Vicky Hastrup, Managing Director/Chief Executive Officer, CEO, ENL consortium, in this interview with Oluyinka Onigbinde speaks on the challenges in the nation’s ports system and proffers possible solutions.

Excerpts.

Going forward, what do you think should be done for the maritime industry to move forward?

For the maritime industry to move forward, the Federal government needs to quickly pass the Port and Harbor Bills.

The passage of the Port and Harbor Bills has been delayed for too long. It’s been twelve years since the terminal operators have been operating in various ports in Nigeria and yet these bills are still waiting to be passed.

I don’t know at what state it is now but I think it is getting rather too late. I believe before the end of the term of this government, it would be nice if passage of the bill is concluded and is passed and assented to by the President.

Besides the passage of the bill which has to do with the legislature, what are the other bottlenecks?

The government is talking about Ease of doing Business. There can’t be ease if government does not make a decisive move.

The 2018 OPEC World Oil Outlook (WOO) will be presented at a press conference to be held at the El Aurassi Hotel in Algiers, Algeria, on Sunday, 23 September 2018 at 3:15 pm (Algiers time).

According to a statement made available to PetrolGas Report, the launch will coincide with the 10th Meeting of the Joint Ministerial Monitoring Committee (JMMC) in Algiers, and form part of the celebrations of the 2nd Anniversary of the seminal Algiers meeting (the 170th Extraordinary Meeting of the OPEC Conference) that took place on 28 September, 2016.

This meeting was a major landmark on the road to the historic ‘Declaration of Cooperation’ between OPEC and non-OPEC producers that was put together in Vienna on 10 December, 2016.

Algeria’s Minister of Energy, HE Mustapha Guitouni and OPEC’s Secretary General, HE Mohammad Sanusi Barkindo, will provide opening remarks to the WOO launch.

The Secretary General and senior members of OPEC management will then present the key messages from the publication, which provides an in-depth review and analysis of the global oil industry, and offers a thorough assessment of various sensitivity cases related to supply and demand trends in the medium- and long-term.

Nigerians spend N4.9 trillion annually to self generate 14 gigawatts (GW), as the country’s average 4 gigawatts (GW) electricity generation continues to be unable to meet the growing energy needs of its 189 million citizens.

Business / Iran Opens 61MW Wind Farm As It Looks To Renewables To Meet Electricity Demand by Petrolgasreport: 1:19am On Aug 29, 2018
Iran has opened its largest wind farm as it hopes to procure electricity from renewable sources such as wind, solar and hydro it has emerged.
The 18 turbine wind farm in Tarom county in northern Iran has a generating capacity of 61 megawatts (MW) hours of power annually and cost 86 million euros, the country’s official news agency has said.
“The wind farm has been built in one year, using the latest technology in the world, at a cost of 86 million euros,” the report from the country’s energy ministry said.
The news agency added that Iran has one of the most comprehensive plan to harness renewables in the Middle East, and more than 250 companies have signed agreements to add and sell power from about 5,000 MW of new renewables in Iran.

Kuwait and Nigeria will be LNG industry growth engines in the Middle East and Africa between 2018 and 2022.

Nigeria is set to have the highest liquefaction capacity additions while Kuwait and Turkey will have highest regasification capacity additions among all countries in the Middle East and Africa, according to GlobalData, a data and analytics company.

The company’s report: ‘LNG Industry Outlook in Middle East and Africa to 2022’ forecasts total liquefaction capacity in the Middle East and Africa to increase from 172.7 million tonnes per annum (mtpa) in 2017 to 234.0 mtpa in 2022 at an Average Annual Growth Rate (AAGR) of 6.1 per cent.

Similarly, the total regasification capacity is expected to grow from 3,007.6 billion cubic feet (bcf) in 2017 to 5,895.0 bcf in 2022 at an AAGR of 13.5 per cent.

Nigeria and Qatar are the major countries in the Middle East and Africa for LNG liquefaction terminals.

Nigeria (Nigeria), Ras Laffan III (Qatar) and Ras Laffan II (Qatar) are the largest liquefaction terminals in the region. In the Middle East and Africa, 11 liquefaction terminals are expected to become operational between 2018 and 2022.

The total planned liquefaction capacity in 2022 is expected to be 53.3 mtpa.

Nigeria will lead the Middle East and Africa in terms of liquefaction capacity additions. The country will have the highest liquefaction capacity additions of 18.0 mtpa, increasing from 22 mtpa in 2017 to 40 mtpa by 2022 at an AAGR of 12 per cent.

The country is expected to spend US$25.26bn or more than 30% of the region’s total capital expenditure (capex) on new build liquefaction terminals during the outlook period.

Soorya Tejomoortula, analyst at GlobalData, explains: “Nigeria is expanding its liquefaction capacity to capture increasing global demand of natural gas. The country aims to become one of the major suppliers of LNG globally.”

In terms of regasification capacity additions in the Middle East and Africa, 10 regasification terminals are expected to become operational between 2018 and 2022. The total planned regasification capacity in the Middle East and Africa in 2022 is expected to be 2,887.5 bcf.

Kuwait will lead the Middle East and Africa with total additions of 1071 bcf.

The country’s regasification capacity will increase from 264.8 bcf in 2017 to 1,335.8 bcf in 2022 at an AAGR of 32.4 per cent.

The country is expected to spend around US$2.9bn on development of upcoming regasification terminals during the outlook period.

Business / No Plans To Sell NLNG – Kachikwu by Petrolgasreport: 5:50pm On Aug 28, 2018
The Minister of State for Petroleum Resources, Ibe Kachikwu has denied that there are plans to sell the Nigerian Liquified Natural Gas Limited, NLNG.
This fact came to light on Tuesday during an investigative hearing on three motions by the Fred Agbedi- headed House of Representatives committee on Gas Resources and Allied Matters.
“We are not aware of any plans to sell LNLG by the federal government.” Kachikwu said Tuesday at the hearing which amongst other issues was addressing the “Need to stop the sale of the Nigerian Liquified Natural Gas Limited.”
The minister was represented by Mrs. Esther Ifejika, director Gas Resources. The Director was emphatic when she was questioned by the committee members on the alleged plan to sell the NLNG.

Afe Mayowa, president, Oil and Gas Trainers Association of Nigeria, (OGTAN) and chief executive officer, Danvic Petroleum International Corporation in this interview with our correspondent on the sideline of the 2018 Nigerian Oil and Gas Conference, in Abuja speaks on the need for an enabling environment to aid collaborative efforts in the nation’s oil and gas industry.

In terms of collaborative roles between government agencies as regards research and development, can we say the Nigerian oil and gas industry has come of age?
There is still a lot of work to be done although we are improving. After 50 years, we suddenly woke up that there needs to be. I think after 50 years of exploration and oil production business, we should be champion in Africa.
This is because we are not making much progress and the more reason we have some of these agitations which was what led to the holistic preparation of the PIB that we are still hoping will see the light of the day.
I think we need to put more collaborative efforts in place in the universities and the oil and gas industry. For example, there is nothing wrong in the University of Ibadan having a project sponsored by chevron and they put in about 10 PhD candidates to sit on those projects while chevron is relying on the work.
They pump money into those projects and they are getting results which are also advancing education and they are getting result. This is the kind of collaboration we really want to see.
But as at today, we are not seeing too much of that.
In the developed world, you see companies investing in departments who have personnel; doctoral students and they devoted their time in carrying out specific research that could help the oil and gas industry.
This is because they are in business to make money but these universities are in the process of adding knowledge. So they help the people who want to go into research and add to knowledge which they also benefit from.

Business / Total Hires Stena Don Semi-sub For More Shetland Drilling by Petrolgasreport: 3:39pm On Aug 28, 2018
Offshore driller Stena Drilling has secured more work for its Stena Don offshore drilling rig with the French oil giant Total.

The rig is currently on a contract with Total E&P UK on an exploration well west of the Shetland Islands.

Stena Drilling on Monday said it had signed a new contract which will see the Stena Donn drill one well for Total on the Laggan field in 2019. The Laggan field is also located west of the Shetland Islands.

The 90- day contract is slated to start in mid-March 2019. Total will have an options to extend.

Stena Drilling has recently decided to upgrade the Stena Don with the installation of an eight-point mooring system.

The unit will, upon the completion of the current contract, arrive later this year to Damen Verolme Rotterdam and is expected to remain there for around three months undergoing upgrades.
