Since 2010, BOKO HARAM have been blamed for the killings of more than 1,700 people, according to a count by The Associated Press.
Yet,these militants are always threatening to do more and even face anyone.
In the video received by journalists Monday, Shekau brushes off any gains asserted by the security forces.
"You soldiers have claimed that you are powerful, that we have been defeated, that we are mad people," Shekau says, speaking in the local Hausa language. "But how can a mad man successfully coordinate recent attacks in Gamboru, in Malam Fatori, slaughter people inBiu, kill in Gwoza and in Bama, where soldiers fled underour heavy fire power?
"We have killed countless soldiers and we are going to kill more."
He further insists the extremists' "strength and firepower has surpassed that of Nigeria. ... We can now comfortably confront the United States of America."
Shekau also said Nigeria's military is "lying to the world"about its casualties. "They lied that they have killed our members, but we are the ones that have killed the soldiers."
He apparently was referring to Aug. 4 attacks on a military base at Malam Fatori and a police outpost in Bama, both near the border with Cameroon.

The Nigerian Medical Association (NMA) said Monday that its members are not party to the ongoing nationwide strike of the Joint Health Workers' Union (JOSEHU).
JOSEHU called its members on strike last week. .
The Chairman of Gombe State chapter of the NMA, Dr. Jauro Degri, announced the association's withdrawal at a news briefing in Gombe.
NMA urged members of the public should not panic because of the industrial action.
Degri assured that medical doctors are on ground at the Federal Medical Centre in Gombe to render servicesto patients.
'All outpatient clinics are going on as expected. Specialist services are also going on as usual. The hospital will continue to render emergency services,' he said.
Dr. Degri said whatever services the health facility cannot render following the ongoing strike 'we can always advise and direct patients to where they can beattended to.'
'We appeal to the public not to panic, as doctors are working round the clock to ensure that our people do not suffer as a result of the strike,' he said.
JOSEHU declared the strike four days ago over some demands it has with the Federal Ministry of Health.

For many African-American celebrities,visiting Africa satisfies a yearning to return to their distant ancestral homeland. Not so for tennis player Serena Williams.
“I’d love to say I’m from Africa, but we’re from the United States and we’re proud to be from there as well,” she told newsmen in Lagos on Wednesday, after a Nigerian reporter asked if perhaps she was originally from Nigeria.
“But my Mom named my sister (Venus) after an African name,” she hastily added.
The Williams sisters and their mother are in Nigeria this week to promote women’s tennis and empowerment of women on the continent.
For Venus, it is her first time in Africa.
Taking their own successes in women’s tennis, a sport which before them was dominated by white players, the sisters want to inspire women in the African continent to take up the sport and, more generally, to pursue their dreams despite whatever odds they face in maledominated societies.
“We were able to break the mould and win a lot of grand slams and change the face of tennis … when tennis was very dominated by white people,” 31-year-old Serena said three days after beating rival Maria Sharapova in the final of the WTA Championships in Istanbul.
“It doesn’t matter what your background is and where you come from, if you have dreams and goals, that’s all that matters,” she added.
The sisters later conducted tennis classes with some children at a Lagos sports club.
On Thursday [today], they will visit a school to discuss empowerment of girls then on Friday they will play an exhibition match against each other.
“We’re very excited to be playing tennis here,” Venus said.
“Of all the finals everywhere … this will be our final here in Nigeria.
“I don’t know who’s going to win but Serena just won the championship so I know she’s ready. I’ll have to play my best tennis.”
