In a move reminiscent of elaborate staged performances, the Nigerian National Petroleum Company Limited (NNPCL) recently orchestrated a highly publicized "revival" of the Port Harcourt Refinery. Yet, behind the glossy visuals and televised tours, questions persist about the facility's actual operational capacity and the veracity of NNPCL's claims.

The Promises and Reality

In October 2023, NNPCL announced with much fanfare that the Port Harcourt Refinery had resumed operations, claiming it was operating at over 70% capacity. This declaration was celebrated as a breakthrough for Nigeria's oil and gas sector, but scrutiny reveals inconsistencies.

Experts in the energy sector have cast doubt on these claims, pointing to systemic issues that have plagued the refinery for decades. According to sources, no significant construction or modernization of the refinery was undertaken between 1990 and 2020, resulting in the loss of technical expertise and institutional knowledge.

The Staged Production?

Eyewitness accounts suggest that what Nigerians witnessed was not a genuine resumption of production but a staged event. Community members and experts have stated that the refinery's supposed "fuel production" involved releasing old stock, some of which had been stored for over three years, to calibrate new loading equipment. Only six trucks of fuel were loaded during the event, further fueling skepticism.

A local leader from the Alesa community, where the refinery is located, corroborated this narrative, describing the event as a mere dramatization. While the community remains optimistic about the refinery’s potential, they question the disconnect between what was portrayed in the media and the on-ground reality.

Operational Challenges

Even under automation, the refinery’s operations have raised eyebrows. Reports indicate that loading a single truck under the automated system now takes up to six hours—an inefficiency unseen even during the manual loading era. This calls into question the refinery's touted automation capabilities.

Additionally, there is ambiguity regarding the source of feedstock used for production. Industry watchers have asked NNPCL to clarify whether it has operational distillation units or is merely blending imported components like Naphtha.

Nigerians Demand Transparency

Despite the claims, NNPCL has yet to provide tangible proof of large-scale fuel production. The public, who remain eager for an operational refinery that contributes to energy security and economic growth, feel deceived.

"Nigerians deserve the truth," said a sector expert. "Fuels are not like air—they are tangible and measurable. If the refinery is truly functional, where is the fuel?"

The Way Forward

The Port Harcourt Refinery is vital to Nigeria’s economy, but its rehabilitation has become a symbol of unfulfilled promises. As Nigerians continue to grapple with fuel scarcity and rising costs, transparency and accountability from NNPCL are essential.

Until then, the question remains: Is the Port Harcourt Refinery truly operational, or is this another chapter in what some have termed a grand deception?

Renowned gospel reggae artist Buchi Atuonwu, popularly known as Buchi, has released his much-awaited ninth studio album, Alive and Well. The album, which became available on December 1, 2024, reaffirms Buchi’s enduring influence in gospel music and reggae culture.

During the album launch at Kulture Yard in Lagos, Buchi addressed speculations about his musical hiatus and shared insights into the inspiration behind the album. "I never left music," he declared, emphasizing his consistent commitment to ministry and music since his debut in 1999.

The album's title, Alive and Well, is a direct response to rumors of his supposed passing, which gained traction on social media. Reflecting on the incident, Buchi recounted, "I wasn’t even 60 years old then. I was preparing for my birthday celebration when my family and friends started receiving condolence messages. 24th August 2024 - Nigeria, a country with vast resources and potential, is facing a daunting challenges that is linked to the devastating consequences of local government maladministration. For decades, the mismanagement and ineptitude of local government administration have hindered economic development, exacerbated poverty, and undermined the quality of life for millions of citizens. The recent supreme court judgment on local government autonomy offers a glimmer of hope for reform, but the journey ahead will require collective effort and commitment. As a concerned citizen and advocate for good governance, I am compelled to highlight the severe consequences of local government maladministration in Nigeria and urge immediate action to revitalize local economies, restore public trust, and ensure a brighter future for all citizens.

Nigeria's economy and citizenry have suffered greatly due to the mismanagement and ineptitude of local government administration. This has led to a surge in rural-urban migration, leaving villages deserted and fueling irregular and unsafe migration across international borders.

Local government maladministration has hindered economic development, leading to a lack of investment, infrastructure decay, and reduced economic opportunities. In fact, it's estimated that Nigeria has lost over ₦100 billion in revenue due to inefficient tax and revenue collection. Inefficient collection of taxes and revenues has resulted in significant financial losses, further exacerbating economic stagnation.

Poor delivery of essential services like healthcare, education, and sanitation has negatively impacted citizens' quality of life. According to a report by UNICEF, Nigeria's infant mortality rate is 69 deaths per 1,000 live births, one of the highest rates in the world. Inadequate healthcare and education have resulted in poor health outcomes and a lack of skilled workforce.

The exodus of people from rural areas to cities has led to overcrowding, strain on resources, and increased poverty. In fact, it's estimated that over 50,000 people migrate from rural areas to cities every year in search of better opportunities. Once-thriving villages now lie empty, as residents seek better opportunities in urban centers. Desperate citizens risk their lives migrating internationally, often falling prey to human traffickers and exploitation.

Maladministration has widened the poverty gap, leaving vulnerable populations without access to basic necessities of life. According to a World Bank report, the poverty rate is estimated to have reached 38.9% in 2023, with an estimated 87 million Nigerians living below the poverty line — the world’s second-largest poor population after India. Frustration and desperation have led to increased social unrest, crime, and insecurity.

To address these devastating consequences, the recent supreme court judgment on local government autonomy must be fully implemented, followed by reforms in local government administration by implementing effective governance structures, transparency, and accountability. Invest in rural development by providing infrastructure, economic opportunities, and essential services to revitalize rural areas. Address migration drivers by tackling poverty, inequality, and lack of opportunities through initiatives like job creation, vocational training, and social protection schemes.

Citizen participation and engagement are crucial for sustainable change. Therefore, I urge all Nigerians to take ownership of the reform process and demand accountability from their local leaders.

Nigeria's future depends on addressing the devastating consequences of local government maladministration. It is imperative to take immediate action to revitalize local economies, restore public trust, and ensure a brighter future for all citizens. This move compromised the integrity of the local government structure, intended to be the third tier of government. The consequences were far-reaching, leading to a decline in local governance and public service delivery.

The Consequences of Joint Account

The joint account system allowed state governments to exercise significant control over local government funds, creating an environment ripe for corruption and mismanagement. This led to:

1. Misappropriation of Funds: Local government revenues were siphoned off, depriving communities of essential public services and infrastructure. For instance, in 2019, a report by the Nigerian Audit Office revealed that over N10 billion was misappropriated from local government funds in a single state.

2. Decay of Local Governance: The third tier of government, meant to be closest to the people, became ineffective, and local governments struggled to fulfill their constitutional responsibilities. As a result, many local governments failed to provide basic services such as healthcare, education, and sanitation.

3. Inequitable Development: The concentration of power and resources at the state level exacerbated regional disparities, hindering balanced national development. For example, some states received significantly more funding than others, leading to unequal distribution of resources.

The arts and their promoters have long served as powerful voices for inspiring and enforcing radical changes across social, political, economic, and cultural landscapes.

Nigeria, and Africa more broadly, has suffered from poor leadership characterised by corruption, nepotism, widespread poverty, stunted development, inequality, loss of identity, erosion of cultural values, and a troubling craving for foreign lifestyles, among other social maladies.

These issues have marred the promising trajectory of a nation with over 200 million people, rich in both natural and human resources, especially since the onset of its current fourth democratic era in 1999.

One of the literary voices leveraging the power of the arts—particularly drama—to inspire change in Nigeria and Africa is Cash Akinyemi Onadele, also known as Aye-ko-Ooto. He is a prolific writer and a culture-aware philosopher, poet, and playwright.

His passion for literature was nurtured by his childhood experiences with his farmer grandparents, who filled his early years with captivating stories. This foundation sparked his interest in literature, and despite earning a Master’s degree in Agronomy, he ultimately found his voice in the realm of the arts.

Onadele firmly believes that the erosion of cultural identity has distorted the mindset of many Nigerians, leading them to embrace foreign influences—revised histories, religions, lifestyles, foods, music, and addictions—instead of the indigenous practices that have proven their worth for centuries before European colonisation.

Through his art, he passionately calls on Africans to return to their roots and heritage as a critical first step towards achieving comprehensive social and economic development. He asserts that a lost mind, devoid of identity, cannot effectively contribute to nation-building.

Despite spending considerable time in Europe and America gaining valuable experience and writing extensively, Onadele has remained true to his African roots, a theme that permeates his impressive body of literary work, which includes over 109 collections of plays, poetry, and prose.

His latest play, "Eni Ogun" (The Noble Warrior), produced with the support of the business sector led by FirstBank, was performed in July across Lagos and Ogun States at iconic venues such as the Muson Centre in Lagos Island and the June 12 Cultural Centre in Abeokuta, in celebration of Prof. Wole Soyinka’s 90th birthday.

Through the play, Aye-ko-ooto not only celebrates Soyinka’s artistic exploits but also tackles critical issues of leadership, identity crisis, culture, values, class, history, and corruption in Nigeria through the lens of history, aligning with Soyinka's radical ideologies.

The protagonist—a representation of Professor Soyinka—is the young and charismatic Oluwole Lowo, a noble prince and warrior who, despite his preference for a private life of hunting, teaching, and romance with his intended, Olasope, becomes the conscience of society, catalysing a seismic shift in leadership and community dynamics.

Set in the colonial era of 1884/1885, the fictional play delves into themes of colonial invasion and subjugation, love, leadership, cultural beliefs, religion, and corruption.

Onadele weaponises the protagonist’s struggles as a potent catalyst for the community’s collective demand for positive change, ultimately leading to the natives’ triumph over their oppressors.

The over two-hour play, an adaptation from the drama emerges as a clarion call for Nigerians and Africans to unite, shed foreign identities and practices, rediscover true histories and heritage, embrace indigenous customs and cultures, advocate for responsible leadership, and strive for an egalitarian society characterised by development.

In an interview with THECONSCIENCE NG, the playwright unveiled the philosophy underpinning the play: “Every soul has a shell,” inspired by Wole Soyinka’s play, “Death and the King’s Horseman” (1975).

He stated, “I distilled the essence of this quote and wrapped literature around it to explore the persona. The story is rich and layered. My aim was to celebrate a dramatist with a drama. I sought the deeper meaning of the quote, combining romantic comedy with beautiful literature, all interwoven with the story of our people.”

Aye-ko-Ooto elaborated on the underlying philosophy: “Every soul has a birthplace, representing identity; every soul is nurtured, reflecting culture; every soul is loved, embodying passion; and every soul has a noble purpose tied to tribal citizenship. When faced with adversity, every soul must summon the courage of character. Ultimately, every soul carries a message, and that message is your inheritance.

“The essence is clear: if you fail to find your identity, neglect your citizenship, and do not stand up for your values in troubled times, you leave your children without an inheritance.”

Onadele described Wole Soyinka as an enigma—a literary cult hero, cultural icon, champion of freedom, and an unwavering advocate for justice, who also holds a deep affection for children. He shared a personal connection with Soyinka, emphasizing the playwright’s commitment to preserving cultural artifacts as an undeniable ambassador of culture.

To promote the Yoruba language and culture, Aye-ko-Ooto intentionally wrote parts of the play in Yoruba, encouraging European audiences to engage more deeply with the language.

In response to the alarming decline in cultural awareness and identity among young Nigerians, the playwright urged the government to embrace ethnography—a principle that prioritizes narratives rooted in African stories. He advocated for increased funding, including prizes and grants, for works celebrating African culture over those with foreign plots.

He called on well-meaning Nigerians to treat artists and their promoters with respect, rather than viewing them as beggars, while encouraging greater support for the arts based on merit.

Onadele, who also has a background in Artificial Intelligence (AI) from his time in Europe, recalls how being exposed at an early age to the works of renowned Nigerian author of Yorùbá heritage, Chief Daniel Olorunfẹmi Fágúnwa (commonly known as D. O. Fágúnwà), inspired his own interest in writing. For him, the Yoruba native voice adds authenticity to storytelling.

According to Onadele, who has built the world’s largest library of individual poetry produced by any single author, every success story has humble beginnings.

Earlier this year, Aye-ko-Ooto was in his element at the Lagos Book and Art Festival (LABAF), dubbed Africa’s largest cultural picnic, where he conducted a two-day mentorship session with undergraduate students from the Creative Arts Department at the University of Lagos on the first day at Kongi’s Harvest Gallery, Freedom Park, Lagos.

Onadele also hosted another mentorship programme for pupils from various public primary schools.

The prolific writer engaged young people on the value of literature while unveiling an endowment for literary prizes in both Yoruba and English languages. It was a rich, educational, and inspiring experience for participating students, as Onadele shared insights from his journey as a writer, despite having a BSc. and MSc. in Agronomy.

Through Adubiifa Network Company (ANC), a multi-media literary, theatre, and movie company, he employs performance theatre as a means to drive change.

His productions have gained recognition from major players like the Wole Soyinka International Cultural Exchange (WSICE) and the Centre for Black and African Arts and Civilization (CBAAC).

Onadele’s name continues to resonate in the literary space, where calls for major shifts and changes in Nigeria keeps growing louder.

From religious leaders to traditional rulers, family heads, and politicians, the cancer of corruption has spread far and wide, crippling the nation's progress.

Religious leaders, once esteemed for their moral guidance, have fallen prey to the temptations of wealth and power. Many now exploit their pulpits to accumulate wealth rather than preach righteousness. Their flamboyant lifestyles, often financed by their congregations, are a stark contrast to the poverty and suffering of their followers.

Traditional leaders, custodians of Nigeria's cultural heritage, have also fallen prey to corruption. Some use their positions to extort money from their subjects, while others collude with corrupt government officials to embezzle funds meant for community development.

Family heads, once pillars of discipline and integrity, now prioritize material wealth over moral values. The emphasis on wealth and status has led to a breakdown in family structures, as younger generations are encouraged to pursue riches at all costs.

Politicians, elected to serve the people, have become notorious for their extravagant lifestyles. Embezzlement, nepotism, and cronyism are rampant, with many using public funds to finance their lavish lifestyles. The disconnect between the ruling elite and the masses is staggering, as politicians flaunt their wealth while the majority struggle to survive.

The consequences of corruption are far-reaching. Nigeria's economy suffers, infrastructure crumbles, and essential services like healthcare and education are neglected. The future of the nation is mortgaged to the greed of its leaders.

To break free from this cycle of corruption, Nigerians must demand accountability from their leaders. Collective action is needed to create a culture of transparency, where leaders are held responsible for their actions. Only then can Nigeria hope to reclaim its lost glory and build a brighter future for all.

Amo Byng Nig Limited, a leading producer of poultry feed and concentrates, has commenced a strategic partnership with the Kwara State Government to bolster local soybean production, addressing the current shortage that is impacting poultry feed production across Nigeria. This collaboration was formally launched on July 16, 2024, and marks a significant step towards revitalizing the soybean industry.

The soybean shortage has led to increased feed production costs for poultry farming, as much of Nigeria's soybeans are being exported. In response, Amo Byng Nig Ltd. is stepping in to support local farmers by providing essential farming inputs and committing to purchase the soybean at harvest. This initiative aims to stimulate local production, improve raw material availability, and reduce production costs.

As part of this pilot program, Amo Byng Nig Ltd. has equipped 300 farmers with inputs to cultivate soybean across 1,500 hectares in the Kaiama Local Government Area of Kwara State. The program encompasses four communities within the local government area. In support of this initiative, the Kwara State Government has allocated tractors to assist farmers with land preparation, enhancing the efficiency and effectiveness of the farming process.

Dr. Ayoola Oduntan, Group Managing Director of Amo Byng Nig Ltd., emphasized the importance of the partnership: “Addressing the soybean shortage is crucial for the poultry industry, as it directly impacts feed production. CGC Adeniyi Reactivates Over Decade-Old CMAA With US Customs & Border Protection

...Aims to Promote Better Service Delivery to Nigerians Through Global Partnerships

The Comptroller-General of Customs (CGC) Bashir Adewale Adeniyi, On Thursday, July 18, 2024, took a significant step in strengthening global partnerships by participating in a bilateral meeting with U.S. Customs and Border Protection (CBP) in Washington, D.C. The meeting focused on reviving the over-decade-old Customs Mutual Assistance Agreement (CMAA) to enhance service delivery through global collaborations and data-driven decision-making to improve national security and effectively combat cross-border crimes.

Adeniyi emphasised that Customs officials have been actively addressing the challenges of cross-border crimes, including drug trafficking, arms smuggling, and money laundering while ensuring national security.

He highlighted the successful interception of illegal items, such as drugs and weapons, at major ports and airports in Nigeria.“Reviving the CMAA will bolster the Nigeria Customs Service's capacity to protect the nation's borders and enhance service delivery, paving the way for a more secure and prosperous future for all Nigerians”, he added.

He also stressed the need for increased capacity building to tackle Intellectual Property Rights (IPR) enforcement and opiate issues. "Our efforts at the ports and airports have yielded significant results, but there is still much to be done in capacity building and enforcement," he said.

Adeniyi underscored the importance of a Center for Advanced Cargo and Passenger Data Analysis to mitigate risks. He pointed out the success of prosecuting wildlife criminals and discussed the need for such a centre to enhance cargo and passenger security.

Additionally, he advocates for an advanced command and control centre to address security concerns. “A dedicated targeting data fusion centre will significantly improve our ability to manage risks and enhance security measures,” Adeniyi explained.

The meeting also covered the challenges of commercial air cargo security and potential partnerships with U.S. government agencies. Adeniyi highlighted the importance of future operations, including CBP's global targeting advisory directors and their capabilities in information sharing on cargo and passenger sides. “By customising our approaches and collaborating globally, we can address the complexities of air cargo security more effectively,” he remarked.

In his reaction, James Collins, Assistant Commissioner of the Office of International Affairs at U.S. Customs and Border Protection, emphasised data integration, partnerships, and targeted efforts to address transnational criminal groups exploiting seams and boundaries. “Integration of data and international cooperation is crucial in countering transnational threats”.

James Collins also highlighted the importance of collaboration and information sharing in border security and intelligence gathering. He emphasised investing in capacity building, train-the-trainer programs, and targeted training to address gaps in border security. Collins stressed the need for secure channels for sharing intelligence and building partnerships with international organisations to sustain efforts in combating illicit trade and traffic. “Continuous training and secure intelligence sharing are vital to our success in maintaining border security,” Collins noted.

Key action items identified include establishing specific channels for continued intelligence sharing between Nigeria Customs and CBP, exploring operational partnerships between Nigeria Customs units and networks like CBP to coordinate cross-border responses, leveraging INTERPOL programs and collaborating with other West and Central African countries on transnational crimes.

The meeting concluded with a presentation on Artificial Intelligence by Sunil Madhugri from the Office of Information and Technology, U.S. Customs and Border Protection, highlighting the future of technology in enhancing customs operations and security. “Artificial intelligence will play a pivotal role in our strategy to modernise and secure our borders,” Madhugri said.

In a related event, CGC Bashir Adewale Adeniyi visited the Nigerian Embassy in the USA, where he was received by Mr. Rabiu Lawal, Charge d'Affaires a.i, and his team. The CGC appreciated them for their warm reception and their tireless efforts for all the Nigerians in the diaspora.
