Yes, splitting wkl solve it. Do U know why? Then regions can control their borders with full force and decide who comes in and leave.
U can't unalive the bandits when military keep telling U that they aren't terrorists, they are repentant, etc.
If Nigeria split today, some regions will deal ruthless with these guys. .
But U can't do anything now due to complex military structure. Some of them in military have ethnic sentiment for these guys. The people of the place have mentioned the ethnic group incharge. Have U asked why no govt has been able to deal with that ethic group?
Only one ethic group will deal with them with no mercy.
