PRESIDENT TINUBU RECEIVES PRESIDENT BASSIROU FAYE OF SENEGAL, SAYS WEST AFRICA MUST WORK IN UNISON TO DEFEAT TERRORISM, HUMAN TRAFFICKING

President Bola Tinubu on Thursday received President Bassirou Diomaye Faye of Senegal and called for an alignment of purpose and structure in West Africa to effectively address the challenges confronting the region.

Speaking during a meeting with the Senegalese President at the State House, President Tinubu said West Africa must work together to defeat the hydra-headed problems of terrorism, banditry, human trafficking and poverty.

He advised that leaders in the region must make the people the point of convergence in governance, noting that the essence of democracy is lost when the people are not the focal point.

The President emphasized that democratic governance, democratic values, and constitutional order are sacrosanct and must be protected.

He also stated that critical institutions and precepts, like the judiciary and the rule of law, must be respected and observed for the sustenance of democracy.

"Constitutional democracy is what Senegal proved to the rest of the world and Africa. It is a joy to have you here; to meet the hope and aspiration of our youths. You fit in perfectly well.

"A critical time it is in the history of constitutional democracy, particularly in West Africa. What you have embarked upon, a struggle couched in freedom, is remarkable," President Tinubu said.

The President described Nigeria and Senegal as brotherly nations, recounting both countries' long history of cooperation.

"We are brothers. We have shared interest in democracy. To make democracy sustainable in the interest of our people, we definitely must work hard.

"I am glad that you are a shining example of patience, perseverance, and commitment to democratic values.

"We must partner to make our people the focus of our democratic commitment. Your belief in the sovereignty of Africa is shared by all of us. But how can we work for our people and make them the focus of our democracy if we are violating the rule of law and promoting unconstitutional takeover of government?

"As the Chairman of ECOWAS, I am inviting you to collaborate and meet those other brothers. To persuade them to come back to the fold.

In a bid to ensure the myriads of bureaucracies surrounding the power sector gets resolved, thereby leading to improved power supply across the country, President Tinubu, on assumption of office, signed the Electricity Act 2023 into law.

The Act aims to liberalize Nigeria’s electricity generation, transmission, and distribution at the National level, empowering States, companies and individuals to generate, transmit and distribute electricity.

Under the Act, States can issue licenses to private investors who may operate mini-grids and power plants within their territory.

This has been described by many as a game-changing approach to Nigeria’s epileptic power supply as many stated have now keyed into the various opportunities provided by the act.

The Federal Executive Council concluded its two-day meeting yesterday. Major approvals are as follows

- All users of Federal airports in Nigeria must now pay tolls at the gates. The President and Vice President of Nigeria will also pay the toll. No citizen is excluded.

- Many initiatives that will revolutionize Nigeria's Infrastructure and Housing sector through Public-Private-Partnerships would be launched soon. The initiatives which can unlock about N2 trillion will transform Nigeria's infrastructure and housing mortgage sector.

- Ban on Sand dredging 10 kms from all Federal bridges throughout the country.

- A 4-week deadline for review of visa policy to enable tourists, business people, and creative professionals to visit Nigeria.

- Supply, installation and training of operators of disabled aircraft recovery system at Murtala Muhammed Airport in Lagos. The contract will cost N4.2 billion.

- Special Purpose Vehicle to be created on a PPP basis to develop 90,000 Km of fibre optic cable to increase Nigeria’s internet connectivity by 60-70%.

- A consultancy service for the reconciliation and expansion of the remittances to NITDA.

- Ministry of Communications to convert the property at 324 Jackson Street, San Francisco, USA into a Nigerian Digital Technology Exchange Programme Hub.

- Bus terminals and other transport facilities to be built within 15 months in FCT, Abuja. Project will cost N51 billion and will be executed by Planet Projects Nigeria Ltd.

- Messrs El & Matt Nigeria Limited to upgrade Kwaita-Yebu Road in Kuala Area Council of Abuja for N7.6 billion within 18 months.

- Court of Appeal Abuja Division to be built for N37.2 billion by Messrs Visible Construction Limited.

- N412million to be use for street lights project on Bill Clinton Drive, Airport Expressway. The job includes the procurement of 8 back-up generators, which will be powered by Compressed Natural Gas( CNG) or Solar.

- A revenue assurance platform to be deployed by Messrs Yuan Resources Ltd in the lottery and gaming sector under PPP arrangement. The concession will be for 15 years, and will be done via DFBOT option, which means Design, Finance, Build, Operate and Transfer.

- Iseyin-Okeho-Iganna road in Oyo State to be reconstructed.

- Construction of Section 2 of the Lagos-Calabar Coastal Superhighway at a cost of N1.6 trillion.

- Reconstruction of Koton-Karfe -Abaji road at a cost of N89 billion.

- BUA cement to finance the Equalisation of Lokoja-Benin Road, Okpela Section, Lokoja-Benin, Dualised Auchi Section -Uromi Link Road and Lokoja-Benin Road, Ekpoma Section at a cost of N120 Billion under the Tax Credit Scheme.

- Various contractors to build roads and bridges in Kaima-Tesse, Kwara State, Benin-Agbor, BeninByepass and Ngaski-Wara in Kebbi State. All the four contracts will cost N546 billion.

- Messrs CCECC to build 37km Kano Bypass within 36 months at the rate of N230 billion.

- Procurement of Sokoto-Illela-Badagry superhighway which is meant to join the Lagos-Calabar Coastal superhighway. The road was first awarded in 1976 and then abandoned.

HIGHLIGHTS OF THE FEDERAL EXECUTIVE COUNCIL MEETINGS HELD ON 13TH AND 14TH MAY, 2024

The Federal Executive Council concluded its meeting that started yesterday today, Tuesday May 14, 2024.

After exhaustive deliberations, the council approved a number of policies and projects that will further boost the economy, facilitate investments and promote the ease of doing business in the country. The under-listed are the major highlights:

1. Council supported a series of initiatives set to be launched that will revolutionize Nigeria's Infrastructure and Housing sector through Public-Private Partnerships

The initiatives which can unlock about N2 trillion are aimed at transforming the nation's infrastructure and housing mortgage sector, meet the urgent demand for critical infrastructure and affordable homeownership, fostering job creation, inclusive growth, and long-term productivity enhancement.

Inspired by the 1970s era, the government envisions a future where ordinary Nigerians can access 25-year mortgages at low-interest rates to realise their dream of owning a home. By collaborating with private institutional investors, the government seeks to replicate past successes and address current challenges effectively.

This strategic partnership aims to leverage the expertise and capital of private investors to accelerate the delivery of vital projects, driving sustainable development and economic progress for all Nigerians.

2. FEC approved that all users of Federal airports all over the country must now pay tolls at the gates. No one is excluded. The President and Vice President of Nigeria will also pay the toll.

3. The council announced a ban on sand dredging 10 kms from all Federal bridges throughout the country.

4. Council annouced a 4-week deadline for review of visa policy to enable tourists, business people, and creative professionals visit Nigeria. The ease of doing business, the council agreed cannot materialise if prospective visitors face a herculean problem getting our country’s visa. Part of the review envisaged is that visa applicants can apply for the visa online and get one within 48 hours. Also visas may be waived for holders of visas of some countries.

5. The council granted approval for the supply, installation and training of operators of disabled aircraft recovery system at Murtala Muhammed Airport in Lagos. The contract will cost N4.2 billion. Similar contract was awarded in 2021 for Nnamdi Azikiwe International Airport in 2021.

6. Council approved Special Purpose Vehicle to be created on a PPP basis to develop 90,000 kilometres of fibre optic cable to increase Nigeria’s internet connectivity by 60-70 percent. The SPV intends to copy the NLNG model.

7. Council approved a consultancy service for the reconciliation and expansion of the remittances to NITDA.

8. Council approved the request of the Ministry of Communications to convert the property at 324 Jackson Street, San Francisco, USA into a Nigerian Digital Technology Exchange Programme Hub. Property owned by the Nigerian government is valued at close to $7million.

9. The Federal Executive Council also approved the award of contract for the building of bus terminals and other transport facilities in the Federal Capital, Abuja. Terminals will be built within 15 months at Kugbo, Abuja Central Business District and Mabushi. The whole project will cost N51 billion and will be executed by Planet Projects Nigeria Limited, which did similar contracts in Lagos and Oyo states.

10. Council approved the award of contract to Messrs El & Matt Nigeria Limited to upgrade Kwaita-Yebu Road in Kuala Area Council of Abuja at a cost of N7.6 billion. Completion time is 18 months.

11. Council approved contract for the building of the Court of Appeal Abuja Division at a cost of N37.2 billion. Project will be executed by Messrs Visible Construction Limited.

Yesterday, President Bola Tinubu mandated that all future vehicles, generators, or tricycle acquisitions by the Federal Government and its agencies must utilize either compressed natural gas (CNG), solar power, or electric energy sources.

- This is part of the President’s drive to ensure Nigerians adopt the CNG initiative of the administration as the nation prepares to transition to cleaner energy.
- The latest unofficial figures put Nigeria’s gas reserves at 208trn cubic feet which is 33% of Africa’s entire gas reserves and one of the highest in the world. Despite this, the use of gas in the country is ridiculously low and the CNG initiative aims to change that.
- ⁠With the new directive, adoption of CNG is expected to start from government agencies with mechanisms for public adoption already set in place.

- ⁠NIPCO is setting up 32 refilling stations across the country.

- ⁠BOVAS is setting up another 14 in various locations across the country.

- ⁠Mikano, Brilliant EV, JET motors and Mojo have all gotten approval to assemble semi-knocked down CNG buses in the country with a new plant already established along the Lagos-Ibadan expressway.

- ⁠Filling a tank can be equivalent to N55,000 of PMS will cost just N15,000 for CNG.

- ⁠This is expected to have a massive impact on prices of goods and services in the nation and drive down inflation in the long run.
- ⁠As a nation we have no business with energy poverty and President Tinubu has set the ball rolling.

This is Nigeria’s decade of Gas and like the President said during the campaign, “we are going to compete”.
