly Passed State Police Bill By The HOR by Parachoko: 11:42am On Jun 12 |
Basic123: 1. Constitutional Power Shift: The bill shifts policing from the Exclusive Legislative List to the Concurrent Legislative List, granting states the constitutional right to establish their own police formations. 2. Constitutional Sections Altered: To formalize decentralization, the legislation amends Sections 197, 214, 215, and 216 of the 1999 Constitution (as amended). 3. Bill Structure: The proposed legislation is a comprehensive constitutional alteration document containing 18 distinct clauses. 4. Creation of Two Tiers: It formally replaces the singular "Nigeria Police Force" terminology with a dual structure: "Federal Police" and "State Police." 5. National Standards Certification: No state can start operational policing until it is certified by an Act of the National Assembly as meeting strict national minimum standards. 6. State Assembly Authorization: A state police force can only be established after the respective State House of Assembly passes an enabling local law. 7. Transition Phase Management: The Federal Police will continue to handle all policing functions in a state until that state's independent police force is legally certified and active. 8. Federal Police Supremacy on Federal Matters: Even after state police forces are operational, the Federal Police retain the mandate to perform federal policing duties across the country. 9. Inter-Agency Assistance: The bill establishes a legal framework allowing the Federal Police to provide operational assistance to state police forces when necessary. 10. Non-Interference Clause: The Federal Police are strictly prohibited from interfering with the standard operations of any state police force regarding internal state security affairs. 11. Federal Jurisdiction Boundaries: The Federal Police will focus primarily on interstate crimes, terrorism, organized criminal networks, border security, and cybercrime. 12. Asset and National Protection: The Federal Police maintain exclusive custody over national security operations and the protection of federal assets. 13. Local Intelligence Mandate: State police forces are specifically tasked with leveraging local languages, customs, and social structures to improve intelligence-led policing. 14. Enhanced Operational Flexibility: State police formations are granted the autonomy to respond swiftly to local security incidents without waiting for a centralized federal command. 15. Establishment of State Commissions: Every state establishing a force must set up a State Police Service Commission to act as an immediate supervisory body. 16. Federal Oversight Mechanism: To prevent sub-national abuse, the Federal Police Service Commission (which replaces the old Police Service Commission) will maintain national oversight. 17. Uniform Policing Guidelines: The National Assembly is empowered to pass acts that prescribe the overall framework, structure, organization, and administration guidelines for all state police. 18. National Police Council: The bill replaces the old Nigeria Police Council with a newly configured "National Police Council." 19. Removal Safeguards: The bill strengthens constitutional procedures regarding how a State Commissioner of Police can be removed, preventing arbitrary dismissals by state governors. 20. Senior Appointment Confirmations: Senior appointments within the state police structure will require legislative confirmation to ensure checks and balances. 21. Periodic Auditing: The framework mandates periodic certification and operational reviews of state police performance against national benchmarks. 22. Emergency Federal Intervention: The bill includes an emergency trigger allowing the federal government to intervene if law and order completely break down within a state. 23. Vigilante Regulation: The legal framework provides a mechanism to absorb, regulate, and bring existing local vigilante and civil defense groups under official state police accountability. 24. Cooperative Federalism: The bill explicitly balances sub-national operational autonomy with federal accountability to protect national unity and sovereignty. 25. Collaborative Power Definition: It clearly defines the limits of both federal and state authority, ensuring that security responsibilities are equitably distributed between both tiers of government. Helineus are you seeing the Government is serious about the creation of State Police? |
